Amends the Internal Revenue Code to allow small business investment companies electing to be taxed as regulated investment companies, and having a tax deficiency as a result of a judicial judgment or administrative settlement concerning certain capital gains or dividend deductions to satisfy such deficiencies by paying out dividends within 90 days after the judgment or settlement.

Expresses the insistence of the House of Representatives that the Government of the Republic of Korea cooperate with a certain investigation of the House of Representatives Committee on Standards of Official Conduct. Declares that failure of the Government to cooperate with such investigation will have a negative impact on relations between the United States and the Republic of Korea, including assistance for the latter country.

Federal Disclosure and Accountability Act - Prohibits any Federal employee from coercing any individual for the purpose of interfering with the right of such individual to disclose any illegal or otherwise improper Government action to the Review Board on Improper Government Actions, established by this Act and from taking any adverse personnel action against such individual who is a Federal employee in retaliation for such disclosure. Requires the Board to investigate any such disclosure and, in the event further investigation or action is warranted, to notify the person, the head of the agency in which such person is employed, and, if appropriate, the Attorney General and/or the Comptroller General.

Constitutional Amendment - Provides that the District of Columbia be treated as a State for purposes of representation in the Congress, election of the President and Vice President, and Article V of the Constitution of the United States. Repeals the provisions of the twenty-third amendment to the Constitution of the United States.

Agricultural Trade Expansion Act - Amends the Food for Peace Act of 1966 to permit the Commodity Credit Corporation to finance export sales of agricultural commodities on credit terms in excess of three years, but not more than ten years. Exempts such sales from the requirement that exports be transported on privately owned United States - flag commercial vessels.

Small Business Development Center Act - Authorizes the Small Business Administration to make grants to universities to assist them in developing centers to provide small businesses with a broad range of advice, information, and assistance. Limits the amount of such grant to no more than 75 percent of the cost of eligible activities in the operation or development of the center, except for grants to regional centers assisting State centers in research or other high cost activities. Establishes a Small Business Management and Technical Assistance Division within the Small Business Development Center program through a Deputy Associate Administrator. Establishes a Small Business Development Center Advisory Board to advise and confer with the Deputy Associate Administrator for Management and Technical Assistance. Authorizes the Administration to make grants to universities, organizations, and business concerns to support research to solve problems which affect small business concerns.

Title I Amendments Act - Title I: Parental Involvement - Amends Title I of the Elementary and Secondary Education Act of 1965 to increase parental involvement by requiring: (1) increased parental membership in the advisory councils required by such Title; (2) the Commissioner of Education to sponsor parental involvement workshops; and (3) the National Institute of Education to develop model parent involvement training programs. Title II: Administrative Enforcement - Requires: (1) additional compliance assurances from participating States in their applications to the Commissioner for funds under such Act; (2) the Commissioner to make written findings of compliance before approving such applications; (3) participating local educational agencies to develop and implement complaint resolution procedures; and (4) the Commission to provide the Congress with a report at least once a year of enforcement under such Title. Provides procedures for audit and examination of State and local educational agencies receiving funds under such Title. Requires the Commissioner to establish minimum standards for audits. Revises the standards and procedures regarding (1) withholding funds for violations of such Title; and (2) State approval of local applications for funds under such Title. Authorizes additional Federal funds for State administrative enforcement costs. Title III: Special Projects - Authorizes funds for: (1) summer educational programs for disadvantaged children; (2) parent education programs; (3) model programs for junior and senior high school students; and (4) retraining educational personnel. Title IV: Duration of Programs and Miscellaneous Provisions - Extends programs under such Title to 1982. Title V: Gifted and Talented Children - Gifted and Talented Children Act - Directs the Commissioner to (1) designate an administrative unit within the Office of Education to coordinate all program for gifted and talented children administered by such Office; (2) establish a grant program to enable State and local institutions to meet the special educational needs of such children; and (3) transfer to the National Institute of Education funds necessary for such Institute to carry out a program of research relating to the education of gifted and talented children.

