Requests the Secretary of State to study and report to Congress on the impact of armed conflict on women and girls, the role of women in peace-building, the gender dimensions of peace processes and conflict resolution, and progress on gender mainstreaming throughout peacekeeping missions.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts. Amends the State Justice Institute Act of 1984 to allow funds available pursuant to grants, cooperative agreements, or contracts awarded under the Act to be used to: (1) implement and evaluate court-based approaches to adjudicating domestic violence cases in State courts; and (2) provide technical assistance to State courts to facilitate the development and adoption of improved practices in such adjudication.

Security and Financial Empowerment Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

(Currently, such a person may terminate only a residential lease and only after entry into military service.) Requires, in order for such terminations to occur: (1) the call or order to service or the deployment period to be for at least 90 days, in the case of the motor vehicle lease or the telecommunications contract; and (2) the deployment period to be at least 90 days, in the case of the contract for the purchase of a residence.

Cancer Screening Coverage Act of 2003 - Amends the Public Health Service Act (PHSA), the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan, and a health insurance issuer offering group coverage, to provide coverage for certain types of cancer screening. Includes under such coverage mammograms, clinical breast examinations, pap tests and pelvic examinations, colorectal screening procedures, and prostate screening tests, at specified intervals and through specified procedures for certain age groups in appropriate genders. Sets forth provisions requiring the disclosure of benefits and health care provider information to patients under such plan or coverage. Prohibits related eligibility discrimination, monetary incentives to individuals, and penalties or incentives to providers. Amends PHSA to apply the requirements of this Act to coverage offered in the individual market. Authorizes the Secretary of Health and Human Services, on the Secretary's own initiative or upon petition by an individual or organization, to modify coverage requirements provided under this Act to allow such requirements to incorporate new scientific and technological advances, practice pattern changes, or other updated medical practices regarding cancer screening. Makes applicable to Federal Government employees' health insurance this Act's standards relating to coverage of cancer screening and patient access to information.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act or the PREEMIE Act - Amends the Public Health Service Act to require both the National Institutes of Health (NIH) and the Centers for Disease Control (CDC) to expand and coordinate research relating to preterm labor and delivery and infant mortality. Establishes within NIH two networks: a Maternal-Fetal Medicine Units Network and a Neonatal Research Unit Network. Requires the Director of the CDC to study and report on the relationship between prematurity, birth defects, and developmental disabilities as well as review the Pregnancy Risk Assessment Monitoring Survey. Requires the Director of NIH to contract with the Institute of Medicine of the National Academy of Sciences for a study on the health and economic consequences of preterm birth. Directs the Administrator of the Health Resources and Services Administration to assess the current national core performance and outcome measures under the Maternal and Child Health Block Grant with the goal of expanding them to include known risk factors of low birthweight and prematurity such as smoking by pregnant women. Requires the Secretary of Health and Human Services to make grants for a demonstration project to improve the provision of information on prematurity to health professionals and other health care providers and the public. Funds grants for projects to support the informational and emotional needs of families during the stay of an infant in a neonatal intensive care unit (nicu). Establishes an Interagency Coordinating Council on Prematurity and Low Birthweight.

Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Covers tobacco cessation medications and counseling for pregnant women, also, under the Maternal and Child Health Services program under SSA title V. Gives States the option under Medicaid of: (1) providing family planning services and supplies to individuals with incomes that do not exceed a State's income eligibility level for medical assistance; and (2) extending the postpartum period for provision of family planning services and supplies. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Advancing Justice Through DNA Technology Act of 2003 - Rape Kits and DNA Evidence Backlog Elimination Act of 2003 - Amends: (1) the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Act; (2) the DNA Identification Act of 1994 (Identification Act) to expand the scope of DNA samples to be included in the Combined DNA Index System (CODIS); and (3) the Violence Against Women Act to authorize grants to increase the availability of legal assistance to victims of dating violence. DNA Sexual Assault Justice Act of 2003 - Amends the Identification Act to require that CODIS include only information on DNA identification records and analyses that are prepared by laboratories that: (1) have been accredited by a nationally recognized nonprofit professional association of forensic scientists within two years; and (2) undergo external audits at least every two years that demonstrate compliance with specified standards. Authorizes the Attorney General to make grants for: (1) DNA training and education; (2) sexual assault forensic examination programs; (3) research and development; (4) using DNA technology to identify missing persons; and (5) tribal domestic violence and sexual assault coalitions. Expands and reauthorizes the Paul Coverdell Forensic Sciences Improvement Grant Program. Innocence Protection Act of 2003 - Sets forth conditions under which a Federal prisoner may obtain post-conviction DNA testing of specific evidence. Directs the Attorney General to award grants to States to improve the quality of legal representation in State capital cases.

Designates the Office for Domestic Preparedness as being responsible for administering all terrorism preparedness and response grant programs of the Department of Homeland Security. Requires the Secretary to revise the Homeland Security Advisory System to include a process for activating the System on a regional or critical infrastructure sector basis. Includes among executive branch responsibilities the making of grants to compensate States and local governments for additional personnel costs incurred as a result of elevated threat level designations. Requires: (1) the President to specify the lead Federal agency for sharing terrorism threat information with State and local governments; and (2) the Secretary to make grants to State and local governments to provide the equipment and facilities necessary to handle and store classified information. Makes the Under Secretary for Science and Technology responsible for first responder equipment and training standards. Requires the Under Secretary of Homeland Security for Emergency Preparedness and Response to conduct studies regarding: (1) electromagnetic spectrum and frequency bands for emergency communications; and (2) the establishment of a nationwide emergency notification system. Requires the Secretary to: (1) procure and deploy equipment to facilitate interoperability between emergency communications systems; (2) award grants for programs at public schools to instruct students in preparing for and responding to a man-made emergency or natural disaster; and (3) establish and maintain a clearinghouse of best practices and curricula for instructing students regarding emergency preparedness and response.

Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Directs the Secretary of Transportation to: (1) apportion funds made available for Federal-aid highway programs under the Transportation Equity Act for the 21st Century (TEA-21) to each State according to the ratio of the State's FY 2003 obligation authority to the FY 2003 obligation authority for all States; and (2) ensure that each State is apportioned funds for the Interstate maintenance program, the National Highway System program, the bridge program, the surface transportation program, the congestion mitigation and air quality improvement program, the recreational trails program, the Appalachian development highway system program, and the minimum guarantee. Sets forth provisions: (1) for reducing future apportionments, and for recovering funds not apportioned, under a law reauthorizing the Federal-aid highway program that is enacted after enactment of this Act; (2) prohibiting States from obligating any Federal-aid highway program funds after March 31, 2004, until the earlier of the date of enactment of a multi-year law reauthorizing such program or June 30 2004; and (3) directing the Secretary of Transportation, on the earlier of such enactment date or June 1, 2004, to distribute to each State any remaining amounts of obligation authority for Federal-aid highways and highway safety construction programs by allocation as provided in an Act making appropriations for the Department of Transportation for FY 2004 Amends the Balanced Budget and Emergency Deficit Control Act of 1985 and TEA-21, respectively, to set related discretionary spending limits and obligation limitations for FY 2004.

Consumer's Relocation Protection Act of 2003 - Authorizes States to exercise authority over motor carriers that engage in the intrastate transportation of household goods. Authorizes a State attorney general to bring a civil action against such a carrier in U.S. district court for injunctive relief and for a civil penalty. Directs the Secretary of Transportation to: (1) prescribe practices and procedures that ensure the fair and equitable treatment of individual shippers that utilize brokers of household goods; (2) establish a working group of State attorneys general, State consumer protection administrators, and Federal and local law enforcement officials; (3) establish a complaint handling system to log individual shipper informal complaints, an annual complaint database, and a procedure for public access to such data; and (4) require an annual report from each motor carrier and freight forwarder providing household goods transportation. Establishes civil and criminal penalties for holding household goods hostage (defined as refusing to relinquish a shipment upon payment of not more than 100 percent of a binding estimate for shipment plus the charges for additional services performed). Sets additional requirements for registration of motor carriers of household goods. Requires every motor carrier providing transportation of household goods to: (1) conduct a physical survey of the goods to be transported and provide the shipper with a written estimate of charges; and (2) prepare a written inventory of all articles tendered by an individual shipper and accepted by the carrier. Sets civil penalties for brokers violating this Act.

