Veterans Reassignment Protection Act - Prohibits a preference eligible federal employee (including a preference eligible serving in or under the U.S. Postal Service) from being involuntarily separated for failing to accept a directed reassignment to a position outside his or her commuting area or to accompany a position outside of such area pursuant to a transfer of function unless such preference eligible: (1) receives written notice of the reassignment at least 30 days before the effective date of the reassignment; and (2) is allowed to elect to have the selection of employees for release conducted in the same manner as would be required in the case of a reduction in force. Entitles a preference eligible involuntarily separated in the circumstances described above to appeal to the Merit Systems Protection Board any failure to comply with the requirements of this Act.

National Guard Empowerment Act of 2007 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Treats service as a Bureau adjutant general as joint duty experience. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general. Requires an annual plan for the use of the Armed Forces and National Guard for responding to disasters and acts of terrorism.

Windfall Elimination Provision Relief Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) restrict the application of the windfall elimination requirement to individuals whose combined monthly income from the primary OASDI insurance amount and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds the cost-of-living adjusted amount of $2,500; and (2) provide for a graduated implementation of such requirement on amounts above such threshold by applying applicable percentages determined according to a specified formula.

Water Quality Financing Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to authorize the Administrator of the Environmental Protection Agency (EPA) to make grants to nonprofit organizations to provide: (1) technical assistance to rural and small municipalities for wastewater infrastructure financing; and (2) technical assistance and training for rural and small publicly owned treatment works. Authorizes appropriations through FY2012 for: (1) state pollution control programs; and (2) watershed pilot projects. Revises: (1) eligibility requirements for grants for sewage collection systems; and (2) state water pollution control revolving fund provisions. Requires states to: (1) establish a list of revolving fund projects that prioritizes water quality improvement projects; and (2) provide financial assistance to only projects on such lists. Authorizes and increases funding for capitalization grants for state water pollution control revolving funds for FY2008-FY2012. Revises funding allocations for activities serving Indian tribes and reservations. Requires the Comptroller General to study the funding mechanisms and funding sources available to establish a Clean Water Trust Fund.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Industrial Bank Holding Company Act of 2007 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company. Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Government Reservation Accelerated Development for Education Act - Amends the Elementary and Secondary Education Act of 1965 to entitle certain local educational agencies (LEAs) to specified payment amounts under Impact Aid programs: (1) relating to federal acquisition of real property; and (2) for basic support for eligible federally-connected children. (Current law makes such LEAs eligible for such payments up to specified maximum amounts.) Revises the formula for calculating additional Impact Aid payments to LEAs for federally-connected children with disabilities who are eligible for services under the Individuals with Disabilities Education Act. Extends the authorization of appropriations for: (1) construction and school modernization payments for certain LEAs, including ones with high percentages of children living on Indian lands or children of military parents; and (2) facilities maintenance payments for certain schools located on military bases and serving military dependent children.

Keeping Our Promises to America's Children Act of 2007 - Provides a moratorium on compliance by failing schools with certain requirements for achieving adequate yearly progress (AYP) toward state academic performance standards under the Elementary and Secondary Education Act of 1965. Allows states and local educational agencies, if the federal funds appropriated for the pertinent remedial program, project, or activity are less than those authorized, to defer, modify, or suspend related functions the agencies are required to carry out to ensure that schools achieve AYP. Requires the Secretary of Education to ensure that negative consequences shall not apply to such agencies for actions taken under this Act.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI) Program (the Program) to provide all individuals residing in the United States and in U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, prescription drugs, emergency care, and mental health services. Prohibits an institution from participating in the Program unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that actually deliver care in their own facilities to participate in the Program. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay hospitals and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the USNHI Trust Fund to finance the Program with amounts deposited: (1) from existing sources of Government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a progressive excise tax on payroll and self-employment income; and (4) by instituting a small tax on stock and bond transactions. Requires the Program to give first priority in retraining and job placement and unemployment benefits to individuals whose jobs are eliminated due to reduced administration. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for the eventual integration of the Indian Health Service into the Program.

Commission on Wartime Relocation and Internment of Latin Americans of Japanese Descent Act - Establishes the Commission on Wartime Relocation and Internment of Latin Americans of Japanese descent. Directs the Commission to: (1) extend the study of the Commission on Wartime Relocation and Internment of Civilians to investigate U.S. relocation, internment, and (in some cases) deportation to Axis countries of Latin Americans of Japanese descent held in U.S. custody from December 1941 through February 1948; and (2) recommend appropriate remedies to Congress based on preliminary findings by the original Commission and new discoveries. Terminates the Commission 90 days after submission of its report to Congress (as required by this Act).