Human Resources Development Act - Directs the President or his delegate to carry out, through grants to, or contracts with private and public nonprofit institutions, a program consisting of projects which either (1) involve labor-management cooperation for the improvement of productivity and quality of work life, innovation in a major feature of employment, increased worker participation in decisionmaking, or profit sharing or (2) are designed to establish the efficacy of policies and practices maintaining normal employment levels during periods of cyclical downturns in demand through reassignment of workers to training and other specified types of programs. Directs the Federal Mediation and Conciliation Service and the National Center for Productivity and Quality of Working Life to assist in carrying out such program.

Declares it the sense of Congress that the Secretary of Health, Education, and Welfare should not include in the National Guidelines for Health Planning any guidelines which would directly or indirectly cause the closing of any small, rural hospital which is the only hospital providing primary care services to a local community.

Amends the Flood Control Act of 1970 to require the Secretary of the Army, in determining the need for a flood control project, to consider the economic and social impact of not providing such protection. Sets forth factors for evaluating such impact. Requires the Secretary of the Army, acting through the Chief of Engineers, upon a finding that the costs of any flood control project exceed its benefits, to furnish the non-Federal interests affected by such decision with an opportunity to contribute to the project the amount by which the costs exceed the benefits.

Family Violence Prevention and Treatment Act - Title I: General Provisions - Sets forth the findings of Congress and declares the purposes of this Act. Defines terms used in this Act. Authorizes appropriations to carry out the provisions of this Act in fiscal year 1978 and 1979. Title II: Coordinating Council on Family Violence - Establishes within the executive branch an independent organization known as the Coordinating Council on Family Violence (Council). Specifies the membership of the Council. States that the functions of the Council shall be: (1) to identify, assess, and coordinate all Federal programs related to problems of family violence in order to eliminate duplication of effort, inefficient use of resources, and lack of strategic objectives and priorities; and (2) to stimulate new programs within member agencies of the Council where necessary to fill gaps in services, funding, research, or demonstration programs. Directs the Council to make recommendations to the President and the Congress at least annually with respect to the coordination of overall policy and development of objectives and priorities. Title III: National Center for Community Action Against Family Violence - Directs the Director of ACTION to establish a National Center for Community Action Against Family Violence. States that the purpose of the Center shall be to provide information and technical assistance to local community groups which need assistance with organizing or operating existing or proposed programs dealing with family violence. Describes the functions of the Center including: (1) the development and maintenance of an information clearinghouse for services available for the treatment and prevention of family violence; (2) the establishment of a toll-free telephone number for the provision of information and counseling; (3) the development of a volunteer force to provide service through community centers dealing with family violence; (4) the making of grants to support and train volunteers; and (5) the development of a campaign to educate the public about the problems of family violence and resources available to deal with such problems. Sets forth procedures for the execution of such functions. Title IV: Amendments to the Child Abuse Prevention and Treatment Act - Requires State plans under the Child Abuse Prevention and Treatment Act to include provisions for the reporting of forms of family violence in addition to child abuse and neglect. Title V: Evaluation and Research - Directs the Secretary of Health, Education, and Welfare to provide a specified sum for each of the two years following the enactment of this Act to evaluate the impact of community programs assisted by HEW on the prevention and treatment of family violence.

Amends the Packers and Stockyards Act of 1921 to restrict the authority of the Secretary of Agriculture to determine the justness or reasonableness of any stockyard service rate or charge to only those rates or charges for services at stockyards which have a certain minimum annual sales volume.

Directs the Administrator of the Energy Research and Development Administration to make a complete study of the use of grain, grain products, or their derivatives in the development and use of fuels. Details various factors to be included in such study and recommendations to Congress for further research, development, and demonstration activities. Amends the Internal Revenue Code to authorize any taxpayer to elect to have any portion of any overpayment of tax or any contribution in money which the taxpayer forwards with the return for such taxable year be available, as the taxpayer may designate on such return, for the National Endowment for the Arts or the National Endowment for the Humanities.

