Establishes a Commission on More Effective Government to study and recommend ways of promoting economy, efficiency, and improved service within the Executive branch of Government. Directs the Commission to recommend methods to improve the relationship between Federal, State, and local governments. Directs the Commission to submit a final report to the Congress ten days after the Ninety-eighth Congress convenes. Terminates the Commission 90 days after such date. Authorizes appropriations.

Expresses the sense of the Congress that the State of Illinois and the city of Chicago should host the 1992 official celebration of the 500th anniversary of the discovery of America.

Expresses the sense of Congress that the producers and distributors of motion pictures and television and radio programs should cease the production and distribution of films and programs which defame, stereotype, ridicule, demean, or degrade ethnic, racial, or religious groups. Calls upon the motion picture and broadcasting industries to establish adequate standards for the production of films which portray such groups. States that if the industries do not respond, the Congress shall formulate measures to establish and implement such standards.

Grants immigrant visas to certain Italian nationals and their dependents who were victims of earthquakes which occurred in Italy on or about November 23, 1980. States that such visa shall not be chargeable against the numerical limitations imposed under the Immigration and Nationality Act.

Cash Discount Act of 1980 - Title I: Cash Discounts - Amends the Truth in Lending Act to provide that any discount given by a seller to a buyer to induce payment in cash or by other means not involving an open end credit plan or a credit card shall not constitute a finance charge. Requires the seller to make known to buyers the availability of such a discount. Repeals requirements that such a discount not exceed five percent. Repeals the authority of the Federal Reserve Board to promulgate regulations characterizing cash discounts as finance charges under the Truth in Lending Act or State usury and credit disclosure laws. Defines "regular price" as: (1) the single posted price; or (2) the price paid using an open end credit plan or a credit card if no price is posted or two prices are posted. Title II: Ban on Credit Card Surcharges - Extends the ban against sellers imposing a surcharge on credit card users two years until February 27, 1983. Title III: Authorization of a Gold Medal to the A. Philip Randolph Institute - Authorizes the President to present a gold medal to the A. Philip Randolph Institute in recognition of Randolph's lifelong advocacy of workers' and minorities' interests. Authorizes the selling of bronze duplicates of such medal.

Expresses the sense of the Congress that the peaceful resolution of the Polish workers' strike contributes to international peace. Encourages implementation of the strike settlement without outside interference.

Establishes the United States Holocaust Memorial Council which shall: (1) provide and encourage appropriate ways for the Nation to observe the Days of Remembrance to commemorate the holocaust; (2) plan, erect, and oversee the operation of a memorial museum to the victims of the holocaust; and (3) develop a plan for carrying out the recommendations of the report submitted to the President on September 27, 1979, by the President's Commission on the Holocaust. Authorizes the Council to receive public land in the District of Columbia on which it may erect the memorial. Terminates the Council's authority to construct a memorial if the erection of the memorial has not commenced within five years of enactment of this Act and sufficient funds to ensure completion of the memorial have not been certified to be available. Authorizes appropriations to carry out this Act.

Urges the peaceful resolution of issues raised by Polish workers in accordance with international agreements. Requests the Polish government to release persons unjustly imprisoned during recent worker unrest. Asks all signatories to observe the Declaration on Principles Guiding Relations between Participating States.

Amends the Legislative Reorganization Act of 1946 to repeal the authority of the Secretary of the Senate and the Clerk of the House to enter into arrangements with the Board of Education of the District of Columbia for the education of congressional pages. Amends such Act to establish the United States Capitol Page Board consisting of the Clerk and Doorkeeper of the House, the Secretary and Sergeant at Arms of the Senate, and the Architect of the Capitol. Directs the Board to develop and implement a comprehensive policy for the supervision, housing, and education of congressional pages. Amends the Legislative Reorganization Act of 1970 to exclude pages of the Supreme Court from utilizing facilities of the John W. McCormack Residential Page School. Authorizes the Page Board, with the approval of the appropriate congressional committees, to appoint and fix the salaries of necessary personnel for the Page School.