Early Pest Detection and Surveillance Improvement Act - Authorizes the Secretary of Agriculture to enter into a cooperative agreement with any state department of agriculture that agrees to conduct early plant pest detection surveillance activities, including inspection and surveillance of domestic plant shipments between a state and other states.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory livestock (while not limiting the Secretary's ability to test nonambulatory livestock for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory livestock while such livestock is conscious, and ensure that such livestock remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned." Defines "covered entity," "nonambulatory livestock," and "humanely euthanize."

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.

Taxpayer Abuse and Harassment Prevention Act of 2007 - Amends the Internal Revenue Code to repeal the authority of the Secretary of the Treasury to enter into contracts with private collection agencies to collect unpaid taxes.

Export Freedom to Cuba Act of 2007 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision does not: (1) restrict presidential authority in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers; and (2) authorize U.S. importation of personal consumption goods acquired in Cuba.

Expresses condolences to the families of women and girls murdered in Guatemala and recognizes the families' courage in seeking justice. Condemns the ongoing abductions and murders of women and girls in Guatemala. Urges the government of Guatemala to recognize domestic violence and sexual harassment as criminal acts and encourages the government of Guatemala to investigate the killings of women, prosecute those responsible, and eliminate the tolerance of violence against women. Supports efforts to identify perpetrators and unknown victims through forensic analysis, including DNA testing. Encourages the Secretary of State to urge the government of Guatemala to: (1) honor the victims of the brutal murders and to continue to include in the Department of State's annual Country Reports on Human Rights Practices all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of women and girls in Guatemala; (2) hold accountable those law enforcement and judicial officials who fail to investigate and prosecute the murders adequately; and (3) take measures to ensure that the special Guatemalan police and prosecutorial units are adequately staffed and have sufficient resources. Recommends that the Secretary develop a comprehensive plan to combat the growing problem of violence against women in Latin America.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, and sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Gives grant priority to applicants that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least 10% for historically Black colleges and universities, Hispanic-serving institutions, and tribally controlled colleges and universities; and (2) at least 10% for social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and a grantee under this Act).

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Second Chance for Ex-Offenders Act of 2007 - Amends the federal criminal code to allow an individual to file a petition for expungement of a record of conviction for a nonviolent criminal offense if such individual has: (1) never been convicted of a violent offense and has never been convicted of a nonviolent offense other than the one for which expungement is sought; (2) fulfilled all requirements of the sentence of the court in which conviction was obtained; (3) remained free from dependency on or abuse of alcohol or a controlled substance for a minimum of one year and has been rehabilitated, to the court's satisfaction, if so required by the terms of supervised release; (4) obtained a high school diploma or completed a high school equivalency program; and (5) completed at least one year of community service. Authorizes an individual convicted of a felony or a misdemeanor to file an expungement petition. Directs the court, in ruling on such petition, after determining petitioner eligibility, to weigh the petitioner's interests against the best interests of justice and public safety. Authorizes the Department of Justice to maintain a nonpublic manual or computerized index of expunged records, to be made available only to federal and state law enforcement personnel who have custody of such records for limited disclosure purposes. Requires the restoration of expunged records of individuals subsequently convicted of any federal or state offense.

Amends the Higher Education Act of 1965 to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education that have an undergraduate enrollment that is at least 10% Asian American or Pacific Islander, for activities to improve their capacity to serve such students. Requires applicants for such assistance to submit a five-year plan for improving the assistance they provide to such students. Gives priority to eligible institutions that serve a significant percentage of low-income Asian American and Pacific Islander students.

Global Democracy Promotion Act - Declares that foreign nongovernmental organizations: (1) shall not be ineligible for assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. federal law if provided in the United States; and (2) shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act - Makes appropriations of: (1) the greater of specified amounts or the authorized amounts for programs under the Elementary and Secondary Education Act of 1965 for FY2007-FY2014; and (2) specified amounts for FY2007-FY2015 and an amount determined pursuant to a specified formula (based on the number of children who received special education, the average per-pupil expenditure, and the rate of change in a state's population) for FY2016 and thereafter for the Individuals with Disabilities Education Act. Requires such appropriated amounts to be expended consistent with pay-as-you-go requirements.

