National Law Enforcement Officers Remembrance, Support and Community Outreach Act. [ sic ] This bill temporarily directs the Department of the Interior to award a grant to the National Law Enforcement Officers Memorial Fund for the expenses associated with operating and enhancing the community outreach, public education, and officer safety and wellness programs of the National Law Enforcement Museum.

Constitutional Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion. Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement. A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties—a fine, up to five years in prison, or both. An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations.

TCJA Permanency Act This bill makes permanent multiple federal tax provisions enacted in 2017 by the Tax Cuts and Jobs Act. The bill makes permanent the individual tax rates of 10%, 12%, 22%, 24%, 32%, 35%, and 37%; increased standard deduction; personal exemption allowance repeal; exclusion from income of student loans discharged due to death or disability; qualified business income tax deduction (199A tax deduction); allowance of ABLE account contributions in excess of the annual gift tax exclusion amount; base estate and gift tax exclusion amount of $10 million (adjusted annually); and alternative minimum tax exemption and phaseout amounts for noncorporate taxpayers. The bill makes permanent the child tax credit amounts of $2,000 per child and $500 for dependents, the $200,000 phaseout threshold ($400,000 for joint filers), and the refundable portion of the tax credit. The bill expands the expenses eligible for tax-free withdrawals from qualified tuition plans (529 plans) to include additional expenses associated with homeschool and elementary and secondary schools (e.g., instructional materials, tutoring, test and enrollment fees, and educational therapies). The bill permanently eliminates certain miscellaneous itemized deductions and makes permanent the state and local tax deduction limit of $10,000 ($5,000 for married individuals filing separately), mortgage interest tax deduction limit of $750,000 ($375,000 for married individuals filing separately), limit on the deduction of cash charitable contributions to 60% of a taxpayer’s adjusted gross income, and certain limits on casualty loss tax deductions. The bill also permanently eliminates the exclusion from income for employer-reimbursed bicycle commuting expenses.

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

Department of Homeland Security Appropriations Act, 2025 This bill provides FY2025 appropriations for the Department of Homeland Security (DHS). Specifically, the bill provides appropriations to DHS for Departmental Management, Intelligence, Situational Awareness, and Oversight, including the Office of the Secretary and Executive Management; the Management Directorate; Intelligence, Analysis, and Situational Awareness; and the Office of Inspector General. In addition, the bill provides appropriations for Security, Enforcement, and Investigations, including U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the U.S. Coast Guard, and the U.S. Secret Service. The bill provides appropriations for Protection, Preparedness, Response, and Recovery, including the Cybersecurity and Infrastructure Security Agency, and the Federal Emergency Management Agency (FEMA). The bill provides appropriations for Research, Development, Training, and Services, including U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, the Science and Technology Directorate, and the Countering Weapons of Mass Destruction Office. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act This bill addresses various programs, benefits, and services provided by the Department of Veterans Affairs (VA), including those related to health care, educational assistance, home loans, homelessness, and disability and memorial affairs. Among other elements, the bill modifies the administration of the Veterans Community Care Program, including by providing protections for care agreements between veterans and clinicians; increases the expenditure cap for non-institutional care alternatives to nursing home care; provides certain support to family caregivers under the Program of Comprehensive Assistance for Family Caregivers; modifies the administration of certain educational assistance programs and benefits, including by removing the expiration on a surviving spouse’s entitlement under the Marine Gunnery Sergeant John David Fry Scholarship; expands the Native American Direct Loan program by allowing Native American veterans to refinance other existing mortgage loans on the same property if certain conditions are met; requires the VA to provide a burial and funeral allowance for certain veterans who die prior to October 1, 2026, in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care); temporarily increases the maximum rate of per diem payments provided by the VA to entities that furnish services and transitional housing to homeless veterans; authorizes a program to modernize the electronic health record and other relevant health information technology systems of the VA; and addresses various oversight and reporting matters.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

This joint resolution nullifies the rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles and published by the Environmental Protection Agency on April 18, 2024. The rule established and modified requirements for certain light-duty or medium-duty vehicles (e.g., cars, trucks, and sports utility vehicles that are under a certain weight), including requirements related to (1) emission standards, such as a greenhouse gas emission standard; (2) the durability of batteries for certain electric and hybrid vehicles; and (3) measuring fuel economy.

Sultana Steamboat Disaster Commemorative Coin Act of 2024 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occurred on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society Inc. for the purpose of establishing, operating, and maintaining a museum.

Rosie the Riveter Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition and celebration of the women who contributed to the U.S. home front during World War II. All sales of coins issued under this bill must include a surcharge to be paid to the Rosie the Riveter Trust to support the National Park Service in maintaining and repairing the Rosie the Riveter WWII Home Front National Historical Park.

Protect Our Letter Carriers Act of 2024 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

Creating Hospitality Economic Enhancement for Restaurants and Servers Act or the CHEERS Act This bill treats qualified energy-efficient draft property (energy efficient kegs) as energy efficient commercial building property for purposes of the tax deduction for energy efficient commercial buildings. It defines qualified energy-efficient draft property as property that is principally used in the trade or business of operating a restaurant, bar, or entertainment venue, and that is a stainless steel or aluminum container or related commercial tap equipment used to distribute or sell alcohol.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Protecting Privacy in Purchases Act This bill prohibits payment card networks from using merchant codes that distinguish firearms retailers from other retailers. The Department of Justice must enforce this bill and report annually on the resulting investigations and cases.

Pet Food Uniform Regulatory Reform Act of 2024 or the PURR Act of 2024 This bill establishes the Food and Drug Administration's Center for Veterinary Medicine (CVM) as the sole regulatory authority over pet food for dogs and cats. It also provides certain flexibilities for pet food manufacturers with respect to the types of ingredients they may use and the associated labeling and marketing requirements. The bill specifies that no state or local government may establish, implement, or enforce any authority or requirement relating to pet food marketing or labeling and instead provides for oversight by the CVM. Additionally, the bill provides a presumption that pet food ingredients are generally recognized as safe (GRAS) if they are recognized as acceptable per the Association of American Feed Control Officials and the CVM does not find otherwise. Manufacturers may voluntarily notify the CVM of ingredients that are considered GRAS but that have not yet been specifically recognized as such. The bill also allows manufacturers to state, without prior approval, that their products (1) sometimes, but not always, have certain ingredients (e.g., flavors); (2) have certain health benefits (e.g., tartar control); or (3) are human grade or natural, if certain conditions are met.
