Social Security Beneficiary Ombudsman Act of 1987 - Amends title VII (Administration) of the Social Security Act to establish an Office of the Beneficiary Ombudsman in the Social Security Administration of the Department of Health and Human Services, to be headed by a Beneficiary Ombudsman appointed by the Secretary of Health and Human Services. Requires the Beneficiary Ombudsman to represent within the Secretary's decision-making process the interests of Old-Age, Survivors, and Disability Insurance program (title II of the Act) and Supplemental Security Income program (title XVI of the Act) beneficiaries and help resolve the problems under such programs of individual beneficiaries in unusual or difficult circumstances. Requires that the Secretary's annual report to the Congress on the administration of Social Security programs include a description of the Beneficiary Ombudsman's activities.

Amends title II (Foreign Missions Act) of the State Department Basic Authorities Act of 1956 to restrict the travel within the United States of the personnel of certain international organizations and the personnel of the foreign missions of specified foreign countries. Limits such travel to the municipal city limits of the city in which such organization or mission is located. Allows a special rule for such travel within the Washington, D.C., metropolitan area. Authorizes the Attorney General to waive such restrictions for U.S. security or foreign policy interests.

Caregiver Referral Act of 1987 - Amends the Older Americans Act of 1965 to direct the Commissioner on Aging to determine the efficacy of using area agencies on aging and State agencies administering the State plan under the Act to develop a nationwide system providing geographically remote members of an older individual's family with information: (1) on the availability of in-home services, legal assistance, and services associated with access to services for such older individual; and (2) identifying the location and telephone number of the area agency on aging for the area in which such older individual resides.

Area Agency on Aging Uniform Listing Act of 1987 - Amends the Older Americans Act of 1965 to require each area agency on aging to list its telephone number in each telephone directory covering geographical areas served by such agency.

Rural Allotment Act of 1987 - Amends the Older Americans Act of 1965 to make FY 1986, rather than FY 1978, the base year from which to calculate the minimum amount required to be expended for services to older individuals residing in rural areas.

Community Mental Health Coordination Act of 1987 - Amends the Older Americans Act of 1965 to require area agencies on aging to coordinate their outreach and mental health services with the outreach and mental health services provided by community mental health centers and other public agencies and nonprofit private organizations.

Amends the Federal Aviation Act of 1958 to prohibit an air carrier from providing an alcoholic beverage on any flight to individuals who are less than 21 years of age. Establishes a civil penalty for an air carrier which violates this Act.

Alzheimer's Disease Coordination Act of 1987 - Amends the Older Americans Act of 1965 to require area agencies on aging to coordinate their in-home services, legal assistance, and services associated with access to services with the activities of community-based organizations established for the benefit of Alzheimer's disease victims and their families.

Older Americans Transportation Act of 1987 - Amends the Older Americans Act of 1965 to direct the Commissioner on Aging to conduct a study to determine for FY 1988: (1) the extent to which funding for such Act was used for transportation services (including the delivery of goods and services) benefiting older individuals; and (2) the relative importance of such transportation services for older individuals. Requires the Commissioner to submit a report to the Congress by March 31, 1989, summarizing the results of such study and containing recommendations for improving such services.

Medigap and Long-Term Care Insurance Counseling Act of 1987 - Amends the Older Americans Act of 1965 to require area agencies on aging to coordinate volunteer services to assist older individuals in evaluating the provisions of medical insurance policies which such individuals are considering for purchase in order to supplement Medicare (title XVIII of the Social Security Act) benefits. Directs the Administration on Aging to provide such volunteer programs with technical assistance. Requires States to develop information that older individuals may use to select from among the medical insurance policies which are available to supplement Medicare benefits.

Elderly Americans' Economic Security Act of 1987 - Amends the Internal Revenue Code (IRC) to permit an income tax deduction to an individual taxpayer for the expenses of certain in-home custodial care (personal, as opposed to medical, care) of the taxpayer's elderly (age 65 or older) parent, grandparent, or dependent. Limits the deduction to the amount of expenses: (1) exceeding five percent of the taxpayer's adjusted gross income; and (2) not paid for by insurance or otherwise. Prohibits the application of other tax credit or tax deduction provisions to amounts subject to a deduction under this Act. Includes as charitable contributions (and thus tax deductible) certain medical services and goods provided by a physician or registered professional nurse to an individual age 65 or older. Describes criteria for the valuation of such contributions. Permits tax-free withdrawals from an individual retirement account or individual retirement annuity if the entire amount is used within 30 days of its receipt to: (1) pay the individual's long-term care expenses; or (2) purchase insurance covering such expenses. Revises an IRC definition of "group health plan" to permit as an income tax deduction employer contributions to plans providing long-term care expenses.

