World War I Veterans Service Pension Act - Directs the Administrator of Veterans Affairs to pay (in addition to any pension already paid) a monthly pension of $150 to each veteran of World War I who meets specified service requirements and to certain surviving spouses.

Amends the Foreign Assistance Act of 1961 to prohibit any U.S. aid that would support military or paramilitary operations in or against Nicaragua.

Creates a presumption of service-connected disability for compensation purposes for any veteran who was exposed to radiation or toxic chemicals while actively serving in the armed forces and who is now suffering from a disability or disorder symptomatic of such exposure. Maintains such presumption even in the absence of records. Entitles to disability or death compensation and to dependency and indemnity compensation any children of such a veteran with a disability or defect which may reasonably be determined to have been caused by genetic damage in the veteran. Directs the Administrator of Veterans Affairs to carry out a comprehensive program to screen veterans who may have been exposed to radiation or toxic chemicals during their active service to determine whether they incurred a disease or disability from such exposure. Requires the Administrator to provide outreach and counseling services. Directs the Administrator to establish a research and training program in the diagnosis and treatment of disabilities caused by exposure to radiation. Requires the establishment of a centralized registry of claims before the Veterans Administration or other agencies arising out of actual or possible exposure to radiation and toxic chemicals. Requires the Administrator to include in the annual report to Congress a comprehensive report on the administration and implementation of such screening and research activities.

Amends the Internal Revenue Code to provide homebuilders with an income tax credit for the construction of residences which incorporate a passive solar energy system. Directs the Secretary of the Treasury, after consultation with the Secretaries of Energy and Housing and Urban Development, to prescribe regulations setting forth a solar construction credit table for purposes of determining the amount of the credit for which the incorporator of the solar energy system is eligible. Limits the dollar amount of such credit to $2,500. Phases out such credit in annual increments after 1988. Defines "passive solar energy system" as a system which contains a solar collection area, an absorber, a storage mass, a heat distribution method, and heat regulation devices. Requires such system to be installed in a new residence after September 30, 1983 and before January 1, 1992.

Prohibits the sale of and the financing of sales of cluster bombs under the Arms Export Control Act. Directs the President to prohibit all exports of cluster bombs under specified export control provisions of such Act. Prohibits the furnishing of cluster bombs to any foreign country under the Foreign Assistance Act. Suspends all obligations to deliver cluster bombs.

