Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Broadband for First Responders Act of 2011 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and license such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, have the appropriate level of cyber security, and be consistent with the Statewide Interoperable Communications Plans and the National Emergency Communications Plan; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum. Specifies organizations that shall be included in the Board of Directors of the Public Safety Broadband Licensee. Establishes in the Treasury: (1) the Public Safety Interoperable Broadband Network Construction Fund, and (2) the Public Safety Interoperable Broadband Network Maintenance and Operation Fund. Directs the Secretary of Commerce to: (1) establish a grant program to assist public safety entities to establish a nationwide public safety interoperable broadband network in the 700 megahertz band, and (2) administer a program through which not more than 50% of maintenance and operational expenses associated with the public safety interoperable broadband network may be reimbursed from the Maintenance and Operation Fund. Directs: (1) the Assistant Secretary of Commerce to reallocate for commercial use electromagnetic spectrum at 1755-1780 megahertz, and (2) the FCC, within 18 months after enactment of this Act, to establish rules for pairing electromagnetic spectrum bands at 1755-1780 megahertz and 2155-2180 megahertz, inclusive, and auction the licenses for such paired spectrum. Requires each public safety entity, within 8 years, to migrate from a specified range of radio spectrum to an alternative radio spectrum that is licensed to public safety services in the 700 and 800 megahertz bands. Directs each federal law enforcement agency, within 10 years, to move all noncommercial network communications to spectrum in such bands. Directs the FCC to auction, through an appropriate competitive bidding system, certain paired electromagnetic spectrum bands recovered from public safety entities under a specified FCC migration plan. Extends the FCC's authority to grant a license or permit under applicable competitive bidding provisions to September 30, 2020.

Healthy Children Through School Nutrition Education Act - Amends the Richard B. Russell National School Lunch Act to require local educational agencies participating in the school lunch or breakfast programs to include in their school wellness policies the requirement that each student receive 50 hours of nutrition education each school year. Requires such instruction to meet specified standards, including that it is consistent with nutritional requirements for food served under the school lunch, school breakfast, and child and adult care food programs.

Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more. Rescinds $44 billion of appropriated but unobligated discretionary funds. Exempts unobligated funds of the Department of Defense (DOD), the Department of Veterans Affairs (VA), or the Social Security Administration. Requires the Director of the Office of Management and Budget (OMB) to determine and identify from which appropriation accounts such rescissions shall apply and report to the Secretary of the Treasury and Congress on such rescissions.

Federal Reserve Transparency Act of 2011 - Directs the Comptroller General to complete, before the end of 2012, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress. Repeals specified limitations on such an audit.

Medicare Decisions Accountability Act of 2011 - Repeals sections of the Patient Protection and Affordable Care Act (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Hoover Power Allocation Act of 2011 - Amends the Hoover Power Plant Act of 1984 (HPPA) to modify, commencing October 1, 2017, certain statutory schedules governing contracts for delivery to specified localities in Arizona, California, and Nevada of hydroelectric power generated at Hoover Dam. Directs the Secretary of Energy to: (1) create, from certain apportioned allocations of contingent capacity and firm energy, a resource pool equal to 5% of the full rated capacity of 2.074 million kilowatts and associated firm energy; (2) offer Schedule D contingency capacity and firm energy to new allottees not receiving contingent capacity and firm energy for delivery commencing October 1, 2017; and (3) allocate through the Western Area Power Administration (WAPA) for delivery, commencing October 1, 2017, 66.7% of Schedule D contingent capacity and firm energy to specified new allottees located within the marketing area for the Boulder City Area Projects. Requires each contract offered under HPPA to: (1) authorize and require WAPA to collect from new allottees a pro rata share of Hoover Dam repayable advances paid for by contractors before October 1, 2017, and to remit such amounts to the contractors that paid such advances in proportion to the amounts paid by them as specified in a certain Implementation Agreement; (2) permit transactions with an independent system operator; and (3) contain the same material terms included in those long-term contracts for purchases from the Hoover Power Plant that were made in accordance with HPPA and are in existence on the date of enactment of this Act. Subjects the contractual obligation of the Secretary to deliver contingent capacity and firm energy under HPPA to the availability of the water needed to produce such contingent capacity and firm energy. Continues through FY2067 the requirements of HPPA as the exclusive method for (in effect, congressional oversight of) the disposal of capacity and energy from Hoover Dam.

High School Athletics Accountability Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools that participate in any ESEA program to: (1) report annually certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available, upon request, to their students, potential students, and the public. Directs the Commissioner to ensure that such data are posted on the Department of Education's Web site within a reasonable period of time.