Authorizes the Philippine Scouts and United States Veterans' Association of America to establish a memorial on Federal land in the District of Columbia or its immediate area to honor the Philippine Scouts and to honor Filipino veterans who served in the U.S. Army during World War II. Prohibits the United States from paying any expenses of the establishment of such memorial.

Amends the International Air Transportation Fair Competitive Practices Act of 1974 to reduce from 180 days to 90 days the Secretary of Transportation's aggregate period for taking action upon unfair competitive practices by a foreign air carrier or instrumentality of a foreign government. Cites conditions under which the Secretary is authorized to extend such period for an additional 90 days. Instructs the Secretary, when considering any complaint or in any proceedings under the Secretary's own initiative, to solicit the views of the Department of Commerce and of the United States Trade Representative as well as of the Department of State (as under current law). Directs the Secretary to report to certain congressional committees on actions taken with respect to such complaints.

Domestic Energy Supply Act of 1987 - Title I: Natural Gas Reform Act of 1987 - Natural Gas Reform Act of 1987 - Amends the Natural Gas Policy Act of 1978 to authorize the Federal Energy Regulatory Commission (the Commission) to: (1) allow any pipeline to transport natural gas on behalf of any person; (2) require pipelines to transport gas without discrimination; and (3) require pipelines which receive gas to provide nondiscriminatory transportation services. Requires the Commission (upon request by any person) to direct an interstate pipeline to provide transportation service (without discrimination) unless such pipeline demonstrates to the Commission that it is incapable of providing such service. Directs the Commission to grant the petition of a local distribution company to prohibit a person from purchasing transportation service from an interstate pipeline to displace or bypass a service being provided to such person by such company. Removes wellhead price controls over natural gas prices. Repeals the jurisdiction of the Commission over natural gas exempt from wellhead price controls. Repeals the President's standby price control authority. Repeals congressional review over natural gas price controls. Title II: Leasing of Coastal Plain - Arctic Coastal Plain Development and Conservation Act of 1987 - Directs the Secretary of the Interior to implement a competitive oil and gas leasing program for the Coastal Plain of the Arctic National Wildlife Refuge. States that this Act shall be considered the primary land management authorization for all exploration and production activities on the Coastal Plain. Provides that no land management review shall be required except as specifically authorized by this Act. Mandates that all receipts from sales, rentals, bonuses, and royalties on leases under this Act be deposited into the Treasury. Directs the Secretary to promulgate regulations to ensure that oil and gas exploration and transportation activities are conducted to achieve the reasonable protection of animal and environmental resources (including subsistence uses of the Coastal Plain). States that the "Arctic National Wildlife Refuge, Alaska, Coastal Plain Resource Assessment," prepared by the Secretary, satisfies all legal requirements for the promulgation of such regulations, and that no further studies or assessments shall be required prior to Federal action. Directs the Secretary to provide impact aid and other assistance to communities on the North Slope and elsewhere in Alaska in order to ensure the public services needed to accomodate oil and gas production and transportation activities on the Coastal Plain. Title III: Repeal of Windfall Profit Tax - Crude Oil Tax Equity Act of 1987 - Amends the Internal Revenue Code to repeal the windfall profit tax on domestic crude oil. Title IV: Onshore Leasing - Federal Onshore Oil and Gas Leasing Reform Act of 1987 - Amends Federal law regarding competitive leasing of oil and gas for onshore Federal lands to increase from 640 acres to 2,560 acres the units of land open to competitive leasing. Provides for lease sales to be: (1) conducted by oral bidding; and (2) held at least quarterly in each State (or more frequently at the Secretary's discretion). Requires the Secretary of the Interior to accept the highest bid. Makes lands available for leasing for a one-year period if no bid is received. Describes circumstances under which certain lands may be leased without competitive bidding. Increases the primary lease term from five to ten years. Authorizes the Secretary to disapprove partial assignments of