Onizuka, Sharon Christa McAuliffe, Gregory B. Jarvis, and Judith A. Resnik, all of whom died in the explosion of the space shuttle Challenger.

Medicare Beneficiary Access Protection Act of 1986 - Directs the Secretary of Health and Human Services, in determining whether payments to a home health agency should be denied under title XVIII (Medicare) of the Social Security Act, to apply a presumption of compliance until 12 months after certain regional intermediaries have begun to service such agencies. Requires the Secretary to apply a similar presumption of compliance to skilled nursing facilities for 30 months following enactment of this Act.

Prohibits any benefits payable from the Civil Service Retirement and Disability Fund, including cost-of-living increases, during calendar year 1987 from being subject to reduction or suspension by statute or presidential order.

Summer Youth Employment, Training, and Education Act of 1986 - Amends the Job Training Partnership Act (JTPA) to require the addition of an education component to the summer youth employment and training programs under part B of title II (Training Services for the Disadvantaged) of JTPA. Requires that each service delivery area (SDA) be allotted an amount equal to at least 90 percent of the amount available to such area for the summer youth program in the preceding fiscal year. Requires ratable reductions in the allocation to each SDA if appropriations are not sufficient to provide such amount to each SDA. Requires that allotments to States and allocations to SDAs be: (1) made in accordance with provisions for prompt allocation of funds; and (2) available for planning purposes before the beginning of the summer months for which allotted and allocated. Requires that summer youth program funds be used so that participants spend a portion of their time on individualized, self-paced, remedial and basic academic and functional competency development and achieve specified types of performance standards established and developed in each SDA. Requires that the portion of a participant's time spent on such competency development be in addition to, and not in place of, regular employment under the summer youth program. Prohibits summer youth program funds from being used to provide employment to any individual who fails to comply with attendance standards established by the SDA with respect to such education components. Prohibits summer youth program funds from being used to compensate or reward participants for attendance at such education components, except under specified provisions which require that a portion of matching funds be used to provide bonuses to participants for achievement of academic and functional competence. Specifies that planning for summer youth programs does not have to be conducted during the summer months. Sets forth matching fund requirements for summer youth programs. Requires each private industry council (PIC), for each program year beginning after June 30, 1987, to make available from non-Federal sources an amount for use in such programs equal to at least one and one-half percent of the amount made available under JTPA for such programs in that SDA for the applicable program year. Limits, for any program year beginning after June 30, 1987, such matching amounts to not less than $20,000 and not more than $100,000 per SDA. Requires each PIC to notify the State of the PIC's matching amount by April 1 of the preceding program year. Requires each State, for program years beginning after June 30, 1987, to reserve three percent of its allotment under part A (Adult and Youth Programs) of title II of JTPA for allocation among PICs in proportion to the matching amounts made available by such PICS for such program years. Requires that such matching amounts be used to: (1) support the education and training components of the summer youth programs; (2) provide bonuses to participants for achievement of academic and functional competence; and (3) after complying with (1) and (2), create additional employment opportunities under the summer youth programs. Allows matching amounts to be in cash or in-kind, but requires that in-kind matching amounts be in the form of state-of-the-art basic and remedial education materials and equipment suitable for use for summer youth programs for the applicable program year. Requires each SDA to maintain complete records on the improvements in academic and functional competency attained by participants in the summer youth programs. Requires that such records be compiled by reference to State and locally determined general education diploma and basic education competency requirements. Requires each SDA to submit summaries of such records to the State. Requires States to submit annual reports on such summaries to the Secretary of Labor. Directs the Secretary to include an analysis of such reports in the Secretary's annual report to the Congress on employment and training programs. Provides that a specified portion of the State allotment under JTPA which is currently available for State education programs shall also be available to carry out matching requirements for summer youth programs.

Expresses disapproval of the refusal of the U.S.S.R. to recognize the sovereignty of the Baltic Republics. Designates the 14th day of June 1986 as Baltic Freedom Day. Authorizes and requests the President to submit the issue of Baltic self-determination to the United Nations.

