Railroad Retirement and Unemployment Benefits Protection Act of 1986 - Amends the Railroad Retirement Act of 1974 to: (1) provide that certain cost of living increases in railroad retirement annuities shall not be prevented from taking effect by any provision of law other than such Act; (2) prohibit the sequestration of any amounts appropriated to the Dual Benefits Payment Account other than by such Act; and (3) prohibit the sequestration of administrative expenses for the Railroad Retirement Board other than by such Act. Amends the Railroad Unemployment Insurance Act to prohibit any: (1) legislative limitation from being placed upon the availability of railroad unemployment insurance benefit payments other than by such Act; and (2) sequestration of railroad unemployment insurance administration funds other than by such Act.

Infrastructure Protection Act of 1986 - Prohibits the receipts and disbursements of the Highway Trust Fund (for both the Federal aid highway program and the Mass Transit Account), the Airport and Airway Trust Fund, and the Inland Waterways Trust Fund which are allocable to the transportation-related operations of such Funds from being included in either the Federal budget as submitted by the President, or in the congressional budget. Exempts such Trust Funds from any general statutory budget limitation.

Amends the Tariff Act of 1930 to declare that acts of importation into, or sale in, the United States of articles that infringe a valid U.S. patent, copyright, trademark, or maskwork are unfair and have the effect of destroying or substantially injuring a U.S. industry or impairing the establishment of such industry.

Federal Deposit Insurance Modernization Act of 1986 - Amends the Federal Deposit Insurance Act to apply the Federal Deposit Insurance Corporation's annual investment income to its annual operating and insurance costs before determining its net assessment income. Requires the amount of costs exceeding income for a calendar year to be deducted, first, from the Corporation's investment income for the subsequent year and then from total assessments for such subsequent year. Requires any excess investment income for a calendar year to be transferred to the Corporation's capital account. Requires the Corporation's Board of Directors to maintain the ratio of the Corporation's capital account net of assets held in the form of Federal Deposit Insurance capital notes to the Corporation's total capital account at not less than 25 percent. Authorizes Corporation-insured banks to issue Federal Deposit Insurance capital notes. Directs the Corporation, as of December 31 of each calendar year, to invest the amount of its net investment income transferred to its capital account in such notes pro rata among such banks based on each bank's assessments for such year. Requires each bank to invest the amount obtained from such notes in obligations of, or insured by, the United States, except that a bank may use part of such amount, temporarily, in order to satisfy temporary liquidity needs. Deems notes held by the Corporation to be primary capital of the issuing banks. Directs the Comptroller General to conduct and report to the Congress on a semiannual audit of the note program.

Amends the Impoundment Control Act of 1974 to provide that any deferral of budget authority proposed by the President shall not take effect unless the Congress, within 45 legislative days after receiving the President's proposal, completes action on a bill making such deferral.

Authorizes the Board of Regents of the Smithsonian Institution to plan, design, and construct facilities for the National Air and Space Museum at Washington Dulles International Airport for expansion of the Museum. Authorizes the Board of Regents to receive and use private donations for carrying out this Act.

General Aviation Tort Reform Act of 1986 - Amends the Federal Rules of Civil Procedure to provide uniform rules for negligence and products liability claims arising from general aviation accidents. Allows any person claiming damages from such an accident to bring a products liability action against the general aviation manufacturer if: (1) the product was defective when it left the control of the manufacturer; (2) the defective condition was the proximate cause of the harm; (3) the condition would not have been corrected by actions described in directives issued by the Federal Aviation Administration (FAA) or the manufacturer; and (4) the aircraft was being used for a purpose and in a manner for which it was manufactured. Provides an alternative method to establish manufacturer liability where the manufacturer failed to provide reasonable warnings (unless such warnings would not have affected the conduct of the product user). Provides a third method to establish manufacturer liability where: (1) the manufacturer made an express warranty with respect to the product; (2) the warranty related to that aspect of the product which caused the harm; (3) the product failed to conform to the warranty; and (4) such failure was the proximate cause of the harm. States that all actions for damages arising from a general aviation accident shall be governed by the principles of comparative responsibility. Provides that defendants in such actions are severally but not jointly liable for damages (except that manufacturers of airframes and systems or components of aircraft may be jointly and severally liable under certain circumstances). Provides a 12-year limitation on liability of manufacturers. States that express warranties running for a longer period of time and the duty to provide additional warnings shall not be affected by such limitations. Allows awards of punitive damages. Prescribes a statute of limitations for such actions. Preempts State laws to the extent that this Act establishes applicable rules or procedures. Grants Federal district courts (concurrently with State courts) original jurisdiction (without regard to the amount in controversy) in all civil actions for damages arising out of a general aviation accident. Allows the removal of State actions to an appropriate Federal district court by any defendant. Prescribes venue restrictions. Expresses the intent of the Congress that orders to pay reasonable expenses, including attorney's fees, be enforced.

