Preventing the Abuse of Immigration Parole Act This bill places limits on the authority of the Department of Homeland Security (DHS) to parole individuals into the United States. Currently, DHS is allowed to parole non-U.S. nationals ( aliens under federal law) temporarily into the United States on public benefit or urgent humanitarian grounds. Under the bill, the total number of parolees allowed annually is capped at 3,000. Protect Children’s Innocence Act of 2025 This bill establishes federal criminal offenses for providing gender-affirming care to minors. The bill also changes the existing federal criminal offense that prohibits female genital mutilation (FGM) and related conduct. Specifically, the bill makes it a federal crime to knowingly perform or attempt to perform procedures or provide medications (e.g., hormonal treatments) to a minor for the purpose of changing their body to correspond to a sex that differs from their biological sex. The bill provides exceptions for specified types of surgeries or procedures, including those for treating (1) individuals who have both ovarian and testicular tissue or abnormal sex chromosome structure or hormones, or (2) infections or other harms that result from a previous gender-transition procedure. A violation is punishable by a fine, a prison term of up to 10 years, or both. The bill prohibits the arrest or prosecution of an individual who undergoes gender-affirming procedures or medications. Additionally, the bill makes changes to the existing federal criminal prohibition on performing FGM on a minor and related conduct. Among the changes, the bill broadens the scope of prohibited conduct to include the facilitation or consent to FGM by any person (currently, prohibited facilitation or consent applies only to a parent, guardian, or caretaker of the minor). The bill also prohibits the arrest or prosecution of an individual who undergoes FGM. The bill does not change the applicable criminal penalty of a fine, a prison term of up to 10 years, or both.

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if the regulator complies with the Paperwork Reduction Act.

Nuclear Family Priority Act This bill imposes limits on various types of family-sponsored immigration visas. The non-U.S. national ( alien under federal law) parents of U.S. citizens shall not qualify for visas for immediate relatives, which are not subject to any direct numerical limits. Currently, the spouses, unmarried children under 21, and parents of citizens are considered immediate relatives. The bill also creates a nonimmigrant visa for such parents of citizens. Such non-U.S. nationals shall not be eligible for employment or any public benefits. The bill also reduces the baseline annual cap for family-sponsored visas from 480,000 to 88,000, and revises the methods for calculating the cap. Currently, the 480,000 cap may be adjusted depending on various factors but shall not be less than 226,000. The bill eliminates preference allocations (visa categories subject to various annual caps) for various family-sponsored visas, including those for the siblings and married children of citizens. The bill provides for a preference allocation for the unmarried children under 21 and spouses of permanent residents, subject to the 88,000 annual cap.

Additionally, the bill prohibits IHEs that participate in federal student aid programs from taking adverse actions against single-sex social organizations or students who are members or prospective members of such organizations based solely on the practice of limiting membership to only individuals of one sex; taking actions that require or coerce members or prospective members of such organizations to waive protections provided under the bill, including as a condition of enrolling in the IHE; or imposing a recruitment restriction on a single-sex social organization that is not imposed upon other student organizations, unless the organization and IHE have entered into a written agreement allowing the restriction.

Firearm Due Process Protection Act of 2025 This bill expands the grounds for pursuing judicial remedies related to the denial of certain firearm transfers. Additionally, the bill establishes procedural rules applicable to actions for judicial remedies. Current law authorizes judicial remedies for an individual who is erroneously denied a firearm (e.g., an individual is denied a firearm but the individual is eligible to receive or possess a firearm). This bill authorizes remedies for an individual who experiences an extended delay (i.e., a delay of more than 60 days) on a firearm transfer. Additionally, the bill requires an expedited hearing on an action for judicial remedies and places the burden of proof on the respondent (i.e., the government) to show that the individual was ineligible to receive or possess a firearm.

Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Fair-Value Accounting and Budget Act This bill requires the Congressional Budget Office (CBO) to provide certain fair-value estimates of federal loan and loan guarantee programs. Under the bill, the fair value is the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date. Fair-value estimates generally use private-market interest rates to estimate the cost of a loan program rather than rates based on Treasury securities. The bill requires CBO to include fair-value estimates in (1) any estimate prepared for a measure that establishes or modifies a loan or loan guarantee program, and (2) its publication titled The Budget and Economic Outlook. If CBO provides a fair-value estimate pursuant to this bill, the chairs of the congressional budget committees must use the estimate to determine compliance with budget enforcement requirements. The bill also requires the Office of Management and Budget to submit an annual report to Congress on fair-value estimates of the costs of federal credit programs.
