Supports the goals and ideals of National Clean Beaches Week. Recognizes the value of beaches to the American way of life and the important contributions of beaches to the economy, recreation, and natural environment of the United States. Encourages all Americans to work to keep beaches, a critical part of the natural heritage of the United States, safe and clean for the continued enjoyment of the public.

Amends the Small Business Act to authorize a Small Business Development Center in an eligible state to apply for an additional Small Business Administration grant to be used solely to provide services to assist with outreach, development, and enhancement on Indian lands of small business startups and expansions owned by Indian tribe members, Native Alaskans, and Native Hawaiians (members and Natives). Defines an eligible state as one in which at least one percent of its population is comprised of such members and Natives. Limits each grant to $300,000 in a fiscal year. Requires a state receiving such a grant to request the advice of local tribal councils on how best to provide assistance to such members or Natives and where to locate satellite centers to provide such assistance.

Dr. James Allen Disabled Veterans Equity Act - Requires the Secretary of Veterans Affairs to pay special disability compensation due to a veteran's loss of paired organs when the veteran has suffered impairment of vision compensable to a degree of ten percent or more (currently, blindness) in one eye as a result of a service-connected disability and impairment of vision (currently, blindness) in the other eye as a result of a non-service-connected disability not the result of the veteran's own willful misconduct.

Atomic Veterans Relief Act - Includes within the definition of a "radiation-risk activity" for purposes of eligibility criteria for veterans' disability compensation the exposure to ionizing radiation due to residual contamination resulting from participation in a nuclear detonation. Directs the Secretary of Veterans Affairs to include in regulations pertaining to the service-connection of veterans' disabilities additional provisions to ensure, in the case of a claim by a radiation-exposed veteran for service-connection of a nonpresumptive disability, that the procedures for establishment of whether the disability is service-connected do not require imputation to the veteran, through a process known as dose reconstruction, of any particular level of exposure to ionizing radiation.

Withdrawal of United States Armed Forces From Iraq Resolution of 2005--Homeward Bound - Declares that it is U.S. policy to: (1) announce, not later than December 31, 2005, a plan for the withdrawal of all U.S. Armed Forces from Iraq; (2) turn over, at the earliest possible date, all military operations in Iraq to the elected government of Iraq and provide for the prompt and orderly withdrawal of all U.S. Armed Forces from Iraq; and (3) initiate such a withdrawal as soon as possible but not later than October 1, 2006. Requires the President to implement that policy by: (1) taking steps to ensure the completion of Iraq's political transition to a constitutionally elected government by December 31, 2005; (2) establishing a plan for the withdrawal of all U.S. Armed Forces from Iraq limited only by steps to ensure the safety of such forces; (3) establishing a plan for a transition of responsibility for internal security activities to the military forces of the Iraqi government and a transition of U.S. military personnel to an advisory and support role; (4) accelerating the training and equipping of the military and security forces of the Iraqi government; and (5) accounting for any missing members of the U.S. Armed Forces or U.S. citizens in Iraq prior to completion of the withdrawal.

Expresses the sense of Congress that: (1) individuals diagnosed with bone marrow failure diseases and their families should have access to a variety of treatment and counseling options; and (2) such families should be linked to support networks and counseling information serviced provided by nonprofit organizations like the Aplastic Anemia & MDS International Foundation. Calls for the federal government to: (1) raise awareness about the importance of early detection of and proper treatment for such diseases; (2) provide adequate funding for research on such diseases; (3) engage in such public health initiatives as surveillance, education, and awareness of such diseases; and (4) continue to consider ways to improve health care services for such diseases.

Amends the Native American Housing Assistance and Self-Determination Act of 1996 to authorize appropriations to the Department of Housing and Urban Development for FY2006-2009 for grants for housing assistance to Native Hawaiian families eligible to reside on the Hawaiian Home Lands, including rental assistance for low-income housing.

Compassionate Assistance for Rape Emergencies Act - Prohibits any federal funds from being provided to a hospital unless the hospital meets certain conditions related to a woman who is a victim of sexual assault, including that the hospital: (1) provides the woman with accurate and unbiased information about emergency contraception; (2) offers emergency contraception to the woman; (3) provides the woman such contraception at the hospital on her request; and (4) does not deny any such services because of the inability of the woman or her family to pay.

