Tort Action Procedure Reform Act - Title I: Establishment of Federal Arbitration Panels - Establishes Federal arbitration panels in the district courts of the United States to hear civil actions for personal injuries. Requires that personal injury claims (other than class action claims) brought in a district court be filed with such panels. Allows any party to move for a jury trial. Allows the panel chairperson to transfer such claims to the court for trial de novo or dismiss the claim for lack of Federal court jurisdiction. (Such transfers and dismissals may be appealed to the court.) Empowers the panel to issue subpoenas requiring the attendance and testimony of witnesses and the production of relevant evidence. Sets forth certain rules regarding the introduction of evidence on collateral sources of payment and the claimant's burden of establshing that a product caused a toxic harm. Grants the panel authority to dismiss frivolous claims. Provides for court enforcement of damage awards set by the panel. Requires that damage awards be offset by any amount received as workers' compensation benefits. Establishes procedures for the judicial review of panel decisions. Provides that a party who rejects a settlement offer or counteroffer, and who does not substantially prevail in the action, shall be liable for certain costs, including reasonable attorneys' fees of the offeror. Permits any defendant who has paid a settlement or panel award under this Act to seek contribution, reimbursement, or indemnity on the basis of comparative responsibility from any other defendant. Title II: State Arbitration Panels - Allows the Attorney General to make grants to States for the establishment and implementation of arbitration panels in State courts.

Federal Product Liability Reofrm Act of 1986 - Title I: - Sets forth findings and purposes of this Act. Title II - Limits the amount of damages which may be recovered against a product seller for noneconomic losses to $250,000. Makes a product seller who has acted with flagrant indifference to consumer safety liable for punitive damages. States that punitive damages may not be awarded in the absence of a compensatory award. Limits the amount of punitive damages which may be recovered. Provides that all product liability actions shall be governed by the principles of comparative responsibility. Specifies the manner in which damages are to be apportioned. Requires the reduction of any damages award by any amount received by the claimant from collateral sources (including workers' compensation benefits). Establishes a two-year statute of limitations and a ten-year statute of repose. Preempts inconsistent State and Federal laws.

Directs the Secretary of the Treasury to instruct the U.S. Executive Directors of specified international financial institutions to oppose any assistance by such institutions for the production of copper. Reduces the U.S. contribution to such an international financial institution by an amount proportionate to the amount of such assistance such institution provides. Requires any funds withheld from an international financial institution pursuant to this Act to be used to reduce the public debt.

Public Safety Officers' Death Benefits Amendments of 1986 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase from $50,000 to $100,000 the benefits paid to survivors of public safety officers (law enforcement officers and fire fighters) who died as a result of injury sustained in the line of duty. Eliminates the requirement that a parent (or parents) be a dependent of such officer in order to be an alternate beneficiary. Directs the Bureau of Justice Assistance to adjust certain public safety officer death benefits to reflect the annual percentage change in the Consumer Price Index. Makes the date of death the determining date regarding the death benefit amount payable to beneficiaries. Establishes the Public Safety Officers' Death Benefits Trust Fund in the Treasury. Requires each convicted felon to pay $500 into the court registry for deposit into such Fund.

Amends the Trade Agreements Act of 1979 to repeal the authority in such Act to waive the Buy American Act. Requires Federal agencies to take tax losses and unemployment costs into account in determining the costs of awarding a contract to foreign competitors.

White House Conference on Narcotics Abuse and Control Resolution of 1986 - Directs the President to call a White House Conference on Narcotics Abuse and Control to develop recommendations to control the illicit production, trafficking, and distribution of narcotics, and to prevent and treat narcotics abuse. Directs the Conference to review: (1) the impact of recently enacted laws on efforts to control trafficking in narcotics and to prevent and treat narcotics abuse; and (2) the recommmendations of the President's Commission on Organized Crime as they relate to narcotics abuse and control. Requires the Conference to report its findings to the President and the Congress.

