Access to America's Orthopedic Services Act of 2008 - Requires the Secretary of Health and Human Services to establish criteria for accounting and reporting the effort expended by researchers on musculoskeletal research funded with certain grants. Sets forth reporting requirements related to musculoskeletal health, including on: (1) research funded by the National Institutes of Health (NIH); (2) federal programs and activities relating to musculoskeletal trauma care; (3) a standard unit for the measurement of bone mass under the Medicare program; (4) access to orthopedic services by certain federal health program beneficiaries; and (5) childhood musculoskeletal diseases, conditions, and injuries in the United States. Amends the Public Health Service Act to require the Organ Procurement and Transplantation Network to establish the Transplantation Transmission Sentinel Network to track disease transmission from organ, tissue, or eye transplants. Requires the Secretary to issue regulations relating to the accreditation of: (1) establishments engaged in the manufacture of human cells, tissues, and cellular and tissue-based products; and (2) personnel who participate in related activities. Requires the Secretary to conduct studies related to: (1) a national registry of artificial joint replacements in Medicare beneficiaries; (2) severe trauma to extremities resulting from motor vehicle crashes; (3) workplace-related musculoskeletal injuries and conditions; (4) funding available for graduate medical education in orthopedics; (5) methods for measuring bone mass in Medicare beneficiaries; and (6) aging in the United States. Requires the Secretary to: (1) conduct a national public awareness program on musculoskeletal health; and (2) award grants for certain health and aging activities for seniors. Provides for musculoskeletal diseases and conditions to be treated as a priority within the Office of Minority Health.

Recognizes the importance of connecting foster youth to the workforce through internship programs that provide foster youth the foundation upon which to build their careers and to be successful members of the work force. Encourages employers of all sectors and federal, state, and local governmental agencies to increase employment of the young men and women who have been discharged from foster care in the United States.

Mental Health for Heroes' Families Act of 2008 - Removes the requirement that, in order for family members of a veteran being treated in a Department of Veterans Affairs (VA) hospital for a non-service-connected disability to be eligible for counseling, training, and mental health services in connection with the veteran's treatment: (1) such services must have been initiated during the veteran's hospitalization; and (2) the continued provision of such services on an outpatient basis is essential to permit the veteran's discharge from the hospital.

Reiterates condemnation of the 1994 attack on the Argentine Jewish Mutual Association (AMIA) Jewish Community Center in Buenos Aires, Argentina, honors the victims of the attack, and expresses sympathy to the victims' relatives. Applauds the government of Argentina for increasing the pace of the AMIA bombing investigation. Commends the General Assembly of the International Criminal Police Organization (INTERPOL) for upholding and issuing the Red Notices. Expresses concern regarding the government of Saudi Arabia's failure to detain certain Iranian officials in connection with the AMIA case. Urges: (1) all nations to cooperate fully with the AMIA investigation; and (2) governments in the Western Hemisphere to designate Hezbollah as a terrorist organization and to penalize those providing support for Hezbollah and other Islamist terrorist organizations. Encourages the President to direct U.S. law enforcement agencies, upon Argentine request, to cooperate in the AMIA investigation.

Recognizes that respect for human rights is a fundamental value and that the bilateral relationship between the United States and Egypt should be a platform for promoting the rule of law and fundamental freedoms. Calls on the Egyptian government to: (1) respect human rights, minority rights, and freedoms of religion and expression; and (2) release Ayman Nour and all political activists. Welcomes Egypt's efforts to secure the border with Gaza and fight smuggling. Urges the President and the Secretary of State to put human rights and religious freedom developments in Egypt very high on the U.S. government's agenda during meetings with Egyptian officials.

Reaffirms the historic commitment of the United States as a nation founded by refugees. Calls on: (1) the Department of State to support the refugee assistance efforts of the United Nations High Commissioner for Refugees and of nongovernmental organizations; (2) the U.S. government to continue its international leadership role in response to the people of the Darfur region of Sudan who have been displaced by Sudan's genocide; and (3) the Department of State and the Department of Homeland Security to facilitate the resettlement of an appropriate number of Darfuris. Urges the parties to the conflicts in and between Chad and Sudan to conclude a cessation of hostilities agreement. Calls upon the Joint African Union-United Nations Special Representative for Darfur to ensure that displaced persons are fairly represented in peace negotiations. Affirms the goals of World Refugee Day and reiterates a strong commitment to protecting the millions of refugees who live without material, social, and legal protections.