Free Trade With Cuba Act - Amends the Foreign Assistance Act of 1961 to repeal the embargo on trade with Cuba. Prohibits the exercise by the President with respect to Cuba of certain authorities conferred by the Trading With the Enemy Act and exercised on July 1, 1977, as a result of a specified national emergency. Declares that any prohibition on exports to Cuba under the Export Administration Act of 1979 shall cease to be effective. Authorizes the President to impose export controls with respect to Cuba and exercise certain authorities under the International Emergency Economic Powers Act only on account of an unusual and extraordinary threat to U.S. national security that did not exist before enactment of this Act. Repeals: (1) the Cuban Democracy Act of 1992; (2) the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996; (3) the prohibition under the Food Security Act of 1985 against allocation of the annual sugar quota to any country unless its officials verify that it does not import for reexport to the United States any sugar produced in Cuba; and (4) the prohibition under the Department of Commerce and Related Agencies Appropriations Act, 1999 on transactions or payments respecting certain U.S. intellectual property. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to remove Cuba from the list of state sponsors of terrorism subject to agricultural and medical export restrictions. Amends the Internal Revenue Code to terminate the denial of foreign tax credit with respect to Cuba. Authorizes common carriers to install and repair telecommunications equipment and facilities in Cuba, and otherwise provide telecommunications services between the United States and Cuba. Prohibits regulation or banning of travel to and from Cuba by U.S. citizens or residents, or of any transactions incident to travel. Directs the U.S. Postal Service to provide direct mail service to and from Cuba. Urges the President to take all necessary steps to conduct negotiations with the Government of Cuba to: (1) settle claims of U.S. nationals against Cuba for the taking of property; and (2) secure protection of internationally recognized human rights.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2007, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on April 1, 2006, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Securing America's Energy Independence Act of 2007 - Amends the Internal Revenue Code to extend through 2016: (1) the energy tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential energy efficient property expenditures. Allows such credits to be applied against alternative minimum tax liability. Includes advanced energy storage systems as energy property for purposes of the tax credit. Provides for a special credit amount for solar photovoltaic energy property and residential energy efficient property based upon kilowatt capacity. Allows accelerated depreciation (three-year recovery period) for solar energy and fuel cell property.

Bring the Troops Home and Iraq Sovereignty Restoration Act of 2007 - Declares that it is U.S. policy to: (1) end the occupation of Iraq; (2) accelerate the training and equipping of Iraq's military and security forces; (3) pursue security and stability in Iraq through diplomacy; (4) help preserve the territorial integrity of Iraq as a nation state; (5) account for any missing U.S. Armed Forces personnel or U.S. citizens in Iraq; and (6) turn over internal security activities and military operations in Iraq to the elected government of Iraq within six months. Repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002. Requires the withdrawal from Iraq of all U.S. Armed Forces and contractor security forces within six months. Prohibits, with exceptions, fund use to continue deployment of U.S. Armed Forces in Iraq. Prohibits: (1) the construction of permanent U.S. military installations in Iraq; and (2) production sharing agreements for Iraqi petroleum resources. Limits the total number of personnel at the U.S. embassy in Iraq. Authorizes the President to: (1) support the deployment of international stabilization forces in Iraq; (2) provide assistance for an Iraqi reconstruction corps, mine and ordinance clearing, cultural and historical restoration, and for an Iraqi institute of peace; and (3) establish international funds to redevelop Iraqi civic and health institutions. Revises authorities respecting the Special Inspector General for Iraq Reconstruction. Provides for compensation of Iraqi noncombatant civilian casualties. Provides funding availability for veterans health care. Establishes the Joint Select Committee to Review the Origins and Conduct of Operation Iraqi Freedom.

Full Funding for IDEA Now Act - Amends the Individuals with Disabilities Education Act (IDEA) to set forth a mandatory minimum level of federal grant payments to states for assistance for education of all children with disabilities under IDEA part B. Entitles a state to receive such a minimum grant allotment in an amount determined by current formulas for maximum authorization levels in specified fiscal years (which such minimum entitlement replaces). Eliminates the current authorization of appropriations for specified fiscal years for such grants.

National Heroes Credit Protection Act - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to require any consumer credit information entity that receives from a creditor a negative report of nonpayment or late payment with respect to the account of a person in military service to enter a notation that the account is delinquent or paid slowly due to military service. Requires any future potential creditor that receives a credit report that includes such a notation to disregard any negative information so noted.

