New Homestead Act of 1981 - Amends the Consolidated Farm and Rural Development Act to require that not less than 40 percent of the real estate loans made under such Act be for the acquisition of family farms by prospective owner-operators. Sets forth the repayment terms for such loans. Directs the Secretary to make or insure at least 500 but not more than 2,000 such loans.

Agricultural Export Credit Revolving Fund Act - Amends the Food for Peace Act of 1966 to establish within the Treasury the Agricultural Export Credit Revolving Fund to finance commercial export credit sales of agricultural commodities out of private stocks. Requires the Commodity Credit Corporation to deposit in the Fund: (1) a sum of money equal to the aggregate of amounts received by such Corporation from the liquidation of certain financing arrangements made before the enactment of this Act and liquidated after a specified date; and (2) all sums received by such Corporation from the liquidation of certain other financing arrangements made after enactment of this Act.

Individual Retirement Savings Act of 1981 - Amends the Internal Revenue Code to increase the allowable income tax deduction for contributions to an individual retirement account (IRA) to the lesser of $2,000 ($2,500 for spousal IRA) or the amount of an employee's taxable compensation for the taxable year. Permits active participants in tax-qualified retirement plans, tax-sheltered annuities, or government pension plans to claim an income tax deduction for contributions to an IRA up to a maximum of $500 for the taxable year. Disqualifies self-employed individuals from the retirement savings deduction. Requires financial institutions which provide more than one investment medium for IRAs to disclose specified information with respect to such IRAs.

Fair Representation Act of 1981 - Establishes in each State entitled to more than one Representative a number of districts equal to the number of Representatives to which such State is entitled. Requires the number of persons in such districts to be as equal as practicable, according to the most recent decennial census. Requires such district to be: (1) drawn with due regard to significant natural geographic barriers; (2) defined by boundaries which coincide with boundaries of local political subdivisions; and (3) compact in form. Defines the numerical equality of persons in such districts to be either absolute numerical equality or, under certain circumstances, reasonable numerical equality. Prohibits a State from drawing boundaries: (1) of districts for the purpose of favoring any political party or individual; or (2) of a district for the purpose of or with the effect of denying effective voting representation to any language or racial minority group. Prohibits construing this Act to supersede the Voting Rights Act of 1965. Authorizes any eligible voter to sue in U.S. district court for enforcement of this Act in such voter's State. Sets forth provisions for judicial review of actions brought to enforce this Act.

Law Enforcement Officers' Protection Act of 1981 - Directs the Secretary of the Treasury to: (1) conduct a study to determine the capacity of handgun bullets to penetrate bulletproof vests and the risk posed to law enforcement officers by the availability of handgun bullets; and (2) report the findings and legislative recommendations to the President and Congress within one year after funds are made available under this Act. Authorizes appropriations to carry out this Act.

Amends the Clean Air Act to repeal provisions for: (1) the adoption and enforcement of emission standards for new motor vehicles by States with approved plans for nonattainment areas; and (2) production warranties and parts certification for compliance with emission standards by manufacturers of new cars. Revises provisions relating to: (1) performance warranties for vehicle and engine compliance with emission standards; (2) manufacturer's instructions for the maintenance, replacement, and repair of emission control devices and systems; and (3) prohibited acts involving such devices or systems. Prohibits State or local governments from adopting or enforcing standards applicable to motor vehicle or engine parts for purposes of controlling or regulating motor vehicle emissions.

Inventory Simplification and Reform Tax Act of 1981 - Amends the Internal Revenue Code to eliminate the qualification requirement for the last-in, first-out (LIFO) method of accounting that a taxpayer use no inventory method for financial reporting or credit purposes other than the LIFO method. Allows a taxpayer who adopts the LIFO method to spread increases in taxable income attributable to such change over a ten-year period. Allows an election by small businesses which use the dollar method of pricing inventories under the LIFO method and which have average annual receipts of $5,000,000 or less for the three taxable years ending with the year of election to use one inventory pool for any trade or business. Permits a wholesaler or retailer who uses such method to elect the use of inventory pools based on the applicable Government price index categories for all items of inventory. Allows the use of such index categories in the pricing of inventories under such dollar-value methods. Allows an election to use a link chain or index method to compute the LIFO value of dollar-value pool without regard to suitability or practicality of any other method. Repeals the requirement, with respect to liquidation plans adopted after December 31, 1981, that a corporation inventorying goods under the LIFO method treat the LIFO recapture amount with respect to distributed inventory assets as gain from the sale of such assets. Allows an election by small businesses which are at least half-owned by active participants in the trade or business and which have average annual gross receipts of $1,500,000 or less for the three taxable years ending with the year of election to use the cash receipts and disbursements method of accounting without regard to any inventory requirements. Permits a taxpayer to reduce the value of a portion of excess inventory items held for more than 12 months. Sets forth a schedule for such reductions.

