Trafficking Survivors Relief Act

Trafficking Survivors Relief Act of 2025 This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The Government Accountability Office must assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The bill permits certain grants for legal representation to be used to seek post-conviction relief. Finally, the bill allows a defendant to establish that the offenses were committed under duress by demonstrating that he or she was a victim of human trafficking at the time of the offense.

Digital Coast Reauthorization Act of 2025 This bill reauthorizes through FY2030 the Digital Coast program managed by the National Oceanic and Atmospheric Administration (NOAA) and makes other changes to the program. Through the program, NOAA administers a digital platform with data, tools, training, and other information to support coastal management needs. The bill requires NOAA to ensure that data and resulting integrated products developed under the program are fully and freely available on the program website and via other sources. Further, NOAA must support existing efforts to acquire and integrate data related to underground infrastructure and subsurface utilities.

Improving Access to Medicare Coverage Act of 2025 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Florida Safe Seas Act of 2025

Florida Safe Seas Act of 2025 This bill prohibits shark feeding in the U.S. Exclusive Economic Zone (EEZ) seaward of Florida for any purpose other than to harvest sharks, subject to limited exceptions. (Florida state waters generally extend 3 miles from the shore in the Atlantic Ocean and 9 miles from the shore in the Gulf of America. The EEZ is seaward of and adjacent to state waters and generally extends to 200 miles from the U.S. coastline.) Specifically, the bill makes it unlawful to introduce, or attempt to introduce, food or any other substance into these waters to attract sharks for any purpose other than to harvest sharks. Exceptions allow shark feeding (1) for research programs funded by federal appropriations, or (2) to the extent that the feeding presents no public health hazard or safety risk (as determined by the National Oceanic and Atmospheric Administration or under state law).

Fighting Irrational Regulatory Enforcement to Avert Retailers’ Misfortune Act or the FIREARM Act This bill prohibits the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) from bringing an enforcement action to revoke or deny renewal of a federal firearms license on the basis of a self-reported violation that is correctable, so long as the violation did not involve the transfer of a firearm to a prohibited person. The term self-reported violation means a violation of a statutory provision or implementing regulation by a federal firearms licensee (e.g., a gun dealer) that the licensee reports to the ATF before it is discovered during a compliance inspection. The bill applies retroactively.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Medal of Sacrifice Act

Medal of Sacrifice Act of 2025 This bill directs the President to issue a medal of sacrifice for eligible law enforcement officers and first responders who are killed in the line of duty. The bill also directs the President to establish a commission on the medal of sacrifice and appoint its members. The bill sets forth responsibilities of the commission, including to advise on the design of the medal and determine how the medal will be presented. Under the bill, eligible law enforcement officers and first responders include federal, state, local, tribal, or territorial law enforcement officers or first responders who are not subject to an official act of wrongdoing (e.g., a determination that the officer or first responder acted outside the scope of their duties or in a manner that was not in accordance with official policies or procedures). A law enforcement officer or first responder who is subject to an official act of wrongdoing is generally not eligible for the medal of sacrifice. However, in the case of such an officer or first responder, the bill requires the commission to investigate the circumstances surrounding the officer or first responder's cause of death and issue a final determination on their eligibility.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.