Healthcare Truth and Transparency Act of 2011 - Prohibits any person from making any deceptive or misleading statement, or engaging in any deceptive or misleading act, that: (1) misrepresents whether such person holds a state health care license; or (2) misrepresents such person's education, training, degree, license, or clinical expertise. Requires any person who is advertising health care services provided by such person to disclose the applicable license under which such person is authorized to provide those services. Deems a violation of this Act to be an unfair or deceptive act or practice under the Federal Trade Commission Act. Directs the Federal Trade Commission (FTC) to study and report to Congress on health care professionals' misrepresentations under this Act. Declares that nothing in this Act shall be construed or have the effect of changing state scope of practice for any health care professional.

Expresses the sense of Congress that an appropriate site on Chaplains Hill in Arlington National Cemetery be provided for a memorial marker, to be paid for with private funds, to honor the memory of the Jewish chaplains who died while on active duty in the U.S. Armed Forces, so long as the Secretary of the Army has exclusive authority to approve the design and site of the memorial marker.

National Infrastructure Development Bank Act of 2011 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) issue public benefit bonds and provide financing to infrastructure projects; and (2) borrow on the global capital market and lend to entities and commercial banks for funding infrastructure projects. Requires the Board to establish criteria for determining project eligibility for financial assistance under this Act. Sets forth the duties of the Bank's executive committee and audit committee. Requires the Bank to establish a risk management committee, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set standards to ensure diversification of lending activities by both region and infrastructure project type; and (3) create conforming standards for infrastructure finance securities. Exempts all notes, debentures, bonds or other such obligations issued by the Bank, and the interest on or credits with respect to such bonds or other obligations, from state or local government taxation. Terminates the Bank after 15 years.

Housing Opportunity and Mortgage Equity Act of 2011 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) each to carry out a one-year program providing for the refinancing of qualified single-family housing mortgages it owns through a refinancing mortgage (and for the purchase of and securitization of such refinancing mortgages) in accordance with this Act and the policies and procedures of the Federal Housing Finance Agency. Defines a qualified mortgage as one, regardless of whether the mortgagor is current on payments due or in default, that: (1) is an existing first mortgage for purchase of, or refinancing another first mortgage on, a one- to four-family dwelling, including a condominium or a share in a cooperative ownership housing association, that is occupied by the mortgagor as principal residence; (2) is owned or guaranteed by the particular GSE; and (3) was originated on or before enactment of this Act. Specifies the terms and conditions of a refinancing mortgage, including a 40-year term to maturity and a prohibition on borrower fees. Requires waiver or forgiveness of all fees and penalties related to any default or delinquency on the original mortgage. Requires a GSE to pay a fee of up to $1,000 to the servicer of a qualified mortgage refinance. Prohibits any requirement of a property appraisal.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) eliminate a phase-in of concurrent receipt of retired pay and disability compensation for disabled veterans determined to be individually unemployable; and (4) require a limited reduction in retired pay for qualified disability retirees with less than 20 years of retirement-creditable service.

Chiropractic Care Available to All Veterans Act - Amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2012; and (2) all medical centers by December 31, 2014. Includes chiropractic examinations and services within required VA medical, rehabilitative, and preventive health care services.

Retired Pay Restoration Act - Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for its lawful possession within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Sets forth exceptions to such ban. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after enactment and such other identification as the Attorney General may prescribe.

Homes for Heroes Act of 2011 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs, (2) coordinate all HUD programs and activities relating to veterans, and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to all homeless veterans, regardless of medical condition; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans, and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

Amends the Demonstration Cities and Metropolitan Development Act of 1966 to expand access to Department of Defense (DOD) homeowners assistance for qualified members of the Armed Forces permanently reassigned during a designated mortgage crisis to allow the Secretary of Defense greater flexibility regarding the dates of the availability of such assistance. Directs the Secretary, in exercising such authority, to consult with the Secretaries of Housing and Urban Development (HUD) and the Treasury regarding the condition of housing markets in the area of a base or installation.

Filipino Veterans Fairness Act of 2011 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs (VA). Directs the Secretary of Veterans Affairs, in determining eligibility under this Act, to take into account any relevant service documentation, including documentation other than the Missouri List (the list of all discharged and deceased veterans from the 20th century).

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Breast Cancer Patient Protect Act of 2011 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan for prescribing any such length of stay. Requires such a plan to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that coverage is provided for secondary consultations. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Belated Thank You to the Merchant Mariners of World War II Act of 2011 - Establishes in the Treasury the Merchant Mariner Equity Compensation Fund for payments by the Secretary of Veterans Affairs (VA) of a monthly benefit of $1,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit within one year after the enactment of this Act; and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

National Silver Alert Act of 2011 - Directs the Attorney General to: (1) establish a national Silver Alert communications network within the Department of Justice (DOJ) to assist regional and local search efforts for missing seniors; (2) assign a DOJ officer to serve as the Silver Alert Coordinator to coordinate the network with states; and (3) award grants to states for support of Silver Alert plans and the network. Defines "missing senior" as any individual who is reported as missing to or by a law enforcement agency and who meets state requirements for designation as a missing senior. Directs the Coordinator to: (1) establish minimum standards for the issuance and dissemination of alerts issued through the network; and (2) make available to states, local governments, law enforcement agencies, and other concerned entities network training and information. Kristen's Act Reauthorization of 2011 - Directs the Attorney General to make competitive grants to public agencies and/or nonprofit private organizations to: (1) maintain a national resource center and database for tracking missing adults; and (2) provide assistance and to law enforcement agencies, families, and victim advocates in locating and recovering missing adults.