Establishes a presumption of service-connected disability caused by exposure to a phenoxy herbicide (Agent Orange) for veterans who served in Southeast Asia during the Vietnam era. Waives the one-year limitation on claims for compensation for such disabilities.

Amends the Internal Revenue Code to provide that taxpayers who incur expenses for the care of a dependent child who is mentally or physically handicapped shall be eligible for the child care credit whether or not the taxpayer incurred such expenses to enable him to seek gainful employment or such expenses were incurred outside his household. Increases the amount of expenses which may be considered in determining the amount of the credit. Provides that the earned income limitation shall not apply to taxpayers who provide care for handicapped children. Grants tax-exempt status to a trust established for the care of a physically or mentally handicapped child of the taxpayer. Allows an income tax deduction for contributions to a child care trust. Limits the amount of such deduction for contributions to a child care trust. Limits the amount of such deduction to the lesser of 15 percent of the taxpayer's compensation includable in gross income for the taxable year, or $1,500. Provides that distributions from such a trust shall not be taken into consideration in determining the eligibility of such child for Federal or State assistance.

Expresses the grave concern of the House of Representatives at the repression of the Guatemalan people by the Guatemalan Government. Calls upon the President to: (1) recall the U.S. representative; (2) order continued application to Guatemala of statutes limiting access to bilateral and multilateral aid to gross violators of human rights; (3) prohibit the granting of any Export-Import Bank credits or loan guarantees or the granting of export licenses; (4) instruct U.S. Executive Directors on specified international agencies to vote against grants and loans to Guatemala and to urge other governments to implement similar policies within these institutions; (5) actively work within the Organization of American States and the United Nations to pressure the Guatemalan government to cease its violence against the Guatemalan people; and (6) demand that the regime cease its repression and restore to the police and security forces their proper peacekeeping role.

Declares that the President's decision to commit U.S. military personnel to El Salvador requires the President to submit to Congress a specified report required by the War Powers Resolution in order to preserve the integrity of such Resolution and to ensure the full and cooperative judgment of both Congress and the President with respect to the introduction of U.S. military personnel into El Salvador.

