Agricultural Emergency Relief Act of 2023

United States · United States Congress · 27 July 2023

Agricultural Emergency Relief Act of 2023 This bill directs the Department of Agriculture (USDA) to establish an Emergency Relief Program to provide payments each crop year to producers that experience a qualified loss as a result of a disaster that occurred during the crop year. (Under current law, USDA provides payments under a temporary Emergency Relief Program for losses that occurred following disasters in 2020, 2021, or 2022.) The bill defines a qualified loss as a loss incurred by a producer in a crop, trees, bushes, or vines as a consequence of a disaster (i.e., a drought, wildfire, hurricane, flood, derecho, excessive heat, excessive moisture, a winter storm, and a freeze event, including a polar vortex). Further, a qualified loss includes a loss incurred as a result of being prevented from planting a crop due to a disaster and a loss in the quality of a crop, trees, bushes, or vines due to a disaster or smoke exposure from a wildfire. As a condition of receiving a payment under this program, a producer must purchase (for the next two years) Federal Crop Insurance or, if Federal Crop Insurance is not available, coverage under the Noninsured Crop Disaster Assistance Program. An eligible producer under the program is an individual or entity that is eligible to receive assistance under a Farm Service Agency administered disaster assistance program. The bill specifies that a producer does not include a joint venture or a general partnership.

Conrad State 30 and Physician Access Reauthorization Act

United States · United States Congress · 26 July 2023

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Social Security 2100 Act

United States · United States Congress · 12 July 2023

For example, the bill temporarily increases the primary insurance amount for Social Security benefits for all individuals (from 90% of a certain portion of average indexed monthly earnings to 93%). It also modifies benefit calculations for certain individuals, including by temporarily (1) increasing benefits for widows or widowers in two-income households; and (2) allowing children of a deceased, disabled, or retired worker to remain eligible for benefits through age 25 if they are full-time students. Additionally, the bill temporarily eliminates (1) the government pension offset , which reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own; and (2) the windfall elimination provision , which reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. The bill also modifies the financing and administration of the Social Security trust funds. Protecting U.S. Farmland and Sensitive Sites From Foreign Adversaries Act

United States · United States Congress · 12 July 2023

Protecting U.S. Farmland and Sensitive Sites From Foreign Adversaries Act This bill expands the jurisdiction of the Committee on Foreign Investment in the United States (CFIUS) related to agriculture and land transactions. (CFIUS reviews the national security implications of foreign investment in the United States.) Specifically, the bill requires parties to an elevated risk real estate transaction to submit a mandatory declaration to CFIUS. Generally, this requirement applies to a transaction for a purchase or lease of certain real estate (e.g., real estate that is in close proximity to a sensitive site, such as a military installation or airspace) by a foreign adversary entity (e.g., a foreign person subject to the jurisdiction of a foreign adversary, such as China or Russia). Additionally, the bill creates a presumption that an elevated risk real estate transaction presents a risk to national security that cannot be resolved through any agreement or condition unless CFIUS (1) determines, based on clear and convincing evidence, that the risk to national security of the transaction can be resolved in a manner other than by suspending or prohibiting the transaction; and (2) notifies Congress about this determination and its reasoning.  The bill authorizes CFIUS to consider U.S. food security as a factor in its national security reviews.  The bill also expands the membership of CFIUS to include the Secretary of Agriculture on all transactions related to the purchase of agriculture land, agriculture biotechnology, and any other transaction related to the agriculture industry in the United States.