less than 640 acres outside of Alaska, or of less than 2,560 acres within Alaska. Subjects a lease to cancellation by the Secretary of the Interior after 30 days' notice for noncompliance with the lease terms unless: (1) the leasehold contains a well capable of production of oil or gas in paying quantities; or (2) the lease is committed to an approved cooperative or unit plan or communitization agreement which contains a well capable of production of unitized substances in paying quantities. Amends the Alaska National Interest Lands Conservation Act to make leasing in Alaska consistent with that in the lower 48 States. Repeals provisions regarding: (1) determination of favorable petroleum geological provinces; and (2) suspension of noncompetitive leasing. Establishing an interim period during which certain pending lease applications will be processed as they would have been prior to the date of enactment of this Act. Prohibits noncompetitive lease applications for specified lands from being processed until such lands are posted for competitive bidding in accordance with this Act. Requires the Secretary of the Interior to hold at least one competitive lease sale for tracts which but for this Act would have been posted for the filing of simultaneous oil and gas lease applications. Permits the inclusion in such sale of certain tracts which had over-the-counter noncompetitive oil and gas lease offers. Establishes civil penalties for persons who willfully and knowingly misrepresent the value of lands and leases under this Act. Grants to the States concurrent civil and criminal jurisdiction for violations of this Act. Requires the Secretary to submit an annual report to the Congress regarding the implementation of this Act. Title V: Limited Antitrust Relief for Independent Gas Producer Cooperatives - Independent Producer Cooperative Authorization Act of 1987 - Declares that in any action under the antitrust laws, the formation or operation of an independent producer cooperative shall not be deemed illegal unless the anticompetitive effects substantially outweigh the procompetitive effects. States that any person who is entitled to recover damages resulting from the formation or operation of an independent producer cooperative shall recover only the actual damages sustained (rather than treble damages as provided for under certain Federal law). Title VI: Oil Pipeline Deregulation - Oil Pipeline Deregulation Act of 1987 - Amends the Department of Energy Organization Act to permit the Attorney General to petition the Secretary of Energy for an adjudication of whether continued regulation of an existing pipeline is in the public interest. Directs the Secretary, upon receipt of such petition, to conduct such adjudication according to prescribed guidelines. Terminates Federal Energy Regulatory Commission regulatory jurisdiction over an existing pipeline that is not the subject of such a petition 120 days after the effective date of this Act, unless a joint resolution is enacted before then directing the Secretary to conduct an adjudication of whether regulation of such pipeline is in the public interest. Directs the Secretary to find that regulation of a pipeline is in the public interest only if it is demonstrated that such regulation is necessary to constrain the exercise of substantial market power in a significant portion of the markets in which the pipeline operates. Terminates Commission regulatory jurisdiction over an existing pipeline if the Secretary finds that regulation over such pipeline is not in the public interest. Authorizes the Secretary, after ten years following deregulation of an existing pipeline, to conduct an adjudication of whether, as a direct result of changed circumstances, regulation of such a pipeline not then subject to Commission regulatory jurisdiction is in the public interest. Declares that new pipelines shall not be subject to the Commission regulatory jurisdiction. States that the termination of Commission regulatory jurisdiction does not apply to its jurisdiction over crude oil or refined oil products transported prior to termination. Precludes Commission regulatory jurisdiction from being transferred in any manner to any Federal agency. Declares that the pipeline jurisdiction provisions of this Act do not apply to the Trans-Alaska pipeline. Confers exclusive, original jurisdiction over any petition for judical review upon the U.S. Court of Appeals for the District of Columbia Circuit. Precludes from such judicial review any action of the Attorney General under this Act, including adjudication petitions. Authorizes both the Secretary and the Attorney General to promulgate regulations under this Act. Retains the applicability of all antitrust laws to pipeline transportation