Climate Market, Auction, Trust & Trade Emissions Reduction System Act of 2008, or the Climate MATTERS Act of 2008 - Declares the purpose of this Act to establish a federal program to reduce US greenhouse gas (GHG) emissions substantially enough by 2050 to avert the catastrophic impacts of global climate change. Directs the Secretary of the Treasury to establish an international reserve GHG emission allowance program, whose allowance sales proceeds shall be used to mitigate the negative impacts of global climate change on disadvantaged communities in World Trade Organization (WTO) participant countries. Establishes the International Climate Change Commission to determine annually whether a WTO participant country has taken certain action to limit its GHG emissions. Amends the Internal Revenue Code to: (1) establish a system for issuing, auctioning, recording, and tracking GHG emission allowances; and (2) impose an excess emissions penalty on owners or operators of covered facilities that fail to submit one or more emission allowances to the Secretary for any year. Establishes a Carbon Market Efficiency Board to: (1) analyze information on the GHG emission allowance market; and (2) authorize the Secretary to carry out cost relief measures if the market poses a substantial harm to the U.S. economy. Provides for the distribution of emission allowances to owners and operators of fossil fuel-fired electric power generating facilities and of energy intensive manufacturing facilities. Establishes: (1) the Deficit Reduction Trust Fund; and (2) the Citizen Protection Trust Fund (CPTF). Directs the Secretary to administer a Climate Change Rebate Program. Provides for a healthy families fund. Sets forth allocations of specified CPTF account funds for: (1) investment in natural resource adaptation to impacts of climate change and ocean acidification; (2) owners and operators of covered facilities who take actions that result in verified GHG emission reductions; (3) states that comply with certain federal building energy standards; (4) states with GHG emission reduction programs exceeding federal GHG emission reduction targets; (5) reductions in GHG emissions from the agriculture and forestry sectors, including those from deforestation activities in foreign countries; and (6) states and load-serving entities that implement energy-efficiency programs. Requires distribution of certain funds for grants for fixed guideway transit and other specified alternative transportation projects. Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) develop a federal greenhouse gas registry; (2) make certain GHG emission determinations for covered facilities; and (3) promulgate regulations that require that U.S. GHG emissions in uncovered sectors do not grow.

Fulfilling the Potential of Women in Academic Science and Engineering Act of 2008 - Requires the Director of the Office of Science and Technology Policy to develop a policy for federal science agencies to carry out a program of workshops that educate specified federally funded researchers about methods that minimize the effects of gender bias in the evaluation of federal research grants and in the related academic advancement of the recipients of these grants. Requires the support of at least one workshop every two years among the federal science agencies in the major science and engineering disciplines. Authorizes federal science agencies to carry out such program by making grants to eligible organizations as described in this Act. Requires the Director to transmit a report evaluating such program's impact in reducing gender bias towards women engaged in research funded by the federal government. Requires the Director to develop a policy to extend research grant support and provide interim technical support for federally funded researchers who are caregivers. Requires transmission of a copy of such policy to specified congressional committees. Requires federal science agencies to collect specified standardized annual data for all applications for research and development grants to institutions of higher education and to submit the data collected to the National Science Foundation (NSF). Makes the NSF responsible for storing and publishing all such grant data. Requires annual publication of a list of the institutions of higher education science and engineering departments represented by individuals who attend the workshops described above.

Fostering Connections to Success Act - Amends Part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to give state plans the option of providing for the state to enter into agreements to provide kinship guardianship assistance payments to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and for whom they have committed to care on a permanent basis. Amends SSA title IV part B (Child and Family Services) to authorize the Secretary of Health and Human Services to make matching grants to state, local, or tribal child welfare agencies, and experienced private nonprofit organizations to help children in, or at risk of entering, foster care to reconnect with family members. Requires the applicable state agency, within 30 days after placing a child in foster care, to attempt to: (1) locate and notify any of the child's adult family members of the child's removal from parental custody; and (2) explain the options for participating in the child's care and placement. Gives states the option of covering under part E certain children in foster care, and certain children in an adoptive or guardianship placement, after attaining age 18. Provides for short-term training for child welfare agencies and prospective relative guardians. Allows an Indian tribe to receive direct federal SSA title IV part E funds if specified requirements are met. Requires each state child welfare services plan to provide that the state will develop a plan for the ongoing oversight and coordination of health care services for any child in a foster care placement. Requires case plans under SSA title B or E to include a plan for ensuring the educational stability of a child while in foster care. Provides for joint placement of siblings in the same foster care, kinship guardianship, or adoptive placement unless it would be contrary to the safety or well being of any of the siblings. Revises and extends the adoption incentives payment program. Requires the state plan for foster care and adoption assistance to provide that the state will inform any individual who is adopting, or considering adopting, a child in foster care of the individual's potential eligibility for a federal tax credit. Amends the Internal Revenue Code to provide for the collection of unemployment compensation debts resulting from fraud. Authorizes the Secretary of the Treasury to invest U.S. operating cash in repurchase agreements with acceptable parties.