Title I: Consumer Credit - Consumer Debtor Bankruptcy Amendments Act of 1983 - Amends the Bankruptcy Code to permit a bankruptcy court to dismiss a case or suspend all proceedings if it determines that a debtor whose debts are primarily consumer debts does not need the provisions of the chapter under which relief has been sought and the granting of relief under such chapter would be a substantial abuse of its provisions. Requires the Clerk of each Federal judicial district to compile statistics regarding debtors where debts are primarily consumer debts. Requires the bankruptcy judge to convene, and permits such judge to preside at, any meeting of creditors and to perform such additional judicial duties as may be required. Declares that the value of the creditor's interest in the estate's interest in consumer goods property shall be determined in light of the purpose of the valuation and of the proposed disposition or use of such property, and in conjunction with any hearing on such disposition or use or on a plan effecting such creditor's interest. Declares that the value of consumer goods which the debtor seeks to redeem in liquidation shall be presumed to be the established resale market price, if such market exists. Permits the court to utilize other methods of valuation if no such market exists or if the court determines that resale value is inappropriate in light of the property's proposed use or disposition. Requires the debtor in bankruptcy cases to file a statement of estimated income and expenses for the year following filing of his petition. Requires the debtor, if the schedule of assets and liabilities include consumer debts secured by property of the estate, to file and serve upon each creditor holding such security and upon the trustee, a statement expressing the debtor's intention with respect to retention or surrender of the collateral. Requires the debtor, at or before the meeting of creditors provided for by such title, to perform his intention with regard to such secured creditors. Requires that the notice of meeting of the creditors be accompanied by a copy of the statement of estimated income and expenses and that the debtor supply the clerk of the court, upon the filing of the petition, with enough copies of such statement to accommodate the listed creditors. Requires individuals filing for bankruptcy in joint or consolidated cases to elect either the Federal or State exemptions. Places an aggregate limit of $3,000 on the value of the exemption with regard to household goods and personal effects. Prohibits the debtor from utilizing the unused dollar value of the homestead exemption to exempt additional property not explicitly provided for by such Act. Repeals the provisions of such Act which currently authorize the debtor to avoid nonpurchase money security interest in property. Presumes nondischargeable any debt incurred on or within 40 days before the date of the filing of a petition under such title. Allows for rebuttal of such presumption. Allows creditors to enforce liens which have not been avoided in bankruptcy. Permits reaffirmation of consumer debts subject to the debtor's right to rescind any such agreement within 60 days or until a discharge is received, whichever occurs later. Declares that at the meeting of creditors the court shall inform the debtor of the nature and effect of a discharge and of any reaffirmation of debt. Prohibits the custodian from being an assignee under a general assignment for the benefit of the debtor's creditors that was appointed or took possession more than 120 days before the date of the filing of the petition. Permits the trustee or the court, however, to require such an assignee to file an accounting. Limits the trustee's power to avoid liens or recover payments made within 90 days of the filing of the petition in bankruptcy (within one year in the case of an insider) unless the creditor had reasonable cause to believe the debtor was insolvent. Permits the court, upon notice and hearing, to require a creditor to accept payments in redemption of the value of a claim secured by a nonpossessory, nonpurchase money security interest in tangible personal property, over a reasonable period not to exceed five years, if such tangible personal property consists of specified household goods and tools of the debtor's trade. Permits the court, upon notice and hearing, to avoid any lien in whole or in part, if the court finds;: (1) that the debtor has no reasonable ability to pay the redemption value of such property out of anticipated future income; and (2) the enforcement of such lien would impose undue hardship on the debtor. Allows a creditor, upon 10 days notice to the debtor and codebtor, to collect any portion of a debt from the codebtor which is not being paid by the debtor through the adjustment of debts of such debtor with a regular income. Requires payments under an adjustment of debts payment plan to commence within thirty days after the filing of the plan. Provides for the return of such funds after deducting the costs of administration if no plan is confirmed. Provides for the separate classification of codebtor claims and non-dischargeable claims and authorizes payment of them under an adjustment of debts payment plan. Allows a debtor to choose such a repayment plan of up to five years. Bases such repayment upon the debtor's ability to repay out of future income after taking into account the basic living necessities for the debtor and dependents. Provides for an early discharge of debts where a reasonable portion of unsecured claims are paid. Permits a hardship discharge of otherwise non-dischargeable debts to the extent the debtor attempted to pay such debts under an adjustment of debts payment plan, but was prevented from so doing by unforeseen circumstances. Title II: Agricultural Produce - Agricultural Produce Bailment Bankruptcy Amendments Act of 1983 - Requires bankruptcy courts to give priority to allowed unsecured claims of farmers arising from the sale or conversion of farm produce to or by a debtor who operates a farm produce storage facility. Specifies that such sale or conversion must have occurred within 180 days before the filing of the petition or before the cessation of the debtor's business, whichever occurs first. Limits the payment of any such claim to $2,000 per individual. Permits a bankruptcy court to expedite the procedures for determining interests in and the disposition of grain and proceeds held by debtors who own or operate grain storage facilities. Requires the court to expedite such procedures if requested by a trustee or a claimant. Sets forth factors for the court to consider before deciding whether to shorten the time periods for procedures. Lists the procedures which may be expedited. Specifies administration details. Title III: Miscellaneous - Declares that if any provision of this Act or the application thereof to any person or circumstances is held invalid the provisions of every other part and their application shall not be affected thereby. Makes the provisions of this Act effective 90 days after enactment. Declares that the amendments made by this Act shall not apply to cases pending before the date of enactment.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Internal Revenue Code to provide that service performed by a duly ordained, commissioned, or licensed minister of a church shall constitute employment for purposes of the old age, survivors and disability insurance tax and the hospital insurance tax if both the minister and the church elect to have such service covered as employment for such purposes. Makes such election irrevocable.