Veterans' Educational Equity Act - Provides for payment of a supplemental tuition allowance to each qualified veteran upon application to the Administrator of Veterans' Affairs. Extends the delimiting period for completing a veteran's education program for up to two years if at the close of the ordinary ten-year delimiting period the veteran is enrolled in a program.

International Emergency Food Reserve Act - Authorizes the President: (1) to enter into negotiations with other nations to develop an international system of food reserves for humanitarian food relief needs; and (2) to establish and maintain an International Emergency Food Reserve as a contribution of the United States toward the development of such a system. Requires for such Reserve minimum stocks of two million tons, allowing an increase up to six million tons pursuant to an international agreement.

Title I: Administrator of the House of Representatives - Amends the Rules of the House of Representatives to add rule XLVIII, to establish an Administrator of the House of Representatives to plan, coordinate, and direct the administrative support operations of the House. Establishes, under the Administrator, a Comptroller of the House of Representatives to be the chief finance official of the House responsible for specified functions relating to budget salaries, and House expenditures. Creates the Office of Personnel and Work Management to carry on recruitment, placement, training, and orientation activities, including the development of an affirmative action program, and a grievance procedure. Requires the Administrator to promulgate guidelines with respect to prices charged to patrons of specified House facilities, use of House photographic service, acceptance of print orders, and use of the House Recording Studio. Adds rules XLIX to the Rules of the House, establishing the position of Auditor of the House of Representatives. Abolishes the Select Committee on the Beauty Shop and the Special Committee on the Recording Studio. Title II: Committee on House Administration - Amends rule X of the Rules of the House to give the Committee on House Administration jurisdiction over all bills, resolutions, and other matters relating to all expenditures of the House, in addition to those made from the contingent fund. Discontinues the Committee's function with respect to reporting on the travel of Members, and the scheduling of meetings. Requires the Committee to perform specified oversight functions regarding the management of House facilities by the Administrator and Auditor. Title III: Clerk of the House of Representatives - Amends rule III of the House to discontinue the Clerk's responsibility for certain administrative matters including the performance of labor and the keeping of accounts. Requires the Clerk to report all House debates and committee hearings. Amends rule XXXIV of the Rules of the House to make the Clerk of the House responsible for the appointment and removal of official reporters of the House. Title IV: Annual Reporting Requirement - Amends Rule I of the Rules of the House to require the Administrator, Clerk, Sergeant-at-Arms, and Doorkeeper of the House to submit annual reports on the main activities of their offices to the Speaker. Title V: Miscellaneous Amendments to the Rules of the House of Representatives - Amends Rule XI to authorize the appointment of associate staff members to standing committees. Amends rule XI to require that all standing committees of the House prepare abstracted and indexed hearings which shall be available to the public. Amends rule XXXIV to require that certain remarks not actually made in whole or in part by a Member of the House be distinguished in the Congressional Record from those made by a Member. Adds new rule L to the Rules of the House, establishing a Fair Employment Practices Panel to review complaints alleging discrimination under clause 9 of Rule XLIII. Authorizes the Panel to refer unsettled complaints to the House Committee on Standards of Official Conduct. Adds new rule LI to the Rules of the House to require Members desiring to engage in certain foreign travel to submit a request with respect to such travel to the Administrator of the House. Sets forth the procedure for approving such requests. Requires Members engaging in such travel to transmit a report to the Administrator. Sets forth the procedure to be followed by Members desiring to engage in foreign travel relating to such Member's duties as a member of a House committee. Prescribes regulations regarding foreign travel by Members via airplanes. Outlines reimbursement procedures for foreign travel expenses. Title VI: Provisions Relating to House Operations and Employees - Requires that any congressional Member organization which desires to be designated as a legislative service organization transmit an application for certification to the Committee on House Administration. Requires each congressional Member organization and each legislative service organization to submit an annual report to the Committee. Entitles each Member of the House to a clerk hire allowance to remain available throughout the session. Requires each Member, chairman of a standing committee, subcommittee thereof, or congressional Member or service organization to inform the Administrator as to the full-time or part-time status of such individual's employees. Entitles Members-elect to specified allowances. Limits the staff expenses of certain committees. Establishes in the contingent fund of the House the "House Employees Medical Disability and Maternity Benefits Fund" to compensate employees absent from duty. Entitles each House Member to allocate any portion of his or her official expenses allowance to defray the educational expenses incurred by such Member's employees. Requires the Committee on House Administration to establish a billing procedure for official expenses. Entitles each Member to specified allowances for computer services. Directs the House Information Systems to provide computer terminal equipment to each House Member and committee. Title VII: Creation of Select Committee - Creates a select committee to conduct a study of House rule X (standing committees), and rule XI (rules of procedure for committees).

Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to permit owners of farmland condemned for use by the Federal Government to elect to have any building on such land moved to any location within reasonable proximity of such farmland in lieu of being paid for such building. Requires the Government to find and offer to any such displaced farmland owner an option to buy suitable replacement property in lieu of other compensation for land taken under the Act. Requires any person displaced from any business or farm operation he or she owns to be compensated for closing costs and increased interest costs incurred in replacing such property. Requires 50 percent of the compensation offered by the Government to any owner under the Act to be paid to such owner pending any condemnation proceeding if the only issue in such proceeding is the adequacy of the compensation offered.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Small Business Impact Statement Act - Directs the head of each Federal agency to prepare a small business impact statement in connection with each rule made by such agency unless the agency head, with the approval of the Office of Advocacy of the Small Business Administration determines that such rule will not have a substantial effect on a significant number of small business. Sets forth information which must be present in each small business impact statement. Prescribes steps which each agency head must follow in preparing any small business impact statement including publication of the statement in the Federal Register.

Right to Financial Privacy Act - States that the purposes of this Act are to protect and preserve the confidential relationship between financial institutions and their customers and the constitutional rights of those customers, and to promote commerce by prescribing policies and procedures to insure that customers have the same right to protection against unwarranted disclosure of customer records as if the records were in their possession. Prohibits any Federal agency or employee, or any State or local government, from obtaining copies of, access to, or the information contained in, the financial records of any customer from a financial institution unless such records are described with particularity and: (1) such customer has authorized such disclosure in accordance with this Act; (2) such records are disclosed in response to an administrative subpena or summons; (3) such records are disclosed in response to a court order; or (4) such records are disclosed in response to a judicial subpena. States that no financial institution may provide to a Federal agency or employee, or to any State or local government, copies of or the information contained in the financial records of any customer except in accordance with the requirements of this Act. Sets forth provisions governing customer authorization, administrative subpenas and summons, and judicial subpenas. Prescribes civil and criminal penalties for violation of the provisions of this Title.

Amends the Clayton Antitrust Act to entitle the United States, natural persons, and State attorney generals acting as parens patriae for persons residing within the State to bring civil actions under such Act for injury in fact, whether direct or indirect. States that this amendment shall apply to any civil action pending on June 9, 1977, or filed thereafter.

