Kids Just Want to Ride Act - Amends the Consumer Product Safety Improvement Act of 2008 to exempt off-highway vehicles from children's product lead limits. Defines "off-highway vehicle" as: (1) any motorized vehicle designed to travel on two, three, or four wheels and having a seat designed to be straddled by the operator and handlebars for steering control; and (2) a snowmobile. Allows the Consumer Product Safety Commission (CPSC) to exempt a specific product or material from the limits if it finds that lead in the product or material will not result in the absorption of lead (under current law, of any lead) into the human body, taking into account normal and reasonably foreseeable use and abuse of the product by a child.

Veterans' Heritage Firearms Act of 2011

Veterans' Heritage Firearms Act of 2011 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it, and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

Protecting Access to Healthcare Act

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2011 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Protect Life Act - Amends the Patient Protection and Affordable Care Act (PPACA) to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions. Prohibits a federal agency or program and any state or local government that receives federal financial assistance under PPACA from requiring any health plan created or regulated under PPACA to discriminate against any institutional or individual health care entity based on the entity's refusal to undergo training in the performance of induced abortions, require or provide such training, or refer for such training. Creates a cause of action for any violations of the abortion provisions of PPACA. Gives federal courts jurisdiction to prevent and redress actual or threatened violations of such provisions by issuing any form of legal or equitable relief, including injunctions and orders preventing the disbursement of all or a portion of federal financial assistance until the prohibited conduct has ceased. Gives standing to institute an action to affected health care entities and the Attorney General. Requires the Secretary of Health and Human Services to designate the Director of the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints alleging a violation of PPACA abortion provisions. Requires the Director of the Office of Personnel Management (OPM) to ensure that no multistate qualified health plan offered in an Exchange provides coverage of abortion services.

Regulations From the Executive in Need of Scrutiny Act of 2011 - Rewrites provisions regarding congressional review of agency rulemaking to require congressional approval of major rules of the executive branch before they may take effect (currently, major rules take effect unless Congress passes and the President signs a joint resolution disapproving them). Defines "major rule" as any rule, including an interim final rule, that has resulted in or is likely to result in: (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or U.S. competitiveness. Provides that if a joint resolution of approval of a major rule is not enacted by the end of 70 session days or legislative days after the agency proposing the rule submits its report on such rule to Congress, the rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for 90 calendar days without such approval if the President determines such rule is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth House and Senate procedures for joint resolutions approving major rules and disapproving non-major rules.

No Taxpayer Funding for Abortion Act - Prohibits the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law (federal funds) for any abortion. (Currently, federal funds cannot be used for abortion services, except in cases involving rape, incest, or life endangerment.) Prohibits federal funds from being used for any health benefits coverage that includes coverage of abortion. (Thus making permanent existing federal policies.) Disallows any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan that includes coverage of abortion, including any medical deduction for such amounts or any credit for such an employer-sponsored plan. Prohibits the inclusion of abortion in any health care service furnished by a federal or District of Columbia health care facility or by any physician or other individual employed by the federal government or the District. Provides that such prohibitions shall not apply to an abortion if: (1) the pregnancy is the result of forcible rape or, if the pregnant woman is a minor, incest; or (2) the woman suffers from a physical disorder, injury, or illness, including a life-endangering physical condition caused by or arising from the pregnancy itself, that would place her in danger of death unless an abortion is performed, as certified by a physician. Makes such prohibitions applicable to District funds. Codifies the prohibition against a federal agency or program or any state or local government that receives federal financial assistance from subjecting any individual or health care entity to discrimination on the basis that the health care entity does not provide, pay for, provide coverage of, or refer for abortions. Creates a cause of action for any violations of such provisions. Gives federal courts jurisdiction to prevent and redress actual or threatened violations of such provisions by issuing any form of legal or equitable relief, including an injunction or order preventing the disbursement of all or a portion of federal financial assistance until the prohibited conduct has ceased. Gives standing to institute an action to affected health care entities and the Attorney General. Requires the Secretary of Health and Human Services to designate the Director of the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, investigate, and refer to the appropriate federal agency complaints alleging a violation of such provisions.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service (HHS) from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Gulf Coast Restoration Act

