Broker Deposit Limitation Act

Broker Deposit Limitation Act - Amends the Federal Deposit Insurance Act and the National Housing Act to limit, in any case in which a deposit broker deposits funds for the benefit of any person in one or more insured banks, the total amount of deposit insurance benefits payable to such person by the Federal Deposit Insurance Corporation with respect to such funds to not more than $100,000 in any four-year period. Declares that the Corporation shall not differentiate between deposits made with the assistance of a deposit broker and deposits made without such assistance in determining the total amount of insured deposits which may be made by any person. Provides that if an insured bank's unimpaired capital and surplus is less than three percent of its total liabilities such bank shall not accept any short-term broker deposits. Permits an insured bank, if its unimpaired capital and surplus is equal to, or exceeds, three percent of its total liabilities, to accept insured short-term broker deposits in amounts which do not exceed a certain limit. Permits the Corporation to authorize any insured bank, upon application, to maintain insured short-term broker deposits in excess of such limitation. Requires the Corporation to consider both competitive factors and safety and soundness in making any such authorization. Requires the Corporation to work with any insured bank whose total short-term deposits exceed such limitations to develop a plan to provide for the orderly reduction in such deposits to an amount which conforms with such limitations. Requires the Corporation to require that each insured bank transmit a monthly report to the appropriate Federal supervisory agency detailing the amount of short-term broker deposits it maintains. Requires each deposit broker which places deposits with any insured bank to transmit periodic reports to the Corporation. Sets forth the information to be contained in such reports. Prohibits any insured bank from maintaining insured deposits from any one deposit broker in an amount which exceeds five percent of the total deposits of such insured bank which will mature in any 12 month period. Prohibits any deposit insurance coverage from applying to any deposit which is placed by a deposit broker on behalf of any department or agency of the United States or any depository institution.

Amends the Federal criminal code to define "armor piercing ammunition." Excludes from the definition: (1) shot gun shot required by Federal or State regulations for hunting; (2) frangible projectiles for target shooting; and (3) projectiles that the Secretary of Treasury determines are primarily intended for sporting purposes. Makes it unlawful for any person to manufacture or import armor piercing ammunition. Allows for: (1) the manufacture or importation of armor piercing ammunition for the use of the United States or any State or local government; and (2) manufacture for the sole purpose of exportation. Establishes a licensing fee of $1,000 per year for manufacturers and importers of armor piercing ammunition. Imposes an additional mandatory sentence of not less than five years for any person who uses or carries a firearm and is in possession of armor piercing ammunition during the commission of a violent felony. Provides that such sentence shall not be suspended nor probation nor parole granted.