Detainee Treatment Accountability Act - Directs the Secretary of Defense to transmit a copy of any confidential or exclusive report provided to the Department of Defense (DOD) by an entity outside the U.S. government concerning treatment of DOD detainees held at any location in connection with an armed conflict, including the war on terror, within 15 days of receipt to: (1) the Committee on Armed Services and the Committee on Foreign Relations of the Senate; and (2) the Committee on Armed Services and the Committee on International Relations of the House of Representatives.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

James Campbell National Wildlife Refuge Expansion Act of 2005 - Expands the boundary of the James Campbell National Wildlife Refuge in Honolulu County, Hawaii, and authorizes the Secretary of the Interior to make modifications to the boundary and to acquire certain lands.

Teacher Excellence for All Children Act of 2005 - Revises and establishes programs relating to recruitment, preparation, distribution, and retention of public elementary and secondary school teachers and principals. Amends the Higher Education Act of 1965 (HEA) to establish: (1) teacher education assistance for college and higher education (TEACH ) grants for undergraduate and graduate students who agree to serve as teachers in high-need schools or fields; and (2) grants to recruit teachers with mathematics, science, or language majors. Extends the authorization of appropriations for HEA teacher quality enhancement grants for states and partnerships. Revises HEA student loan forgiveness requirements to: (1) extend permanently additional amounts for teachers in mathematics, science, or special education provided by the Taxpayer-Teacher Protection Act of 2004; (2) increase other amounts, making reading specialists eligible for such forgiveness; and (3) apply forgiveness in annual increments rather than in a lump sum at end of service. Amends the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001, to establish grant programs to improve teaching at high-need schools. Requires states to provide assurances of their reasonable progress toward equitable access to teacher quality as a condition of assistance under ESEA. Amends the Education Sciences Reform Act to direct the Statistics Commissioner to publish results of certain schools and staffing surveys. Amends the Internal Revenue Code to: (1) exclude from gross income up to $15,000 for compensation of teachers and principals in certain high-need schools or teaching certain high-need subjects; and (2) increase to a maximum of $500 and make permanent the above-the-line deduction for certain expenses of elementary and secondary schoolteachers.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or PREEMIE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand and coordinate NIH research on preterm labor and delivery, infant mortality, and low birthweight infants. Establishes the Maternal-Fetal Medicine Units Network and the Neonatal Research Units Network within NIH. Requires the Director of the Centers for Disease Control and Prevention (CDC) to: (1) expand and coordinate CDC activities on preterm labor and delivery and infant mortality; (2) conduct a study on the relationship between prematurity, birth defects, and developmental disabilities; and (3) review the Pregnancy Risk Assessment Monitoring Survey. Requires the National Institute of Child Health and Human Development's national longitudinal study of environmental influences on children's health and development to consider the impact of assisted reproduction technologies. Requires the Director of NIH to contract with the Institute of Medicine to study the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration (HRSA) to assess certain core performance and outcome measures utilized under the Social Security Act for purposes of expanding such measures to include known risk factors of low birthweight and prematurity. Requires the Secretary of Health and Human Services to: (1) conduct a demonstration project to improve the provision of information on prematurity to health professionals and the public; (2) conduct projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit, during the transition of the infant to the home, and in the event of a newborn death; and (3) establish an Interagency Coordinating Council on Prematurity and Low Birthweight.

Abraham Lincoln Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of President Abraham Lincoln in commemoration of the bicentennial of his birth. Clean Energy Bonds Act of 2005 - Amends the Internal Revenue Code to allow holders of clean energy bonds a nonrefundable tax credit of 25 percent of an annual credit amount as determined by the Secretary of the Treasury. Defines "clean energy bond" as any bond issued by a clean energy bond lender, a cooperative electric company, a governmental body, or the Tennessee Valley Authority (TVA) that is used for capital expenditures for specified projects for producing electricity from certain renewable resources, such as wind, biomass, solar energy, small irrigation power, and municipal solid waste. Sets forth rules for maturity limitations, arbitrage, and expenditures, including a requirement that 95 percent of proceeds from the sale of a bond issue be spent on a renewable resource project within five years from the date of a bond issuance. Terminates the authority to issue clean energy bonds after 2008.