Climate Change Drinking Water Adaptation Research Act - Requires the Administrator of the Environmental Protection Agency (EPA) to establish and provide funding for a program of directed and applied research, to be conducted through a nonprofit water research foundation and sponsored by drinking water utilities, to assist suppliers of drinking water in adapting to the effects of climate change. Requires research areas to include: (1) water quality and quantity impacts and solutions; (2) impacts on groundwater supplies from carbon sequestration; (3) infrastructure impacts and solutions; (4) desalination, water reuse, and alternative supply technologies; (5) energy efficiency and greenhouse gas minimization; (6) regional and hydrological basin cooperative water management solutions; (7) utilities management, decision support systems, and water management models; (8) greenhouse gas emissions reduction and energy demand management; (9) water conservation and demand management; and (10) communications, education, and public acceptance.

Alternative Minimum Tax Relief Act of 2008 - Amends the Internal Revenue Code to: (1) increase and extend through 2008 the alternative minimum tax (AMT) exemption amounts; (2) extend through 2008 the offset of certain nonrefundable personal tax credits against regular and AMT tax liabilities; (3) treat net income and loss from an investment services partnership interest as ordinary income and loss; (4) deny major integrated oil companies a tax deduction for income attributable to domestic production of oil, gas, or primary products thereof; (5) limit tax treaty benefits with respect to U.S. withholding of tax requirements imposed on certain tax deductible payments made directly to a foreign parent corporation; (6) require payment settlement entities to report certain identifying information to the Internal Revenue Service (IRS) relating to the settlement of payment card and third party network transactions; and (7) extend the applicability of the continuous levy for delinquent taxes on payments due to a vendor to property or services sold or leased to the federal government (currently, applicable to goods or services). Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase estimated tax payments due in the third quarters of 2012 and 2013 for certain large corporations (corporations with assets of at least $1 billion).

Amends the Commodity Exchange Act to make it unlawful for a person to enter into or execute an otherwise excluded swap transaction or exempt transaction involving crude oil, heating oil, gasoline, or diesel fuel (specified energy commodity), unless the person has been certified by the Commodities Future Trading Commission (CFTC) as having the capacity of accepting physical delivery of the commodity. Makes it unlawful, as well, for any person to hold a contract or agreement of sale of a specified energy commodity for future delivery, which is otherwise an excluded swap transaction or an exempt transaction, unless the CFTC has certified that the person has the capacity to produce or manufacture the commodity.

Medicare DMEPOS Competitive Acquisition Reform Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to delay generally until after 2011 full implementation of the Medicare competitive acquisition program for the purchase of durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS). Revises such program, dividing its implementation into two rounds, and specifying covered item updates for 2009-2014. Prescribes requirements for application of accreditation in implementing quality standards. Requires suppliers to disclose subcontractors. Directs the Secretary of Health and Human Services to provide for a competitive acquisition ombudsman within the Centers for Medicare & Medicaid Services to respond to complaints and inquiries by suppliers and individuals. Specifies topics for the Comptroller General's required study and report to Congress on the impact of competitive acquisition of DME on suppliers, manufacturers, and patients. Sets forth a special rule for the competitive acquisition program for diabetic testing strips.

Praises the efforts by those countries in Central and Eastern Europe that have enacted legislation for the restitution of, or compensation for, private and communal religious property confiscated during the Nazi and Communist eras. Urges the countries in Central and Eastern Europe that have not already done so to return confiscated properties to their rightful owners or, where restitution is not possible, pay equitable compensation. Calls on the governments of Poland and of Lithuania to enact legislation so that persons (or their heirs) whose property was confiscated during the Nazi or Communist eras are able to obtain restitution of, or compensation for, such property. Calls on the Secretary of State to report to Congress every six months, regarding implementation of this resolution.