Financial Institutions Equity Act of 1984

Financial Institutions Equity Act of 1984 - Amends the Bank Holding Company Act of 1956 to redefine the term "bank" as either a bank insured by the Federal Deposit Insurance Corporation, an institution eligible to apply for such insurance, or a State or federally chartered institution that accepts transaction accounts and makes commercial loans. Prohibits any bank from engaging in any tandem operation with its bank holding company or any subsidiary or affiliate of such holding company, unless the Board of Governors of the Federal Reserve System determines that such tandem operation is not likely to cause unfair competition or pose risks to consumers. Amends the Federal Deposit Insurance Act to state that the provisions of the Banking Act of 1933 relating to affiliations between member banks and organizations engaged principally in certain securities activities, and relating to officer, director, or employee relationships involving a member bank and a person or an organization primarily engaged in certain securities activities, shall apply to every nonmember insured or uninsured bank in the same manner and to the same extent as if such nonmember bank were a member. Permits any affiliation or relationship that becomes unlawful because of such restriction to continue for a period of two years after enactment of this Act. Declares that for the purposes of the Banking Act of 1933, engaging in the business of receiving deposits through affiliates shall be deemed the same as engaging in the business of receiving deposits directly by a person, firm, corporation, association, business trust, or other similar organization. Prohibits, after the date of enactment of this Act, any depository institution, bank holding company, savings and loan holding company or multiple savings and loan holding company from providing retail securities brokerage services. Permits any such activity which was taking place on May 24, 1984, to continue for a period not to exceed two years after enactment of this Act. Amends the National Housing Act to make savings and loan holding companies owning institutions insured under State law subject to the same requirements as institutions insured under such Act. Prohibits a savings and loan holding company, or any subsidiary that is not an insured or uninsured institution, from commencing or continuing any business activity other than those specified for multiple savings and loan holding companies and their subsidiaries. Permits any such existing activity to continue for two years after the date of enactment of this Act. Declares that such prohibition shall not apply to a unitary savings and loan holding company the subsidiary insured or uninsured institution of which is a qualified institution. Prohibits a savings and loan holding company, the subsidiary insured or uninsured institution of which is a nonqualified institution, from commencing, or continuing for more than two years, any business activity not permissible for a multiple savings and loan holding company. Declares that for the ten-year period following enactment of this Act a qualified institution shall also include an institution chartered (as of May 24, 1984) as a mutual savings bank or a savings bank under Federal or state law. Requires the Federal Savings and Loan Insurance Corporation to determine that such institution: (1) does not decrease the percentage of its assets invested in residential mortgages and related investments below the percentage it held on the date of enactment of this Act; and (2) increases such percentage by amounts equal to specified percentages. Prohibits any savings and loan holding company from commencing or continuing for more than two years any activity not permitted a multiple savings and loan holding company, if in any case an institution owned or controlled by such holding company engages in tandem operations. Prohibits nonqualified institutions from engaging in any commercial lending activity. Prohibits from engaging in commercial lending activities any institution owned by a unitary savings and loan holding company that engages in activities not permitted for a multiple savings and loan holding company. Declares that the provisions of the Banking Act of 1933 relating to affiliations between member banks and organizations engaged principally in certain securities activities, and relating to officer, director, or employee relationships involving a member bank and a person or organization primarily engaged in certain securities activities, shall apply to every insured or uninsured institution in the same manner and to the same extent as if such institution were a member of the Federal Reserve System. Prohibits any State chartered depository institution engaged in activities not authorized by the Bank Holding Company Act of 1956 or the National Housing Act as of such date, from continuing such activities unless such activities are conducted within such State and solely for its residents. Permits a State chartered depository institution, pursuant to State law, to engage in any activity authorized by the Bank Holding Company Act of 1956 or the National Housing Act. Permits any State, after January 1, 1983, to enact a law permitting State chartered depository institutions to engage in activities not authorized pursuant to the Bank Holding Company Act of 1956 or the National Housing Act, so long as such activities are within such State and solely for its residents. Declares that in any case in which a depository institution commences any activity which becomes prohibited under this Act between May 24, 1984, and the date of enactment of this Act, such depository institution shall cease such prohibited activity on the date of enactment.

Youth Employment Opportunity Wage Act of 1984

Youth Employment Opportunity Wage Act of 1984 - Amends the Fair Labor Standards Act of 1938 to authorize employers to pay employees under 20 years of age 75 percent of the minimum wage rate between May and September of each year. Exempts such employees from special certificate requirements. Restricts such authorization to: (1) hours worked by eligible employees in compliance with applicable child labor laws; and (2) youth employed after May 1 of each year. Prohibits the removal of employees ineligible for the subminimum wage rate in order to replace them with employees who are eligible. Makes technical and conforming amendments to the Job Training Partnership Act. Terminates the minimum wage rate exception after September 30, 1987. Directs the Secretary of Labor to monitor the implementation of this Act and to report to the Congress concerning the employment effects of this Act.

Interest Rate Deregulation Act of 1984 - Title I: Business and Agricultural Loans - Amends the Depository Institutions Deregulation and Monetary Control Act of 1980 to prohibit State limitations on interest or other charges with regard to the extension of business or agricultural loans credit. Makes the provisions of this Act effective with respect to business and agricultural loans made on or after the date of enactment of this Act. States that the provisions of this Act shall not apply to any such loan made in any State after the date on which a State adopts a law or votes in favor of a referendum rejecting the application of this Act to loans made in such State. Provides for application of this Act to loans made in such a State during the eligibility period but before the adoption of such a law or the passage of such a referendum. Title II: Consumer Loans - Amends the Depository Institution Deregulation and Monetary Control Act of 1980 to prohibit State limitations on interest or other charges with regard to the extension of consumer credit. Permits States to adopt legislation explicitly exempting themselves from such prohibition. Permits any such adopted legislation to specify that portion of the extensions of consumer credit made in such State to which the prohibitions of this Act will not apply. Authorizes the Board of Governors of the Federal Reserve System to issue rules and regulations and to publish interpretations governing the implementation of this title. Title III: Effective Date - Makes this Act effective on the date of its enactment.