Gulf Coast Restoration Act - Establishes the Gulf Coast Ecosystem Restoration Task Force, which shall: (1) consult with, and provide recommendations to, the Chair of the Task Force regarding approval of State Coastal Ecosystem Restoration Plans submitted by the governors of Alabama, Florida, Louisiana, Mississippi, and Texas providing for restoration activities the Gulf Coast ecosystem adversely impacted by the blowout and explosion of the mobile offshore drilling unit Deepwater Horizon on April 20, 2010; (2) coordinate scientific and other research associated with restoration of such ecosystem; and (3) submit an annual report to Congress that summarizes the Plans approved by the Chair. Establishes in the Treasury the Gulf Coast Ecosystem Restoration Fund. Directs the Secretary of the Treasury to deposit into the Fund sums equal to not less than 80% of any amounts collected by the United States as penalties, settlements, or fines under the Federal Water Pollution Control Act (commonly known as the Clean Water Act) in relation to the Deepwater Horizon explosion and resulting hydrocarbon releases into the environment. Makes the Fund available for the conservation, protection, and restoration of the Gulf Coast ecosystem in accordance with approved Plans. Requires the governors of such states to: (1) submit a Plan to the Chair by October 1, 2011; and (2) solicit local input and provide for public participation in the development of the Plan. Requires the Chair to disburse amounts from such Fund to such a state for which the Chair has approved a Plan only for: (1) projects and activities for the conservation, protection, or restoration of coastal areas, including wetlands; (2) mitigation of damage to fish, wildlife, or natural resources; (3) planning assistance and the administrative costs of complying with this Act; and/or (4) implementation of a federally approved marine, coastal, or comprehensive conservation management plan.

Fairness in Firearm Testing Act - Amends the Homeland Security Act of 2002 to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to make a video recording of the entire process of its examination and testing of an item for the purpose of determining whether the item is a firearm (and if so, the type of firearm) or ammunition. Bars ATF from editing or erasing any such recording. Directs ATF to make available a digital video disc that contains a copy of the recording: (1) at the request of a person who claims an ownership interest in such item; and (2) to a defendant in a criminal proceeding involving such item. Provides that an item which ATF has determined is a firearm or ammunition shall not be admissible as evidence unless: (1) ATF has complied with the requirements of this Act to make its digital video disc available; or (2) such compliance has been waived in writing by the person against whom the item is offered as evidence.

Firearms Interstate Commerce Reform Act - Amends the federal criminal code to: (1) allow licensed firearms importers, manufacturers, dealers, or collectors (licensees) to sell or deliver any firearm (currently, rifles or shotguns) to a resident of a state other than the state in which the licensee is located or temporarily located if the licensee meets with the purchaser to complete the sale or delivery and the transaction complies with the laws of the state in which the transfer is conducted and the purchaser's state of residence; and (2) eliminate the requirement that a licensee must conduct business at a gun show only in the state that is specified on the licensee's license. Provides that nothing in this Act shall be construed to prohibit the sale or other disposition of a firearm or ammunition: (1) between licensed firearms dealers at any location in any state; or (2) by a licensed importer, manufacturer, or dealer to an unlicensed person at a temporary location in any state. Amends definitions for federal firearms provisions to: (1) revise the definition of a "member of the Armed Forces on active duty" to include a resident of the state in which the member maintains legal residence or in which the member maintains a place of abode from which he or she commutes each day to the permanent duty station; and (2) provide that an officer or employee of the United States (other than a member of the Armed Forces) stationed outside the United States for a period exceeding one year is a resident of the state in which the member maintains legal residence.

Fair Tax Act of 2011

Fair Tax Act of 2011 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2011. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2013, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax, and (2) credits and refunds. Allows a monthly sales tax rebate for families meeting certain size and income requirements. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax, (2) accounting methods, (3) registration of sellers of goods and services responsible for reporting sales, (4) penalties for noncompliance, and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2015. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and (2) a Sales Tax Bureau to administer the national sales tax. Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S. Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Calls upon the Administration to: (1) lead a diplomatic effort to persuade other nations to oppose a unilateral declaration of a Palestinian state and to oppose recognition of a Palestinian state by other nations, within the United Nations, and in other international forums prior to a final agreement between Israel and the Palestinians; and (2) affirm that the United States would deny recognition to any unilaterally declared Palestinian state and veto any resolution by the U.N. Security Council to establish or recognize a Palestinian state outside of an agreement negotiated by the two parties.

