Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Secretary of the Treasury to implement procedures for identifying social security benefit checks issued under title II which have not been negotiated within 12 months and to credit the appropriate social security trust fund, on a monthly basis, for the amount of all unnegotiated benefit checks drawn on such trust fund. Requires the Secretary to pay a benefit check presented for payment after it has been credited to one of the trust funds, and to recharge such trust fund, if such check is otherwise proper. Authorizes appropriations to reimburse the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for the total amount of unnegotiated benefit checks.

Amends the Internal Revenue Code to permit farmers who participate in a Federal payment-in-kind program to elect to treat commodities they receive as income in the year of receipt or the year of sale. Permits farmers to elect a deferral of the income resulting from the cancellation of Commodity Credit Corporation loans. Provides that farmers participating in a payment-in-kind program do not forfeit eligibility for the special use valuation provisions for farm property.

Select Commission on Voluntary Service Opportunities Act of 1982 - Establishes the Select Commission on Voluntary Service Opportunities to examine: (1) the effectiveness of existing voluntary service opportunities in the public and private sectors; (2) alternative types of national service programs; (3) the impact of potential changes in incentives for service; and (4) the feasibility of incorporating existing and alternative service programs into a comprehensive national service program. Directs the Commission to transmit a final report, with any recommendations for legislative or administrative actions, to the President and to each House of the Congress not later than 15 months after its first meeting. Directs each affected executive department and agency to submit recommendations to the President for implementing such report. Directs the President to report to each House of Congress on the implementation of the Commission's recommendations. Terminates the Commission 180 days after its final report is transmitted. Authorizes appropriations for FY 1984.

Amends the Federal criminal code to establish penalties for taking or attempting to take property by force, violence, or intimidation from either a pharmacy or a person registered with the Drug Enforcement Administration. Increases the penalties if any person's life is endangered by use of a dangerous weapon or if any person is assaulted or killed during the commission of such offense. Directs the Attorney General to report to Congress on the enforcement of this Act.

Social Security Alien and Foreign Resident Benefits Limitation Act of 1983 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that an individual who is not a U.S. citizen or national and whose entitlement to title II benefits is based upon the wages and self-employment income of another individual residing in a foreign country shall not be entitled to such benefits until such other individual becomes a resident of the United States. Prohibits entitlement to title II benefits in the case of an individual who is not a U.S. citizen or national and whose entitlement is based on the wages and self-employment income of another individual unless: (1) such other individual is a U.S. citizen or national or is lawfully admitted to the United States for permanent residence or employment; or (2) such individual is a surviving spouse whose relationship existed at least one year before the wage earner's retirement. Makes the prohibitions under this Act inapplicable in any case where they would contravene a treaty obligation of the United States or an international social security agreement between the United States and another country.

Fair Lab Payments Act - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to provide that payments with respect to covered diagnostic lab tests shall be 100 percent of the established payment rate. (Under current law, such payments equal 100 percent of the negotiated rate). Directs the Secretary of Health and Human Services to establish payment rates which shall be considered the full charge for low-cost diagnostic tests (tests which cost less than $15.00).

Federal Railroad Unemployment Supplemental Benefit Act of 1983 - Amends the Federal Supplemental Compensation Act of 1982 to direct the Railroad Retirement Board to make payments of Federal supplemental benefits, under specified conditions, to individuals who: (1) have exhausted all rights to benefits under the Railroad Unemployment Insurance Act; (2) have no rights to unemployment benefits and compensation under State or Federal law; and (3) are not receiving Canadian unemployment compensation. Authorizes appropriations.

Federal Computer Systems Protection Act of 1983 - Amends the Federal criminal code to establish penalties for using or attempting to use certain computers with intent to defraud, obtain property by false pretenses, embezzle, steal, or knowingly convert the property of another. Limits the kinds of computers covered by this Act to those operating in interstate commerce, or operating on behalf of the Federal Government or of a financial institution (where the prohibited conduct directly affects the computer operation). Specifies factors which Federal law enforcement officers must consider in determining whether to exercise jurisdiction over such offense, where concurrent jurisdiction exists with a State or local government. Directs the Attorney General to report annually to Congress on the extent of the exercise of such Federal jurisdiction.