Commends national and community organizations for promoting safe Internet use and providing information and training that develops critical thinking and decision making skills needed to use the Internet safely. Calls on parents, educators, Internet safety organizations, law enforcement, community leaders, Internet service providers, and volunteers to increase their efforts to raise the level of awareness for the need for online safety.

Small Business Health Options Program Act of 2008 or the SHOP Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to designate an office within the Department of Health and Human Services (HHS) to administer a health insurance program for small businesses and self-employed individuals to purchase health insurance coverage meeting certain requirements. Establishes a Small Business Health Board to monitor the implementation of the program and make recommendations for improvements. Requires the Administrator of the program to: (1) enter into contracts with health insurance issuers to provide health insurance coverage under this Act; and (2) enter into agreements with entities to serve as navigators to provide information about the program and assist in enrollment. Requires a participating employer to ensure that each eligible employee has an opportunity to enroll in a plan. Sets forth requirements for health plans offered under this Act. Requires the Administrator to contract with the National Association of Insurance Commissioners to study the rating requirements, administrative procedures, and standards of external and internal review that apply to such plans and to health insurance purchased in the small group markets in the states and to develop recommendations concerning rating requirements. Sets forth premium-setting rules for plans under this Act. Allows a state to prohibit participation in this program if the state offers alternative health benefit plans. Amends the Internal Revenue Code to allow a tax credit for small employers for qualified employee health insurance expenses under this Act.

Cure and Understanding through Research for Alzheimer's Act of 2008 or La Cura Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Calls on the Administration to use its influence to persuade Iraq and other countries with which the United States has diplomatic relations to recognize the right of Israel to exist and to establish diplomatic relations with Israel.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Directs the Attorney General to award grants to U.S. entities that assist elementary and secondary school administrators, faculty, and staff and law enforcement officials in implementing Internet crime prevention education. Defines "Internet crime prevention education" as programs that help parents, educators, and law enforcement officials to educate children and communities to recognize and prevent potentially criminal activity on the Internet, telephone, and other electronic means.

Save Medicare Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007, to: (1) increase the Medicare physician payment update for 2009; and (2) extend the physician quality reporting system, the incentive payment program for physician scarcity areas, the floor on the work geographic adjustment to the physician fee schedule, and the accommodation for physicians ordered to active duty in the armed services. Expresses the sense of Congress that: (1) the provisions of, and amendments made by, this Act should be deficit neutral over the five year period beginning on October 1, 2008; and (2) Congress should address the challenges facing the Medicare program in a fiscally responsible manner. Expresses the sense of Congress that: (1) the Medicare program should provide payments to physicians and other health professionals that serve as positive incentives for participation in voluntary initiatives to improve health care quality; and (2) financing for such initiatives should be non-punitive and exempt from the Medicare physician fee schedule budget neutrality requirements.

Heroes Earnings Assistance and Relief Tax Act of 2008 - Amends Internal Revenue Code provisions relating to military personnel to: (1) deem spouses of members of the Armed Forces with valid identification numbers to have a valid identification number for purposes of claiming a 2008 recovery rebate; (2) require tax-qualified pension plans to entitle survivors of plan participants who die while on active military duty to certain additional benefits and benefit accruals; (3) treat differential wage payments to employees who serve on military active duty as wages for withholding and retirement plan purposes; (4) extend the limitation period for filing refund claims arising from Department of Veterans Affairs (VA) disability determinations; (5) allow tax-free rollovers of military death gratuities and life insurance benefits into survivor Roth individual retirement accounts (Roth IRAs) and education savings plans; (6) allow Peace Corps volunteers a five-year suspension of the use and ownership requirements applicable to the tax exclusion of gain from the sale of a personnel residence; (7) allow employers a tax credit for differential wage payments made to their employees who are active duty members of the uniformed services; (8) treat state payments to members of the uniformed services as qualified military benefits for purposes of the tax exclusion of such benefits; (9) permit members of the military reserve called to active duty to withdraw amounts held in a flexible spending account without penalty; and (10) affirm that excludable tax rebates and other benefits paid to volunteer firefighters are not subject to employment or unemployment taxes. Makes permanent: (1) the election to include combat pay as earned income for purposes of the earned income tax credit; (2) the authority to use qualified mortgage bonds to finance residences for veterans; (3) penalty-free retirement account withdrawals for individuals called or ordered to active military duty; (4) the authority of the Social Security Administration (SSA) to disclose tax return information to the VA for benefit determinations; and (5) exclusion of gain provisions relating to the sale of a principal residence by certain employees of the intelligence community. Amends title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to treat cash remuneration paid to members of the uniformed services as earned income. Excludes certain state annuity payments to blind, disabled, or aged veterans and cash or in-kind benefits paid to AmeriCorps volunteers from supplemental security income determinations. Revises tax rules relating to U.S. citizens and permanent residents (expatriates) who relinquish citizenship or residency to avoid U.S. taxation. Treats certain foreign subsidiaries of U.S. companies performing services under a contract with the U.S. government as U.S. employers for purposes of Social Security and Medicare employment taxes. Increases the minimum penalty for failure to file an individual income tax return. Extends through 2008 mental health parity requirements for group health plans.