Textile Fiber and Wool Products Identification Improvement Act - Amends the Textile Fiber Products Identification Act and the Wool Products Labeling Act of 1939 to require a textile fiber or wool product to be so labeled if it has been processed or manufactured in the United States. Requires the product, as well as the package in which it is contained, to be labeled as to country of origin. Provides that such requirement shall not be construed as requiring such labeling on each hosiery product contained in a package as long as such package is labeled. Requires catalog sales descriptions and other advertisements for textile and wool products to contain country of origin information. Requires that the identification label on imported textile fiber or wool products be affixed to the most conspicuous place on the inner side of the product.

Broker Deposit Regulation Act - Requires the appropriate Federal supervisory agencies to prescribe regulations providing that no insured depository institution shall maintain insured short-term broker deposits in excess of 15 percent of such institution's total deposits. Permits the Federal supervisory agency to authorize any insured depository institution, upon application, to maintain insured short-term broker deposits in excess of such limitation. Permits the supervisory agency to limit the amount of insured short-term broker deposits maintained by such an institution to less than 15 percent if it is in the best interests of the Federal insurance fund involved. Declares that, for the purposes of deposit insurance and for determining the total amount of insured deposits which may be made by any person, the supervisory agency shall not make any rule or regulation which shall differentiate between deposits made with the assistance of a deposit broker and deposits made without such assistance. Requires each insured depository institution to transmit a monthly report to the appropriate Federal supervisory agency detailing the amount of short-term broker deposits maintained by such institution.

Semiconductor Chip Protection Act of 1984

Semiconductor Chip Protection Act of 1984 - Extends copyright protection to original mask works fixed in semiconductor chip products. Defines a mask work as the two- and three-dimensional features of shape, pattern, and configuration of the surface of the layers of a semiconductor chip product which portray the appearance of a product or convey information. Requires as a condition of protection that: (1) the owner of the mask work be a resident or citizen of the United States or of a country which is party to a protection treaty to which the United States is also a party on the date the work is first commercially exploited or registered; (2) the work is first commercially exploited in the United States; or (3) the mask work comes within the scope of a presidential proclamation extending reciprocal protection to the works of foreign citizens or residents. Vests exclusive rights in the mask work in the owner who may transfer, convey, or bequeath such interest. Recognizes the first registered transfer in case of a conflict. Sets the copyright term for mask works at ten years from the date of registration or first commercial exploitation, whichever comes first. Sets forth the exclusive rights of the owner of such a copyright, including the rights to: (1) reproduce the mask; (2) import or distribute a semiconductor chip product in which the mask work is embodied; and (3) cause another to perform such acts. Excludes from the applicability of an owner's exclusive rights a mask work used for educational purposes or an innocent purchaser of a semiconductor chip product. Protects works registered within two years of the date of their first commercial exploitation. Sets forth administrative procedures for the Register of Copyrights. Permits the owner of the mask work to place a notice of copyright on such works which includes the words 'mask work' or M in a circle, the year the work was first fixed in a semiconductor chip product, and the name of the owner of the work. Entitles the owner of a mask work whose protection has been infringed or whose registration of such work has been refused to institute a civil action. Directs the Secretary of the Treasury and the U.S. Postal Service to issue regulations for the enforcement of the right to import mask works. Permits the impoundment and seizure of mask works imported in violation of the owner's exclusive rights. Sets forth remedies for infringement, including temporary and permanent injunctive relief, actual damages, and the award of the infringer's profits to the owner. Authorizes appropriations.