Merchant Marine Act Amendments of 1986 - Amends the Merchant Marine Act, 1936 to require the Postal Service, when practicable, to use U.S. registered vessels for the transportation of mail by ocean carrier. Directs the Postal Service to award mail transportation contracts on the basis of competitive bidding. Revises provisions concerning the payment of the operating-differential subsidy. Permits a vessel receiving an operating-differential subsidy to operate on an essential trade route unless the Secretary of Transportation makes certain adverse determinations concerning such operation. Directs the Secretary to contract for the payment of an operating-differential subsidy on a vessel constructed or reconstructed in a foreign shipyard after January 1, 1980, and registered under U.S. laws if such vessel is suitable for national defense purposes and is 5,000 deadweight tons or greater. Requires such subsidy to be paid for the first five years after the vessel is registered under U.S. laws. Authorizes the Secretary to allow an operator receiving or applying for an operating-differential subsidy to own, charter, or operate a vessel not receiving such a subsidy, or a foreign vessel. Prohibits any operator receiving such a subsidy from operating a vessel engaged in the domestic, intercoastal, or coastwise service. Directs the owner or operator of a vessel receiving an operating-differential subsidy based on a return voyage in ballast (empty) to reimburse the Government an appropriate amount when the vessel: (1) carries cargo on any segment of the return voyage; (2) is scrapped in a foreign country; or (3) is sold to a foreign person and title is transferred prior to the vessel's return to the United States. Requires the owner or operator to notify the Secretary if any such event takes place. Requires the Secretary to maintain a list of vessels that may be scrapped in a foreign country and to provide such list on a monthly basis to all agencies using privately-owned U.S. flag vessels to transport preference cargoes.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt cost-of-living increases in civil service retirement and disability programs (including the Central Intelligence Agency retirement and disabilty system, the Comptroller General retirement system, the Foreign Service retirement and disability system, the judicial survivors' annuities system, the National Oceanic and Atmospheric Administration retirement system, the Coast Guard retirement system, the Public Health Service commissioned officers retirement system, and the Tax Court judges survivors' retirement system), military retirement benefits, and certain railroad retirement benefits from reduction under the President's sequestration order.