Amends the Internal Revenue Code to provide an income tax credit for expenses incurred in the conversion of farm and ranch land into qualified wind erosion control or wildlife habitat areas. Surface Transportation Assistance Act - Title I: Federal Aid Highway Act - Amends the Federal-Aid Highway Act of 1956 to revise and extend the authorization for appropriations for the Interstate Highway System through fiscal year 1992. Directs the Secretary of Transportation to apportion such amounts in a specified manner for fiscal year 1980. Authorizes appropriations through fiscal year 1982 for specified highway programs. Stipulates that the Federal share of railroad-highway crossing demonstration projects under the Federal-Aid Highway Act of 1973 shall be 95 percent of the cost of such a project. Authorizes the Secretary of Transportation to make grants to States for traffic control signalization projects designed to conserve motor fuel and decrease traffic congestion. Sets forth the Federal Share of such programs and the method by which such amounts are to be apportioned. Increases the Federal share for specified highway programs. Directs the Secretary to allocate funds made available for pavement marking demonstration programs in a manner deemed by the Secretary most appropriate to expedite the completion of pavement markings on all highways. Authorizes the reapportionment of funds not used by a State for the Interstate System to another State which has obligated all of its apportionment. Sets forth restrictions on the Secretary's authority to withdraw approval for the construction of routes on the Interstate System. Amends the Appalachian Regional Development Act of 1965 to increase the Federal share for construction projects on the Appalachian development highway system. Authorizes the Secretary to carry out access control demonstration projects designed to demonstrate whether preserving the capacity of existing highways to move traffic safely by acquiring and controlling the right of access to such highways is a cost effective alternative to the construction of new highways. Authorizes appropriations for such purpose through fiscal year 1982 out of the Highway Trust Fund. Title II: Highway Safety Act - Authorizes appropriations through fiscal year 1982 for specified highway safety programs. Amends the Highway Safety Act of 1973 to authorize appropriations through fiscal year 1982 for projects to eliminate hazards relating to rail-highway crossings. Title III: Urban Mass Transportation Act Amendments - Amends the Urban Mass Transportation Act of 1964 to authorize appropriations through 1982 for specified projects under such Act. Authorizes general appropriations to carry out the provisions of such Act through fiscal year 1988.

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service-connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less than honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Secretary of Health, Education and Welfare and the Administrator to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

Social Security Benefit Decoupling Act - Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to revise the computation of OASDI benefits on the basis of the individual's ten or fewer years of highest earnings. Directs the Secretary of Health, Education, and Welfare to recompute, in accordance with the method set forth in this Act, the primary insurance amount of an individual who has wages or self-employment income for a year after 1978 for any part of which he is entitled to OASDI benefits. States that the primary insurance amount to be used after such recomputation shall be the larger of the two amounts.

Amends the Railroad Safety Act of 1970 to direct the Secretary of Transportation to issue regulations requiring that the locomotives of all trains be equipped with strobe lights for safety purposes.

Amends the Trade Act of 1974 to permit the People's Republic of China to participate in United States credit and investment programs.

Amends the Export-Import Bank Act of 1945 to permit the Bank to extend credit to the Peoples Republic of China. Eliminates the avoidance of arms races between countries not menaced by Communist China from the factors considered by the President in determining whether the prohibitions against credit extensions by the Export-Import Bank for defense sales to developing countries should be waived in the national interest.

Small Business Development Center Act - Authorizes the Small Business Administration to make grants to universities to assist them in developing centers to provide small businesses with a broad range of advice, information, and assistance. Limits the amount of such grant to no more than 75 percent of the cost of eligible activities in the operation or development of the center, except for grants to regional centers assisting State centers in research or other high cost activities. Establishes a Small Business Management and Technical Assistance Division within the Small Business Development Center program through a Deputy Associate Administrator. Establishes a Small Business Development Center Advisory Board composed of 14 members to advise and confer with the Deputy Associate Administrator for Management and Technical Assistance. Authorizes the Administration to make grants to universities, organizations, and business concerns to support research to solve problems which affect small business concerns.

Soil and Water Resources Conservation Act -- Directs the Secretary of Agriculture, in cooperation with other Federal u, State and local agencies, to carry out a continuing appraisal of the soil, water and related resources of the Nation and to develop a national soil and water conservation program, and to report to Congress on such appraisal and such program not later than December 31, 1979, and at each five-year interval thereafter during the period this Act is in effect.