Small Business Motor Fuel Marketer Preservation Act - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make loans to small businesses acquiring gas stations from a refiner. Makes it unlawful for a refiner, other than an independent or small refiner, to operate a gas station in the United States. Requires a refiner, in disposing of any interest in a station, to offer a right of first refusal to the dealer. Sets forth requirements governing such an offer. Makes it unlawful for any person to interfere in any way with the purchasing, selling, or storing of motor fuel by a dealer. Permits contracts requiring a dealer to purchase motor fuel exclusively from a particular refiner or distributor if such contract assures the dealer the right to purchase fuel elsewhere if the refiner or distributor does not have such fuel readily available. Makes it unlawful for any dealer at a station displaying a trademark or identifying symbol of a particular refiner to sell motor fuel not refined by such refiner without providing notice to purchasers. Requires each refiner within 90 days of enactment and annually thereafter to provide to the Federal Trade Commission (FTC) information regarding the number of barrels of crude oil produced and refined during the preceding year. Permits civil actions to be brought by the FTC or private parties against violators of this Act. Directs the FTC to prescribe regulations required by this Act.

Renewable Energy Tax Credit Act of 1983 - Amends the Internal Revenue Code to increase from 15 percent to 25 percent the investment tax credit for solar, wind, geothermal, and ocean thermal property. Extends such credits for five years from 1985 to 1990.

Condemns the trial and conviction of Dr. Viktor Brailovsky by the Soviet Union. Expresses the sense of the House of Representatives that: (1) the President should express to the Soviet Union U.S. concern and opposition to the internal exile of Dr. Brailovsky and to the Soviet Union's refusal to permit Dr. Brailovsky and his family to emigrate; (2) the Soviet Union should comply with various international agreements by reversing Dr. Brailovsky's conviction and by permitting him and his family to emigrate; and (3) the Soviet Union should cease persecuting individuals seeking to emigrate and should cease denying basic rights to Soviet Jews.

Amends the National Labor Relations Act to authorize the Secretary of Labor to prohibit the awarding of Federal contracts to persons who have violated certain judicial orders or orders issued by the National Labor Relations Board. Limits the period of such ban to not more than three years after the Secretary has certified the identify of such person to the Comptroller General. Permits the awarding of Federal contracts to such person during the period of the ban if the Federal agency or department, after notice and opportunity for hearing to all interested parties, certifies to the Secretary that there is no other source for the material or services furnished by such person.

Requires the Secretary of Agriculture, in cooperation with the Secretary of the Interior, to study the effects of interbasin water transfers on agriculture and agricultural productivity. Requires a report within 18 months. Prohibits a State from selling or transferring interstate surface or ground waters located in that State for use outside such State unless: (1) there is a related interstate compact; and (2) all the signatory States agree to such sale or transfer.

Amends the Credit Control Act to repeal the provision of such Act which would terminate credit control authority on June 30, 1982. Permits the President to authorize the Board of Governors of the Federal Reserve System to regulate and control any or all extensions of credit whenever necessary or appropriate to reduce high levels of unemployment in any sector of the economy or to prevent or control inflation or recession. Permits the Board, after receiving such Presidential authorization, to prescribe limitations with respect to credit for nonproductive purposes, including corporate takeovers. Authorizes the Board to require any commercial bank which plans to assist in the financing of any part of a corporate acquisition or merger involving more than $100,000,000 in financing to notify the Board of such proposed financing before extending a line of credit. Permits the Board to disapprove any proposed financing if it is determined that the corporate acquisition or merger involved cannot reasonably be expected to produce specified benefits to the public which outweigh possible adverse effects.