of crude oil or refined oil products. Title VII: Methanol - Methanol Energy Policy Act of 1987 - Amends the Energy Policy and Conservation Act to direct the Secretary of Energy (the Secretary) to: (1) ensure that of the total number of passenger automobiles and light duty trucks acquired for Federal use during FY 1989 through 1992, at least 5,000 shall be methanol-powered vehicles; and (2) conduct studies related to methanol-powered vehicles in cooperation with the Administrator of the Environmental Protection Agency (the Administrator). Sets guidelines for such studies. Requires that methanol be offered for sale to the public at locations where Federal vehicles are supplied with methanol, but only until methanol is commercially available in the vicinity of such locations. Terminates such requirement after September 30, 1992. Requires the Secretary to provide methanol-powered vehicles to any requesting Federal agency. Requires the Secretary to ensure that the cost to any Federal agency receiving such vehicle shall not exceed the cost of a comparable gasoline-powered vehicle. Requires such agencies to cooperate with the Secretary in studies about such vehicles. Requires the Secretary to report to the Congress regarding the Federal use of methanol-powered vehicles. Exempts such vehicles from: (1) any calculation of the average fuel economy of the passenger automobile fleet acquired in a fiscal year by the United States; and (2) any calculation with respect to a limitation on the maximum cost of individual vehicles obtained by the United States. Authorizes appropriations for FY 1989 through FY 1992. Directs the Secretary to: (1) establish a demonstration program for the operation of methanol-fueled diesel trucks; and (2) report to the Congress regarding such program. Authorizes appropriations for such program for FY 1989 through FY 1992. Requires the Administrator to: (1) purchase a minimum of five methanol-powered buses during FY 1988 for use in urban settings to determine emissions and fuel economy tests; and (2) report to the Congress regarding such tests. Authorizes appropriations for FY 1989 through 1992. Requires any State which receives Federal mass transportation assistance after January 1, 1991, for the acquisition of motor vehicles transporting 30 or more persons in a nonattainment area to acquire methanol-powered buses with such assistance. Directs the Secretary to provide such States with supplemental grants to cover the amount by which methanol-powered buses exceed the costs of comparable diesel-powered buses. Authorizes appropriations for FY 1993 through FY 1995. Establishes the Interagency Commission on Methanol to develop and coordinate implementation of a national methanol energy policy. Requires the Commission to: (1) perform various studies with respect to the production, use, and promotion of methanol as a fuel; (2) develop a plan for the commercialization of methanol; (3) develop a public-awareness program on methanol as a transportation fuel; (4) coordinate Federal efforts with respect to methanol research and commercialization; (5) ensure communication between Federal agencies involved in methanol demonstration projects; and (6) establish an information clearinghouse for parties working with or interested in methanol and related projects. Requires the Chairman of the Commission to establish a private sector advisory panel to inform the Commission about methanol-related matters. Sets forth reporting requirements which apply to the Commission. Terminates the Commission upon the submission of its last report. Directs the Secretary to report to the Congress regarding a study of the comparative costs of methanol based on natural gas, coal, and other resources. Sets guidelines for such study. Directs the Administrator to prepare a comprehensive air quality and health study regarding specified aspects of methanol as a transportation fuel compared to existing gasoline and diesel fuels. Authorizes appropriations for both studies. Requires all passenger automobiles and light-duty trucks acquired by the United States after October 1, 1987, to be suitable for operation on all fuels for which Environmental Protection Agency waivers are in effect. Title VIII: Enhancement of Coal Exports to Japan - Coal Export Enhancement Act of 1987 - Requires the President to enter into negotiations with the Government of Japan to implement the recommendations of the 1983 "Joint Policy of Energy Cooperation" regarding domestic coal exports to Japan, and to report to the Congress regarding such negotiations. Title IX: Outer Continental Shelf Moratoria - Proscribes any moratorium regarding oil or gas drilling on the Outer Continental Shelf except as provided in the Outer Continental Shelf Lands Act.

