Protect Diversity in Media Act - Invalidates the final rules adopted by the Federal Communications Commission (FCC) pursuant to its broadcast media ownership proceeding and announced on June 2, 2003. Reinstates (retroactively, as in effect prior to such announcement) any rule that the FCC modified pursuant to that proceeding. Prohibits the FCC from using current biennial rule review authority to review broadcast media ownership rules.

Universal Screening of Air Cargo Act - Requires the screening of all cargo that is to be transported in passenger aircraft operated by domestic and foreign air carriers. Requires the Under Secretary of Border and Transportation Security of the Department of Homeland Security to: (1) develop a plan to implement such screening; (2) establish a fee schedule for shippers to cover the costs of screening; (3) monitor and evaluate new cargo screening technologies; (4) establish a system for the regular inspection of shipping facilities for shipments of air cargo; and (5) establish a training and evaluation program for air cargo handlers.

Expresses the sense of Congress that: (1) at the 55th Annual Meeting of the International Whaling Commission the United States should remain firmly opposed to commercial whaling, and take other specified related steps; (2) at the 13th Conference of the Parties to the Convention on International Trade in Endangered Species, the United States should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) the United States should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals. Urges the United States to take appropriate steps to convince foreign countries whose nationals are engaging in trade in whale meat or a taking which diminishes the effectiveness of the Convention to cease such trade or taking.

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Domestic Partnership Benefits and Obligations Act of 2003 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend the tax exemption for employer contributions to accident and health plans to domestic partners under this Act.

Child Protection Services Workforce Improvement Act - Amends part B (Child-Welfare Services) of title IV of the Social Security Act (SSA) to: (1) direct the Secretary of Health and Human Services, through the Administration of Children and Families, to make grants to States to improve the quality of child welfare services by increasing the quality and capacity of their child welfare workforce or by increasing the coordination of their child welfare services; and (2) provide for an increase in payment rate for States for expenditures for short term training of staff of certain child welfare agencies and court personnel. Amends the Higher Education Act of 1965 to provide for loan forgiveness for child welfare workers who: (1) complete a degree in social work or related field with a focus on serving children and families; and (2) obtain employment in public or private child welfare services, and work full time for two consecutive years.

Amends the Organic Act of Guam to revise the local judicial structure of Guam to vest judicial authority, not only in the District Court of Guam (as currently), but also in a unified judicial system composed of: (1) an appellate court designated as the "Supreme Court of Guam"; (2) a trial court designated as the "Superior Court of Guam"; and (3) such other lower local courts as may have been or may hereafter be established by the laws of Guam. Authorizes the Supreme Court of Guam to create divisions of the Superior Court and other local courts of Guam. Lists the courts of record for Guam. Outlines the jurisdiction and powers of the local courts. Provides that the qualifications and duties of the justices and judges of the courts shall be governed by the laws of Guam and the rules of such courts. Repeals provisions granting the United States Court of Appeals for the Ninth Circuit jurisdiction to review all final decisions of the Supreme Court of Guam (effectively allowing direct review of such decisions to the Supreme Court of the United States).

Keeping Our Promises to America's Children Act of 2003 - Provides a moratorium on compliance with certain requirements for adequate yearly progress under the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLBA), for any fiscal year in which amounts appropriated are less than those authorized for the applicable program, project, or activity under ESEA title I (Improving the Academic Achievement of the Disadvantaged) part A (Improving Basic Programs Operated by Local Educational Agencies) (I-A). Authorizes State or local educational agencies that are recipients of I-A funds to defer commencing, suspend, or modify their administering functions under such requirements with respect to such program, project or activity. Directs the Secretary of Education to ensure that otherwise applicable negative consequences shall not apply to such recipients because of such actions.

Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services, on the same basis as provided to veterans, to a Commonwealth Army veteran or new Philippine Scout who resides in the United States as a citizen or lawfully admitted alien, provided that the Secretary first certifies that sufficient resources are available at the facilities at which the majority of such veterans or Scouts would receive such care and services.