Title I: Labor Standards - Requires any United States person who has or controls an enterprise in South Africa which employs more than 20 people to insure that in operating such enterprise the following employment principles are implemented: (1) desegregation in any employment facility; (2) equal employment for all employees; (3) equal pay for equal work; (4) establishment of a minimum wage and salary structure; (5) increase in the representation of nonwhites in managerial, supervisory, administrative, clerical, and technical jobs; (6) improvement of the quality of employees' lives outside the work environment; and (7) recognition of labor unions and fair labor practices. Declares that the Secretary may issue guidelines and give advisory opinions on compliance with such principles. Directs the Secretary of State to establish an Advisory Council in South Africa to advise the Secretary with respect to the implementation of such employment principles and to review the annual reports which each U.S. person covered by this Act must submit to the Secretary on the progress made in implementing such principles. Directs the Secretary to establish in the United States an American Advisory Council to make policy recommendations regarding labor practices of U.S. persons in South Africa and to review such persons' progress in implementing such employment practices. Directs the Secretary: (1) to take specified actions to insure compliance with the implementation of such employment principles; and (2) to review the compliance of such persons at least biennially. Sets forth penalties for noncompliance. Authorizes the President to waive compliance with the implementation of such principles if such compliance would harm U.S. national security. Title II: Prohibition on Loans and Importation of Gold Coins - Prohibits any U.S. financial or lending institution from making any loan directly or through a foreign subsidiary to South Africa unless such loan is for educational, housing or health facilities available to all persons on a nondiscriminatory basis. Prohibits the importation of any gold coin minted in South Africa or sold by South Africa. Directs the Secretary to take specified actions to enforce the prohibitions on loans and the importation of gold coins. Sets forth penalties for violations of such prohibitions. Authorizes the President to waive such prohibitions for one year if South Africa meets specified conditions. Title III: General Provisions - Directs Federal agencies to cooperate with the Secretary in carrying out provisions of this Act.

Expresses the sense of Congress that: (1) noncompliance with the regulations established by the International Whaling Commission undermines international whale conservation efforts; (2) the President should encourage those nations which have filed objections to the International Whaling Commission's ban on commercial whaling to withdraw their objections; and (3) the Secretary of State, in reviewing the allocations of the total allowable level of foreign fishing under specified agreements, should consider whether a foreign nation filed an objection to the Commission's ban on commercial whaling and has not withdrawn its objection.

Increases from 26 to 30 the number of members of the Advisory Commission on Intergovernmental Relations, by adding: (1) one elected officer of a local government of an area with a population of less than 10,000 and one elected school board member, to be appointed by the President; and (2) one judge of a U.S. court of appeals or district court and one chief justice or judge of a State court of last resort, to be appointed by the Chief Justice of the United States.

Abandoned Mine Reclamation Improvements Act - Amends the Surface Mining Control and Reclamation Act of 1977 to direct the Secretary of the Interior to invest that part of the Abandoned Mine Reclamation Fund (the Fund) not required to meet current withdrawals. Requires the interest earned from such investment to be deposited in the Fund. Requires a State to have in effect a State Reclamation Plan and surface mine regulatory program in order to collect its reclamation fee payment. Permits a State or Indian tribe to have such payments made annually or quarterly. Provides that such payments shall be equal to 50 percent of the funds collected in any State or Indian reservation.

Renewable Energy Small Business Development Act of 1983 - Amends the Internal Revenue Code to extend the investment tax credit for specified energy property from 1985 to 1990. Increases such credit for solar, wind, and geothermal property. Amends the Export-Import Bank Act of 1945 to require that not less than 12 percent of the loan authority of the Export-Import Bank shall be made available only to businesses with $25,000,000 or less in previous-year sales. Requires that a portion of such loan authority be made available for transactions involving renewable energy. Amends the Public Utlilities Regulatory Policies Act of 1978 to specify rules for the rates for purchase by electric utilities of electric energy from any qualifying cogeneration facility or qualifying small power production facility. Amends a specified reorganization plan to require the Department of Commerce to provide the same treatment and export assistance to businesses involved in renewable energy as it does to other U.S. industries. Amends the Small Business Innovation Act of 1982 to specify that renewable energy and energy conservation businesses shall receive a reasonable portion of the Department of Energy's small business research and development funds.

Expresses the sense of the House of Representatives that the Rural Electrification Administration assure that Federal agencies consider the needs of rural America in establishing rural telephone service policy. States that such agencies should consult on a routine basis with such Administration and with related State agencies.

