This resolution supports reauthorizing the Generalized System of Preferences (GSP) but opposes any inclusion of apparel, textile, and footwear products in the GSP. Community-Based Response Act This bill establishes a program to assist communities with implementing alternative emergency response models in vulnerable populations to resolve crisis situations that may not require a law enforcement response or situations where a law enforcement response may increase the risk of harm. Specifically, the Department of Health and Human Services (HHS), in consultation with the Department of Housing and Urban Development and the Department of Justice, must award grants to eligible partnerships to establish or expand these models. The partnerships must consist of a unit of local or tribal government that is independent of law enforcement agencies and a nonprofit, community-based organization or consortium of such organizations. The partnerships may also include other entities, such as nonprofit or public institutions of higher education and behavioral health organizations. A partnership may use grant funds for a variety of purposes, such as triaging 9–1–1 calls to refer certain emergencies to entities other than law enforcement. In awarding these grants, HHS must prioritize partnerships that include community-based organizations that have a record of effectively serving, and are led by members of, vulnerable populations.

Equal Health Care for All Act This bill prohibits discrimination in health care based on race, ethnicity, and other characteristics. It also revises reporting requirements, adds equity-related measures to certain Medicare programs, and makes other changes to reduce health disparities. To enforce the prohibition, the Department of Health and Human Services (HHS) must establish an administrative process to resolve complaints about inequitable health care. HHS must investigate these complaints and mediate agreements to resolve issues. In the event of noncompliance with a mediated agreement, an aggrieved individual may bring a civil action. Health care providers must also report data in formats that allow disaggregation by demographic factors. HHS must issue proposed regulations to carry out this requirement within 90 days. Additionally, the Centers for Medicare & Medicaid Services (CMS) must include measures related to equitable health care in the Medicare value-based purchasing program for hospitals. This program provides incentive payments based on quality of care. The CMS may also exclude providers that furnish inequitable health care from its programs. In addition, the bill establishes the Federal Health Equity Commission to monitor implementation of the bill and establishes a grant program for hospitals to promote equitable health care.

Department of State Student Internship Program Act This bill requires the Department of State to establish the Department of State Student Internship Program to offer paid internship opportunities at the State Department to raise awareness of the role of diplomacy in the conduct of U.S. foreign policy.

Preventing Future Pandemics Act of 2020 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the State Department must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Jobs and Justice Act of 2020 This bill addresses a wide variety of domestic policy matters and focuses on economically distressed communities, opportunities for minorities and the disadvantaged, and civil rights enforcement. Included in the programs and requirements affected are those concerning the following areas: workforce development, including job training and wage standards; economic development, including through assistance to minority businesses; antipoverty measures, including programs to specifically address child poverty and persistent poverty; housing and savings matters, including housing affordability, discrimination, homelessness assistance, tenant protections, public housing funding, home ownership and foreclosure mitigation, and lead-safe housing; savings and consumer finance, including financial literacy and lending discrimination; public contracting; infrastructure development; job training for youth and older Americans; veterans' and military family benefits; health care coverage and access, including Medicare and Medicaid coverage; small business investment and commercial investment in underserved areas, including through tax benefits; elementary and secondary education, including education of girls and minorities and teacher preparation; higher education access, including through community college attendance; science, technology, and information security education; law enforcement officer conduct, resources and administration, juvenile justice, sentencing procedures, hate crimes, correctional facilities, and firearms sales and possession; election administration and voting rights; and environmental, agriculture, and energy matters, including climate change, environmental justice, and energy efficiency and transition to alternative and renewable resources.

Ending Health Disparities During COVID-19 Act of 2020 or the EHDC Act of 2020 This bill expands COVID-19 (i.e., coronavirus disease 2019) relief efforts, expands data collection and health literacy, supports research, promotes diversity in the health professional workforce, increases access to telehealth and other health care, and otherwise addresses the health of minority populations and immigrants. For example, the bill provides funding for emergency aid and services, grants to address COVID-19 health inequities, grants to address social determinants of health, and payments for language services. It also expands COVID-19 testing and contact tracing.

Protect Black Women and Girls Act of 2020 This bill establishes an Interagency Task Force to examine the conditions and experiences of Black women and girls to identify and assess the efficacy of policies and programs of federal, state, and local governments designed to improve outcomes for such individuals and to make recommendations to improve such policies and programs. The task force shall (1) cover issues involving Black women and girls in education, economic development, health care, justice and civil rights, and housing; and (2) submit recommendations at specified intervals to Congress, the President, and each state or local government on policies, practices, programs, and incentives that may be adopted to improve outcomes. The U.S. Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of a wide range of specified economic, health, criminal justice, and social services factors.

COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

The One Stop Shop Community Reentry Program Act of 2020 This bill authorizes grants to connect offenders transitioning from prisons or jails to the community with local reentry services. The Department of Justice (DOJ) may award grants to community-based nonprofits for community reentry centers. The centers must provide comprehensive services tailored to meet the needs of individuals returning to a particular community. These services may include, for example, help with finding employment and applying for public benefits. Additionally, DOJ must evaluate this program. DOJ may also award grants to states and localities for toll-free hotlines that direct callers to local reentry services. DOJ must also develop best practices for setting up these hotlines.

Foster Youth Dental Act of 2020 This bill expands Medicaid coverage of current and former foster youth, particularly with respect to dental services. Specifically, the bill requires state Medicaid programs to cover early and periodic screening, diagnostic, and treatment services, including dental services, for current and former foster youth under the age of 26. States must set a special payment rate, based on rates in the private sector, for dental services provided to such individuals; the bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for excess expenses that result from such payments. The bill's requirements take effect 80 days after the date of enactment of the bill. The bill also accelerates the application of certain provisions that require a state Medicaid program to cover former foster youth from other states until the age of 26; such provisions currently apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these provisions to former foster youth who reach the age of 18 on or after the date of enactment of the bill.

Rejecting and Eliminating the Foul Use of Symbols Exulting Confederate Principles Act or the REFUSE Confederate Principles Act This bill directs the Department of the Interior to establish, within the National Park Service (NPS), a program to be known as the Emancipation Historic Preservation Program to award grants to states and other eligible entities to remove a Confederate symbol; remove and replace a Confederate symbol with an alternative monument, memorial, statue, commemorative structure, symbol, or signage; remove and replace a Confederate symbol with an alternative monument, memorial, statue, commemorative structure, symbol, or signage to commemorate or depict the freedom of enslaved African Americans; and remove and transfer a Confederate symbol to a state historic preservation program. Interior shall also provide technical assistance to eligible entities related to these activities. None of the funds made available by this bill may be used by Interior, the NPS, or an eligible entity for the preservation, rehabilitation, restoration, reconstruction, or new construction of a Confederate symbol.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

Removing Barriers to Basic Needs Act of 2020 This bill modifies eligibility requirements under the Temporary Assistance for Needy Families (TANF) program and the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to temporarily waive requirements related to the denial of assistance and benefits for certain drug-related convictions. Any state law, policy, or regulation that imposes conditions on eligibility for SNAP and TANF based on an individual's conviction of an offense related to a controlled substance shall have no force or effect until December 31, 2022.

Organ Donation Clarification Act of 2020 This bill specifies that certain payments and pilot programs relating to organ donation do not violate the National Organ Transplant Act, which prohibits the exchange of valuable consideration for human organs. Specifically, it excludes additional types of reimbursements and payments related to organ donation from the definition of valuable consideration , such as costs for (1) dependent care; (2) certain medical expenses for up to 10 years after a donation; (3) paperwork or legal services; and (4) term life insurance policies, subject to some limitations. In addition, the federal government, states, or local governments may carry out pilot programs to evaluate the effects of removing disincentives or providing noncash benefits on the availability of organs for transplant, provided these programs meet ethical and other conditions.

National Commission on Renaming the J. Edgar Hoover FBI Headquarters Building Act of 2020 This bill establishes the National Commission on Renaming the J. Edgar Hoover FBI Headquarters Building. The commission must make recommendations for redesignating the building that reflect certain considerations, including the mission of the FBI, the values of the U.S. Constitution, and racial, ethnic, and gender diversity. The Director of the FBI must determine whether to redesignate the building in accordance with the commission's recommendations; if the Director declines to do so, the Director must submit an explanatory report to Congress.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act This bill contains provisions related to the medical needs of incarcerated women. The Bureau of Prisons (BOP) shall provide women in its custody access to certain reproductive health services. The bill also requires the BOP to (1) comply with requirements related to the health of a pregnant incarcerated woman, such as providing appropriate meals and medical services; and (2) provide appropriate health care to a woman with a high-risk pregnancy. The bill also modifies restrictions on using restraints on an incarcerated woman during pregnancy, labor, or after delivery. The bill prohibits such restraints unless the relevant corrections official and a health care professional determine that the restraints are appropriate for the woman's medical safety. The health care professional must review this determination every six hours. The current statute allows using such restraints if the corrections official determines that restraints are needed due to a flight risk or threat of harm, and does not require periodic review. The bill also prohibits the BOP from placing a pregnant woman into restrictive housing, such as solitary confinement, unless the relevant corrections official determines that such an action is necessary to address a serious and immediate risk of physical harm. This determination shall be reviewed every four hours. The Department of Justice may make grants to eligible entities, such as a state department of corrections, to provide obstetrical care, gynecological care, and related services to women in custody. The Bureau of Justice Statistics shall collect certain data related to the health needs of pregnant incarcerated women.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