Native American Languages Act Amendments Act of 2003 - Amends the Native American Languages Act to authorize the Secretary of Education to provide funds to Native American Language Educational Organizations (Organizations), Native American Language Colleges, Indian tribal governments, organizations that demonstrate potential to become Organizations, or a consortia of such organizations, colleges, or tribal governments to establish Native American Language Nest programs (site-based education programs conducted through a Native American language) for students below the age of seven and their families. Authorizes the Secretary to make grants to or enter into contracts with such Organizations, colleges, or governments to operate, expand, and increase Native American Language Survival Schools throughout the United States and its territories for Native American children and Native American language-speaking children. Requires the Secretary to make grants or enter into contracts to establish three specified demonstration programs that will provide assistance to Schools and Nests at: (1) Ka Haka 'Ula O Ke'elikolani College of the University of Hawaii at Hilo, in consortium with the 'Aha Punana Leo, Inc., and with other entities if deemed appropriate by such college; (2) Piegan Institute of Browning, Montana; and (3) the Alaska Native Language Center of the University of Alaska at Fairbanks, in consortium with other entities deemed appropriate by such center. Authorizes such programs to: (1) establish endowments for furthering their activities relative to the study and preservation of Native American languages; and (2) use funds to provide for the rental, purchase, construction, maintenance, and repair of facilities.

Focus On Committed and Underpaid Staff for Children's Sake Act (FOCUS Act) - Establishes: (1) the Child Care Provider Development and Retention Grant Program; and (2) the Child Care Provider Scholarship Program. Authorizes the Secretary of Health and Human Services to allot funds to eligible States (and Indian tribes and tribal organizations) for distribution directly, or at State option through local governments, to pay the Federal share of the cost of making grants to eligible child care providers under both such programs. Healthy Early Education Workforce Grant Program Act - Authorizes the Secretary to allot funds to eligible States (and Indian tribes and tribal organizations) to pay for the Federal share of the cost of providing access to affordable health benefits coverage for: (1) eligible child care providers; and (2) at State option, the spouses, domestic partners, and dependents of such providers. Directs the Secretary to conduct an evaluation of several such funded State programs representing various approaches to increasing the rate of coverage for child care providers.

State Veterans Cemetery Fairness Act of 2003 - Makes the burial plot allowance for a veteran who dies in a Department of Veterans Affairs facility or a facility providing Department-contracted care $300 (current law) or the lesser of the actual costs or $750 in the case of a State in which ground burial in a national cemetery is not available.

Hawaii Water Resources Act of 2003 - Amends the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the design, planning, and construction of: (1) a project in Kalaeloa, Hawaii, to desalinate and distribute seawater for direct potable use within the service area of the Board of Water Supply, City and County of Honolulu, Hawaii; (2) facilities in Kealakehe, Hawaii, for the treatment and distribution of recycled water and for environmental purposes within the County of Hawaii; and (3) and acquire land for, facilities in Lahaina, Hawaii, for the distribution of recycled water from the Lahaina Wastewater Reclamation Facility for nonpotable uses within the County of Maui. Limits the Federal share to 25 percent of the total cost of any such project. Prohibits the use of funds provided by the Secretary for project operation and maintenance. Amends the Hawaii Water Resources Act of 2000 to: (1) increase the authorization of appropriations for the Federal share of activities authorized under the Act for the Hawaii Water Resources Study; and (2) eliminate the prohibition against the total Federal cost share for the study and reports from exceeding the amount authorized by the Act.

Burmese Freedom and Democracy Act of 2003 - Prohibits the importation into the United States of any article that is produced, mined, manufactured, grown, or assembled in Burma (Myanmar) until the President determines and certifies to Congress that Burma has taken certain democratic and counternarcotics actions. Authorizes the President to waive such requirements. Directs the Secretary of the Treasury to direct any U.S. financial institution holding funds of the State Peace and Development Council (SPDC) of Burma or the assets of individuals who hold senior positions in the SPDC or its political arm, the Union Solidarity Development Association, to report those assets to the Office of Foreign Assets Control and take such action as may be necessary to secure them. Directs the Secretary of the Treasury to instruct the U.S. executive director to each appropriate international financial institution to oppose any extension of a loan or financial or technical assistance to Burma until the requirements of this Act are met. Authorizes the President to deny visas and entry to the former and present leadership of the SPDC or the Union Solidarity Development Association. Urges the Secretary of State to use all appropriate fora, including the Association of Southeast Asian Nations Regional Forum and Asian Nations Regional Forum, to encourage other states to restrict financial resources to the SPDC and Burmese companies while offering support to Burma's democratic movement, including the National League for Democracy and Burma's ethnic groups. Authorizes the President to assist Burmese democracy activists dedicated to nonviolent opposition to the regime in their efforts to promote freedom, democracy, and human rights in Burma.

Assured Funding for Veterans Health Care Act of 2003 - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2005 130 percent of the amount obligated during FY 2003. Adjusts the amount provided for fiscal years after FY 2005 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2003, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Working Taxpayer Fairness Restoration Act of 2003 - Amends the Internal Revenue Code, with respect to the refundability of the child tax credit, to accelerate the increase to the 15 percent rate. Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.

Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make renewable two-year Aldo Leopold Native Heritage Grants for harmful nonnative species control projects to States, local governments, interstate or regional agencies, or private persons with adequate personnel, funding, and authority to carry out and monitor or maintain such a project. Authorizes a grant to a State to carry out an assessment project to: (1) identify harmful nonnative species occurring in the State; (2) assess the needs to restore, manage, or enhance native fish and wildlife and their natural habitats and processes; (3) identify priorities for actions to address such needs; (4) identify mechanisms to increase capacity building in a State or across State lines to conserve and protect native fish and wildlife and their habitats and to detect and control harmful nonnative species within the State; and (5) incorporate, where applicable, the guidelines of the National Management Plan referred to in Executive Order 13112 of February 3, 1999, and entitled Meeting the Invasive Species Challenge. Authorizes the Secretary to assist financially a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible. Establishes: (1) the National Invasive Species Council to provide leadership and coordination among Federal agencies, and between the Federal Government and State and local governments; and (2) the Invasive Species Advisory Committee.

Medicaid Nursing Incentive Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to eliminate the State option to include nurse practitioners, certified nurse-midwives, and physician assistants as primary care case managers. Specifies as primary care case managers any nurse practitioner, certified nurse-midwife, or physician assistant that provides primary care case management services under a primary care case management contract. Revises the coverage of certain nurse practitioner services under the Medicaid fee-for-service program to remove the specification of certified pediatric nurse practitioner and certified family nurse practitioner in order to extend such coverage to services furnished by any certified nurse practitioner or clinical nurse specialist. Includes certified nurse practitioners and clinical nurse specialists in the mix of service providers which Medicaid managed care organizations are required to maintain.

Voter Confidence and Increased Accessibility Act of 2003 - Amends the Help America Vote Act of 2002 to provide for an extension of time for States to request payments for activities to improve administration of elections and for replacement of punch card or lever voting machines. Repeals the exemption of the Election Assistance Commission from certain Government contracting requirements (thus requiring the Commission to advertise for proposals for purchases and contracts for supplies or services). Revises audit capacity requirements to require the voting system to produce a voter-verified paper record suitable for a manual audit equivalent or superior to that of a paper ballot box system. Requires the voting system to provide a mechanism for voter-verification of results with respect to individuals with disabilities which separates the function of vote generation from the function of vote casting, but does not require the use of paper. Requires instruction of election officials in the rights of the disabled to vote with the assistance of an aide of their selection under the Voting Rights Act of 1965. Requires the Commission to study and develop best practices to enhance accessibility and voter-verification mechanisms for disabled voters. Accelerates the deadline for compliance with voting systems standards from January 1, 2006, to the regularly scheduled November 2004 general Federal election. Requires each State and jurisdiction unable to meet such deadline to receive a paper voting system at Commission expense that shall be deemed compliant with such standards for use in the November 2004 general election. Requires Federal certification of technological security of voter registration lists. Directs the Commission to: (1) conduct manual mandatory surprise recounts of the voter-verified records of each election for Federal office (and, at State or local option, of elections for State and local office) in .5 percent of the jurisdictions in each State and .5 percent of the overseas jurisdictions in which voter-verified records are preserved in accordance with this Act immediately following each general election for Federal office; and (2) promptly publish the results of those recounts.

Congo Basin Forest Partnership Act of 2003 - Authorizes appropriations to the President for FY 2004 and 2005 to carry out the Congo Basin Forest Partnership (CBFP) program (which promotes the conservation and sustainable use of the forests of the Congo Basin by working to combat poaching, illegal logging, and other unsustainable practices, and giving local populations an economic stake in the preservation of the forests, including through the development of ecotourism). Locates the Congo Basin in the Central African countries of Cameroon, the Central African Republic, the Democratic Republic of the Congo, Equatorial Guinea, Gabon, the Republic of Congo, Rwanda, Burundi, and Sao Tome/Principe. Earmarks most of such funds for the Central Africa Regional Program for the Environment (CARPE) of the United States Agency for International Development (USAID).

Consumer Price Index for Elderly Consumers Act - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years or older. Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

States' Rights to Medical Marijuana Act - Transfers marijuana from schedule I of the Controlled Substances Act to schedule II of such Act. Prohibits, in a State in which marijuana may be prescribed or recommended by a physician for medical use under applicable State law, any provision of the Controlled Substances Act from prohibiting or otherwise restricting: (1) the prescription or recommendation of marijuana by a physician for medical use; (2) an individual from obtaining and using marijuana from a prescription or recommendation of marijuana by a physician for medical use by such individual; or (3) a pharmacy from obtaining and holding marijuana for the prescription or recommendation of marijuana by a physician for medical use under applicable State law. Prohibits any provision of the Federal Food, Drug, and Cosmetic Act from prohibiting or restricting a State entity, in a State in which marijuana may be prescribed by a physician for medical use, from producing or distributing marijuana for the purpose of its distribution for prescription or recommendation by a physician.