Rehabilitation Act Amendments of 1986 - Amends the Rehabilitation Act of 1973 (the Act) to revise and extend provisions under the Act. Provides that the Commissioner of the Rehabilitation Services Administration (the Commissioner) shall be appointed by the Secretary of Education (the Secretary). (Current law provides for appointment by the President by and with the advice and consent of the Senate.) Requires the Commissioner to report directly to the Assistant Secretary for Special Education and Rehabilitation Services. Requires that the position of the Commissioner be a Senior Executive Service position and receive GS-18 level compensation. Lowers the Federal share for specified purposes under the Act from 80 to 75 percent. Revises the definition of "local agency" to eliminate a requirement that such agencies have certain agreements with designated State agencies. Includes Indian tribal organizations under the term "public or nonprofit agency or organization." Requires that the Commissioner's reports to the President and the Congress include statistical data on the activities and staffing of a certain information clearinghouse. Requires that the Secretary's annually published summaries of program and project evaluations include the standards used for such evaluations. Requires that the application of any State rule or policy relating to the administration and operation of programs funded by the Act (including rules or policies based on State interpretations of Federal requirements) be identified as a State-imposed requirement. Title I: Vocational Rehabilitation Services - Extends through FY 1991 the authorization of appropriations for grants to States (and Indian tribes) for provision of vocational rehabilitation services and for innovation and expansion of such services. Eliminates provisions for automatic extensions of such State grant program authorization or duration. Revises requirements for State plans for vocational rehabilitation services. Requires such plans to: (1) describe the manner in which rehabilitation engineering services will be used to provide aid to individuals with the most severe handicaps; (2) contain provisions relating to the standards governing the qualified personnel used in the provision of vocational rehabilitation services; (3) provide for other services as are specified after a determination that comparable services and benefits are not available under any other program; and (4) provide that the State shall consult with Indian tribal organizations and native Hawaiian organizations in the development of such plans. Requires that the procedures for review of a decision by a rehabilitation counselor or coordinator on an individualized written rehabilitation program shall provide an opportunity for the submission of additional evidence and information. Requires the grounds for the decision to be included in the final decision. Requires a copy of the decision to be provided to the affected individuals. Changes the scope of vocational rehabilitation services that must be provided under the Act to include: (1) "specific" (rather than "other") postemployment services necessary to assist handicapped individuals to maintain their employment; and (2) rehabilitation engineering services designed to assist severly handicapped individuals increase their functional abilities and potential for self-sufficiency. Sets forth the method of determining the non-Federal share for construction of a rehabilitation facility for States or an Indian tribal organization. Reduces the amount otherwise payable to a State for vocational rehabilitation services for the handicapped by the greater or either: (1) the amount which is twice the amount by which expenditures from non-Federal sources during such year are less than the level of expenditures under the State plan for FY 1985; or (2) the amount by which expenditures from non-Federal sources in excess of the Federal share requirement during such year are less than such expenditures under the State plan for any preceding fiscal year under the Vocational Rehabilitation Act or the Rehabilitation Act of 1973. Permits the Governor of a State, after enactment of this Act, to remove an agency designated as a client assistance agency only for good cause. Directs the Secretary to pay to a client assistance agency a specified amount. Authorizes appropriations for vocational rehabilitation assistance for FY 1987 through 1991. Extends the duration of the program of grants to States for such assistance through FY 1991. Provides that the non-Federal share of costs for American Indian vocational rehabilitation services grants may be in cash or in kind. Authorizes the Commissioner to waive the non-Federal share requirement. Changes the requirements for a State's application for a grant for American Indian vocational rehabilitation programs. Requires such application to include assurances that the services provided may include services traditionally used by the tribal organization. Limits the duration of the application's effectiveness to 36 months. Requires the Secretary to give priority consideration to applications for the continuation of programs that have been funded in the past. Deletes the provision that sets forth the method of computing a State allotment for vocational rehabilitation services based upon the number of Indians living on a reservation in the State. Requires the evaluation of the American Indian vocational rehabilitation programs to include an evaluation of the nature and extent of cooperative efforts between such programs and other vocational rehabilitation programs under the Act. Directs the Secretary to conduct a study on the special problems and needs of handicapped Indians both on and off the reservation and to submit the results of such study to the President and the appropriate committees of the Congress within one year of enactment of this Act. Title II: Research and Training - Authorizes appropriations for FY 1987 through 1991 for the National Institute of Handicapped Research (the Institute) and for research grants for methods and devices to assist in the provision of vocational and rehabilitation services for handicapped individuals. Requires the Director of the Institute (the Director) to disseminate research information to tribal rehabilitation research or service agencies. Requires the Director, in conjunction with the Bureau of Indian Affairs and the Indian Health Service as well as other agencies, to produce and disseminate reports on the demographic characteristics of handicapped individuals. Provides that the Director shall be appointed by the Secretary and shall report to the Assistant Secretary for Special Education and Rehabilitation Services. (Current law provides for appointment by the President by and with the advice and consent of the Senate.) Changes the pay rate for the Director. Requires the Director to have had substantial experience in rehabilitation and in research administration. Requires the Director to establish at a higher education institution in a rural, western State a center for research and training on the delivery of rehabilitation services to rural areas. Requires the Director to submit to the Congress, within one year of enactment of this Act, policy recommendations for the establishment by the Congress of an agency designed to ensure: (1) the development and cost-effective production and marketing of technological devices; and (2) the efficient distribution of such technology to individuals with disabilities. Includes the Assistant Secretary of the Interior for Indian Affairs and the Director of the Indian Health Service on the Interagency Committee on Hanciapped Research. Provides that Federal grants for specialized rehabilitation research may include grants to: (1) Indian tribes and tribal organizations for rehabilitation research; (2) Rehabilitation Research and Training Centers, including consideration of rural issues as appropriate; (3) Rehabilitation Engineering Research Centers for innovative models for the delivery of cost-effective rehabilitation engineering services that promote use of engineering and other research to help meet the needs of the severely disabled; (4) rehabilitation research programs for handicapped Indian Americans 55 and older; (5) model research and demonstration programs providing, among other services, psychological services for preschool age handicapped children and their parents; and (6) studies of the rehabilitation needs of American Indians and methods of deliverying such services. Title III: Supplementary Services and Facilities - Authorizes appropriations for FY 1987 through 1991 for: (1) grants for construction of rehabilitation facilities, staffing, and planning assistance; (2) vocational training services for handicapped individuals; (3) training for personnel involved in providing rehabilitation services for handicapped individuals; (4) comprehensive rehabilitation centers; (5) special projects and supplementary services; and (6) special recreational programs. Authorizes the Commissioner to provide techncial assistance to State rehabilitation agencies and facilities. Sets the pay rate for experts hired by contract to provide such assistance. Sets forth requirements for scholarships using funds from a grant for training personnel involved in providing rehabilitation services. Includes rehabilitgation engineering among the areas that may be targeted for such grants. Authorizes the Commissioner to make grants for special projects operating programs to meet the needs of isolated populations of handicapped individuals, particularly among American Indians. Title IV: Architectural and Transportation Barriers Compliance Board - Requires the Chairperson of the Architectural and Transportation Barriers Compliance Board to be elected by a majority vote of the Board members who represent the general public. Requires 12 (currently 11) Board members to be appointed by the President from among members of the general public. Authorizes a member of the Board whose term has expired to continue to serve until a successor has been appointed. Authorizes appropriations for the board for FY 1987 through 1991. Includes the Assistant Secretary of the Interior for Indian Affairs on the Interagency Coordinating Council established by the Act. Title V: Employment Opportunities for Individuals with Disabilities - Requires the Secretary to provide equitable distribution of assistance for grants for employment opportunities for handicapped individuals, taking into account the needs of underserved States and the needs of Indian tribes. Provides for including consideration of the individuals living on Indian reservations in apportioning such funds. Authorizes appropriations for fY 1987 through 1991 for: (1) such employment grants; and (2) projects with industry and business opportunities for handicapped individuals. Title VI: Comprehensive Services for Independent Living - Authorizes appropriations for FY 1987 through 1991 for: (1) comprehensive services for independent living for handicapped individuals; (2) independent living centers; (3) independent living services for older blind individuals; and (4) projects to protect and advocate the rights of severely handicapped individuals. Title VII: Technical and Conforming Amendments to the Act - Makes technical and conforming amendments with respect to gender neutral terminology in the Act. Title VIII: Reauthorization of Helen Keller National Center Act - Amends the Helen Keller National Center Act to authorize appropriations for such Act for FY 1987 through 1989. Title IX: Effective Dates - Sets effective dates for the provisions of of this Act.