Beginning Farmers Assistance Act of 1983 - Directs the Secretary of Agriculture to establish a program to provide guarantees for State loans to individuals to purchase and operate family farms. Limits the loan guarantee to not more than 90 percent of the principal and interest. Limits such program to 20 State agencies. Requires the Secretary to approve or disapprove State agency applications within 90 days. Provides for termination of State agency participation for noncompliance. Limits eligibility to individuals who: (1) have a net worth of less than $100,000 and assets having an aggregate value of less than $300,000 in FY 1984; (2) have not purchased or owned a family farm in the ten-year period preceding application for a loan; and (3) are unable to obtain conventional credit. Requires the Secretary to submit annual reports to the appropriate congressional committees. Authorizes appropriations for FY 1984 through 1986. Terminates the Secretary's authority to guarantee such loans at the end of FY 1986. Amends the Consolidated Farm and Rural Development Act to permit the use of real estate loans for loan closing costs and points.

Amends the Federal Meat Inspection Act to deem misbranded any imported meat that is not labeled imported. Requires restaurants and other eating establishments that sell a significant amount of imported meat food products to inform their customers of such fact. Sets forth penalties for noncompliance. Directs the Secretary of Agriculture to issue within 30 days a proposed rule defining what constitutes a significant amount of imported meat. Provides for veto of any proposed rule by either congressional agricultural committee within 60 days after issuance. Requires the Secretary to issue a revised rule within 30 days after such a disapproval.

Expresses the sense of the Congress that: (1) the Soviet Union should comply with certain international agreements relating to human rights by pursuing a more humane emigration policy and by ceasing harassment of Jews and others seeking to emigrate; (2) Soviet compliance with internationally recognized emigration rights would significantly promote improved relations with the United States; (3) the President should convey these concerns of Congress to the Soviet Union at every appropriate opportunity; and (4) the President should also convey these concerns to U.S. allies.

Natural Gas Import Policy Act of 1983 - Suspends an order issued under the Natural Gas Act authorizing the importation of natural gas unless: (1) the price and terms of the applicable import contract have been renegotiated to be responsive to current market prices and demand; and (2) the renegotiated contract and tariff adjustments have been filed with the Secretary of Energy and the Federal Energy Regulatory Commission (FERC). Provides that in the case of any terminal or attendant facility located in the United States and constructed for the importation of Algerian natural gas (the authority for which is suspended by this Act), FERC shall permit recovery of the costs prudently incurred in connection with the construction of such facility to the same extent and in the same manner as if such facility were used and useful for the importation and transportation of natural gas (without regard to the suspension under this Act of importation authority). Prohibits FERC from permitting any rate of return on such costs. Includes "liquefied natural gas" within the term "natural gas" for purposes of this Act.

Amends the Internal Revenue Code to permit farmers who participate in a Federal payment-in-kind program to elect to treat commodities they receive as income in the year of receipt or the year of sale. Provides that farmers participating in a payment-in-kind program do not forfeit eligibility for the special use valuation provisions for farm property.

Omnibus Congressional Compensation Reform Act of 1983 - Amends the Legislative Reorganization Act of 1946 to eliminate the annual adjustment in compensation for Members of Congress. Amends the Federal Salary Act of 1967 to make the President's recommendation for congressional salaries of an advisory nature only, unless otherwise provided by law. Provides that the annual rate of pay for Members of Congress shall be the rate payable on the date of enactment of this Act. Changes the provision of law which authorizes permanent appropriations for compensation for Members to authorize appropriations only for FY 1983. States that any increase in compensation, tax benefits, or increase in outside earned income limitations (including honoraria) shall take effect at the beginning of the Congress following the Congress during which such benefits are authorized. Amends rule VIII of the Rules of the House of Representatives and rule XII of the Standing Rules of the Senate to require a recorded vote on such types of legislation. Makes it out of order in the House or Senate to consider such legislation if it contains items other than those relative to congressional benefits.

Amends the Highway Revenue Act of 1982 to repeal the increase in the highway use tax. Amends the Internal Revenue Code to increase the excise tax on diesel fuel and special motor fuels from nine cents to 13 cents in increments through 1985. Earmarks one cent of such tax for the Mass Transit Account of the Highway Trust Fund.

