Amends the Internal Revenue Code to treat as a tax-exempt employee fringe benefit any transportation provided by an airline to parents of its employees.

Authorizes the Black Revolutionary War Patriots Foundation to establish a memorial on Federal land in the District of Columbia to honor the courageous slaves and free black persons who gave of themselves during the American Revolution. Directs the Secretary of the Interior, with the approval of the Commission of Fine Arts and the National Capital Planning Commission, to select the site, approve the design and plans, and provide for maintenance. Prohibits the use of any Federal funds for the memorial's construction. Terminates the Foundation's authority to establish such memorial within five years from the enactment of this Act.

Amends the Food Stamp Act of 1977 to authorize federally insured credit unions to redeem food stamp coupons.

Amends the Internal Revenue Code to extend the targeted jobs income tax credit from 1985 to 1990. Increases the amount of wages which may be taken into account for such credit from $6,000 to $10,000 per year. Revises the definition of "members of economically disadvantaged families" to increase from 70 percent to 80 percent of the Bureau of Labor Statistics' lower living standard the amount of income a family may have in order to qualify as a member of a targeted group.

Caribbean Infrastructure Assistance Act - Authorizes appropriations for FY 1986 through 1989 to provide for the implementation of Peace Corps technical training programs aimed at the infrastructure needs of specified countries in the Caribbean region. States that the Congress supports the restoration of democratic institutions and human rights in Chile. Calls upon Chile to negotiate with the democratic opposition. Provides that until Chile returns to democracy: (1) U.S. military and economic assistance to Chile should be denied and all joint military activities ceased; (2) the Overseas Private Investment Corporation should not issue additional investment insurance to Chile; and (3) the United States should oppose all loans and grants to Chile by certain international financial institutions unless such assistance is directed to programs which serve the needs of the people.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the payment of title II benefits to individuals who have been deported pursuant to the Immigration and Nationality Act because of activities conducted under the direction of association with the Nazi government of Germany or its allies.

Amends the Internal Revenue Code to increase the amount of gambling winnings which are subject to the withholding of tax. Increases such amount from $1,000 to: (1) $2,000 in 1985 and 1986; (2) $3,000 in 1987; (3) $4,000 in 1988; and (4) $5,000 in 1989 and thereafter.

Expresses the sense of the Congress that: (1) the President should urge Canada to discontinue imposing taxes on travel literature imported from the United States; and (2) a reciprocal tax imposed on imported Canadian literature may be appropriate if Canada continues to impose such taxes.

Establishes a presumption of service-connection for disability purposes for former prisoners of war suffering from the following conditions, manifest to a degree of ten percent or more after active service: (1) chronic liver disease; (2) organic residuals of hypothermia; (3) gastro-intestinal disorders; (4) arthritis; (5) cardiovascular conditions; (6) peripheral neuropathy; (7) immunological dysfunctions; or (8) chronic pulmonary disease. Decreases from six months to 30 days the amount of time a former prisoner of war must have been incarcerated to be eligible for outpatient dental services.

Women's Business Ownership Act of 1985 - Establishes the National Commission on Women's Business Ownership to review: (1) the status of women owned small businesses nationwide; (2) the role of the Federal Government in aid to and the promotion of women owned small businesses; (3) data collection procedures and the availability of data relating to women owned businesses, women owned small businesses, and small businesses owned and controlled by socially and economically disadvantaged women; (4) other Federal initiatives relating to women owned small businesses, including those relating to Federal procurements; and (5) special impediments suffered by small businesses owned and controlled by socially and economically disadvantaged women. Directs the Commission to recommend: (1) new private sector initiatives which would provide management and technical assistance to women owned small businesses; (2) ways to promote greater access to financing and procurement opportunities for such businesses; and (3) other measures relating to small businesses owned and controlled by socially and economically disadvantaged women. Terminates the Commission on the date that it transmits its final report to the President and to each House of the Congress. Authorizes appropriations.