Amends Federal law relating to the transportation of military personnel and supplies to prohibit the use of an aircraft chartered by the Department of Defense (DOD) for transporting members of the armed forces unless an inspection of the aircraft and check of its operators has taken place within 48 hours prior to its flight. Requires the Secretary of Defense to receive a report on each inspection performed by Federal Aviation Administration personnel on aircraft used by a firm that contracts with DOD to provide transportation for members by charter. Requires the Secretary to exclude from contracting with DOD firms found to be using unsafe aircraft.

Expresses the sense of the House of Representatives that: (1) the President should continue to express to the Soviet Union U.S. opposition with respect to the harassment and arrests of Hebrew teachers and Jewish activists in the Soviet Union; and (2) the Soviet Union should comply with its commitments under specified international human rights agreements and cease its persecution of individuals on the basis of their Jewish faith.

Amends the Internal Revenue Code to disallow an income tax deduction for any tobacco and tobacco product sale promotion expenses. Defines "tobacco and tobacco products" as any small cigarette, large cigarette, cigar, or smokeless tobacco product, including snuff and chewing tobacco.

National Groundwater Contamination Research Act - Requires the Director of the Geological Survey to establish and conduct a national water quality assessment program to assess groundwater and surface water resources, both current and projected. Requires the program to identify contaminated and uncontaminated but vulnerable groundwater. Requires the program to conduct synoptic surface water quality studies. Requires the Director to conduct an expanded toxic substances hydrology program to determine the movement and transformation of toxic substances in water. Authorizes Federal grants for such research out of the Water Resources Research Act of 1984 on a matching basis for FY 1986 through 1989. Authorizes appropriations for FY 1986 through 1989.

Calls upon the President to direct the Agency for International Development to work in a global effort to provide universal access to childhood immunization by 1990 by: (1) assisting in the delivery, distribution, and use of vaccines; and (2) performing and supporting research and development activities that will be targeted at developing new vaccines and at modifying existing vaccines to make them more appropriate for use in developing countries. Declares that the President should appeal to the public to provide the necessary resources to achieve universal access to childhood immunization by 1990. Amends the Foreign Assistance Act of 1961 to increase the authorization of appropriations for FY 1987 for the Child Survival Fund.