Disabled Americans Work Incentive Act - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to continue the part A eligibility of physically or mentally impaired individuals who were eligible for such benefits by reason of their entitlement to disability benefits under title II (Old Age, Survivors and Disability Insurance) of the Act, but whose title II benefits have been terminated because they engaged in substantial gainful activity. Sets forth enrollment, special enrollment, and coverage periods as well as the contingencies terminating one's enrollment. Conditions such continued part A eligibility upon the payment of a monthly premium. Requires individuals who are entitled to part B (Supplementary Medical Insurance) Medicare benefits only by reason of their continued part A eligibility provided by this Act to pay a monthly premium set at four times the amount otherwise required under part B. Prohibits such part A and B premiums from exceeding a specified percentage of the individual's adjusted gross income, unless the premium thereby sinks below 25 percent of the premium determined without income restraints. Prohibits the benefits provided by this Act from supplanting employer group health plan benefits. Amends title II of the Act to provide that when individuals become entitled to OASDI disability benefits by reason of a disability which previously entitled them to such benefits, both periods of entitlement shall count toward the two-year period of OASDI disability benefit entitlement required for Medicare eligibility despite an intervening period of gainful employment.

Social Security Lump-Sum Death Benefits Act of 1987 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit the payment of lump-sum death benefits for burial expenses in the case of an insured individual who has no surviving spouse living in the same household at the time of his or her death. (Currently, the payment of lump-sum death benefits in such a case is restricted to a widow or widower entitled to benefits on the basis of the insured's wages and self-employment income or a child so entitled.)

World War I Veterans' Service Pension Act - Directs the Administrator of Veterans Affairs to pay a monthly pension of $150 to each veteran of World War I who meets specified service requirements. Requires such veteran, if receiving another pension administered by the Veterans Administration (VA), to elect which pension he will receive. Provides for the payment of a monthly pension of $100 to surviving spouses of World War I veterans who meet certain marriage requirements. Requires such surviving spouses to choose between pensions if they are currently receiving another pension through the VA.

Social Security Transitional Benefit Computation Act of 1987 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to alter the formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and would otherwise be subject to the benefit computation rules of the Social Security Amendments of 1977. Extends the application of such transitional benefit computation rules to those who become eligible for benefits before 1989. (Currently those who become eligible after 1983 are subject to the benefit computation rules of the Social Security Amendments of 1977.)

Long-Term Care Insurance for the Elderly Act of 1987 - Amends the Internal Revenue Code to allow tax-free distributions from an individual retirement account or an individual retirement annuity for the purchase of long-term care insurance coverage when: (1) the entire amount received is used to buy such insurance for the individual within 90 days of its receipt; and (2) the individual has reached age 59 and one-half by the date of the distribution. Describes the method, based on the taxpayer's adjusted gross income for the taxable year, for determining the applicable percentage of the distribution or payment amount to which tax-free treatment will be accorded. Requires the Secretary of Health and Human Services to submit to the Congress, within one year after this Act's enactment, a proposal for the regulation of long-term care insurance policies, including minimum standards and an evaluation of the various catastrophic and long-term care policies currently available.

University Research Facilities Revitalization Act of 1987 - Directs the National Science Foundation (NSF) to establish and carry out a new university research laboratory modernization program, making awards to institutions of higher education for the repair, renovation, or replacement of such institutions' laboratories and research facilities. Grants awards in response to specific proposals on the basis of the quality of the research and how such research relates to the future research mission of the NSF and the institution. Authorizes appropriations for FY 1988 through 1997.

Fair Trade Wage Act of 1987 - Title I: Minimum Wage Law Applied Extraterritorially - Amends the Fair Labor Standards Act of 1938 to impose minimum wage requirements on U.S. foreign enterprises as defined in the Tariff Act of 1930. Prohibits importing into the United States goods produced by any such employer found in violation of the minimum wage requirements. Title II: Earnings Parity - Amends the Tariff Act of 1930 to impose, in addition to any other duty, an earnings parity fee on every article produced by a U.S. foreign enterprise and imported into the United States, in order to equalize the earnings of foreign workers for U.S. foreign enterprises with the earnings of U.S. workers in the same or similar industry and occupational classification. Sets forth the formula for calculating the earnings parity fee. Title III: Trade Adjustment Assistance Trust Fund - Amends the Trade Act of 1974 to establish within the Treasury a Trade Adjustment Assistance Trust Fund. Directs the Secretary of the Treasury to transfer to the Trust Fund the amounts collected as earnings parity fees. Requires the Secretary of Labor to hold, and invest part of, the Trust Fund and to report to the Congress annually on the Trust Fund's economic condition. Authorizes appropriations. Title IV: Neutralization of Tax Effects - Amends the Internal Revenue Code to limit the tax deduction under the accelerated cost recovery system for substitute facilities (business facilities outside the United States which were built or bought within five years of taking out of service similar facilities located within the United States). Prohibits taking depreciation or a foreign tax credit on substitute facilities.