Social Security Benefit Termination Reform Act of 1982 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that monthly insurance benefits shall be paid for the month in which a beneficiary dies. Requires that the amount of such benefits be proportionate to the number of days of such month preceding the date of the beneficiary's death.

Biennial Budgeting Act of 1983 - Amends the Congressional Budget Act of 1974 to establish a two-year cycle for the presidential and congressional budget process. Requires each standing committee of Congress to review the laws and programs under its jurisdiction every other year and to consider the desirability of new legislation in such areas. Requires separate consideration for authorizing legislation, budget resolutions, and appropriation bills.

Computer Contribution Act of 1983 - Amends the Internal Revenue Code to increase for one year the maximum allowable charitable contribution income tax deduction for corporations which donate computers during 1984 to primary and secondary schools. Requires that contributions be nondiscriminatory as to geographic areas or economic status of the donees, and be used directly in the education of students.

Construction Work in Progress Policy Act of 1983 - Amends the Federal Power Act to authorize the Federal Energy Regulatory Commission to approve, upon application by a public utility, the inclusion of the costs of construction work in progress (defined as construction of a facility used to generate electric energy) in the rate base of such public utility with respect to: (1) any pollution control facility; and (2) the conversion of oil or natural gas-fired facilities to the use of other fuels. Requires the Commission to hold an evidentiary hearing upon application by a public utility for approval of such a rate increase. Sets forth the items required in any such application. Requires the Commission to approve the rate increase applied for or to order a lesser rate increase if, after the hearing, the Commission finds that: (1) the utility will be in severe financial difficulty unless construction work in progress costs are included in the rate base; (2) the facility being constructed is reasonably necessary to meet energy demands; (3) any mismanagement involved will not affect the utility's future financial situation; (4) the long-term benefits justify short-run rate increases in the case of customers purchasing electric energy for resale; (5) such wholesale customers have been offered an ownership interest in the facility under construction; (6) the rate increase will not unreasonably impair the ability of wholesale customers to sell electric energy to their retail customers at the least cost; and (7) the applicant utility will discontinue the capitalization of allowance for funds used during construction for those construction work in progress costs included in the rate base. Provides that no rate increase approved or ordered under this Act may: (1) be charged for electric energy sold before the date of such approval or order; (2) exceed the amount needed to alleviate the utility's financial difficulties; (3) have an anticompetitive effect; (4) be applied to any customer who holds an ownership interest in the facility being constructed (with limited exceptions); or (5) be unduly discriminatory or preferential or exceed a just and reasonable amount.

Repeals specified provisions of the Omnibus Budget Reconciliation Act of 1982 which for FY 1983 through 1985: (1) reduce and delay cost of living increases in annuities and retired or retainer pay based on Government service; and (2) reduce, in relation to the amount of such increases, the pay of members and former members of the uniformed services holding Federal civilian positions.

Youth Fair Labor Standards Amendments of 1983 - Amends the Fair Labor Standards Act of 1938 to permit employers, without prior certification by the Secretary of Labor, to pay 85 percent of the minimum wage: (1) to youths under age 20, for a 365-day period; and (2) to full-time students, with proof of enrollment at an institution of higher education, for part-time work up to 20 hours per week or full-time work during vacation periods. Directs the Secretary to insure against specified violations of requirements for such special minimum wages for youths and students. Makes employers liable for unpaid wages and overtime compensation for such violations.

Directs the President to negotiate an agreement with the Soviet Union for the establishment of a permanent joint United States-Soviet Communications Center to provide an additional channel for communications between the United States and the Soviet Union in order to reduce the threat of an accidental nuclear war. Declares that the agreement should provide that: (1) the function of the Center would be to serve as a direct and secure means of communications between the two countries; (2) the Center would have no intelligence gathering capabilities and would not be used for espionage; (3) the Center would be located in an agreed upon third country with the operating costs shared equally; and (4) the Center would be staffed by an equal number of personnel from each country. Requires the agreement to be either a treaty or an executive agreement which will enter into force only upon its approval by both Houses of Congress.

Designates the Baltimore-Washington Parkway, in Maryland, as the Gladys Noon Spellman Parkway. Directs the Secretary of the Interior to erect adjacent to such parkway an appropriate marker commemorating the contributions of Gladys Noon Spellman. Authorizes appropriations.