Requires that the plan: (1) include a comprehensive analysis of the safety and vulnerability of the Project to terrorism; (2) address specified types of attacks; (3) give special emphasis to addressing the use of nuclear waste as a radiological weapon, the use of specified technologies, and sabotage or theft of high-level nuclear waste; and (4) include a comprehensive strategy for defending against terrorism and an analysis of the economic, public health, and environmental costs and impacts of implementing the interagency plan. Directs the Federal Emergency Management Agency (FEMA) to coordinate the development and implementation of a comprehensive interagency plan to ensure that Federal, State, and local government response plans and programs can respond adequately to the consequences of terrorism against the Project. Requires the Secretary and FEMA to enter into appropriate arrangements with the National Research Council for technical review of the plans. Prohibits the Secretary of Energy from submitting a license application regarding, and prohibits the Nuclear Regulatory Commission from issuing a license for, a Yucca Mountain repository unless: (1) such plans are completed and included in the final environmental impact statement for Yucca Mountain; (2) public hearings have been held for affected populations; (3) the Secretary has certified that the Project is not vulnerable to terrorism; and (4) the Secretary has prepared and transmitted to Congress a report on the potential liability costs and damages resulting from a wide range of Federal terrorism crimes against the Project.

Excludes, in all three Acts, food: (1) served in restaurants; or (2) prepared primarily in a retail establishment, ready for human consumption, but not offered for sale for immediate consumption in the establishment. Excludes, for the FDCA, a medical food as defined in the Orphan Drug Act. Subjects violators to civil monetary penalties, exempting recipients who accept a guarantee of the absence of genetically engineered material in good faith or producers whose food inadvertently becomes contaminated by genetically engineered material. Authorizes citizen suits as specified.

Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans.

Instructs the Secretary of Education to implement a program to provide for the discharge or cancellation of the Federal student loan indebtedness of an eligible mentor.

Author, Consumer, and Computer Owner Protection and Security (ACCOPS) Act of 2003 - Amends Federal law to require the National Intellectual Property Law Enforcement Coordination Council to develop guidelines to ensure that its component members share among themselves law enforcement information related to infringement of U.S. copyrighted work. Requires the Attorney General to report biannually (currently, annually) to specified congressional committees on criminal copyright cases. Requires the Attorney General, subject to specified limitations, to provide to a foreign authority evidence to assist it in: (1) determining whether a person has violated any of the copyright laws administered or enforced by the foreign authority; and (2) enforcing such laws. Establishes criminal penalties for the unauthorized placing of a copyrighted work on a computer network accessible to members of the public who are able to copy the work through such access. Establishes criminal penalties for any person who knowingly offers for download over the Internet enabling software (that, when installed on the user's computer, enables third parties to store data on that computer, or use that computer to search other computers' contents over the Internet) without warning any person downloading such software that it could create a security and privacy risk for the user's computer, and without obtaining the user's prior consent. Establishes criminal penalties for persons who: (1) provides knowingly and intentionally fraudulent information in registering domain name; or (2) willfully infringe a copyright by the unauthorized reproduction or recording of a motion picture as it is being performed or displayed in a motion picture theater. Declares that the knowing and intentional provision of material and misleading false contact information to a domain name registrar, domain name registry, or other domain name registration authority in registering such domain shall be considered evidence of willfulness regarding infringements committed by the domain name registrant through the use of such domain.
