Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit any person from dumping sewage sludge into the ocean without having obtained from the Administrator of the Environmental Protection Agency a permit imposing a special disposal fee for each dry ton dumped. Requires permittees to: (1) deposit 75 percent of such fees in a trust account for subsequent use on projects to eliminate ocean dumping after 1992; (2) pay 15 percent of such fees to the Administrator for sludge disposal research, reporting, and permit activities; and (3) pay ten percent of such fees to the Department in which the Coast Guard is operating for use by the Coast Guard in enforcing sewage sludge ocean dumping laws. Authorizes the Administrator to waive the fee requirement for permittees who have entered into a compliance agreement with the Administrator which phases out and terminates ocean dumping of sewage sludge by 1993 and sets forth a schedule for the implementation of an alternate sludge disposal system. Directs the Administrator to report to the Congress at six-month intervals on land-based disposal options for sewage sludge and the progress made by permittees toward the cessation of ocean dumping of such sludge. Outlaws the ocean dumping of municipal sludge after 1992. Imposes a civil fine for each dry ton of sludge dumped in violation of this Act's requirements.

Russell Lake (once known as the Trotter's Shoals Project). Modifies the J. Strom Thurmond Dam and Reservoir project (once known as the Clarks Hill Lake and Dam) to authorize water conservation as a project purpose. Directs the Secretary of the Army, acting through the Chief of Engineers, to establish, revise, and develop for each of the water conservation projects a drought management plan to cover the project in times of low rainfall. Requires a final report on each plan by April 1, 1989. Expresses the sense of the Congress that a citizen's advisory council should be established for each of the water conservation projects to advise the appropriate district of the Corps of Engineers on its management of such projects.

Permits the exemption only if both the seller and purchaser have registered with the Secretary of the Treasury. Requires producers, importers, and purchasers taking part in reduced-tax sales to file with the Secretary information returns containing specified data. Requires producers and importers, in addition, to furnish corresponding statements to their purchasers. Establishes penalties for failure to file required returns.

Requires matching funds, in cash or in kind, from non-Federal sources. Directs the Secretary to require technical and scientific peer review of applications for grants and contracts. Authorizes appropriations for FY 1989 through 1991.

American Heritage Trust Act of 1988 - Title I: American Heritage Trust - Establishes the American Heritage Trust, comprised of the Land and Water Conservation Fund and the Historic Preservation Fund, to provide funding for the preservation of America's natural, historical, cultural, and outdoor recreational areas. Title II: Land and Water Conservation Fund - Amends the Land and Water Conservation Fund Act to require the Secretary of the Treasury to invest a portion of the Land and Water Conservation Fund in public debt securities. Requires that the interest from such investments be used to provide for the preservation of the Nation's recreational areas. Sets forth a formula for the allocation of such interest income to the Federal Government and the States. Sets forth specified requirements with respect to the apportionment of such income to local and State governments. Repeals a specified section concerning publicity and signing provisions. Title III: Historic Preservation Fund - Amends the National Historic Preservation Act to extend the Historic Preservation Fund through 2015. Requires the Secretary of the Treasury to invest a portion of such Fund in public debt securities. Requires that the interest from such investments be used for the preservation of historic sites. Title IV: Miscellaneous Provisions - Requires the owner of any site that benefits from moneys derived from the American Heritage Trust to install a sign indicating that fact.

(Such suspension is currently authorized for up to 180 days if the Administrator of the Environmental Protection Agency makes certain determinations.) Requires the Administrator to assist States in establishing: (1) State assurance funds to enable underground storage tank owners and operators to meet the financial requirements of the Act; and (2) programs to encourage private insurance providers to offer insurance coverage to such owners and operators.

Amends the Depository Institutions Management Interlocks Act to revise the definition of "affiliated" corporation to mean a corporation which is more than 25 percent owned by persons who own more than 25 percent of another corporation. (Present law defines such term as 50 percent ownership.) Revises the definition of "management official" to exclude an advisory or honorary director. Defines the "primary Federal supervisor" for purposes of such Act to mean the agencies authorized to issue rules and regulations under such Act (the Comptroller of the Currency, the Federal Reserve Board, the Federal Deposit Insurance Corporation, the Federal Home Loan Bank Board, and the National Credit Union Administration). Authorizes the primary Federal supervisor to grant an exception to the prohibition against the dual service of management officials of depository institutions within a primary metropolitan statistical area. Specifies that such an exception may be made upon a finding that such dual service of a management official would not result in a substantial lessening of competition. Provides an exception to the prohibitions against dual service of management officials of depository institutions within a primary metropolitan statistical area and against dual service of management officials of $1,000,000,000 institutions with an unaffiliated $500,000,000 institution in cases of: (1) a company which has acquired a failed or failing insured institution pursuant to the emergency thrift acquisitions provisions of the National Housing Act; (2) a depository institution or depository holding company which has acquired a closed bank or a bank in danger of closing; and (3) any diversified savings and loan holding company with respect to the service of a director of a nonaffiliated depository institution or depository holding company as a director of the diversified savings and loan holding company if neither appropriate Federal supervisor disapproves.