Fishery Conservation Transition Act - Directs the Secretary of Commerce, for certain fisheries for which a fishery management plan is in effect that contains a complete prohibition on the retention of stocks subject to overfishing within the fishery for the entire fishing season, to determine whether such prohibition is sufficient to prevent or end overfishing for the stocks, or stocks being overfished. Sets forth provisions for specified remedial and other actions to be taken by the Secretary if the prohibition contained in such a plan is insufficient to prevent or end overfishing for the stocks to which it applies. Limits the federal share of assistance provided under the program to 75% and requires the provision of state matching funds. Provides criteria for determining the existence of an overfishing situation requiring emergency action. Requires the consideration of specified fishery studies and management measures in the review of any fishery management plan, plan amendment, or regulations relating to the rebuilding of overfished fisheries. Requires the Secretary to assess current management measures for stocks in multispecies fisheries.

Gulf Coast Restoration Act - Establishes the Gulf Coast Ecosystem Restoration Task Force, which shall: (1) consult with, and provide recommendations to, the Chair of the Task Force regarding approval of State Coastal Ecosystem Restoration Plans submitted by the governors of Alabama, Florida, Louisiana, and Mississippi providing for restoration activities the Gulf Coast ecosystem adversely impacted by the blowout and explosion of the mobile offshore drilling unit Deepwater Horizon on April 20, 2010; (2) coordinate scientific and other research associated with restoration of such ecosystem; and (3) submit an annual report to Congress that summarizes the Plans approved by the Chair. Establishes in the Treasury the Gulf Coast Ecosystem Restoration Fund. Directs the Secretary of the Treasury to deposit into the Fund sums equal to not less than 80% of any amounts collected by the United States as penalties, settlements, or fines under the Federal Water Pollution Control Act (commonly known as the Clean Water Act) in relation to the Deepwater Horizon explosion and resulting hydrocarbon releases into the environment. Makes the Fund available for the conservation, protection, and restoration of the Gulf Coast ecosystem in accordance with approved Plans. Requires the governors of such states to: (1) submit a Plan to the Chair by July 1, 2011; and (2) solicit local input and provide for public participation in the development of the Plan. Requires the Chair to disburse amounts from such Fund to such a state for which the Chair has approved a Plan only for: (1) projects and activities for the conservation, protection, or restoration of coastal areas, including wetlands; (2) mitigation of damage to fish, wildlife, or natural resources; (3) planning assistance and the administrative costs of complying with this Act; and/or (4) implementation of a federally approved marine, coastal, or comprehensive conservation management plan.

Javits-Wagner-O'Day Act of 2010 - Establishes as an independent federal entity the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. (Effectively replacing the Committee for Purchase From People Who Are Blind or Severely Disabled.) Requires the Committee to establish and publish in the Federal Register a list of products and services suitable for federal government procurement which are provided by qualified nonprofit agencies for people who are blind or for people with other significant disabilities. Requires federal agencies to procure from such qualified nonprofit agencies, at a Committee-established price, products (except prison-made products) or services essentially the same as those on the procurement list. Requires the Committee to designate a tax-exempt central nonprofit agency or agencies for people who are blind and one or more for people with other significant disabilities, which shall evaluate their respective nonprofit agencies and recommend suitable products or services to add to the procurement list. Authorizes the Committee to conduct pilot or demonstration projects on methods to increase the use of: (1) such products or services by the federal government; as well as (2) people who are blind and people with other significant disabilities. Amends the Inspector General Act of 1978 to require the Committee Chairman to: (1) appoint an Inspector General for the Committee; and (2) establish a Panel on the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. Establishes in the general fund of the Treasury in a separate account a Committee for Purchase Fund for the collection and deposit of fees from each central nonprofit agency. Repeals the Javits-Wagner-O'Day Act.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Sets forth procedures for such congressional approval by joint resolution. Prohibits an employer from enrolling an employee in the CLASS program without providing specified notice to the employee, which includes: (1) the significant risk of failure of such a program; (2) information on deficits that the program is expected to run; (3) a statement that there is no separate pool of money set aside to pay the CLASS program benefits; and (4) an explanation of the immediate termination of the program if it is reported to be actuarially unsound. Prohibits premiums from being collected before the Secretary has promulgated the required regulations in final form. Terminates such program if the report by the Board of Trustees of the CLASS Independence Fund indicates that the Fund is projected to be actuarially unsound over the 75-year period beginning with the fiscal year in which such report is submitted. Establishes a refund process.