Vision Care for Kids Act of 2007 - Allows the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to states to: (1) provide comprehensive eye examinations by a licensed optometrist or ophthalmologist for children identified by a licensed health care provider or vision screener, with priority to children under age nine; (2) provide treatment or services to correct vision problems of such children; and (3) develop and disseminate educational materials on recognizing signs of visual impairment in children.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Fairness and Independence in Redistricting Act of 2007 - Prohibits a state that has been redistricted after an apportionment from being redistricted again until after the next apportionment of Representatives, unless the state is ordered by a court to conduct such a subsequent redistricting in order to: (1) comply with the U.S. Constitution; or (2) enforce the Voting Rights Act of 1965. Requires such redistricting to be conducted through a plan developed by the independent redistricting commission established in the state, or if such plan is not enacted into law, the redistricting plan selected by the state's highest court or developed by a U.S. district court. Prescribes requirements for: (1) establishment of a state independent redistricting commission; (2) development of a redistricting plan; (3) its submission to the state legislature; (4) selection of a plan, under specified conditions, by the state's highest court or the U.S. district court for the district in which the capital of the state is located; (5) special rules for redistricting conducted under a federal court order; and (6) Election Assistance Commission payments to states for carrying out redistricting.

Native Hawaiian Government Reorganization Act of 2007 - Establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior. Establishes the Native Hawaiian Interagency Coordinating Group. Recognizes the right of the Native Hawaiian people to reorganize the single Native Hawaiian governing entity to provide for their common welfare and to adopt appropriate organic governing documents. Establishes a Commission to: (1) prepare and maintain a roll of the adult members of the Native Hawaiian community who elect to participate in such reorganization; and (2) certify that the adult members of the Native Hawaiian community proposed for inclusion on the roll meet the definition of Native Hawaiian. Outlines the process for the reorganization, which includes forming a Native Hawaiian Interim Governing Council. Reaffirms the special political and legal relationship between the United States and the Native Hawaiian governing entity upon certification required by the Secretary regarding the organic governing documents and the election of the entity's officers. Extends federal recognition to the governing entity as the representative governing body of the Native Hawaiian people. Authorizes the United States, upon the reaffirmation of such political and legal relationship, together with the state of Hawaii, to enter into negotiations with the governing entity to lead to an agreement addressing specified matters, including the transfer of lands, natural resources, and other assets, and the protection of existing rights related to such lands or resources.

States that: (1) the deployment of U.S. forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date; (2) a quick-reaction U.S. force and an over-the-horizon presence of U.S. Marines shall be deployed in the region; and (3) the United States shall pursue security and stability in Iraq through diplomacy.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment. Requires the Secretary, acting through the Centers for Disease Control (CDC), to maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis and by compiling and disseminating information on state, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration (HRSA), to make grants to qualified entities for education programs for health care professionals in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to qualified entities that will train professionals that serve areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Director of the Office for the Advancement of Telehealth, to make up to seven grants to states and to consortia of public and private entities in any non-grantee state to conduct a five-year pilot project to improve stroke patient outcomes by coordinating health care through telehealth networks.

Compassionate Assistance for Rape Emergencies Act of 2007 - Prohibits any federal funds from being provided to a hospital under title XVIII (Medicare) of the Social Security Act or to a state, with respect to hospital services, under title XIX (Medicaid) of such Act, unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Provides that: (1) no provision of law enacted before the date of the enactment of this joint resolution shall be construed to authorize the use of U.S. military force against Iran; and (2) absent a national emergency created by an attack or imminent attack by Iran upon the United States, its territories or possessions or its Armed Forces, the President shall consult with Congress, and receive specific authorization pursuant to law from Congress, prior to initiating military force against Iran.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

War Profiteering Prevention Act of 2007 - Amends the federal criminal code to prohibit profiteering and fraud involving a contract or the provision of goods or services in connection with a war, military action, or relief or reconstruction activities within U.S. jurisdiction (including making materially false statements or representations or materially overvaluing any good or service with the specific intent to make excessive profit). Sets penalties for violations, including up to 20 years' imprisonment and a fine of the greater of $1 million or twice the gross profits or other proceeds. Subjects: (1) any property which constitutes or is derived from proceeds traceable to a violation to civil and criminal forfeiture; and (2) transactions involving such property or proceeds to money laundering provisions.

Veterans' Disability Compensation Automatic COLA Act - Requires that, whenever there is an increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, the Secretary of Veterans Affairs shall increase by the same percentage the amounts payable as veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children.