Export-Import Bank Amendments of 1988 - Amends the Export-Import Bank Act of 1945 to prohibit the aggregate amount of loan subsidies provided by the Export-Import Bank (Bank) from exceeding the amount of funds appropriated for such subsidies for any fiscal year after FY 1989. Requires the Bank to include in its annual budget proposal and appropriation request: (1) the amount requested to be provided in an appropriations Act for such fiscal year for spending or credit authority provided under such Act; and (2) an estimate of the total amount of the subsidies involved. Requires the Bank to use Office of Management and Budget guidelines in estimating subsidy amounts. Defines "subsidy" as the difference between the cost to the borrower of a loan made, insured, or provided an interest subsidy by the Bank and the cost the borrower would have incurred in obtaining the financing from private sources without Bank action. Authorizes appropriations for such subsidies. Specifies that any amount appropriated for subsidies shall: (1) become available to the Bank as loans, loan obligations, and commitments are made by the Bank; and (2) be permanent additions to the capital and reserves of the Bank.

Community Revitalization Tax Act of 1988 - Amends Internal Revenue Code income tax accounting rules limiting passive activity losses and credits to eliminate the disallowance of credits in this context. Revises the limitation on the general business credit to allow a maximum annual credit equal to the first $20,000 of an individual taxpayer's income tax liability plus 20 percent of any excess liability. Amends provisions that reduce the investment credit base by nonqualified nonrecourse financing amounts to apply them to certain qualified rehabilitation property as if the property were subject to the at-risk rules associated with the low-income housing credit. Permits a tax-exempt organization to offset the amount of any general business credit against its unrelated business income tax liability. Revises the definition of "qualifying distribution" for purposes of the tax on a private foundation's failure to distribute income. Includes as qualifying any amount of interest foregone on a below-market loan made to a tax-exempt organization to operate a qualified low-income building. Includes as a qualified rehabilitation expenditure for tax credit purposes any expenditure in connection with the rehabilitation of a low-income building leased to a tax-exempt entity. Permits a pooled income fund having substantially all of its assets invested exclusively in qualified low-income buildings to have one or more corporations as income beneficiaries, each with a 20-year life.

ATV User Safety and Equity Act - Provides that three-wheeled all-terrain vehicles (ATVs) shall be considered to be banned hazardous products under the Consumer Product Safety Act. Permits the sale of three-wheeled ATVs by other than manufacturers, distributors, or dealers. Requires the manufacturers of three-wheeled ATVs to provide refunds to persons who purchased such vehicles before the effective date of this Act (in accordance with regulations promulgated by the Consumer Product Safety Commission). States that the failure of a manufacturer to comply with the refund requirements of this Act shall be considered a violation of the Consumer Product Safety Act. Directs the Commission to promulgate a consumer product safety rule which will require: (1) manufacturers to offer free training in the operation of ATVs to all purchasers; (2) manufacturers to offer helmets and other protective equipment with the sale of ATVs; (3) manufacturers to provide notice (warning labels and other appropriate means) of the risk of injury or death presented by ATVs; (4) manufacturers and distributors to establish programs to ensure compliance by dealers with the safety requirements of the rule; and (5) retail dealers to provide purchasers with safety information respecting the operation of such vehicles. Directs the Commission to promulgate a consumer product safety rule to improve the safety of ATVs by prescribing: (1) appropriate performance standards for ATVs; and (2) design characteristics. Sets forth a consumer product safety rule to be placed into effect in the event that the Commission does not promulgate a final rule within the prescribed time period.

Permits eligible institutions to apply for research grants. Sets forth the factors the Chief Scientist must consider in deciding whether to award assistance. Establishes the Oyster Research Program Advisory Committee to advise the Chief Scientist regarding matters related to carrying out this Act. Requires representation on the Committee from specified geographic areas. Directs the Chief Scientist to consult with the Department of the Interior, the National Science Foundation, the National Institutes of Health, and the Food and Drug Administration with respect to the identification of priority oyster diseases, the identification of priority research categories, and matters covered by the biennial review required by this Act. Directs the Chief Scientist to undertake a biennial review of the program. Sets forth reporting requirements. Authorizes appropriations for FY 1989 through 1998.