Amends the Automobile Dealers Day in Court Act to prohibit a manufacturer from selling, leasing, or offering to sell or lease any passenger car, truck, or stationwagon to any person (or any other dealer) at a price lower than the price at which the same model is sold to its franchised dealers. Prohibits a manufacturer from imposing restrictions on some purchasers of automobiles, but not others. Requires that all rebates, discounts, refunds or other promotional inducement or benefit be provided to all ultimate purchasers of the same model of motor vehicle during the same period of time. Establishes an exception to the Act for the sale of automobiles to Federal, State or local governmental units. Applies this Act to importers of covered motor vehicles who import directly or through distributorships. Allows an automobile dealer to recover reasonable attorneys fees resulting from an action under this Act. Limits standing for a cause of action for termination of an agreement under this Act to dealers who comply with all reasonable provisions of the franchise agreement in question.

Expanded Agricultural Commodity Distribution and Foreign Assistance Act of 1983 - Amends the Agricultural Act of 1949 to authorize distribution of Commodity Credit Corporation (CCC) stocks of dairy products to U.S. needy households and to persons receiving nutrition assistance under the Older Americans Act of 1965. Authorizes the donation of CCC dairy products and other agricultural commodities and products to needy persons outside the United States through certain organizations and foreign governments. Authorizes the CCC to pay for the reprocessing, packaging, transporting, handling and other charges of such donated commodities and products. Requires donations to be coordinated with other U.S. foreign assistance through a specified mechanism.

Eliminates the social security offset against annuities provided under the Survivor Benefit Plan of the armed service when the benefits received are based on the annuitant's own employment.

Adds the South Africa Investment Prohibition Act as a new title to the President's war powers authority. Directs the President to issue regulations prohibiting U.S. investment in South Africa. Directs the President to establish mechanisms to monitor compliance with such regulations. Sets forth penalties for violations of such prohibition. Terminates such prohibition after the President submits to Congress a determination that South Africa has made progress toward full participation by all South Africans in the life of that country and toward an end to discrimination, unless Congress adopts a resolution disapproving such determination.

Expresses the sense of Congress that the Secretary of Agriculture should exchange or barter, to the maximum extent practicable under the Commodity Credit Corporation Charter Act, the Agricultural Trade Development and Assistance Act of 1954, and the Agricultural Act of 1949, commodities (especially dairy products) owned by the Commodity Credit Corporation for materials, goods, and equipment produced in foreign countries.

Designates the Mono Lake National Monument in California. Provides that the monument area shall become part of the Inyo National Forest. Directs the Secretary of Agriculture to acquire the lands and waters within the monument. Specifies acquisition procedures. Requires the Secretary to protect the geologic, ecologic, and cultural resources and to provide for recreational use of the monument. Requires the Secretary to permit the full use of the monument for scientific study and research. Permits individuals holding currently valid grazing permits within the monument boundaries to continue to exercise grazing rights. Permits the reissuance of existing permits to the current permit holder as of the enactment of this Act. Requires the Secretary to submit to specified congressional committees a comprehensive management plan for the monument. Requires the construction of a visitor center within the monument. Withdraws federally owned lands and waters within the monument from entry or appropriation under the mining laws, from operation of the mineral leasing laws and the Geothermal Steam Act of 1970, and from disposition under the public land laws. Requires the Secretary, in cooperation with the Secretary of the Interior, the State of California, the city of Los Angeles, and the Mono County Board of Supervisors, to study and report to specified congressional committees on the consumptive use of water diverted from the Mono Lake basin. Requires the Secretary to contract with the National Academy of Sciences for a study of the biological, ecological, historical, and aesthetic values of Mono Lake and the impacts of declining water levels thereon. Requires the Academy to transmit such study to specified congressional committees and to the Chief of the Forest Service by January 1, 1987. Authorizes appropriations.

Amends the Motor Vehicle Information and Cost Savings Act to prohibit the registration or licensing of motor vehicles when the ownership is transferred in interstate commerce unless: (1) the application for a new certificate of title is accompanied by the prior owner's most recent registration card; and (2) the new certificate of title is printed in a specified process and indicates the odometer mileage. Prohibits the issuance of a registration card for any motor vehicle that does not meet Federal odometer disclosure requirements.

Amends the Federal-State Extended Unemployment Compensation Act of 1970 to revise State trigger provisions to provide that extended benefits will be payable in any State in which the seasonally adjusted rate of regular unemployment averaged seven percent or more for the most recent three calendar months for which data are available. Permits States to pay extended benefits on the basis of area triggers.