Keeping Our Promises to America's Children Act of 2005 - Provides a moratorium on compliance with certain requirements for adequate yearly progress under the Elementary and Secondary Education Act of 1965 as amended by the No Child Left Behind Act of 2001 (ESEA), for any fiscal year in which amounts appropriated are less than those authorized for the applicable program, project, or activity under ESEA title I (Improving the Academic Achievement of the Disadvantaged) part A (Improving Basic Programs Operated by Local Educational Agencies) (I-A). Authorizes state or local educational agencies receiving I-A funds to observe such moratorium. Directs the Secretary of Education to ensure that otherwise applicable negative consequences shall not apply to such recipients because of such action.

Affordable Housing Tax Credit Enhancement Act of 2005 - Amends the Internal Revenue Code to: (1) increase to $3.70 the per capita amount for determining the state housing credit ceiling; and (2) rename the low-income housing credit as the affordable housing credit.

Local Law Enforcement Hate Crimes Prevention Act of 2005 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under federal law or a felony under state or Indian tribal law; and (2) is motivated by prejudice based on the actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability of the victim or is a violation of the hate crime laws of the state or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one state and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist state, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to state and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, gender identity, or disability. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender and gender identity.

Amerasian Naturalization Act - Amends the Immigration and Nationality Act to confer automatic citizenship on aliens residing in the United States in lawful permanent resident status: (1) pursuant to a classification petition approved under a provision that gives preferential treatment to persons born in Korea, Vietnam, Laos, Kampuchea, or Thailand after 1950 and before October 22, 1982, and fathered by a U.S. citizen; or (2) who were born in Vietnam after January 1, 1962, and before January 1, 1976, and fathered by a U.S. citizen.

Vision Preservation Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), and the National Institutes of Health (NIH), to expand and intensify programs to increase awareness of vision problems, including: (1) activities to establish a solid scientific base of knowledge on the prevention and control of vision problems and related disabilities; (2) research within CDC on the prevention and management of vision loss; and (3) programs targeted to prevent vision loss, treat eye and vision conditions, and rehabilitate people of all ages who are blind or partially sighted in underserved and minority communities. Amends the Social Security Act to include within the maternal and child health service block grant program the introduction of core performance measures on eye health by incorporating vision screening standards into state programs. Requires the Director of NIH to expand, intensify, and coordinate programs for the conduct and support of research with respect to vision loss prevention and vision rehabilitation. Amends title XVIII (Medicare) of the Social Security Act to provide coverage for vision rehabilitation services. Requires the Secretary to: (1) conduct a study on barriers faced by medically underserved populations to vision services that are covered under the medicare program, including vision rehabilitation and other vision-related services; and (2) enter into an agreement with the Institute of Medicine to study the cost benefit of providing a universal dilated eye exam under the medicare program.

Clinical Social Work Medicare Equity Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to exclude clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system (thus permitting direct payment under the Medicare program for clinical social worker services provided to residents of skilled nursing facilities).

Hunger-Free Communities Act of 2005 - Expresses the sense of Congress that: (1) Congress is committed to achieving domestic hunger goals and ending hunger by 2015; (2) federal food and nutrition programs should receive adequate funding; and (3) the entitlement nature of the child and adult care food program, the food stamp program, the school breakfast and lunch programs, and the summer food service program should be preserved. Directs: (1) the American Communities Survey to collect and submit food security information to the Secretary of Agriculture; and (2) the Secretary to conduct an annual study of hunger in the United States and develop recommendations on reducing domestic hunger. Directs the Secretary to make: (1) hunger-free communities collaborative grants to eligible public food program service providers or nonprofit organizations; (2) hunger-free communities infrastructure grants to eligible emergency feeding organizations; and (3) hunger-free communities training and technical assistance grants to eligible national or regional nonprofit organizations. (States that such grants' federal share shall not exceed 80 %.) Sets forth grant priorities.

