Essential Caregivers Act of 2025

United States · United States Congress · 16 December 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Albuquerque Indian School Act of 2025

United States · United States Congress · 19 November 2025

Albuquerque Indian School Act of 2025 This bill takes three tracts of specified federal land (approximately 9.89 acres) in Albuquerque, New Mexico, into trust for the benefit of the 19 Pueblos of New Mexico. (These three tracts of land were historically part of the Albuquerque Indian School, which was an Indian boarding school until 1981.) The land is currently administered by the General Services Administration (GSA). Within 90 days of this bill's enactment, the GSA must (1) relocate all federal tenants on the land, and (2) transfer administrative jurisdiction over the land to the Department of the Interior. Within 90 days after the relocation of federal tenants and transfer of administrative jurisdiction, the bill requires (1) Interior to take the land into trust for the benefit of the 19 Pueblos, and (2) the federal government to convey its ownership interests in buildings and other structures located within Tract 1 to the Indian Pueblo Cultural Center to own in fee. (Tract 1, which is approximately 3.57 acres, contains a warehouse that is 76,682 square feet.) The bill requires the land taken into trust to be used for the educational, health, cultural, business, and economic development of the 19 Pueblos. Further, the land must remain subject to existing private and municipal encumbrances, rights-of-way, restrictions, easements of record, and utility service agreements. The bill prohibits gaming on the land taken into trust.

Fight Illicit Pill Presses Act

United States · United States Congress · 31 October 2025

Fight Illicit Pill Presses Act This bill broadens the scope of pill machines that are subject to regulation under the Controlled Substances Act (CSA). The bill also requires regulated machines to have serial numbers and imposes criminal penalties for conduct involving the removal of serial numbers or the transportation of regulated machines knowing the serial numbers have been removed. Currently, the CSA requires persons who manufacture, distribute, import, export, or purchase certain regulated machines to keep records of and report on transactions involving the machines. Currently, the term regulated machines includes tableting machines and encapsulating machines. This bill requires persons who sell or deliver regulated machines to comply with the CSA's recordkeeping and reporting requirements, in addition to persons who manufacture, distribute, import, export, or purchase them. The bill also expands regulated machines , for which transactions must be recorded and reported, to include critical parts of tableting and encapsulating machines such as dies used to mold pills and punches used to imprint markings and logos onto pills. The bill requires serial numbers to be permanently affixed to encapsulating machines, tableting machines, and critical parts of tableting and encapsulating machines. Finally, the bill prohibits, subject to criminal penalties, the (1) removal, alteration, or obliteration of any serial number affixed to a tableting machine, encapsulating machine, or a critical part; or (2) transportation, shipment, receipt, possession, distribution, delivery, sale, import, or export of any tableting machine, encapsulating machine, or critical part knowing the serial number has been removed, altered, or obliterated.

Country of Origin Labeling Enforcement Act of 2025

United States · United States Congress · 24 October 2025

Country of Origin Labeling Enforcement Act of 2025 This bill requires retailers to notify their customers of the country of origin of beef. In general, under the Department of Agriculture's (USDA's) mandatory Country of Origin Labeling (COOL) requirements, retailers (such as grocery stores, supermarkets, and club warehouses) must provide certain information to consumers regarding the origin of specific foods (e.g., lamb, chicken, fish, and perishable agriculture products). This bill expands these requirements to include mandatory COOL for beef (including ground beef). In order to designate beef as exclusively having a country of origin of the United States, the product must generally be derived from an animal that was exclusively born, raised, and slaughtered in the United States. A retailer (or a supplier for the retailer) who willfully violates the COOL requirements for beef may be subject to a USDA fine of $5,000 for each pound of beef that is not in compliance. Under current law, the USDA fine may not exceed $1,000 for each COOL violation. The bill specifies that no ruling by the World Trade Organization (or by any other international organization of which the United States is a member) may be construed to limit, alter, or affect USDA's authority to implement COOL under this bill.