Social Security Benefit Termination Reform Act of 1985 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that monthly insurance benefits shall be paid for the month in which a beneficiary dies. Requires that the amount of such benefits be proportionate to the number of days of such month preceding the date of the beneficiary's death.

States that the President should: (1) announce to the Soviet Union and other nuclear nations that the United States will suspend testing of nuclear weapons and challenge the Soviet Union to do the same; (2) express to the diplomatic community that U.S. policy is to cease testing such weapons and that such testing will be resumed if the Soviet Union proceeds with further underground testing of such weapons; (3) ensure that upon suspension of U.S. testing the United States will make use of existing technology and equipment to verify that nuclear explosions have ceased; and (4) initiate negotiations for a permanent U.S.-Soviet test ban treaty.

Title I: General Accounting Office Investigation and Report - Directs the General Accounting Office to investigate the situation of displaced nationals of El Salvador, including determinations of those Salvadorans in Central America, unlawfully in the United States, or returned from the United States to El Salvador. Requires a report to the Congress. Title II: Congressional Review - Provides that such report shall be referred to the appropriate committees for hearings and committee reports. Title III: Temporary Stay of Deportation - Provides for a temporary stay of detention and deportation for specified Salvadorans presently in the United States.

National Social Security Lottery Act - Title I: The National Lottery - Creates the National Lottery Commission to establish and operate an annual national lottery. Requires the Commission to report annually to the President and the Congress on its activities. Requires that lottery tickets be sold at U.S. post offices and any other places specified by the Commission. Prohibits the sale of tickets and awarding of prizes to persons under the age of 18. Sets forth criminal penalties for: (1) the sale of forged or stolen national lottery tickets; (2) fraud with respect to the national lottery; (3) unauthorized sales of national lottery tickets; (4) sales of such tickets at unauthorized prices; and (5) sales of such tickets to persons under the age of 18. Declares the sale of lottery tickets under this Act to be a Federal function for the purpose of raising revenue. Permits the sale of national lottery tickets anywhere under U.S. jurisdiction. Requires the Commission to consult and cooperate with appropriate State and local authorities in order to facilitate the operation of the national lottery and to minimize its impact in any area where it is permitted. Title II: Use of Lottery Revenues in Financing of Social Security Program - Establishes a National Lottery Trust Fund. Requires the Secretary of the Treasury to invest such portion of the Fund not required to meet current withdrawals. Provides that amounts in the Fund shall be available only for: (1) establishing and operating the national lottery; (2) paying lottery prizes; and (3) contributing to the Federal Old Age and Survivors Insurance Trust Fund, the Federal Hospital Insurance Trust Fund, and the Federal Disability Insurance Trust Fund. Sets the maximum amount of the Fund to be used for establishment and operational costs of the lottery at ten percent, and the minimum amount to be used for paying lottery prizes at 40 percent. Requires the remainder to be deposited in the Federal Old Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund. Authorizes appropriations to the fund for FY 1986.

Arson Prevention Act of 1985 - Establishes an Interagency Committee on Arson Prevention and Control to coordinate Federal anti-arson programs, gather and analyze data relating to arson, and provide assistance to Federal agencies, States, and local governments in anti-arson efforts. Terminates the Committee two years following enactment. Directs the Administrator of the United States Fire Administration, Federal Emergency Management Agency, to: (1) conduct a research program for the development of techniques and equipment for use by State and local fire fighting and law enforcement personnel for arson detection, investigation, prevention, and prosecution; (2) establish anti-arson educational and training programs for State and local government; (3) develop materials for community awareness programs; and (4) provide information relative to the prevention, investigation, detection, and prosecution of arson. Authorizes appropriations for such purposes. Directs the Director of the Bureau of Alcohol, Tobacco, and Firearms to assist the Committee by providing access to personnel and resources of the Bureau.

Amends the National Labor Relations Act to authorize the Secretary of Labor to prohibit the awarding of Federal contracts to persons who have violated certain judicial orders or orders issued by the National Labor Relations Board. Limits the period of such ban to not more than three years after the Secretary has certified the identity of such person to the Comptroller General. Permits the awarding of Federal contracts to such person during the period of the ban if the Federal agency or department, after notice and opportunity for hearing to all interested parties, certifies to the Secretary that there is no other source for the material or services furnished by such person.