Amends the Mutual Educational and Cultural Exchange Act of 1961 to authorize the President to provide for educational exchanges, visits, and interchanges between U.S. and Soviet youths under 21. Authorizes the President to award a scholarship for study in the Soviet Union in a program approved by a U.S. institution of higher education to any exceptional student who maintains a satisfactory proficiency in such student's studies and who: (1) is under 25; and (2) is enrolled in that institution. Provides that such exchanges and scholarships shall be known as the Samantha Smith Memorial Exchange and Scholarship Program. Earmarks specified funds for FY 1986 and 1987 to carry out this Act.

Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance for economic relief and rehabilitation for Northern Ireland if at least 30 days before the funds are obligated the Administrator of the Agency for International Development (AID) reports to the Congress on plans for the use and disbursement of the funds and the Congress does not object to such plans within 30 days. Authorizes appropriations for such purpose for FY 1986 through 1990. Provides for the establishment of an advisory board that will assist the Administrator of AID in administering such assistance. Expresses the sense of the Congress that the European Economic Community should also provide economic assistance to Northern Ireland once a political solution is developed.

Social Security Trust Funds Fiscal Integrity Act of 1985 - Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to require the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund, Federal Disability Insurance Trust Fund, Federal Hospital Insurance Trust Fund, and the Federal Supplementary Medical Insurance Trust Fund to submit quarterly reports to the Congress on the present and expected operation and status of such funds. Requires the Managing Trustees of the funds to submit an advance report to the Board of Trustees of each fund and to each House of the Congress when: (1) investment of an amount in the fund, or its expenditure to meet current disbursements, is impossible; or (2) such amount will be used for other than required disbursements. Directs the Secretary of the Treasury to pay, to the social security trust funds, the interest which would have accrued but for noninvestments, redemptions, and disinvestments of such funds for the period beginning on or after September 1, 1985, and ending on the date of the enactment of this Act which would not have occurred had the public debt limit been raised pursuant to a specified resolution of the House of Representatives. Requires that obligations be issued to the funds at such terms and interest rates as will ensure a projected annual interest income to such funds equivalent to the income which would have been earned from redeemed public debt obligations. Requires the Secretary, in connection with future efforts to meet the public debt limit and upon its subsequent extension, to: (1) pay, to the social security trust funds, the interest which would have accrued but for noninvestments, redemptions, and disinvestments; and (2) issue obligations to the funds at such terms and interest rates as will ensure a projected annual interest income to such funds equivalent to the income which would have been earned from redeemed public debt obligations.

Criminals' Accountability Act of 1985 - Amends Federal bankruptcy provisions to make nondischargeable any debt arising from a judgment or consent decree requiring a debtor to make restitution as a result of the commission of a crime.

Foreign Agents Compulsory Ethics in Trade Act of 1985 - Prohibits former high-level Federal civilian officers or employees or high-ranking officers of the uniformed services from representing or advising foreign principals during the ten-year period beginning on the last day of such a person's Federal employment or service. Authorizes the Secretary of State and the Secretary of Commerce to jointly determine a longer prohibitive period in the interest of national security. Establishes criminal penalties for violations of this Act. Defines and lists employee positions to which this Act applies.