Reaffirms that the House of Representatives: (1) supports a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic, Jewish state of Israel and a viable, democratic Palestinian state, living side-by-side in peace, security, and mutual recognition; and (2) opposes any attempt to establish or seek recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians. Urges Palestinian leaders to: (1) cease efforts to circumvent the negotiation process, including efforts to gain recognition of a Palestinian state from other nations, within the United Nations, and in other international forums; and (2) resume direct negotiations with Israel. Supports the Administration's opposition to a unilateral declaration of a Palestinian state. Calls upon the Administration to: (1) lead a diplomatic effort to persuade other nations to oppose a unilateral declaration of a Palestinian state and to oppose recognition of a Palestinian state by other nations, within the United Nations, and in other international forums prior to a final agreement between Israel and the Palestinians; and (2) affirm that the United States would deny recognition to any unilaterally declared Palestinian state and veto any resolution by the U.N. Security Council to establish or recognize a Palestinian state outside of an agreement negotiated by the two parties.

Don't Ask, Don't Tell Repeal Act of 2010 - Provides for repeal of the current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces, to be effective 60 days after the Secretary of Defense has received DOD's comprehensive review on the implementation of such repeal, and the President, Secretary, and Chairman of the Joint Chiefs of Staff (JCS) certify to the congressional defense committees that they have considered the report and proposed plan of action, that DOD has prepared the necessary policies and regulations to exercise the discretion provided by such repeal, and that implementation of such policies and regulations is consistent with the standards of military readiness and effectiveness, unit cohesion, and military recruiting and retention. Provides that, until such time as the above conditions are met, the current policy shall remain in effect.

Condemns the anti-Christian violence that has occurred in Iraq and has forced Iraqi Christians to flee their homes and communities. Calls on the government of Iraq to enhance its efforts to guarantee the protection and survival of the Iraqi Christian population and all other Iraqi religious minorities. Urges the President and the Secretary of State to make the protection of vulnerable minority groups in Iraq, including Iraqi Christians, a priority in their discussions with Iraqi leaders and a central element in U.S. efforts in Iraq.

Mourns the loss of life and extends condolences to the families affected by the fire in northern Israel that began on December 2, 2010. Supports the Obama Administration's offer of, and rapid efforts to provide, U.S. firefighting assistance to Israel. Recognizes the efforts of foreign governments that have provided assistance or offered assistance to Israel. Commends state and local governments in the United States that have offered and provided assistance to Israel. Reaffirms U.S. support for Israel and its people in their time of need.

Commends ORWH for its leadership in research, research training, and science-based education programs. Recognizes: (1) the ORWH-supported scientists whose studies have improved health and whose research continues to yield promising discoveries; and (2) the volunteers who participate in clinical studies and the health organizations who contribute to the shared research goals of preventing, treating, and curing the diseases and disorders within ORWH's mission. Condemns North Korea for its unprovoked November 2010 military attack against South Korea in violation of the Korean War Armistice Agreement and for causing civilian casualties. Expresses condolences to the South Korean victims and their families. Calls for North Korea to renounce further acts of aggression. Reaffirms the commitment of the House of Representatives to the alliance between the United States and the Republic of Korea, the security of South Korea, and stability on the Korean Peninsula. Encourages cooperation between the United States and U.S. allies and other countries in the region in the interests of enhancing peace in the Asia-Pacific region. Calls upon China to restrain North Korea from further acts of belligerence and to work with the international community to promote regional stability. Calls upon North Korea to cease all uranium enrichment activities and take concrete steps to dismantle, under international verification, all sensitive nuclear facilities.

Mourns the loss of life caused by Typhoon Megi that occurred in October 2010, in the Asia-Pacific region, and expresses deepest condolences to the families of the many victims. Recognizes the deep ties between the United States and the Republic of the Philippines and the United States and the Republic of China (Taiwan) and expresses continued solidarity during this time of crisis. Expresses gratitude to the people of the United States who have supported the humanitarian aid agencies working to assist the people of Taiwan and the Philippines in this time of need.

Medicare Physician Payment Update Extension Act - Amends title XVIII (Medicare) of the Social Security Act to: (1) continue the existing 2.2% physician payment update that expires November 30, 2010, for an additional month through December 31, 2010; and (2) set at 1% the update to the single conversion factor that would otherwise apply for 2011.