Youth Camp Safety Act - Establishes in the Office of the Secretary of Health and Human Services an Office of Youth Camp Safety to be headed by a Director of Youth Camp Safety. Confers upon the Director the primary responsibility for the promulgation and enforcement of Federal and State youth camp safety regulations. Provides for congressional disapproval of such proposed regulations. Requires any State which desires to assume responsibility for the development and modification of youth camp safety standards to submit a State plan to the Director for approval. Allows a State whose plan has been rejected to obtain review of the decision in the U.S. court of appeals. Authorizes the Director to make grants to States for the development of youth camp safety plans, such grants not to exceed 80 percent of the cost of carrying out the State plan. Authorizes the Director to enter and inspect youth camps and their records. Charges the Director with: (1) establishing within the Department of Health and Human Services an Advisory Council on Youth Camp Safety; and (2) reporting to the Congress and the President annually. Establishes judicial procedures to restrain any condition or practice which poses an imminent danger of serious injury at such camps. Prescribes penalties for violations by youth camp operators of the standards promulgated pursuant to this Act. Authorizes appropriations for FY 1986 through 1990.

Requires the Secretary of Health and Human Services to conduct a study on the collection of information by the Department of Health and Human Services in order to determine what information is being collected from the same class of individuals more than once. Requires: (1) the Secretary to report to the Congress on such study; and (2) such report to include detailed recommendations for more efficient information collection.

Homeless Assistance Act of 1985 - Amends the Food Stamp Act of 1977 to permit persons with no fixed address to use food stamps to buy prepared meals at specified establishments. Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to: (1) repeal the 30-day limitation on emergency assistance to needy families with children; and (2) extend emergency assistance to specified individuals (including minors) and couples.

Effective Schools Development in Education Act of 1985 - Amends the Elementary and Secondary Education Act of 1965 to establish a grants program to promote more effective schools and excellence in education. Authorizes appropriations for FY 1986 through 1990 for such grants program. Allows program grants to be used to: (1) promote State educational agency (SEA) and local educational agency (LEA) awareness of effective schools information through conferences at schools and district and multidistrict offices and through onsite visits to model effective schools; (2) develop and implement systems of data collection, analysis, interpretation, and communication; (3) plan, review, and revise program activities; (4) support related effective schools efforts; (5) obtain technical assistance and consultant services from regional educational laboratories, research and development centers, institutions of higher education, and other nonprofit educational organizations; (6) design, develop, and publish educational materials on effective schools programs; (7) conduct program evaluations; and (8) otherwise identify, document, and disseminate information concerning exemplary effective schools programs. Requires that program grant applications by SEAs or LEAs demonstrate that: (1) the applicant has an effective schools improvement program in effect; (2) grant funds would be used to pay not more than one-half of the cost of any program or activity; (3) grant funds would be supplementary; and (4) independent annual evaluations will be conducted and reported. Directs the Secretary of Education, in selecting grant recipients, to: (1) consider the extent to which grant funds would be used to improve schools in districts with the greatest numbers or percentages of educationally deprived children and the extent to which the applicant's ongoing effective schools program has demonstrated the capacity to improve student achievement or behavior; (2) ensure reasonable geographic distribution of grants; and (3) designate grants as being available for a period of at least one but not more than three years. Sets forth provisions for technical assistance and program evaluation. Requires the Secretary to report to the Congress by September 1, 1987.

International Advisory Commission for the Caribbean Region Act - Requests the President to invite specified Western countries and Caribbean countries to participate in an International Advisory Commission for the Caribbean Region. Expresses the sense of the Congress that the Commission should: (1) examine various issues which affect the Caribbean region; and (2) consult with Caribbean leaders and representatives of public and private organizations involved in Caribbean issues. Authorizes the United States to participate in the Commission. Directs the U.S. Commissioner to report to the Congress and to the President every six months. Authorizes appropriations.