Higher Education Amendments of 1985 - Title I: Amendment to Title I of the Act - Amends title I of the Higher Education Act of 1965 (HEA) regarding post-secondary programs for non-traditional students and the establishment and awarding of educational program and planning grants. Authorizes appropriations for FY 1987 through 1991 for such purpose. Amends provisions of HEA concerning the responsibilities of the Secretary of Education (the Secretary) in the evaluation of national education programs. Authorizes appropriations for FY 1987 through 1991 for such purpose. Title II: Amendments to Title II of the Act - Redesignates title II of HEA as: Title II: Academic Library and Information Technology Enhancement. Authorizes appropriations for programs under such title for FY 1987 through 1991. Authorizes the making of grants for the enhancement of college library resources. Repeals provisions concerning the making of special purpose grants. Establishes a grant program for supporting college library technology and developmental cooperation. Title III: Amendment to Title III of the Act - Amends title III of HEA in the area of institutional aid through grants and in increasing financial assistance to historically black colleges and universities. Authorizes the Secretary to award challenge grants to certain qualifying institutions. Reserves a specified sum of previously appropriated funds for the use of eligible institutions serving a high percentage of Hispanic, Black, and Native American students. Outlines application requirements for institutions requesting financial assistance. Authorizes appropriations for FY 1987 through 1991 to carry out programs under title III. Title IV: Revisions to Title IV of the Act - Part A: Revision of Part A of Title IV - Amends Part A (Grants to Students in Attendance at Institutions of Higher Education) of title IV (Student Assistance) of HEA to authorize the making of basic educational opportunity grants (Pell grants) to students in attendance at institutions of higher education. Sets out the amount of such grants for each qualifying individual. Authorizes a program of supplemental educational opportunity grants to qualified students demonstrating financial need. Authorizes appropriations for the making of such grants for FY 1987 through 1991. Outlines selection procedures for the awarding of such grants. Authorizes appropriations for FY 1987 through 1991 for the purpose of awarding grants to States to enable States to provide grants or State work-study jobs to eligible students attending institutions of higher education. Outlines application procedures for States applying for such grants. Authorizes the Secretary to provide special programs for students from disadvantaged backgrounds (including talent search, upward bound, student support services, educational opportunity centers, and staff development activities). Authorizes appropriations for 1987 through 1991 for such programs. Authorizes the establishment of a National Center for Postsecondary Opportunity to ensure the adequate availability of financial aid information. Maintains and expands secondary and postsecondary high school equivalency program and college assistance migrant program projects. Authorizes appropriations for FY 1987 through 1991 for such purpose. Establishes a Federal Merit Scholarship program. Authorizes appropriations for FY 1986 through 1988 for such program. Authorizes cost-of-education payments to institutions of higher education. Provides a formula for determining the amounts of such payments. Authorizes appropriations for FY 1987 through 1991 for the establishment of a veterans education outreach program which would authorize payments to institutions for each veteran enrolled at such institution and receiving veterans' educational assistance. Outlines provisions concerning eligibility for such payments. Authorizes the Secretary to make grants to institutions of higher education to provide special child care services to disadvantaged college students. Authorizes appropriations for FY 1987 through 1991 for such purpose. Part B: Revision of Part B of Title IV: - Amends part B (Federal, State, and Private Programs of Low-Interest Insured Loans to Students in Institutions of Higher Education) of title IV to replace it with a new part B (Guaranteed Student Loan Program). Prohibits discrimination by creditors lending credit under the guaranteed student loan program. Authorizes appropriations for: (1) the student loan insurance fund; (2) Federal payments to reduce student interest costs; (3) certain State and nonprofit private loan insurance programs; and (4) repayment of loans of bankrupt, deceased, or disabled borrowers. Outlines provisions concerning payments by the Secretary to the States of advanced funds for the establishment of State and nonprofit private loan insurance programs. Sets forth provisions concerning Federal loan insurance. Authorizes the payment of Federal interest subsidies to reduce student loan interest costs. Outlines qualifications for students receiving such subsidies. Authorizes payments by the Secretary for the provision of lender referral services for students. Authorizes appropriations for the making of such payments for such referral services. Authorizes the provision of supplemental loans to students and loans to parents of students. Authorizes the provision of consolidation loans to students for consolidation of all student loans made. Outlines qualifications for students receiving such consolidation loans. Provides procedures in the event of default by a student on any loan covered under the Federal loan insurance program. Directs the Secretary to exchange information with credit bureaus and institutions of higher learning for the purpose of promoting responsible repayment of loans under the Federal loan insurance program. Establishes a student loan insurance fund for use by the Secretary in making payments on defaulted loans under the Federal loan insurance program. Requires lenders who provide loans under the loan insurance program to provide thorough and accurate loan information concerning such loan to the borrower. Authorizes Federal credit unions to participate in Federal, State, and private student loan insurance programs. Authorizes the government of the District of Columbia to establish a student loan insurance program. Authorizes repayment by the Secretary of loans