National Silver Alert Act - Directs the Attorney General to: (1) establish a national Silver Alert communications network to assist regional and local search efforts for missing seniors; (2) assign a Department of Justice officer to serve as the Silver Alert Coordinator to coordinate the network with states; and (3) award grants to states for support of Silver Alert plans and the network. Defines "missing senior" as any individual who is reported as missing to or by a law enforcement agency and who meets state requirements for designation as a missing senior. Directs the Coordinator to: (1) establish minimum standards for the issuance of, and the extent of the dissemination of, alerts issued through the network; and (2) make available to states, local governments, law enforcement agencies, and other concerned entities network training and information.

Preserving the American Historical Record Act - Authorizes the Archivist of the United States to make grants to states to: (1) protect historical records; (2) use such records in new and creative ways; (3) provide education and training to those who care for historical records; and (4) create a wide variety of access tools, including finding aids, documentary editions, indexes, and images of key records maintained on state and local organization websites. Requires the Archivist to consult with state and local officials on criteria for making the grants.

Declares that the United States, through the International Whaling Commission, should: (1) use all appropriate measures to end commercial whaling, including scientific, special permit, coastal, and community-based whaling; (2) oppose any initiative that would result in any new, Commission-sanctioned coastal or community-based whaling, even if it is portrayed as noncommercial, including commercial whaling by coastal communities that does not qualify as aboriginal subsistence whaling; and (3) seek to strengthen conservation and management measures.

Creates, for veterans who were subjected to certain chemical or biological warfare testing involving Project 112 conducted through Deseret Test Center (including the Shipboard Hazard and Defense Project, also known as Project SHAD), a presumption that a disease was incurred in or aggravated by service, notwithstanding that there is no record of evidence of the disease during the period of service, if the disease warrants presumtion of service connection by reason of increased exposure to a biological, chemical, or other toxic agent.

Condemns recent decisions by the government of the Russian Federation to establish official ties with the regions of Abkhazia and South Ossetia, a process that impedes reconciliation between those regions and the government of the Republic of Georgia and that violates Georgia's sovereignty and Russia's commitments to international peacekeeping. Encourages Russia to work with Georgia, the peoples of Abkhazia and South Ossetia, and the international community to find a peaceful solution to the conflict. Calls on U.N. Secretary-General Ban Ki-moon to investigate the April 2008 downing of an unarmed Georgian reconnaissance aircraft. Supports the declaration of the North Atlantic Treaty Organization's (NATO) Bucharest Summit stating that Georgia will become a NATO member.

Silver Alert Grant Program Act of 2008 - Authorizes the Attorney General to award grants to states to implement or improve a Silver Alert system. Defines "Silver Alert system" to mean a state-administered notification system to help locate missing individuals with Alzheimer's disease and other dementia-related illnesses. Requires the Attorney General to report to Congress on Silver Alert systems, including: (1) a list of states that have established such systems; (2) information on each state's system; (3) actions states have taken to protect the privacy and dignity of the individuals for whom Silver Alerts are issued; and (4) ways that states have facilitated and improved communication about missing individuals between families, caregivers, law enforcement officials, and other authorities.

Expresses support for: (1) the goals and ideals of Mental Health Month; and (2) the findings of the President's Commission on Mental Health that the nation's failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is as important as physical well-being for people, the economy, and the nation. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those with mental illness.