Long-Term Care and Retirement Security Act of 2005 - Amends the Internal Revenue Code to: (1) allow a tax deduction from gross income for long-term care insurance premiums; (2) include long-term care insurance in employee benefit cafeteria plans and flexible spending arrangements; (3) allow a tax credit for certain long-term care costs; (4) set forth certain consumer protections for long-term care insurance contracts; and (5) allow tax free exchanges of long-term care insurance contracts.

Reaffirms President Bush's support for the United Nations (UN) Millennium Declaration and supports a sustained U.S. commitment to work with other nations to advance the policy reforms, leadership, and resources necessary to reduce extreme poverty and promote human dignity. Urges the President, the Secretary of State, and other executive branch officials to use every opportunity, including at the forthcoming G-8 Summit in Scotland and the UN Summit on the Millennium Declaration in New York, to provide U.S. leadership and resources to help achieve the Millennium Development Goals. Expresses gratitude for the compassion and generosity of the American people and their desire to promote global security and prosperity while striving to eliminate poverty and human suffering.

Fairness and Independence in Redistricting Act of 2005 - Prohibits a state that has been redistricted after an apportionment from being redistricted again until after the next apportionment of Representatives, unless the state is ordered by a court to conduct such a subsequent redistricting in order to: (1) comply with the U.S. Constitution; or (2) enforce the Voting Rights Act of 1965. Requires such redistricting to be conducted through a plan developed by the independent redistricting commission established in the state, or if such plan is not enacted into law, the redistricting plan selected by the state's highest court or developed by a U.S. district court. Sets forth provisions regarding: (1) establishment of a state independent redistricting commission; (2) development of a redistricting plan; (3) its submission to the state legislature; (4) selection of a plan, under specified conditions, by the state's highest court or the U.S. district court for the district in which the capital of the state is located; (5) special rules for redistricting conducted under a federal court order; and (6) Election Assistance Commission payments to states for carrying out redistricting.

Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Respect for Life Embryonic Stem Cell Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to provide for the conduct and support of basic applied research to develop: (1) techniques for the derivation of stem cells from embryos that do not harm embryos; and (2) techniques for storing such stem cells of an animal for future therapy for that animal. Prohibits any such research that involves the derivation of stem cells from human embryos or that uses any stem cell to attempt to create a human embryo.

Antifreeze Bittering Act of 2005 - Requires engine coolant or antifreeze that is manufactured six months after the enactment of this Act, and that contains more than 10 percent ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million and a maximum of 50 parts per million as a bittering agent so as to render the coolant or antifreeze unpalatable. Requires a coolant or antifreeze manufacturer to maintain records of compliance with this Act. Limits the liability of manufacturers, distributors, recyclers, or sellers of engine coolant or antifreeze who are in compliance with the requirements of this Act for personal and property loss or damage to the environment that results from the inclusion of denatonium benzoate in any coolant or antifreeze. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

Preservation of Antibiotics for Medical Treatment Act of 2005 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services to deny an application for a new animal drug that is a critical antimicrobial animal drug unless the applicant demonstrates that there is a reasonably certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Defines "critical antimicrobial animal drug" as a drug intended for use in food-producing animals that contains specified antibiotics or other drugs used in humans to treat or prevent disease or infection caused by microorganisms. Requires the Secretary to withdraw approval of a nontherapeutic use of such drugs in food-producing animals two years after the date of enactment of this Act unless certain safety requirements are met. Requires the manufacturer of such a drug or an animal feed for food-producing animals containing such a drug to report sales information to the Secretary.