Assistant United States Attorneys Retirement Benefit Equity Act of 2003 - Makes applicable to Assistant United States Attorneys the provisions of the Civil Service Retirement System and the Federal Employees Retirement System that apply to Federal law enforcement officers. Directs the Department of Justice to provide notice to incumbent Assistant U.S. Attorneys as to their election rights under this Act and the effects of making or not making a timely election under this Act. Allows such incumbents to elect the option to be treated either: (1) in accordance with the amendments made by this Act; or (2) as if this Act had never been enacted.

Authorizes the Director of the Centers for Disease Control and Prevention to make grants to local educational agencies (LEAs) for: (1) LEA purchase or lease of qualified vending machines to place in schools for student use; and (2) offsetting of any loss of LEA revenue resulting from using qualified vending machines which offer only healthy foods and beverages for sale. Requires an LEA, as a condition for receiving such a grant, to agree to: (1) remove any vending machines that sell foods and beverages of minimal nutritional value from each elementary or secondary school where qualified vending machines will be placed using the grant funds; and (2) use only qualified vending machines in such school for a period prescribed by the Director. Limits maximum portion sizes of food and beverages offered for sale in qualified vending machines.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to allow a Federally qualified health center to elect to have the amount of payment for emergency room services under Medicare part B (Supplementary Medical Insurance) based on the payment methodology applied for outpatient critical access hospital services where the amount of such payment is the reasonable cost of the hospital in providing such services.

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Expresses the sense of Congress that the President, acting through appropriate Federal agencies, should provide assistance for women and women's organizations in Iraq in order to strengthen and stabilize emerging Iraqi democracy, including through the protection of the rights of Iraqi women and their families, the revitalization of the agricultural sector, the restoration of the healthcare system, increased educational opportunities for women and girls, and increased employment opportunities for women in order to afford full participation by women in all aspects of public life, including government.

Fairness and Accountability in International Taxation Act of 2003 - Amends the Internal Revenue Code to deny reduced withholding tax treaty benefits to a foreign entity on any deductible foreign payment (deductible payment made by a domestic entity to a related foreign entity) unless such entity is predominantly owned by individuals who are residents of such foreign country. Exempts from such provision: (1) corporations with substantial business activities in a treaty country with specified tax rates; (2) payments received by controlled foreign corporations from U.S. shareholders; and (3) certain conduit payments made by foreign corporations. Provides a special income and deduction allocation rule for related-party inbound (transfer price increased by deflected tax haven income) and outbound (transfer price increased by deflected tax haven income) transactions. Defines "related-party inbound transaction," "related-party outbound transaction," and "deflected tax haven."

National Forest Protection and Restoration Act - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; and (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Children's Vision Improvement and Learning Readiness Act of 2003 - Allows the Secretary of Health and Human Services to make grants to States for the purposes of: (1) providing comprehensive eye examinations for children identified as being at high risk of vision impairment, with priority to go to children under nine years old; (2) providing subsequent treatment or services necessary to correct vision problems; and (3) developing and disseminating educational materials with regard to the need and benefits of comprehensive eye examinations for children. Directs the Secretary to develop criteria for the collection of data related to vision assessment and the utilization of followup services. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant. Requires a State to submit to the Secretary an annual evaluation of the operations and activities carried out under a grant.

Uterine Fibroid Research and Education Act of 2003 - Directs the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate programs for the conduct and support of research with respect to uterine fibroids. Directs the Secretary of Health and Human Services to develop and disseminate to the public information regarding uterine fibroids, including on: (1) the elevated risk for minority women; and (2) the availability of a range of treatment options. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to develop and disseminate to health care providers information on uterine fibroids, including on: (1) the elevated risk for minority women; and (2) and treatment options.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to President Jose Maria Aznar of Spain in recognition of his contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to strike such medal and authorizes the Secretary to strike and sell bronze duplicates.