Consumer Lease and Rental Purchase Agreement Act

Consumer Lease and Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to add Title X, Consumer Lease and Rental-Purchase Act. Sets forth findings, purposes, and definitions. Exempts from coverage under this Act: (1) commercial leases and rental-purchase agreements primarily for business, commercial or agricultural purposes or those made with government agencies or instrumentalities or with organizations; (2) safe deposit box leases; and (3) lease or bailment of personal property which is incidental to the lease of real property and which provides that the consumer has neither liability for the value of the property at scheduled expiration (besides abnormal wear and tear) nor an option to buy. Directs the Federal Reserve Board to promulgate regulations to implement the provisions of this Act. Requires the lessor to disclose in a consumer lease concerning personal property certain specified information, including the total initial payments to the lessor and the total of scheduled payments. Sets forth substantive rights that limit the consumer's liability at early termination or at the end of the lease term. Allows the lessor to base the consumer's liability on the anticipated residual value of the leased property. Presumes the anticipated residual value to be unreasonable, and uncollectable, when it exceeds the actual residual value by more than three times the average payment allocable to a month. Requires a lessor to disclose in a rental-purchase agreement specified information, including the amount and timing of payments and a statement as to whether the property is new or used. States that a renegotiation is a new lease or agreement requiring new disclosures. Specifies four events which are not renegotiations. Exempts from the disclosure requirements any extension of a consumer lease or a rental-purchase agreement. Requires a recalculation of anticipated residual value of leased property where a consumer lease is extended for more than one month beyond the end of the lease term. Specifies those items which must be contained in an advertisement for a consumer lease or a rental purchase agreement. Grants the Federal Trade Commission primary but not exclusive enforcement authority under this Act. Specifies civil penalties for the failure of a lessor to comply with these provisions. Sets forth the defenses available to a lessor in a civil suit. Provides for the liability of assignees. Imposes a fine or prison term for willful and knowing violation of these provisions. Sets forth the relationship of these provisions and State laws. Provides that the laws of a State are preempted by this Act only to the extent that a person is unable to comply with them without violating a provision of this title. Exempts the United States Government, States, and their agencies from civil or criminal penalties under these provisions. Requires an annual report to the Congress concerning the administration of these provisions.

Rural Housing Assistance Improvement Act of 1984 - Amends the Housing Act of 1949 to declare that specified provisions, requiring that a specified percentage of the dwelling units financed with rural housing assistance be available only for very low-income families or persons, shall not prohibit any Farmers Home Administration office from making any rural housing loan in a fiscal year if: (1) such office has satisfied such requirement with respect to assistance previously provided in such fiscal year; or (2) sufficient amounts of the funds available to such office for loans are reserved for loans only to very low-income families or persons so that such requirement would be satisfied if all such reserved amounts were used by the end of such fiscal year.

Employee Stock Ownership Act of 1984

Employee Stock Ownership Act of 1984 - Amends the Internal Revenue Code to provide for the nonrecognition of gain on stock sold to: (1) an employee stock ownership plan; (2) a tax credit employee stock ownership plan; or (3) an eligible worker-owned cooperative, if within a specified period of time qualified replacement property is purchased by the taxpayer. Defines "qualified replacement property" as any security issued by a domestic corporation: (1) which does not have passive investment income in excess of a specified limitation; and (2) the equity capital of which does not exceed $10,000,000. Allows an income tax deduction for cash dividends paid with respect to employer stock which is held by a tax credit employee stock ownership plan or an employee stock ownership plan which is a stock bonus plan. Extends the partial exclusion for dividends received to such amounts. Excludes from gross income 50 percent of interest received by a bank, an insurance company, or other lender on loans used by an employee stock ownership plan to acquire employer securities. Provides for a reduction in the capital gains tax with respect to sales of stock in employee-owned corporations. Sets forth special rules for the calculation of such reduction. Relieves an estate of liability for payment of the estate tax to the extent that amounts of the tax are attributable to employer securities transferred to an employee stock ownership plan pursuant to a written agreement guaranteeing that the tax will be paid by the plan in an amount equal to the lesser of: (1) the amount of the tax imposed upon the acquired employer securities; or (2) the amount of the tax imposed on the gross estate reduced by the sum of allowable credits. Permits the payment of such tax in installments. Exempts such transfers from the tax on prohibited transactions. Treats as charitable contributions eligible for a tax deduction certain contributions to an employee stock ownership plan. Specifies a qualification test for contributions to receive such treatment. Allows certain small business corporations (subchapter S corporations) to maintain a tax credit employee stock ownership plan or an employee stock ownership plan. Permits recaptured employee stock ownership plan investment tax credits to be used to reduce contributions to payroll based tax credit employee stock ownership plans.