Expresses the sense of the Congress that the President and the Secretary of State should insist at the Vienna Review Meeting of the Conference on Security and Cooperation in Europe, and in discussions with Communist Party and Soviet leaders, that imprisoned and exiled members of the Ukrainian and other Helsinki Monitoring Groups be released and allowed to emigrate to the countries of their choice. Expresses the sense of the Congress that: (1) the Secretary of State should ensure that the U.S. consulate in Kiev reports on Soviet human rights violations in the Ukraine; and (2) such information should be included in reports on compliance with the Helsinki Final Act.

Sexual Abuse Act of 1986 - Amends the Federal criminal code to provide for a series of graded sexual offenses consisting of: aggravated sexual abuse, sexual abuse, and abusive sexual contact. Provides for an offense involving the sexual abuse of a minor or ward. Makes such offenses neutral as to gender. Repeals the chapter on rape. Makes conforming changes to the Public Health Service Act, the Juvenile Justice and Delinquency Prevention Act of 1974, the Mental Health Systems Act, and the Federal Aviation Act.

President's Council on Health Promotion and Disease Prevention Act of 1986 - Establishes the President's Council on Health Promotion and Disease Prevention. Includes among the Council's responsibilities an assessment of available but under-used health promotion and disease prevention resources. Directs the Council to advise the President on how such resources can be better utilized. Requires the Council to prepare and transmit a report to the President and to the Congress within 18 months. Terminates the Council within 18 months after enactment of this Act.

Ballistic Knife Prohibition Act of 1986 - Amends the Federal criminal code to prohibit the possession, manufacture, sale, importation, and mailing of ballistic knives (knives with a detachable blade that is propelled by a spring-operated mechanism).

Provides that certain qualified service of a member of the U.S. merchant marine during World War II constituted active military service for purposes of eligibility for various veterans' benefits under the GI Bill Improvement Act of 1977. Requires the Secretary of Defense to issue an honorable discharge under such Act to each merchant marine member whose qualified service warrants such a discharge. Defines "qualified service of a member of the United States merchant marine." Prohibits the payment of any benefits under this Act retroactive to the date of enactment of this Act.

Manufacture and Public Distribution of Certain Copyrighted Material Act - Amends the copyright law to extend indefinitely the manufacturing clause, which prohibits the importation of certain English language books not manufactured in the United States or Canada. Eliminates the Canadian exemption, per se, after 1988. Permits exemptions from such restriction if a foreign country, including Canada, is certified by the United States Trade Representative as providing adequate copyright protection for U.S. nationals and such country freely trades in printed matter with the United States or adheres to a bilateral or multilateral agreement with the United States and supports internationally recognized workers' rights.

Requests the Governor of each State (including the District of Columbia, Puerto Rico, Guam, and the Virgin Islands) to designate two residents for naturalization as citizens in an appropriate ceremony on Ellis Island on July 3 or 4, 1986. Waives specified naturalization sites provisions of the Immigration and Nationality Act for such ceremony. States that this Act authorizes no additional funds for expenses associated with such naturalization ceremony.

Declares that the House of Representatives: (1) condemns the Soviet Union's failure to provide notification and information about the nuclear accident at Chernobyl; and (2) calls upon the Soviet Union to permit outside nuclear experts to assist with the accident and to allow the international press corps to cover the situation.

Amends the Agricultural Act of 1949 to suspend the current milk production termination program while the Secretary of Agriculture develops a new program that will minimize the adverse effects on beef, pork, and lamb producers. Requires the Secretary to report to the appropriate congressional committees.

Amends Federal armed forces provisions to direct the Secretary of the military department concerned to conduct an independent operational test and evaluation with respect to a major defense acquisition program under which a major system is to be acquired. Requires such test and evaluation to be conducted before the program may proceed into the production stage. Requires side-by-side testing as part of such test and evaluation. Requires the Director of Operational Test and Evaluation to independently analyze the results of each such operational test and evaluation, and to report such analyses to the Secretary of Defense. Prohibits the operational testing to be conducted until the Director approves in writing the adequacy of the plans for such operational test and evaluation. Authorizes the Secretary of Defense or the Secretary concerned to contract for low-rate initial production of a program only for the purpose of acquiring items for use in operational tests and evaluations. Prohibits a final decision from being made to proceed with full production of a program until 30 days after the congressional defense committees have received the report of the Director. Authorizes the President to suspend any provision of this Act in time of a declared war.