Family Leave Insurance Act of 2008 - Directs the Secretary of Labor to establish a Family and Medical Insurance Program, mandatory for certain covered employers. Authorizes the Secretary to: (1) contract for a state to provide specified leave benefits in that state through the Program, including expansion of a pre-existing state program; or (2) at a governor's request enter an interagency agreement with the Commissioner of the Social Security Administration to establish and provide Program benefits directly through a state Family and Medical Insurance Program. Entitles eligible employees to Program benefits that include specified percentages of their daily earnings for 12 workweeks of leave under the Family and Medical Leave Act of 1993 during any 12-month period. Authorizes any employer, with the Secretary's approval, to establish a voluntary plan meeting specified criteria. Specifies prohibited acts by an employer, and penalties for violations. Requires the Director of the Office of Personnel Management (OPM) to establish a Civil Service Family and Medical Leave Insurance Program with the same Program benefits for certain federal agency employees. Establishes the Family and Medical Leave Insurance Fund in the Treasury. Amends the Internal Revenue Code to impose a family and medical leave premium on every individual and every employer to finance a Family and Medical Leave Trust Fund in the Treasury for Program benefits. Exempts from such premium: (1) employers or self-employers with voluntary plans approved by the Secretary as equivalent or better than the Program; and (2) small employers who have elected not to participate in it.

Condemns the restrictions on freedom of the press and expression in the Arab world and the widespread presence of anti-Semitic material, Holocaust denial, and incitement to violence in the Arab media. Expresses concern that many of the Arab governments to which United States has turned for assistance in ending the Israeli-Palestinian conflict are responsible for using their government-controlled media to promulgate incendiary speech regarding Israel and the Jewish people that makes U.S. efforts to help resolve the Arab-Israeli conflict all the more difficult. Calls on the President, the Secretary of State, and all U.S. ambassadors to Arab countries to protest the lack of freedom of thought and expression.

Medical Marijuana Patient Protection Act - Transfers marijuana from schedule I to schedule II of the Controlled Substances Act. Provides that no provision of the Controlled Substances Act or the Federal Food, Drug, and Cosmetic Act shall prohibit or otherwise restrict, in a state in which marijuana may, under state law, be prescribed or recommended by a physician for medical use: (1) a physician from prescribing or recommending marijuana for medical use; (2) an individual from obtaining, possessing, transporting, manufacturing, or using marijuana in accordance with such a prescription or recommendation; (3) an individual authorized under state law to do so from obtaining, possessing, transporting, or manufacturing marijuana on an authorized patient's behalf; (4) a pharmacy or other entity authorized to do so from obtaining, possessing, or distributing marijuana to such patients; or (5) an entity established by such a state or local government thereof to do so from producing, possessing, or distributing marijuana for such a prescription or recommendation.

Veterans' Compensation Cost-of-Living Adjustment Act of 2008 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2008, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Neighborhood Stabilization Act of 2008 - Requires the Secretary of Housing and Urban Development (HUD) to make grants and loans to qualified states, in accordance with HUD-approved plans, to carry out eligible housing stimulus activities. Allows such loans to be used by a state, a unit of local government or its entity, or a nonprofit organization. Limits the use of such loans to: (1) purchasing or financing the purchase of qualified foreclosed housing for resale as housing for homeownership to families having incomes of up to 140% of the median income for the area in which the housing is located; (2) rental of such housing only by families whose incomes do not exceed 100% of such median income in the area; and (3) rehabilitation of such property for the purpose of reselling it within three months at a price as close as possible to its acquisition price. Limits the use of grants to: (1) property holding and operating costs; (2) property-related acquisition costs; and (3) state-related administrative and planning costs. Requires the Secretary, by regulation, to prohibit the use of such grants or loans for: (1) political activities; (2) advocacy; (3) lobbying, whether directly or through other parties; (4) counseling services; (5) travel expenses; and (6) preparing or providing advice on tax returns. Requires the use of such grants to provide housing only for families with: (1) very low-income; and (2) extremely low-income. Prohibits a loan or grant recipient from discriminating against a prospective tenant because the individual holds a voucher or certificate of eligibility under section 8 (public housing rental assistance) of the United States Housing Act of 1937. Conditions the use of such loans or grants on a shared appreciation agreement between the federal government and the owner of such housing regarding the federal share of proceeds from its sale or disposition. Directs the Secretary to require a state to reimburse the Treasury for amounts of any misused funds.
