Student Loan Interest Elimination Act

Student Loan Interest Elimination Act This bill eliminates interest on existing and new federal student loans beginning on July 1, 2026.  Specifically, for existing federal student loans, the bill directs the Department of Education (ED) to establish and implement procedures to (1) modify the terms of Federal Direct Loans so that beginning on July 1, 2026, no interest shall accrue on such a loan; and (2) allow a borrower to opt out of this loan modification. Additionally, ED must establish and implement procedures to (1) refinance eligible loans that are not Federal Direct Loans (e.g., privately held Federal Family Education Loans and Perkins Loans), and (2) allow a borrower to opt out of this loan refinancing. The bill outlines the terms and conditions of these refinanced loans, including by prohibiting ED from charging origination fees and specifying that no interest shall accrue on these loans. For new federal student loans made on or after July 1, 2026, the bill sets the applicable interest rate at 0%. The bill establishes the Education Affordability Trust Fund. ED must deposit all payments made on federal student loans into this trust fund. The Education Affordability Trust Fund Board, as established by this bill, must transfer the assets from investments of this trust fund to ED to pay for the administrative costs of carrying out federal student loan programs. The bill allows ED to use excess amounts of funds in the trust fund to carry out a Supplemental Pell Grant Program.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2026 or the DISCLOSE Act of 2026 This bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosures of campaign expenditures, and requiring additional disclosures regarding certain political advertisements. Specifically, the bill expands existing foreign money prohibitions to include disbursements for paid web-based or digital communications and federal judicial nomination communications. It also prohibits foreign nationals from contributing to campaigns related to ballot initiatives and referenda. The Government Accountability Office must, for each four-year election cycle, study and report on the incidence of illicit foreign money in federal elections. Next, the bill makes it unlawful to establish or use a corporation, company, or other entity with the intent to conceal an election contribution or donation by a foreign national. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. Covered organizations (e.g., corporations, labor organizations, and political organizations) must, within 24 hours, file reports with the Federal Election Commission to disclose campaign expenditures of more than $10,000 during an election cycle. The bill also requires organizations to provide additional disclosures regarding political advertisements, including the donors who contributed the most money to that organization in the last year.

Hemp Planting Predictability Act

Hemp Planting Predictability Act This bill extends by two years the implementation of changes to the regulation of hemp products, which reimpose certain federal controls over some hemp products. Specifically, Congress enacted the FY2026 agriculture appropriations act (P.L. 119-37) on November 12, 2025. Effective November 12, 2026, the act modifies the statutory definition of hemp products that are considered to be lawful. This bill extends the effective date to November 12, 2028. As background, the 2018 farm bill excluded hemp from the Controlled Substances Act definition of marijuana and defined hemp . As a result, hemp and hemp-derived products at or below the 0.3% delta-9 tetrahydrocannabinol (THC, the psychoactive component of marijuana) concentration threshold were no longer regulated as Schedule I controlled substances and registration with the Drug Enforcement Administration was no longer required to cultivate or handle hemp and hemp-derived products. However, hemp remained subject to Department of Agriculture and Food and Drug Administration regulation. The 2025 changes to the definition of hemp, include changing the limit to a total THC concentration of not more than 0.3% on a dry weight basis rather than only delta-9 THC, explicitly including industrial hemp, excluding seeds from a cannabis plant that exceed a certain THC concentration, and excluding various types of hemp-derived cannabinoid products. Cannabinoids refer to unique chemical compounds that are found in hemp and marijuana (e.g., THC) and are known to exhibit a range of psychological and physiological effects.