Appropriates supplemental FY2010 funds to the Department of Commerce for: (1) the Economic Development Administration for disaster relief, recovery, and restoration of infrastructure in states that experienced damage from severe storms and flooding during March through May of 2010; and (2) the National Oceanic and Atmospheric Administration (NOAA) for expenses related to commercial fishery failures. Requires funds previously made available for the National Aeronautics and Space Administration (NASA) Exploration to be available to fund continued performance of Constellation contracts. Appropriates supplemental FY2010 funds to the Department of Defense (DOD) for: (1) military personnel, operation and maintenance (including for relief activities in Haiti), procurement, and research, development, test, and evaluation; (2) the Afghanistan Security Forces Fund; (3) the Iraq Security Forces Fund; (4) the Mine Resistant Ambush Protected Vehicle Fund; (5) Defense Working Capital Funds; (6) the Defense Health Program; and (7) Drug Interdiction and Counter-Drug Activities. Requires the Director of National Intelligence to submit to the congressional intelligence committees: (1) the charter and procedures for the interagency body established to carry out an interrogation pursuant to a recommendation of the report of the Special Task Force on Interrogation and Transfer Policies submitted under Executive Order 13491 (commonly known as the High-Value Detainee Interrogation Group); and (2) a report on lessons learned from such Group. Appropriates supplemental FY2010 funds to DOD for FY2010 to the Corps of Engineers for Investigations. Makes funds available for drought emergency assistance. Authorizes financial assistance under the Reclamation States Emergency Drought Relief Act of 1991 for the optimization and conservation of project water supplies to assist drought-plagued areas of the West. Authorizes the Secretary of the Army to use specified funds to make dredged material available from maintenance dredging of existing federal navigation channels located in the Gulf Coast region to mitigate the impacts of the Deepwater Horizon Oil spill in the Gulf of Mexico. Directs the Secretary to coordinate the placement of dredged material with appropriate federal and Gulf Coast state agencies. Appropriates supplemental FY2010 funds to the Department of the Treasury for emergency relief, rehabilitation, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake of January 12, 2010. Appropriates supplemental FY2010 funds to: (1) the District of Columbia for the Federal Payment to the Public Defender Service; and (2) the Financial Crisis Inquiry Commission. Appropriates supplemental FY2010 funds to the Department of Homeland Security (DHS) for: (1) the Coast Guard, including for necessary expenses and other disaster-response activities related to the earthquake in Haiti; (2) the Federal Emergency Management Agency (FEMA) for disaster relief; and (3) United States Citizenship and Immigration Services (CIS) for necessary expenses and other disaster response activities related to the Haiti earthquake. Requires the Assistant Secretary for the Transportation Security Administration (TSA) to issue a security directive that requires a commercial foreign air carrier that operates flights in and out of the United States to check the list of individuals that TSA has prohibited from flying not later than 30 minutes after such list is modified and provided to such carrier, except for such carriers that are enrolled in the Secure Flight program or that are Advance Passenger Information System Quick Query compliant. Appropriates supplemental FY2010 funds to: (1) the Department of Labor for Departmental Management for mine safety activities and legal services related to the Department's caseload before the Federal Mine Safety and Health Review Commission; (2) the Department of Health and Human Services (HHS) for emergency relief, reconstruction aid, and other expenses and disaster-response activities related to Haiti following the earthquake; and (3) the Federal Mine Safety and Health Review Commission. Appropriates supplemental FY2010 funds for: (1) Military Construction, Army and Air Force; (2) Family Housing Operation and Maintenance, Air Force; and (3) the Department of Veterans Affairs (VA). Limits the obligation or expenditure of funds available to the VA until the expiration of the period for congressional disapproval under the Congressional Review Act of the regulations prescribed by the Secretary of Veterans Affairs to establish a service connection between exposure of veterans to Agent Orange during service in the Republic of Vietnam during the Vietnam era and hairy cell leukemia and other chronic B cell leukemias, Parkinson's disease, and ischemic heart disease. Appropriates supplemental FY2010 funds to the Department of State for: (1) Diplomatic and Consular Programs; (2) the Office of Inspector General for Oversight of operations and programs in Afghanistan, Pakistan, and Iraq; (3) Embassy Security Construction, and Maintenance for emergency needs in Haiti; (4) Contributions for International Peacekeeping Activities for emergency security in Haiti; (5) Migration and Refugee Assistance; and (6) International Narcotics Control and Law Enforcement, including assistance for Iraq, Afghanistan, Pakistan, and Haiti. Appropriates supplemental FY2010 funds for: (1) International Broadcasting Operations for emergency broadcasting support and other expenses related to Haiti; (2) the United States Agency for International Development (USAID) for the Office of Inspector General for necessary expenses for oversight of operations and programs in Afghanistan and Pakistan and oversight of emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti; (3) Global Health and Child Survival for necessary expenses for pandemic preparedness and response; (4) International Disaster Assistance for emergency relief and rehabilitation, and other expenses related to Haiti; (5) the Economic Support Fund, including for assistance for Afghanistan, Pakistan, and Jordan and for emergency relief, rehabilitation, and reconstruction aid and other expenses related to the Haiti earthquake; (6) the Department of the Treasury for International Affairs Technical Assistance for emergency relief, rehabilitation, and reconstruction aid, and other expenses related to Haiti following the earthquake; and (7) the Foreign Military Financing Program for assistance for Pakistan and Jordan. Places conditions on the availability of assistance for Afghanistan to support the work of the Independent Electoral Commission and the Electoral Complaints Commission. Authorizes the Secretary of State to award task orders for a limited term for police training in Afghanistan under current Department of State contracts. Makes funds available for human rights programs in Pakistan. Authorizes the transfer of specified funds for Afghanistan, Pakistan, and Iraq for activities related to security for civilian led operations in those countries. Places conditions on the availability of assistance to Haiti. Provides for debt relief for Haiti. Makes funds for Mexico for International Narcotics Control and Law Enforcement available only after the Secretary of State submits a report to the Appropriations Committees detailing a coordinated, multiyear, interagency strategy to address the causes of drug-related violence and other organized criminal activity in Central and South America, Mexico, and the Caribbean. Makes funds available for emergency relief and reconstruction for El Salvador related to Hurricane/Tropical Storm Ida. Makes funds available for emergency security and humanitarian assistance for civilians, particularly women and girls, in the eastern region of the Democratic Republic of the Congo. Makes funds available for reconstruction oversight in Afghanistan. Appropriates supplemental FY2010 funds to the Department of Housing and Urban Development (HUD) for the Community Development Fund for disaster relief, long-term recovery, and restoration of infrastructure, housing, and economic revitalization in areas affected by severe storms and flooding from March through May of 2010 for which the President declared a major disaster. Appropriates supplemental FY2010 funds to the Department of Commerce for Economic Development Assistance Programs to carry out planning, technical, and other assistance in states affected by the incidents related to the discharge of oil in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon. Makes funds available to NOAA for Operations, Research, and Facilities to respond to economic impacts on fishermen and fishery-dependent businesses once the Secretary of Commerce determines that resources provided, including by the responsible parties under the Oil Pollution Act, are insufficient to respond to such impacts following an incident related to a spill of national significance. Makes funds available for scientific investigations and sampling as a result of the incidents related to the discharge of oil and use of oil dispersants that began in 2010 in connection with the Deepwater Horizon. Appropriates supplemental FY2010 funds to: (1) HHS for the Food and Drug Administration (FDA) for food safety monitoring and response activities in connection with that oil spill; (2) the Department of the Interior for increased inspections and other activities related to emergency offshore oil spill incidents in the Gulf of Mexico; (3) the Department of Justice (DOJ) for litigation expenses resulting from incidents related to the oil discharge in connection with the Deepwater Horizon; and (4) the Environmental Protection Agency (EPA) for Science and Technology for a study of potential human and environmental risks and impacts of the release of crude oil and application of dispersants and other mitigation measures. Amends the Oil Pollution Act of 1990 to authorize advances from the Oil Spill Liability Trust Fund. Appropriates supplemental FY2010 funds to: (1) NOAA to provide fisheries disaster relief related to the Deepwater Horizon oil discharge and to conduct an expanded stock assessment of the fisheries of the Gulf of Mexico; and (2) the Department of Commerce for the National Academy of Sciences to conduct a study of the long-term ecosystem service impacts of that discharge. Designates amounts in this Act as emergency requirements. Requires the Director of National Intelligence, in coordination with the participants of the interagency review of Guantanamo Bay detainees, to fully inform the congressional intelligence committees concerning the basis for the disposition decisions reached by the Guantanamo Review Task Force. Requires the Director to provide those committees: (1) the written threat analyses prepared on each detainee by the Task Force; (2) access to the intelligence information that formed the basis of any such specific assessments or threat analyses; (3) any new threat assessment prepared by the intelligence community of a Guantanamo Bay detainee who remains in detention or is pending release or transfer; and (4) access to the information that formed the basis of such threat assessment. Amends the Outer Continental Shelf Lands Act to authorize the immediate disbursement of funds in response to a spill of national significance under the Oil Pollution Act of 1990, at the request of a producing state or coastal political subdivision, for certain projects specifically designed to respond to the spill.