Soil Conservation Act of 1981 - Title I: Special Areas Conservation Program - Directs the Secretary of Agriculture to provide assistance to farm and ranch owners or operators and public entities to identify and correct erosion or irrigation management problems in special areas (as designated under this Act). Prohibits assistance to: (1) public lands unless they are an integral part of a farm or ranch; and (2) nonfarm or nonranch land unless such land has a serious erosion problem which threatens farm or ranch land. Authorizes the Secretary to enter into cost-sharing contracts with such persons for: (1) conservation measures as set forth under this Act; and (2) continuing established conservation measures. Requires a recipient to provide the Secretary with a plan that: (1) incorporates practices to prevent land erosion; (2) outlines a schedule for implementing cropping system changes or other conservation methods; (3) considers local, social, economic, and environmental conditions; (4) allows for varying levels of conservation application as appropriate; (5) allows for wildlife and recreation measures; and (6) identifies methods to improve vegetative conditions, reduce erosion, and conserve water on rangeland. Permits financial assistance to cover the loss of income resulting from cultivated crops to permanent vegetative cover adjustments. Requires the Secretary to: (1) prepare a report respecting the designation of an area as a special area; and (2) submit such report to the Senate Committee on Agriculture, Nutrition, and Forestry and to the House Committee on Agriculture. Prohibits the Secretary from entering into any contracts (involving such land) until the Committees approve such report. Authorizes the Secretary to make grants to States to evaluate the impact of local and State tax structures on the acceptance and implementation of conservation measures. Requires the Secretary to report to Congress by January 1, 1986, and at five-year intervals thereafter. Title II: Matching Grants for Conservation Activities - Directs the Secretary to make annual matching grants to county conservation boards for: (1) soil erosion control; (2) cropland, forest, pasture, or rangeland improvements; (3) water conservation and quality improvement; (4) agricultural land preservation; and (5) demonstration projects. Permits such grants for: (1) fish and wildlife habitat improvement; (2) animal waste management; (3) watershed and flood protection; (4) sediment and stormwater control in urbanizing areas; and (5) natural resources aspects of rural planning. Prohibits a county conservation board from receiving a grant unless it: (1) has a current long-range program; (2) has a current annual work plan; and (3) has arranged for equal matching funds or in kind services. Provides that grants may be given for two years to develop such a program and plan. Requires not more than 25 percent of State or local funds for a component of the work plan determined by the Secretary to have a national objective. Sets forth the composition of such county conservation boards. Authorizes long-term agreements of up to ten years. Requires a recipient board to maintain records as the Secretary prescribes and to provide access to them for audits or examinations. Authorizes necessary appropriations. Prohibits appropriations after fiscal year 1992. Directs the Secretary to report to the Senate Committee on Agriculture, Nutrition, and Forestry and to the House Committee on Agriculture by January 1, 1986, and again by January 1, 1991. Title III: Conservation Loan Program - Amends the Commodity Credit Corporation Charter Act to direct the Corporation, beginning October 1, 1981, to make loans (up to ten years) to agricultural producers for conservation measures recommended by the applicable county and State committees. Requires loans in excess of $10,000 to be secured. Limits: (1) loans to any one producer in a fiscal year to $25,000; and (2) the total amount of loans in a fiscal year to $200,000,000. Title IV: Volunteers for Conservation - Directs the Secretary to establish a volunteer program. States that such volunteers shall not be considered Federal employees except for provisions relating to compensation for injury and tort claims. Authorizes necessary appropriations. Title V: Reservoir Sedimentation Reduction Program - Authorizes the Secretary to develop a reservoir sediment reduction program to be implemented on no more than five public reservoirs with surrounding soil erosion problems. Requires the Secretary to: (1) prepare a plan with the assistance of interested State and local entities for each such reservoir; and (2) submit such plan to the Senate Committee on Agriculture, Nutrition, and Forestry and to the House Committee on Agriculture. Prohibits implementation of any such plan without the Committees' approval. Authorizes appropriations for fiscal years 1983-1987. Requires the Secretary to report to Congress by January 1, 1987.

Directs the Secretary of Agriculture to: (1) investigate using the protein byproduct resulting from the production of fuel alcohol from agricultural commodities to meet the food needs of developing countries through the Food for Peace programs and the Export Credit Sales Program; (2) investigate using such protein byproduct in the distribution of food products under a specified commodity donation program; (3) report to Congress on the results of such investigations; and (4) provide Congress annually with a description of the efforts being made to make such protein byproduct available as part of the Food for Peace programs, the Export Credit Sales Program, and the commodity donation program. Authorizes the Commodity Credit Corporation to purchase such protein byproduct for donation for certain domestic and foreign purposes despite the fact that the byproduct does not meet the otherwise mandatory percentage of grain in products donated.

Amends the Food and Agriculture Act of 1977 to require the Secretary of Agriculture to set the loan level for a suspended agricultural export at not less than the average market price (for such commodity) for the preceding 15 days when such suspension is national security or foreign policy related (currently 90 percent of parity in situations of short supplies). Directs the Secretary to ascertain that Government purchases of such commodities include acquisition of quantities of like classes of the particular commodities proportionate to the quantities of those classes for which sales were suspended. States that if an export suspension occurs after January 1, 1980, and remains in effect on October 1, 1981, the applicable loan level shall be adjusted as provided in this Act.

Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to provide for demonstration projects (in at least three States, including a rural area) for the provision of preventive health services to the elderly through traveling health care practitioners (other than a physician). Requires the Secretary to report to Congress on the results of the demonstration projects.

Amends the Rules of the House of Representatives to add a new Rule to require that remarks made by Members on the floor must be related to governmental matters to be in the Congressional Record. Exempts remarks on the death of a present or former Federal official from such standard.

Potato Research and Promotion Amendments of 1981 - Amends the Potato Research and Promotion Act to revise the National Potato Promotion Board's assessment rate beginning with fiscal year 1982. States that the failure of potato producers to approve an amendment to any research and promotion plan shall not invalidate the existing plan.

Amends the Federal Food, Drug, and Cosmetic Act to state that a food intended for human consumption shall be deemed misbranded unless it is labeled to show the amount of sodium and potassium it contains when in excess of a certain amount of milligrams. Permits the Secretary of Health and Human Services to exempt a food from such requirement by requiring the information to be prominently displayed in close proximity to the place of display or sale of such food.

Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to waive specified requirements for the use of title I special educational needs funds by local educational agencies participating in experimental programs designed to consolidate State categorical educational programs. Permits such waiver for any one of fiscal years 1982 through 1985, with possible renewal for an additional one-year period, of requirements that: (1) such Federal funds be used to supplement, not supplant, non-Federal funds for regular and certain special State and local programs; and (2) agencies receiving Federal assistance maintain, through use of non- Federal funds, services comparable to those provided by unassisted agencies. Prohibits the Secretary's approval of a waiver application unless it contains the following assurances plus an assurance that not more than 15 percent of the State's educationally deprived children shall be served under the experimental program. Requires an assurance, in the case of any waiver which enables local educational agencies to consolidate the administration and operation of programs for educationally deprived children and special education programs for handicapped children and for children with limited English-speaking ability, that the educationally deprived children in project areas will be provided with educational programs and services which are comparable to those such children would otherwise receive and that certain Federal funds shall be used to provide programs and services only to eligible children. Requires an assurance, in the case of any waiver which permits local educational agencies to transfer State and local funds among the special educational programs described above and programs for educationally deprived children, that the educationally deprived children shall receive the same level of Federal funds as they would receive in the absence of such waiver and that an accurate accounting of such funds is ensured. Requires an assurance, in the case of any waiver permitting local educational agencies to distribute State and local funds for the programs under this title to project areas and other school attendance areas, that the educationally deprived children at elementary and secondary schools in project areas receive a level of State and local funds not less than, and services from such funds comparable to, the level of such funds and the services from such funds received by elementary and secondary school children in other school attendance areas. Permits a waiver which enables local educational agencies to use funds available for programs under this title to improve educational programs for eligible children who have not met the requirements for grade promotion or for receipt of a high school diploma or to provide educational services to eligible children when required by applicable law or court order.

Requires the Federal Government and persons conducting federally assisted programs, projects, and activities to pay interest to business concerns for overdue sales and lease agreement payments not made by the thirtieth day after the bill for such payment is received. Specifies the procedure for computing such interest. Stipulates that overdue payments for meat, groceries, and perishables shall be determined in accordance with terms commonly offered meat, grocery, and perishable industries. Entitles the Government and such persons to early payment discounts only if payments are made within the prescribed periods.

Amends the Tariff Schedules of the United States to repeal the additional duties imposed until 1993, under the Omnibus Reconciliation Act of 1980, on ethyl alcohol imported to be used as fuel. Requires the reimposition of such additional duties if a request for reimposition is made within a specified time after enactment of this Act.

Amends the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that social security taxes and income tax withholding shall not apply to chore service performed by an individual under an arrangement with a State program if: (1) only individuals aged 65 or over or handicapped individuals are eligible to receive such service; (2) the service consists only of housework, yardwork, meal preparation, minor house repairs, or errands for food, clothing, medicine, or paying bills; and (3) at least 80 percent of the chore services for the calendar year can reasonably be expected to be performed at a maximum average rate of 20 hours per week.

Amends the Internal Revenue Code to provide homebuilders with an income tax credit for the construction of residences which incorporate a passive solar energy system. Directs the Secretary of the Treasury, after consultation with the Secretaries of Energy and Housing and Urban Development, to prescribe regulations setting forth a solar construction credit table for purposes of determining the amount of the credit for which the incorporator of the solar energy system is eligible. Limits the dollar amount of such credit to $2,000 for calendar years prior to 1987 and phases out the amount of the credit by $500 decrements until 1990 when such credit terminates. Defines a "passive solar energy system" as a system which contains a solar collection area, an absorber, a storage mass, a heat distribution method, and heat regulation devices. Requires such system to be installed in a new residence after September 30, 1981, and before January 1, 1990.

World War I Veterans Service Pension Act of 1981 - Requires the Administrator of Veterans' Affairs to pay (in addition to any pension already paid) a monthly pension of $150: (1) to each veteran of World War I who meets specified service requirements; (2) to the surviving spouse of each such veteran; or (3) when there is no surviving spouse, to the child or children of each such veteran.

Older Americans Alternative Care Act of 1981 - Title I: Medicare Amendments - Amends title XVIII (Medicare) of the Social Security Act to remove the homebound requirement for home health services. Includes periodic chore and respite care services as home health services. Permits home health services to be provided in an adult day care center. Title II: Senior Companions Program - Amends the Domestic Volunteer Service Act to authorize the Director of the ACTION Agency to make grants or contracts under the National Older Americans Volunteer Program to establish senior companion programs. Title III: Income Tax Credit for Maintaining Household for Older Dependents - Amends the Internal Revenue Code to authorize an income tax credit for an individual who maintains as his or her home a household for a dependent over age 65.