Family-Based Meth Treatment Access Act of 2007 - Amends the Public Health Service Act to expand the grant program to provide residential substance abuse treatment to pregnant and postpartum women to include: (1) parenting women substance abuse treatment (including treatment for addiction to methamphetamine); and (2) outpatient treatment services. Requires that such treatment programs be accessible to pregnant and parenting women in health disparity populations. Requires the Secretary of Health and Human Services to expand, intensify, and coordinate efforts to provide treatment for methamphetamine addiction to pregnant and parenting women. Requires the Secretary, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants, cooperative agreements, or contracts for to assist local jails and detention facilities in providing comprehensive, family-based substance abuse treatment services to pregnant and parenting adults who are considered nonviolent offenders. Sets forth criteria that must be met if such a grant is used for a family drug treatment program that is an alternative to incarceration. Gives priority in awarding grants under this Act to any entity that agrees to use the award for programs serving an area that: (1) is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; and (2) has high rates of addiction to methamphetamine or other drugs.

Expresses the sense of the House of Representatives that: (1) the abolition of modern-day slavery should be a high priority of U.S. foreign and domestic policy and the United States should assume a leadership role in a global campaign to eliminate all forms of modern-day slavery by 2017; (2) U.S. trade, aid, and investment policies of should reflect and advance the U.S. commitment to freedom for all people; (3) the United States should expand protection and legal options for victims of modern-day slavery; (4) the United States should bring together governments, international organizations, nongovernmental organizations, and individuals to form a comprehensive coalition and forge a sustained global action plan to fight modern-day slavery; and (5) the abolition of modern-day slavery should be prioritized at the 2007 Group of 8 (G-8) Summit in Germany.

Sowing the Seeds Through Science and Engineering Research Act - Authorizes appropriations for FY2008-FY2012 to: (1) the National Science Foundation (NSF), Department of Energy (DOE), National Aeronautics and Space Administration (NASA), and National Institute of Standards and Technology (NIST) for support of basic research activities in the physical sciences, mathematics and computer sciences, and engineering; and (2) the Department of Defense (DOD) for support of basic research activities. Makes at least 8% of such amounts available for high-risk, potentially high-payoff research. Requires the Director of the NSF and the Director of the Office of Science of the DOE to carry out a program to award grants to scientists and engineers at the early stage of their careers at institutions of higher education and certain research organizations, such as museums, observatories, or research laboratories, to conduct research in fields relevant to NSF's mission. Directs the President to periodically present the Presidential Innovation Award to individuals who develop one or more unique scientific or engineering ideas in the national interest. Directs the Office of Science and Technology Policy to establish a National Coordination Office for Research Infrastructure to: (1) identify and prioritize deficiencies in research facilities and instrumentation in academic institutions and national laboratories; and (2) make recommendations for resource allocation. Authorizes appropriations for FY2008-FY2012 to NSF and DOE for construction and maintenance of research facilities at institutions of higher education or national laboratories and other physical resources for performing leading-edge research.

10,000 Teachers, 10 Million Minds Science and Math Scholarship Act - Amends the National Science Foundation Authorization Act of 2002 to revise requirements for the Robert Noyce Scholarship program, which provides scholarships, stipends, and teacher training to science, mathematics, and engineering students and professionals in exchange for service as elementary or secondary school teachers. Extends the use of funds to summer internships for freshmen students. Increases the duration of the scholarships and stipends, and the minimum yearly scholarship amount. Eliminates the requirement that scholarship recipients serve in high-need areas, but reduces their service obligation for doing so. Authorizes the Director of the National Science Foundation (NSF) to accept private donations for the program. Revises requirements for the Mathematics and Science Education Partnerships program, which provides grants to IHEs or nonprofit institutions for the improvement of elementary and secondary mathematics and science instruction. Provides for: (1) prioritizing applications that focus on teacher training; (2) requiring the availability of master's degree programs for in-service teachers; and (3) allowing teacher training in the provision of advanced placement courses. Sets minimum and maximum grant amounts. Provides funding for: (1) teacher institutes or workshops and master's degree programs, under the Partnerships program; and (2) the Laboratory Science Teacher Professional Development program. Requires the Director to convene a panel of experts to identify, collect, and recommend the development of kindergarten through grade 12 mathematics and science teaching materials. Revises the Science, Mathematics, Engineering, and Technology Talent Expansion program to require the Director to issue grants for the creation of centers to develop and disseminate curriculum, teaching methods, and ways to better train professors and teacher assistants to increase the number and performance of undergraduate students in such courses.