Housing Survival Act of 1980 - Amends the Depository Institutions Deregulation Act of 1980 to repeal provisions establishing the Depository Institutions Deregulation Committee. Prescribes maximum interest rates for savings and loan accounts of O.25 percent of the maximum rates for bank accounts. Terminates all authority to set maximum interest rates on June 30, 1987 (currently, March 31, 1986). Directs the Board of Governors of the Federal Reserve System, the Board Directors of the Federal Deposit Insurance Corporation, and the Federal Home Loan Bank Board to report to Congress regarding the ability of the housing industry to withstand the removal of the interest rate differential. Amends the Federal Reserve Act, the Federal Deposit Insurance Act, and the Federal Home Loan Bank Act to require the respective Boards to limit interest rates or dividends on time and savings deposits to no more than the market rate of interest (the rate comparable to U.S. Treasury securities of similar maturity).

Reaffirms congressional support for full implementation of the Helsinki Final Act. Expresses the sense of Congress that human rights concerns should be given serious attention at the Madrid meeting to review such Act. Declares that any new measures should be balanced among all sections of the Final Act. Directs the U.S. delegation to seek another review meeting within two years.

Authorizes the President to present a gold-plated medal, on behalf of the Congress, to those athletes selected through the Olympic trial process to be members of the United States Summer Olympic Team of 1980. Directs the Secretary of the Treasury to cause to be stricken 650 such medals with suitable emblems. Declares that such medals are national medals and that funds to carry out this Act shall be made available under the Amateur Sports Act of 1978.

Requires written notice of any change 60 days prior to its effective date. Prohibits the Board of Governors of the Federal Reserve System from issuing regulations affecting the amendments made by this Act. Prohibits the issuance of credit cards without a request or application for such card after a card issuer transfers or otherwise assigns an open end credit plan. Gives this Act retroactive effect to April 15, 1980. Imposes no criminal liability for violations of this Act until its enactment.

Amends the Powerplant and Industrial Fuel Use Act of 1978 to limit the sum of all severance taxes or fees, for any fiscal year, levied upon or collected from any taxpayer by a State or any political subdivision thereof on coal destined for shipment in interstate commerce for use in any powerplant or major fuel- burning installation or on any improvements or other rights, property, or assets produced, owned, or used in connection with the production of such coal. States that such tax shall not exceed a total of 12 1/2 percent of the value of such coal produced during a fiscal year.

Authorizes the President to present, in the name of the Congress, specially struck gold medals to Eric Heiden and the American Hockey Team for their victories at the 1980 winter Olympics. Directs the Secretary of the Treasury to strike and furnish bronze duplicates of such medals to the United States Olympic Committee.

Urges: (1) the U.S. Olympic Committee to propose the transfer or cancellation of the 1980 summer Olympic games; (2) the International Olympic Committee (IOC) to adopt such proposal; and (3) the U.S. Olympic committee and other nations' Olympic committees to not participate in such summer games, if the IOC rejects such proposal, and conduct alternative games.

Amends the Federal Reserve Act and the Federal Deposit Insurance Act to authorize member banks in the Federal Reserve System and federally insured nonmember banks to make automatic funds transfers from a savings deposit to a demand deposit pursuant to the written authorization of the depositor to make such transfers in connection with checks or drafts drawn upon the bank. Amends the Home Owners' Loan Act of 1933 to permit Federal savings and loan associations and Federal mutual savings banks to establish remote service units pursuant to regulations of the Federal Home Loan Bank Board. Amends the Federal Credit Union Act to permit Federal credit unions to offer share-draft accounts subject to terms and conditions prescribed by the National Credit Union Administration Board. Terminates the authority conferred by this Act on April 1, 1980.