Constitutional Amendment - Provides for the appointment by the Virgin Islands of the United States, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands of electors of the President and Vice President equal to the whole number of Senators and Representatives in Congress to which such territories would be entitled if they together were a single State, but in no event more electors than the least populous State appoints.

Telephone Decency Act - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication, in foreign or interstate communication or in the District of Columbia, for commercial purposes to any person. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Long-Term Health Care Amendments of 1987 - Title I: Medicare Long-term Care Benefits - Amends title XVIII (Medicare) of the Social Security Act to add a new part C entitled "Long-Term Care Benefit Program." (Redesignates the current part C as part D.) Provides coverage for the home health services and nursing care required by individuals who are eligible for part A (Hospital Insurance) benefits. Sets forth the formula for determining the long-term care deductible for a calendar year. Conditions payment of long-term care providers on: (1) such providers making written requests for payment within three years of furnishing service; and (2) a physician's certification that the beneficiary needs or needed nursing facility care or home health services, and that home health services are or were furnished while the individual is or was under a physician's care. Prohibits physician's who have a significant ownership interest in, or a significant financial or contractual relationship with, a home health agency from performing such a certification of the agency, unless it is a sole community home health agency. Pays providers the lesser of the reasonable cost or the customary charges for part C services. Prohibits part C payments: (1) to Federal providers; and (2) for services for which an individual is entitled to be paid under part A of the Medicare program. Amends the Internal Revenue Code to increase hospital insurance tax rates and reduce old age, survivors and disability insurance tax rates for taxable years beginning with 1988. Includes nursing care furnished under the supervision of a registered or licensed professional nurse as well as care provided in a skilled nursing or intermediate care facility within the scope of nursing facility care. Requires the Board of Directors of the Federal Hospital Insurance Trust Fund to provide for a separate accounting of the additional taxes deposited into such fund by reason of this Act and the disbursements from such fund for part C benefits. Makes Medicare the primary payor where part C benefits are also covered under employment-related group health plans. Title II: Incentives for Individuals to Purchase Long-Term Care Insurance - Amends the Internal Revenue Code to allow individuals to deduct certain qualified long-term care insurance premiums they have paid on behalf of eligible beneficiaries. Defines a "qualified long-term care insurance policy" as a policy certified by the Secretary of Health and Human Services and providing coverage for diagnostic, preventive, therapeutic, rehabilitative, maintenance, or personal care services provided in a setting other than a hospital acute care unit. Title III: Incentives for Employers to Provide Group Long-Term Care - Amends the Internal Revenue Code to provide that a trust forming part of a pension plan shall not be treated as a nonqualified trust merely because such plan covers qualified long-term health care of employees or retired employees.

Antitrust Damages Clarification Act of 1987 - Provides that no damages, costs, or attorney's fees shall be awarded under an antitrust suit with respect to the establishment or use of any rate, charge, or premium filed by a title insurance company with a State insurance department or authorized, approved, or permitted to become effective pursuant to State insurance laws.

Federal Railroad Safety Authorization Act of 1987 - Amends the Federal Railroad Safety Act of 1970 to authorize appropriations for FY 1988 and 1989. Confers jurisdiction upon the district courts to issue orders requiring immediate compliance with a subpoena, order, or directive issued by the Secretary of Transportation (the Secretary). Precludes specified documents from being admitted into evidence or used for any purpose in lawsuits for damages arising out of railroad accidents or incidents. Declares it is unlawful for individuals who perform certain safety-sensitive railroad functions to fail to comply with rules or standards prescribed by the Secretary. Increases from $2,500 to $10,000 the maximum civil penalty for railroad safety violations (including a maximum civil penalty of $25,000 for violations that have created an especially egregious safety hazard). Authorizes the Secretary to prohibit a person from serving in a safety-sensitive capacity in the rail industry if such person's violation of a safety regulation is shown to make that person unfit for safety sensitive functions. Defines the term "railroad" to include all forms of nonhighway ground transportation that run on rails or electromagnetic guideways, except for rapid transit operations within an urban area that are not connected to the general railroad system of transportation. Repeals specified railroad safety laws. Prescribes guidelines under which the Secretary is required to establish a fee schedule for railroads, and to assess and collect such fees for each fiscal year for the purpose of approximating the costs of administering Federal laws regarding railroad safety and railroad noise control.