Martin Luther King, Jr., Records Collection Act of 2005 - Directs the National Archives to commence establishment of a collection of records to be known as the "Reverend Dr. Martin Luther King, Jr., Records Collection" at the National Archives. Requires the Archivist of the United States to enter into an agreement with an entity outside the National Archives for the establishment of a secondary location for copies of such part of the Collection as considered appropriate. Instructs the National Archives to ensure the security of the records in the Collection that qualify for postponement of public disclosure pursuant to this Act. Sets forth provisions for the: (1) review, identification, transmission to the National Archives, and public disclosure of records related to the life and assassination of Reverend Dr. Martin Luther King, Jr., by Government offices; and (2) postponement of public disclosure of related records or particular information in such records. Establishes the Martin Luther King Records Review Board. Provides for the appointment of an Executive Director to such Board. Sets forth requirements for the review of all assassination and related records for public disclosure or postponement of public disclosure by the Review Board. Grants Presidential authority over such disclosure or postponement of executive branch related records or information, or of any information in a related record obtained or developed solely within the executive branch.

Responsible Education About Life Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that States are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires States receiving such grants to provide for an individual evaluation of the State's program by an external, independent entity.

Amends the Internal Revenue Code to exclude from gross income gain from the sale of certain residential leased-fee interests to a holder of the leasehold right if such holder is: (1) a lessee of a residential house lot; (2) a lessee of a multi-family residential leasehold unit; (3) an association of apartment owners of a multi-family residential leasehold property; or (4) a cooperative housing corporation for a residential leasehold property.

Combating Autism Act of 2005 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish: (1) a program to provide information and education on autism and its risk factors to health professionals and the general public; and (2) the Autism Coordinating Committee to coordinate autism related activities within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants or cooperative agreements to develop statewide autism screening, diagnosis, and intervention programs and systems. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or cooperative agreements to provide technical assistance to state agencies to conduct applied autism research.

Fair Minimum Wage Act of 2005 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Makes federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the federal minimum wage.

Space Preservation Act of 2005 - Reaffirms U.S. policy that activities in space should be devoted to peaceful purposes. Directs the President to: (1) ban U.S. space-based weapons and the use of U.S. weapons to destroy or damage objects in orbit in space; (2) terminate research and development, testing, manufacturing, production, and deployment of all U.S. space-based weapons; and (3) direct the U.S. representatives to the United Nations and other international organizations to work toward negotiating, adopting, and implementing an international treaty banning space-based weapons and the use of weapons to destroy or damage objects in space.

Amends the Defense Base Closure and Realignment Act of 1990 to postpone the 2005 round of defense base closures and realignments, as currently required under such Act, until the last of the following occurs: (1) the complete analysis, consideration, and implementation by the Secretary of Defense (Secretary) of the recommendations of the Commission on Review of Overseas Military Facility Structure of the United States; (2) the return from deployment in Iraq of substantially all major U.S. combat units and assets; (3) the receipt by the congressional defense committees of the report on the quadrennial defense review to be submitted by the Secretary in 2006; (4) the complete development and implementation by the Secretary and the Secretary of Homeland Security of the National Maritime Security Strategy; (5) the complete development and implementation by the Secretary of the Homeland Defense and Civil Support directive; and (6) the receipt by the defense committees of a report from the Secretary assessing military installation needs. States that, effective May 13, 2005, the list of recommendations for 2005 base closures and realignments submitted by the Secretary pursuant to such Act shall have no further force and effect.

Calls for the adoption of a Sensible, Multilateral American Response to Terrorism (SMART) security platform for the 21st century that: (1) prevents future acts of terrorism by strengthening international institutions and respect for the rule of law; (2) reduces the threat and stops the spread of weapons of mass destruction and reduces the proliferation of conventional weapons; (3) addresses root causes of terrorism and violent conflict; (4) shifts U.S. budget priorities to more effectively meet U.S. security needs; and (5) pursues to the fullest extent alternatives to war.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned to award the Purple Heart to members of the Armed Forces who die in captivity under circumstances not otherwise establishing eligibility for the Purple Heart. Makes this Act effective as to members of the Armed Forces who die on or after December 7, 1941, including those who die prior to enactment.

