Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Minorities in Aviation Education Act of 2022 This bill establishes grants for increasing the exposure of students who are underrepresented in aviation to that industry. The Department of Transportation must award the grants to state and local governments or educational agencies.

This resolution condemns racism and invidious discrimination as evil and antithetical to the U.S. Constitution and declares unconditional war on racism and invidious discrimination in America. (Invidious discrimination generally refers to discrimination based on a classification that is arbitrary or irrational and not related to a legitimate purpose.) The resolution also expresses the intention of the House of Representatives to pass legislation establishing a Cabinet-level Department of Reconciliation. The department shall be charged with developing and coordinating the implementation of a comprehensive national strategy to eliminate racism and invidious discrimination.

Fostering Success in Higher Education Act of 2022 This bill requires the Department of Education to provide formula grants to states for activities to improve college access, retention, and completion rates for foster and homeless youth. States that receive such grants must award subgrants to institutions of higher education to carry out these activities in partnership with child welfare agencies and organizations serving homeless youth.

Protecting Sibling Relationships in Foster Care Act of 2022 This bill requires the Administration for Children and Families to establish a competitive pilot grant program for foster care agencies to increase the placement of siblings together in foster care. The bill provides funding for the grants through FY2026.

Foster Care Stabilization Act of 2022 This bill requires the Administration for Children and Families to award demonstration grants to foster care stabilization agencies to improve services for foster youth awaiting placement and for other emergency assistance.

Higher Education Access and Success for Homeless and Foster Youth Act of 2022 This bill requires certain actions to support access to higher education for children and youth who are homeless or in foster care. Among other provisions, the bill requires institutions of higher education (IHEs) participating in financial aid programs to give priority to these students for any on-campus housing during and between academic terms. Further, the bill requires IHEs to designate a staff liaison to assist these students with support services, programs, and community resources in a variety of areas, including financial aid and housing. The bill also requires these students to receive in-state tuition rates at public IHEs. Under current law, some states offer these students in-state tuition or provide them with tuition waivers.

This resolution expresses that the House of Representatives (1) remains committed to nurturing the enduring ties between the people and the governments of the United States and Liberia; (2) encourages Liberia to redouble its efforts to counter corruption, advance the causes of human rights, and implement critical economic reforms necessary to accelerate sustainable economic growth and human capital development; (3) calls on the Departments of State and the Treasury to continue to impose targeted sanctions and other measures against those responsible for undermining the rule of law in Liberia and the faith and trust of the Liberian people; (4) recalls the significance of the bicentennial of the arrival of the first free Black American in Liberia; and (5) supports the continuing efforts and contributions of the Liberian diaspora in the United States.

Advancing Maternal Health Equity Under Medicaid Act This bill provides a 90% federal matching rate for Medicaid maternal health care expenditures that exceed 2021 levels. Qualifying services must be provided by maternity care providers or perinatal health workers (e.g., doulas) and include prenatal and postpartum telehealth services, home visits, and behavioral health care.

Affordable Housing Resident Services Act of 2022 This bill requires the Department of Housing and Urban Development to award competitive grants to owners of federally-assisted affordable housing for specified resident assistance activities, including obtaining health care, enhancing economic self-sufficiency, and assisting older adults and residents with disabilities.

Real Courts, Rule of Law Act of 2022 This bill establishes the U.S. Immigration Courts, a system of courts to be independent of the executive branch. The bill also transfers all functions of the Executive Office for Immigration Review (EOIR) to the Immigration Courts, with some exceptions. (Currently, the EOIR, located in the Department of Justice, has authority to adjudicate immigration cases.) The trial division of the Immigration Courts shall have jurisdiction over various immigration-related matters, including (1) removal proceedings, (2) reviews of rescissions of lawful permanent resident status, and (3) reviews of credible fear determinations in applications for refugee status. The appellate division shall have jurisdiction over appeals of decisions by the trial division and certain Department of Homeland Security determinations. The bill establishes various requirements and authorities relating to the Immigration Courts, including qualifications, length of term in office, and mandatory retirement age for judges. Each appellate division judge must be appointed by the President with the advice and consent of the Senate, and the appellate division shall appoint the trial division judges.

Stop the Wait Act of 2022 This bill allows individuals with disabilities to begin receiving Social Security Disability Insurance (SSDI) benefits in the month they become eligible for the benefits. It also allows these individuals to immediately enroll in Medicare if they cannot afford minimum essential coverage. (Under current law, an individual must generally wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.)