Cosmetology Tax Fairness and Compliance Act of 2003 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Keep Our Promise to America's Children and Teachers Act - Keep Our PACT Act - Makes appropriations in order to provide for the full funding of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (ESEA-NCLBA), and for the Individuals with Disabilities Education Act (IDEA) Makes such appropriations for ESEA-NCLBA programs in a specified amount for FY 2003, and in amounts for each of FY 2004 through 2008 which equal the difference between other appropriations and specified amounts for each of those fiscal years. Amends IDEA to authorize and make appropriations for: (1) each of FY 2004 through 2010 in specified amounts; and (2) each subsequent fiscal year, in amounts necessary to fully fund 40 percent of the average per pupil expenditure for IDEA part B programs of assistance for education of all children with disabilities.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (increasing percentages with full deductibility as of 2008) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts. Treats an exchange of qualified long-term care insurance contracts as a disposition of property for which no gain or loss is recognized.

Comprehensive Tuberculosis Elimination Act of 2003 - Amends the Public Health Service Act to prescribe composition requirements for the Advisory Council for the Elimination of Tuberculosis, and direct it to make recommendations on: (1) a national plan to eliminate tuberculosis in the United States; and (2) a plan to guide U.S. involvement in global tuberculosis-control activities, with a focus on high incidence countries and on access to a comprehensive package of tuberculosis control measures. Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Authorizes the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine or osteopathic medicine to support the development of high quality curricula to assist interested individuals in learning the principles and practices of preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Requires the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to ensure that a portion of funds appropriated to repay the education loans of qualified health professionals, researchers from disadvantaged backgrounds, and pediatric researchers is reserved for contracts with individuals who research tuberculosis.

Stop Tuberculosis (TB) Now Act - Amends the Foreign Assistance Act of 1961 to direct the President to provide assistance for the prevention, treatment and control of tuberculosis. Requires the President to: (1) coordinate with specified health agencies worldwide to develop and implement a comprehensive tuberculosis control program; (2) set as a goal the detection of at least 70 percent of the cases of infectious tuberculosis, the cure of at least 85 percent of the cases detected, and the reduction of tuberculosis-related deaths by 50 percent by December 31, 2010; (3) give priority to activities that increase Directly Observed Treatment Short-course (DOTS) coverage (World Health Organization-recommended strategy for treating tuberculosis) and treatment of multi-drug resistant tuberculosis using DOTS-Plus; (4) expend at least 75 percent of the allocated funds on antituberculosis drugs, supplies, direct patient service, and training in diagnosis and treatment of DOTS and DOTS-Plus; (5) expend at least 10 percent of the allocated funds on a U.S. contribution to the Global Tuberculosis Drug Facility. Authorizes appropriations for global tuberculosis activities of the Centers for Disease Control and Prevention.

Export Freedom to Cuba Act of 2003 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Freedom of Choice for Women in the Uniformed Services Act - Limits the prohibition against the use of any medical treatment facility of the Department of Defense to perform an abortion except where the life of the mother would be endangered if the fetus were carried to full term or in the case of rape or incest to those facilities in the United States.

Nurse Education Promotion Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award competitive grants to: (1) associate degree schools of nursing for nursing student recruitment and scholarships and for nursing faculty hiring; and (2) professional nursing organizations, including nursing union chapters, for cooperative programs of continuing education for nurses with associate degrees to pursue baccalaureate degrees or receive training in understaffed and critical specialties.

Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Assault Weapons Ban and Law Enforcement Protection Act of 2003 - Amends Federal firearms provisions to revise the definition of "semiautomatic assault weapon" (SAW) to include conversion kits (for converting a firearm to a SAW) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has any one of the following characteristics, respectively: (1) a folding or telescoping stock, a threaded barrel, a pistol grip, a forward grip, or a barrel shroud; or (2) a second pistol grip, a threaded barrel, a barrel shroud, or the capacity to accept a detachable magazine at a location outside of the pistol grip. Amends: (1) the Brady Handgun Violence Prevention Act to reauthorize the assault weapons ban and add new restrictions; and (2) the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset provision regarding restrictions on large capacity ammunition feeding devices (LCAFDs) and on specified SAWs. Modifies the exemptions from the Brady Act's prohibition against manufacturing, transferring, or possessing a semiautomatic assault weapon to exclude: (1) specified firearms, or replicas or duplicates, as manufactured on October 1, 1993; (2) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds; and (3) any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine. Prohibits the transfer of a SAW except through a licensed dealer or a State or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any SAW which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make the record available to the public. Prohibits: (1) the transfer of any assault weapon with an LCAFD; and (2) a licensed manufacturer, importer, or dealer who transfers an LCAFD that was manufactured on or before September 13, 1994, from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets penalties for violations. Prohibits: (1) the transfer of a SAW or an LCAFD to a juvenile; and (2) the importation of an LCAFD.

Medicaid Community-Based Attendant Services and Supports Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.