Sudan Democratic Transition, Accountability, and Fiscal Transparency Act of 2020 This bill requires the Department of State to submit a strategy outlining U.S. support for a transition to civilian-led government in Sudan, and it authorizes certain measures to support and assist such a political transition. Specifically, the bill requires the State Department to submit a strategy that includes (1) an articulation of specific U.S. objectives for the political transition in Sudan and a plan to achieve such objectives; (2) an assessment of reforms necessary to promote human rights, essential freedoms, and accountability, as well as a description of efforts to address such reforms; and (3) an assessment of security sector reforms by the Sudanese government, such as demobilizing militias and fostering civilian control of the armed forces. The bill also authorizes the President to provide certain support for (1) democratic governance, rule of law, human rights, and fundamental freedoms; (2) programs to advance economic growth, private-sector productivity, and market-based solutions to development challenges; (3) conflict mitigation strategies to support long-term peace, stability and oversight of Sudanese security and intelligence services; and (4) accountability for war crimes, crimes against humanity, and genocide. The President must impose sanctions on individuals who the President determines are committing human rights abuses, exploiting natural resources, or undermining the political transition in Sudan. Upon certification that Sudan has taken steps to improve fiscal transparency, the Department of the Treasury and the State Department must engage with international financial institutions to restructure, reschedule, or cancel the sovereign debt of Sudan. During the transitional period in Sudan, Treasury may also support the use of certain funds to respond to the COVID-19 (i.e., coronavirus disease 2019) outbreak in Sudan.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

This bill provides for the removal of certain statues and a bust from display in the Capitol. The bill directs the Architect of the Capitol (AOC) to remove the bust of Roger Brooke Taney in the Old Supreme Court chamber of the Capitol and replace it with a bust of Thurgood Marshall to be obtained by the Joint Committee on the Library. The AOC must remove the statues of Charles Brantley Aycock, John Caldwell Calhoun, and James Paul Clarke from areas of the Capitol accessible to the public. Furthermore, the AOC must store each statue until it and the state that provided the statue arrange for its return to the state. Additionally, the bill prohibits the display of statues in National Statuary Hall of persons who served as officers or voluntarily with the Confederate States of America or of the military forces or government of a state while it was in rebellion against the United States; requires the AOC to identify such statues and arrange for their transfer and deliverance from the Capitol to the Smithsonian Institution, subject to the approval of the joint committee; requires the Smithsonian to follow its preexisting policies and procedures regarding the storage and display of such transferred statues; requires each statue to be returned to the providing state, including its ownership, if the state requests and agrees to pay any transportation-related costs; and permits a state that has a statue removed to replace the statue.

This resolution declares that the House of Representatives (1) once again rejects White nationalism and White supremacy as hateful expressions of intolerance that are contradictory to the values that define the people of the United States; (2) condemns the use of captions, statues, memorials, and artwork used or erected to memorialize Senator Richard B. Russell, or any other lawmaker who intentionally disavowed the Declaration of Independence's exhortation that all persons are created equal; and (3) calls on the Senate to rename the Russell Senate Office Building for an honoree who embraced equality for all Americans, and to revert to using the building's original name, the Old Senate Office Building, until the Senate selects such honoree.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement that their health insurance plans cover contraceptive services without cost-sharing.

Quit Because of COVID-19 Act This bill provides for Medicaid and Children's Health Insurance Program (CHIP) coverage of certain tobacco cessation services during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019), as well as for two years after the emergency period ends. Specifically, the bill provides for coverage of diagnostic, therapy, and counseling services and pharmacotherapy, including prescription and nonprescription tobacco cessation agents, that are provided under medical supervision and in accordance with specified guidelines. The bill excludes such items and services from cost-sharing and applies an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate).

East Africa Locust Eradication Act This bill establishes an interagency working group to (1) assess the scope of the locust outbreaks in the East Africa region and their impacts on food security and political stability, including in the context of restrictions relating to COVID-19 (i.e., coronavirus disease 2019); (2) review the effectiveness of regional and multilateral efforts to eradicate locust outbreaks; and (3) develop and implement a plan to eradicate locust outbreaks and address future outbreaks.

This resolution recognizes the historical significance and supports the continued celebration of Juneteenth Independence Day, which commemorates the end of slavery in the United States.