Oil Imports Act of 1981 - Title I: Oil Importation - Prohibits the importation of crude oil or other petroleum products into the United States unless permitted by, purchased by, or manufactured from crude oil purchased by the American Oil Import Corporation, established under this Act. Sets forth requirements for issuing import permits for the importation of crude oil and petroleum products. Directs the Corporation to issue permits for such imports to insure access by the U.S. Armed Forces in cases of national emergency. Requires that crude oil and petroleum products for the Strategic Petroleum Reserve be purchased from the Corporation. Grants to the Corporation exclusive purchasing and selling authority for crude oil and petroleum product imports, and sets forth requirements regarding such authority. Title II: American Oil Import Corporation - Establishes a nonprofit corporation to be known as the American Oil Import Corporation, managed by a Board of Directors appointed by the President. Establishes an Advisory Board to the Corporation, composed of officers of specified Federal agencies and departments, which shall meet periodically with the Directors to share information. Sets forth the powers and duties of the Corporation and confers upon the Corporation nonprofit status. Establishes a Public Energy Fund in the Treasury into which shall be deposited revenues from activities of the Corporation. Provides that such funds, including appropriated funds as authorized by the Congress, shall be used by the Corporation for carrying out this Act. Sets forth specified reporting, recordkeeping, and auditing requirements for the Corporation. Title III: Miscellaneous Provisions - Makes it a crime for any officer, employee, or person acting for or on behalf of the United States or any department or agency thereof to prematurely disclose information concerning crude oil or petroleum products required to be withheld from publication until a fixed time or to speculate directly or indirectly in any such product by buying or selling the same in quantity before such information is made public through regular official channels. Repeals the standby purchase authority of the President under the Emergency Petroleum Allocation Act of 1973.

Social Security Payroll Credit Act of 1981 - Amends the Internal Revenue Code to allow employers, employees, and self-employed individuals a refundable income tax credit equal to ten percent of the amount of social security taxes paid by such individuals in 1981 or 1982.

Family Farm Estate Tax Relief Act of 1981 - Amends the Internal Revenue Code to permit the executor of an estate to exclude the value of real property used in farming from a decedent's gross estate for purposes of the estate tax. Excludes up to the first $750,000 of the value of the farm property and certain percentages of the value in excess of $750,000. Requires a percentage reduction of the amount of the exclusion for farm property in excess of $1,350,000.

Declares that the President should not reestablish an official U.S. presence in Bolivia nor furnish any military or economic assistance to Bolivia until: (1) civil rights and the democratic process are restored; (2) a commitment has been made by the regime not to harass U.S. citizens; and (3) Bolivian drug involvement is assessed.

Expresses the concern of the Congress over the escalating violence in El Salvador. Affirms support for a negotiated settlement to the conflict, for democratic government, and for respect of human rights. Calls for the suspension of military aid to El Salvador pending a report on: (1) the extent to which further military aid will strengthen the moderate forces within that country; (2) the results of the investigation into the murder of six Americans; and (3) the implementation of a land reform program.

Stipulates that the payment of retired or retainer pay which would otherwise be made to a member of the armed forces shall be paid by the Secretary concerned to another person to the extent provided for in the terms of any court decree of divorce, annulment, or legal separation.

Establishes the Interagency Task Force on Ocean Dumping of Radioactive Wastes (the task force). Directs the task force to: (1) prepare an inventory of ocean sites at which radioactive wastes were dumped between 1945 and 1970; (2) make a preliminary assessment of the adverse effects of such wastes on the environment and public health; and (3) develop a comprehensive plan for continuous monitoring of such wastes in order to assess short-and long-term adverse impacts on the environment and public health. Empowers the task force to issue subpoenas for any evidence relating to any incident of ocean dumping of radioactive waste. Requires any Federal agencies which engaged in or authorized such dumping to furnish information upon written request of the task force. Requires the task force to report to Congress by October 1, 1982, on the activities required by this Act. Directs the Environmental Protection Agency (EPA) to set up a preliminary monitoring program on those ocean sites at which radioactive wastes which cause significant adverse impacts on the environment and public health were dumped before 1970. Authorizes appropriations to carry out such program.