Algorithmic Accountability Act of 2022 This bill requires certain businesses that use automated decision systems to make critical decisions to study and report about the impact of those systems on consumers. Critical decisions include those that have a significant effect on a consumer's life such as the cost or availability of health care, housing, educational opportunities, or financial services. The Federal Trade Commission (FTC), in consultation with relevant stakeholders, must issue regulations to implement the bill. The bill provides for enforcement by the FTC and specified state officials. Further, the bill establishes a Bureau of Technology to advise the FTC about the technological aspects of its functions.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2022 This bill reauthorizes programs to combat human trafficking and addresses related issues. The bill reauthorizes through FY2026 various programs, including (1) Department of State and Department of Justice activities to combat human trafficking internationally; and (2) the Angel Watch Center, a U.S. Immigrations and Customs Enforcement program that notifies foreign countries of the pending arrival of certain convicted sex offenders. The Department of Health and Human Services may carry out a program to prevent the re-exploitation of certain victims of trafficking by helping such individuals reintegrate into society and achieve self-sufficiency. The bill imposes additional requirements on states receiving federal payments for foster care maintenance or adoption assistance. Specifically, if a state agency has certain responsibilities pertaining to a missing child who is (or at risk of being) a trafficking victim, that agency must maintain regular communication and share information with law enforcement and the National Center for Missing and Exploited Children in efforts to safely recover the child. The Angel Watch Center must periodically obtain from each country in the visa waiver program a list of individuals from those countries who are required to register as sex offenders. The U.S. Agency for International Development must encourage integration of activities to counter human trafficking into its broader assistance programs. Federal agencies must ensure, to the greatest extent practicable, that nightly lodgings booked in the United States for agency employees are made with establishments with procedures and policies to combat human trafficking.

This resolution strongly condemns the government of Cameroon's abuses in the country's Anglophone regions, including the use of violence and violations of press freedoms. It urges the government to initiate dialogues with separatist groups and civil society, follow through on initiatives developed to address various grievances, and comply with international human rights standards. The resolution also urges separatist groups to immediately stop committing human rights abuses and end their incitement of violence and hate speech.

Put Trafficking Victims First Act of 2021 This bill sets forth provisions intended to help assess the prevalence of human trafficking in the United States and improve support for victims of trafficking and service providers. The Department of Justice (DOJ) must work with federal entities and other stakeholders to do the following: establish a working group to improve the collection and analysis of data on the incidence of trafficking, report on efforts to develop methodologies to determine the prevalence of human trafficking, and survey survivors to estimate the prevalence of human trafficking and improve services for victims. DOJ must also report on efforts to increase restitution to victims of trafficking.

Prosper Africa Act This bill requires actions to promote trade, investment, and strategic partnerships between the United States and countries in Africa. The President must establish the Prosper Africa Initiative to prioritize and coordinate U.S. government activities and diplomatic efforts aimed at increasing two-way trade and investment between the United States and Africa. The President must also establish (1) the Prosper Africa Directorate to perform various functions to support the initiative, including by developing and implementing policies to promote such trade and investment; (2) an interagency leadership committee to provide strategic guidance to the initiative and coordinate federal agency efforts; and (3) an advisory council to advise the President on the extent to which the directorate and federal agencies are meeting the objectives established in this bill. Designated staff in U.S. embassies located in Africa shall also support the initiative to the extent practicable. The President must seek to convene a meeting every two years between the U.S. government and the heads of state of African countries to advance shared priorities and strengthen partnerships. The bill also requires the President to (1) report to Congress and make publicly available a government-wide strategy to achieve this bill's objectives, and (2) annually report to Congress on matters related to U.S. government efforts to achieve this bill's objectives.

COPS on the Beat Grant Program Reauthorization and Parity Act of 2022 This bill reauthorizes through FY2031 and makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement employees who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

Family Notification of Death, Injury, or Illness in Custody Act of 2021 This bill requires the Department of Justice (DOJ) to develop policies and procedures for notifying next-of-kin or other emergency contacts in the event of the death, or serious illness or serious injury, of an individual in custody. The bill requires DOJ to implement the policies and procedures at its detention agencies. Further, the bill requires DOJ to distribute model policies and procedures to state, territorial, tribal, and local detention agencies.

Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

African American History Act This bill authorizes the National Museum of African American History and Culture to carry out educational programs and related activities. Such activities include developing and making available accurate, relevant, and accessible resources to promote the understanding of African American history; and expanding the collection acquisition and collection access processes, including conservation and digitization. The museum may also develop and maintain on its website content designated for educators, students, and families to improve their awareness and understanding of African American history.

Food Donation Improvement Act of 2021 This bill expands liability protections for the donation of food and grocery products. Specifically, the bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food for which the recipient is charged a good Samaritan reduced price that is no greater than the cost of handling, administering, and distributing the food or product; or that is donated directly to a needy individual by a retail grocer, wholesaler, agricultural producer, restaurant, caterer, school food authority, or institution of higher education. The Department of Agriculture must issue regulations that clarify the quality and labeling standards that food products donated under the Bill Emerson Good Samaritan Food Donation Act must meet to be eligible for liability protection.

Federal Firearm Licensee Act This bill makes various changes related to federal firearms licensees, including by establishing physical security requirements and increasing licensing fees. It also amends several appropriations laws to remove limitations on the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives to conduct activities related to the administration of federal firearms laws.