of bankrupt, deceased, or disabled borrowers. Establishes the Student Loan Marketing Association (the Association) to serve as a secondary market and warehousing facility for student loans. Authorizes appropriations to establish the Association. Outlines organizational rules, powers, and authorities of the Association, as well as actions to be taken by the Association in securing student loans. Requires certain studies of: (1) multiple-year lines of credit; and (2) multiple disbursement. Part C: College Work-Study Amendment - Authorizes appropriations for FY 1987 through 1991 for the provision of work-study programs for students at eligible institutions. Authorizes the Secretary to make grants to eligible institutions for the operation of such work-study programs. Provides for the establishment of work-study programs whereby students perform community services specifically designed to aid low-income individuals and families. Part E: Perkins Loans - Authorizes appropriations for FY 1987 through 1991 and directs the Secretary to carry out a program for the making of low-interest, direct loans (Perkins loans) to students in order to pursue their courses. Authorizes additional appropriations for FY 1991 through 1996 to enable students to continue or complete their studies. Allocates appropriated funds among fiscal years. Provides procedures for determining an institution's need for the services of Perkins loans. Outlines provisions to be included in agreements with institutions of higher learning for the payment of Federal capital contributions to student loan programs. Requires institutions to provide adequate loan information on any loans made to borrowers under such program. Outlines the terms of such loans. Authorizes the cancellation of loans for certain public service performed (e.g., teaching, or as a member of the armed forces). Provides for the collection of defaulted loans by the Secretary. Part F: Need Analysis - Adds a new part F to title IV relating to need analysis (i.e. an analysis of the amount of financial assistance needed by students in order to attend institutions of higher education). Provides for the determination of the expected family contribution to a dependent student's educational costs, based on available income. Provides various tables to assist in the determination of available income. Provides a computation of the family contribution for independent students without dependents, and for such students with dependents. Provides adjustments to such need analysis for purposes of the Pell grant program. Part G: Revision of General Provisions - Defines "institution of higher education" for purposes of eligibility under certain aforementioned grant programs. Provides a master calendar containing deadline dates for applications, forms, and fund distributions required under the various grant programs. Outlines student eligibility requirements for receiving grants, loans, or work-study assistance. Requires participating institutions of higher education to disseminate information concerning the institution and all financial assistance available. Authorizes the Secretary to enter into contracts to provide training in the administration of financial aid and student support services. Authorizes appropriations for FY 1986 through 1991 for such purposes. Establishes an Advisory Committee on Student Financial Assistance to provide advice and counsel to the Congress on student financial aid matters. Directs the Secretary to survey student aid recipients for the purpose of collecting and disseminating certain student aid information. Title V: Amendment to Title V of the Act - Amends title V (Teacher Corps and Teacher Training Programs) of HEA to replace it with a new title V (Educator Recruitment, Retention, and Development). Authorizes appropriations for FY 1987 through 1991 for and establishes programs in: (1) excellence in teacher education programs; (2) school, college, and university partnerships; (3) professional development and leadership programs; (4) teacher scholarships and fellowships; and (5) research and data collection. Authorizes the Secretary to make grants to institutions of higher education to provide institutional support for teacher education programs. Outlines the requirements for such program. Directs the Secretary to make grants to institutions of higher education for midcareer teacher training. Outlines the requirements for such program. Authorizes the making of partnership agreements between eligible institutions of higher education and local education agencies in order to receive grants from the Secretary for the purpose of enhancing local academia. Outlines application requirements for such grants. Authorizes the Secretary to award four grants for pilot community college partnership projects. Outlines requirements. Establishes teaching academy demonstration projects in order to provide more effective instruction and guidance in the development of teaching skills through the creation of internships for beginning teachers. Outlines requirements for grant recipients. Authorizes the Secretary to make grants to establish professional development resource centers for teachers. Outlines grant requirements. Requires each such center to be planned and operated by a professional development policy board. Directs the Secretary to enter into contracts for the establishment and operation of technical assistance training centers in each State. Outlines general criteria for such contracts. Authorizes the Secretary to make grants to State educational agencies to enable such agencies to support a fellowship program for teachers to be trained to provide special education for handicapped children. Sets out application requirements and other conditions of such grants. Authorizes the Secretary to allocate grants to each State for the purpose of awarding Congressional Teacher Scholarships to high school students in such State. Outlines application requirements and selection criteria. Authorizes the Secretary to award one national talented teacher fellowship to a public or private school teacher in each congressional district of each State, and one in each of the territories and possessions of the United States. Outlines application requirements and selection criteria. Authorizes the Secretary to utilize specified legislative authority to assess annually the current and future supply and demand