Establishes a veterans' home loan guaranty limitation amount of $17,600,000,000 reduced by 4.3 percent for purposes of implementing any sequestration order issued by the President for FY 1986 calling for a reduction of such loan commitments.

Nuclear Waste Policy Improvement Act of 1986 - Amends the Nuclear Waste Policy Act of 1982 to direct the Nuclear Regulatory Commission to disqualify any nuclear storage site from development as a second or subsequent repository if any surface facility of such repository will be less than 400 miles from a monitored retrievable storage facility.

Rural Satellite Dish Owners Protection Act - Amends the Communications Act of 1934 to prohibit encryption of any satellite cable programming for private viewing beginning 30 days after enactment of this Act, unless: (1) the encryption complies with Federal Communications Commission standards; (2) decryption devices are available for lease or purchase by all interested persons within 60 days after request at a reasonable price relative to manufacturing and distribution costs; and (3) monthly subscription fees for such programming do not exceed fees assessed to cable subscribers within the same vicinity. Provides for the civil enforcement of this Act.

Calls upon the President to direct the Agency for International Development to work in a global effort to provide universal access to childhood immunization by 1990 by: (1) assisting in the delivery, distribution, and use of vaccines; and (2) performing and supporting research and development activities that will be targeted at developing new vaccines and at modifying existing vaccines to make them more appropriate for use in developing countries. Declares that the President should appeal to the public to provide the necessary resources to achieve universal access to childhood immunization by 1990. Amends the Foreign Assistance Act of 1961 to increase the authorization of appropriations for FY 1987 for the Child Survival Fund.

Telecommunications Equipment and Information Services Act of 1985 - Authorizes the Bell operating companies to provide information services (excluding electronic publishing) and to manufacture telecommunications equipment, subject to such regulations as the Federal Communications Commission may prescribe. Conditions such authority on the Commission's determination that no Bell operating company could impede competition in the information services or telecommunications equipment manufacturing businesses. Requires the Commission to include in its annual report to the Congress an assessment, providing for public comment, of the impact of this Act on employment in such businesses.

Small Contribution Tax Credit Reform Act of 1985 - Amends the the Internal Revenue Code to repeal the income tax credit for contributions to presidential, state, and local candidates, political action committees, and newsletter fund contributions. Allows an income tax credit for congressional candidate contributions. Limits the amount of such credit to $100 for a taxable year ($200 in the case of a joint return).

Expresses the sense of the Congress that: (1) the Congress and the President welcome Canada's interest in negotiating to remove all trade barriers between the United States and Canada; (2) bilateral negotiations could provide opportunities for both countries to facilitate trade and investment flows; (3) the primary goal of the negotiations is to achieve the broadest possible trade agreement; (4) the Congress intends to participate fully in the negotiating process; (5) such negotiations should begin immediately and conclude, if possible, by June 30, 1987; (6) effective dispute settlement procedures be an important part of any bilateral free trade agreement; and (7) the trade ministers of both countries should work to resolve outstanding trade disputes.

Prohibits the President from relinquishing or transferring to any country any land, U.S. territory, exclusive economic zone, fishery conservation zone, or any U.S. claim to such areas unless provided for in a treaty between the United States and such country. Declares that a boundary between the United States and any other country may be established only by treaty.

Designates 1986 as Save for the U.S.A. Year. Requests the President to initiate a nationwide campaign, to be known as the Buy Back America campaign, to encourage the people of the United States to buy U.S. savings bonds and certificates and thereby reduce borrowings from foreign sources. Requires the Secretary of the Treasury to enhance the marketability of such bonds and certificates.