Title I: - Amends the Currency and Foreign Transactions Reporting Act to extend the current reporting requirement to include persons "attempting" to transport monetary instruments into or from the United States. Title II: Authorizes any customs officer who has reasonable cause to suspect that monetary instruments are being transported for which a report is required to search, without a search warrant, any vehicle, vessel, aircraft, envelope or other container, or person entering or departing from the United States. Title III: - Authorizes the Secretary of the Treasury to pay a reward to any individual providing original information which leads to a recovery of at least $50,000 by way of a criminal fine, civil penalty, or forfeiture for a violation of such Act. Makes ineligible for such payment any Federal, State, or local employee who furnishes information in the performance of official duties.

Sunset Review Act of 1979 - Requires the House Committee on Rules and the Senate Committee on Rules and Administration to jointly develop and maintain an inventory of all Federal programs and tax expenditures. Requires such inventory to classify all such programs and expenditures according to the jurisdiction of the various legislative committees of the two Houses. Requires the General Accounting Office, before the beginning of the 97th Congress, after consultation with the appropriate legislative committees, to submit a draft inventory to the House Committee on Rules and the Senate Committee on Rules and Administration. Requires such Committees to notify each legislative committee of the programs and tax expenditures which are classified within its jurisdiction. Allows any legislative committee to propose revisions of such inventory within 30 days after notification. Requires, after a determination that all programs and tax expenditures are accurately classified, that such inventory be published in a single document. Requires that an update be made of such inventory at the beginning of every Congress. Directs the General Accounting Office to maintain and publish a supplement to the inventory. Requires each legislative committee of the House of Representatives and the Senate, on or before March 1 in the first session of each Congress beginning with the 98th Congress, to develop, adopt, and submit to the House Committee on Rules and the Senate Committees on Rules and Administration an agenda for the sunset review of selected Federal programs within its jurisdiction or in the case of the House Committee on Ways and Means and the Senate Committee on Finance, of selected tax expenditures. Requires the committees of each House to develop their sunset review agenda in consultation with any other committee which has concurrent jurisdiction over any programs or tax expenditures involved. Prohibits either the House or the Senate from considering a primary expense resolution for any legislative committee in any Congress until that committee has developed and submitted its sunset review agenda. Requires the House Committee on Rules and the Senate Committee on Rules and Administration to incorporate such agendas into a consolidated sunset review agenda and to report such consolidated agenda to its House in the form of a concurrent resolution, within seven legislative days after all committee sunset review agendas have been submitted. Requires the consolidated sunset review agenda to be adopted in the House and in the Senate no later than March 30 in the first session of each Congress. Sets forth the procedures for adoption. Requires each committee of the House or the Senate, not later than May 15 in the second session of each Congress, to report a bill or bills modifying, continuing, or terminating each program or tax expenditure which it has been directed to review under the consolidated sunset review agenda adopted during the first session. Requires such bill to be accompanied by a report setting forth the committee's findings, recommendations, and justifications. Requires each department, agency, and instrumentality in the executive branch of the Government which is responsible for the administration of a Federal program or tax expenditure selected for sunset review to give assistance to the appropriate Congressional committees. Specifies that nothing in this Act shall affect the authority of any legislative committee to review programs or tax expenditures within its jurisdiction and to report legislation modifying, continuing, or terminating such programs or expenditures at such times and in such manner as it deems appropriate. Amends rule X of the Rules of the House of Representatives to include the consolidated sunset review agendas and the congressional inventory of Federal programs as part of the House Committee on Rules' functions.

Authorizes the President, on behalf of the Congress, to present a gold medal of appropriate design to Bryan Lewis Allen, the first aviator to cross the English Channel in a self-powered plane. Authorizes appropriations of up to $15,000 to strike such medal. Authorizes the Secretary of the Treasury to strike bronze duplicates of such medal for sale to the public.

Authorizes appropriations for fiscal year 1981 to the legation of Lithuania in the United States. Authorizes the Charge d'Affaires of such legation to administer such funds for the operation of the legation and compensation of personnel. Stipulates that the diplomatic corps of such legation must be of Lithuanian parentage and may not be U.S. citizens.