Pension Security Disclosure Act of 2005 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require the Pension Benefit Guaranty Corporation (PBGC) to disclose publicly certain information on the funding status of pension plans, through making it available: (1) for inspection at PBGC headquarters; (2) in written form upon request of a plan participant or beneficiary; and (3) on a PBGC website. Requires pension plan administrators to provide to each plan participant and beneficiary a written summary of material provided to the PBGC, and notification that such material is on the PBGC website. Authorizes, only in cases of hardship, the Secretary of Labor to extend the deadline for a pension plan to file an annual report past 275 days after the close of the plan year. Requires actuarial valuations in an annual report to be determined as of the last date of the plan year. Directs the Secretary to display annual report information on a Department of Labor website. Requires such information also to be displayed on any website maintained by the plan sponsor or administrator on the sponsor's behalf. Requires issuance of summary annual reports within 15 days after annual report filing. Requires such summaries to include disclosure of plan assets and liabilities and notification that certain annual report information is on the Department of Labor website and on a plan sponsor or administrator website. Authorizes the Secretary to prescribe simplified requirements for summary annual reports of pension plans covering less than 100 participants.

TV Consumer Choice Act - Prohibits specified provisions of the Communications Act of 1934 from being construed to authorize the Federal Communications Commission (FCC) to require, or prescribe any schedule for the implementation of, digital television reception capability in television broadcast reception equipment. States that the requirements and schedule established by FCC regulation for the implementation of such capability in such equipment shall not be effective except as expressly hereafter provided by Act of Congress.

Southern Sea Otter Recovery and Research Act - Requires the Secretary of the Interior, acting through the United States Fish and Wildlife Service, to carry out a recovery program for southern sea otter populations along the coast of California. Requires the Secretary to: (1) develop a Southern Sea Otter Health Assessment Plan; (2) collect and analyze tissue samples from southern sea otters; and (3) submit the tissue to the Secretary of Commerce for inclusion in the National Marine Mammal Tissue Bank to allow for managed access to such tissues by other researchers. Requires the Secretary to: (1) award competitive grants to support research regarding southern sea otters; and (2) establish the Southern Sea Otter Recovery Implementation Team to make recommendations on overall implementation of the southern sea otter recovery program and research goals and review the recommendations of the Scientific Advisory Subcommittee. Requires the Team to establish the Subcommittee to evaluate the scientific merit and quality of southern sea otter research proposals submitted for funding and make funding recommendations.

Credit Union Regulatory Improvements Act of 2005 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of well-capitalized, adequately capitalized, under capitalized, and significantly undercapitalized credit unions. Sets the minimum risk-based net ratio at 8%. Revises the requirement that the National Credit Union Administration Board design the risk-based net worth standard to take account of any material risks to insured credit unions. Requires the standard to be designed in relation to risk assets, and to be based on comparable standards for taking into account material risks to insured depository institutions under the Federal Deposit Insurance Act that are applicable to credit unions. Revises definitions relating to net worth of credit unions. Cites circumstances in which the Board may waive the requirement that an undercapitalized credit union submit an acceptable net worth restoration plan. Revamps guidelines governing limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in buildings in credit union offices in underserved areas. Permits a credit union to invest securities for its own account. Increases from 12 to 15 years the term of credit union loans. Increases from 1% to 3% the investment limit in credit union service organizations. Permits credit unions to offer check cashing and money transfer services to persons within the field of membership (instead of, as currently, to members only). Extends to voluntary mergers on or after August 7, 1998, involving multiple common-bond credit unions the exemption from the numerical limit (only a group with fewer than 3,000 members) for eligibility for inclusion in the field of membership category of such a credit union. Requires the Board to prescribe criteria for continued membership of certain member groups in the case of conversions of certain credit unions to a community charter. Amends the Securities Exchange Act of 1934 and the Investment Advisers Act of 1940 to treat credit unions as banks which shall not be considered brokers or dealers because the credit unions engage in certain broker- or dealer-related activities.

Preserving Patient Access to Physicians Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for physicians' services to: (1) eliminate the sustainable growth rate payment update system; and (2) establish in its place an update to the single conversion factor for 2006 of at least 2.7 percent, and a formula for an update to the single conversion factor for years beginning with 2007. Requires the Secretary of Health and Human Services, in calculating the formula for the single conversion factor, to establish an input price index and estimate annually a productivity adjustment factor.