National Liability Commission Act - Establishes the National Commission on the Liability Crisis to investigate the cause of the liability and liability insurance crisis and recommend reforms to alleviate the crisis. Requires the Commission to report to the President and to the Congress. Terminates the Commission 30 days after the submission of such report.

Medicare Beneficiary Fairness Act of 1986 - Amends title XVIII (Medicare) of the Social Security Act to provide that the inpatient hospital deductible shall be $400 in the case of any period of illness beginning in 1986 and a method adjusting such amount thereafter. Provides that the extended care coinsurance amount for any period of illness in any year shall equal one-twelfth of the inpatient hospital deductible for illnesses beginning in such year.

Anti-Terrorism Act of 1986 - Declares that any person who organizes, attempts, commits, procures, or supports acts of terrorism shall be considered to have committed an act of aggression against the United States and may be pursued with deadly force. Defines terrorism to mean activity directed against U.S. persons which: (1) is committed by a non-U.S. national or permanent resident alien; (2) involves violent or dangerous acts which would be crimes in the United States; and (3) is intended to intimidate a civilian population, to influence government policy, or to affect the conduct of a government by assassination or kidnapping. Authorizes the President, subject to the provisions of the Constitution, to protect U.S. persons from terrorism through the use of all antiterrorism and counterterrorism measures that the President deems necessary. Requires the President's authority to apply: (1) to all terrorists wherever they may be; and (2) until the President determines that no terrorist poses a threat to U.S. persons. Prohibits this Act from being construed as granting any authority to use deadly force within the United States which would not exist in the absence of this Act. Requires the President to report to the Congress within ten days of taking any action under this Act.

Amends the Farm Credit Act of 1971 to provide that an eligible foreclosed Farm Credit System (System) borrower may retain occupancy (three to five years) of his or her homestead property (up to ten acres) for family maintenance purposes. Grants such borrower first right of referral to reacquire the property at the end of such occupancy period. Prohibits the sale of System-held land if such sale will have a detrimental effect on land values in specified depressed farming areas. Requires offers to sell System-held land to be made through local real estate agents. Requires the leasing of such land to be on a competitive bid basis. Requires a System institution with individual shareholders to provide them with a copy of the bylaws and upon request a copy of the charter or articles of incorporation.

Medicare Fair Hospital Deductible Act - Amends title XVIII (Medicare) of the Social Security Act to change the date by which the Secretary of Health and Human Services must determine the inpatient hospital deductible for the year. Limits the increase in such deductible to no more than the cost-of-living increase reflected in benefit payments under title II (Old Age, Survivors and Disability Insurance) of the Act. Provides that the extended care coinsurance amount for any spell of illness in any year shall equal one-twelfth of the inpatient hospital deductible for illnesses beginning in such year.

Expresses the sense of the Congress that, in light of specified international human rights agreements, the Soviet Union should approve the exit visa applications of Doctor Naum Meiman and his wife, Inna Kitrosskaya, and arrange for them to go to the country of their choice. Urges the President to: (1) protest the Soviet Government's refusal to consider the exit visa applications of Dr. Meiman and his wife; (2) call upon all other signatory nations of the Helsinki Accords to join in such protest; and (3) instruct the U.S. delegation to the meeting of experts on human contacts organized under the auspices of the Conference on Security and Cooperation in Europe, to be held in Bern, Switzerland, to pursue this matter.

Amends rule XV of the Rules of the House of Representatives to prohibit the House from passing or adopting any bill or joint resolution making appropriations or increasing revenue except by a roll call vote and by an affirmative vote of two-thirds of the Members voting.
