Clarifying E–Rate Act of 2024 This bill provides statutory authority for the use of Schools and Libraries Universal Service Support program (E-Rate) funds for the provision of Wi-Fi access on school buses. (In a declaratory ruling titled Modernizing the E-Rate Program for Schools and Libraries and released on October 25, 2023, the Federal Communications Commission (FCC) declared that the use of Wi-Fi and similar technologies on school buses serves an educational purpose and is therefore eligible for E-Rate funding. The policy effectively permits schools to receive discounted telecommunications service for use on school buses.) The bill also directs the FCC to publish a notice of proposed rulemaking specifying any additional locations for which E-Rate funding may be used to support connectivity. The FCC must establish an annual process for considering additional eligible locations.

Farmer to Farmer Education Act of 2024 This bill expands the authority of the Department of Agriculture (USDA) to provide technical assistance for farmer-to-farmer networks. A farmer-to-farmer network means any affiliation or association of farmers that share information, technical assistance, or any other type of mutually beneficial support. Under the bill, USDA may enter into cooperative agreements with eligible entities to provide assistance to farmer-to-farmer networks to (1) build network capacity, connect farmers with mentors or group learning opportunities, and support goal setting; (2) increase technical assistance for farmers, ranchers, and forest owners who use different farming models, practices, and scales; and (3) establish and steward the networks. Those eligible for the program include nonprofit entities, farmer-to-farmer networks, tribal entities, local governments, institutions of higher education, and states. USDA must prioritize agreements with entities that seek to meet the specific needs of certain farmers, ranchers, and forest owners who are historically underserved or operating in high-poverty areas. The bill also provides for subawards to plan and conduct events, as well as to identify and develop innovative activities, in order to increase farmer access to farmer-to-farmer assistance. USDA and the Natural Resources Conservation Service must establish any necessary additional requirements for subawards.

Comprehensive Addiction Resources Emergency Act of 2024 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.