for teachers. Authorizes the Secretary to award grants to institutions of higher education for the conduct of research consistent with the collection of such information. Requires institutions of higher education or other entities in any State, in order to be eligible for teacher training assistance under HEA for any fiscal year after FY 1986, to establish a State task force on teacher training. Outlines organizational rules, powers, and functions of such task forces. Extends through October 1, 1991, the authorization of appropriations for the making of grants to the Robert A. Taft Institute of Government in New York. Title VI: Amendments to Title VI of the Act - Amends title VI (International Education Programs) of HEA to replace it with a new title VI to authorize the Secretary to make grants to institutions of higher education for the purpose of paying stipends to individuals undergoing advanced training in foreign language training programs or foreign studies programs. Authorizes the Secretary to make grants for the establishment, operation, and strengthening of foreign language resource centers. Outlines activities to be carried out by such centers. Authorizes the Secretary to make grants to establish intensive summer language institutes. Authorizes appropriations for FY 1987 through 1991 for such programs. Authorizes appropriations for FY 1987 through 1991 for the making of grants by the Secretary to educational institutions or libraries for the purpose of acquiring periodicals published outside the United States. Authorizes appropriations for FY 1987 through 1991 for certain business and international education programs. Directs the Secretary, at least two times each year, to convene an advisory board on the conduct of programs under Title VI of the Act. Title VII: Amendment to Title VII of the Act - Directs the Secretary to carry out programs of financial assistance to institutions of higher education and to higher education building agencies for the construction, reconstruction, or renovation of academic facilities in order to bring such facilities in conformity with specified housing and environmental laws and regulations. Requires States, in order to receive grants for the construction, reconstruction, or conversion of undergraduate academic facilities, to submit annually to the Secretary a State plan containing specified standards and procedures to be followed concerning the allocation of grant funds received by the States. Outlines criteria and allotment procedures. Authorizes appropriations for FY 1987 through 1991 for such purpose. Directs the Secretary to make grants to graduate institutions of higher education which meet application requirements. Authorizes appropriations for FY 1987 through 1991 for such purposes. Directs the Secretary to make and insure loans to institutions of higher education and to higher education building agencies for the construction, reconstruction, and renovation of academic facilities. Provides the terms for such loans. Establishes in the Treasury a revolving loan fund for the purpose of making and insuring such loans. Authorizes appropriations for FY 1987 through 1991 for such purposes. Authorizes the Secretary to make annual interest grants to institutions of higher education and higher education building agencies to reduce the cost of borrowing from other sources for construction, reconstruction, and renovation projects. Sets limits and requirements for such grants. Authorizes the Secretary to provide financial assistance to Eastern Michigan University in Ypsilanti, Michigan, for the purpose of the renovation and restoration of Welch Hall. Authorizes appropriations. Authorizes the Secretary to provide financial assistance to the Rochester Institute of Technology in Rochester, New York, to pay the Federal share of the cost of construction of a specified facility. Authorizes appropriations. Authorizes the Secretary to provide financial assistance to Shaw University of Raleigh, North Carolina, for the purpose of the renovation and restoration of Estey Hall. Authorizes appropriations. Provides for recovery by the United States of payments made for the cost of construction, reconstruction, and renovation of academic facilities. Title VIII: Amendment to Title VIII of the Act - Authorizes appropriations for FY 1987 through 1991 to enable the Secretary to make grants to institutions of higher education for the planning, establishment, and expansion of cooperative education programs. Outlines application procedures for such grants, and sets forth grant limitations. Title IX: Amendment to Title IX of the Act - Directs the Secretary to make grants to public and private, nonprofit higher education institutions for the purpose of enabling under-represented minorities to participate in graduate studies. Outlines application requirements. Directs the Secretary to award a one-year graduate fellowship to each student (known as a Patricia Roberts Harris Fellow) who completes a specified undergraduate internship program. Directs the Secretary to make grants to institutions of higher education to enable such institutions to offer grant programs of post-baccalaureate study leading to a graduate or professional degree. Outlines grant requirements. Authorizes the Secretary to award not more than 450 national graduate fellowships per year in accordance with specified guidelines. Directs the President to appoint a National Graduate Fellows Program Fellowship Board to establish the policies of such program and select the fellowship recipients. Outlines organizational rules for such Board. Directs the Secretary to make grants to academic departments and programs that provide courses of study leading to a graduate degree in areas of national need. Sets out eligibility and application requirements. Authorizes the Secretary to make grants or enter into contracts with public and private agencies and organizations in order to assist individuals from disadvantaged backgrounds to undertake training for the legal profession. Authorizes the Secretary to enter into grants or contracts with accredited law schools for the purpose of paying up to 90 percent of the cost of legal clinical experience programs at such law schools. Authorizes appropriations for FY 1987 through 1991 for the aforementioned programs under Title IX of the Act. Title X: Amendment to Title X of the Act - Authorizes the Secretary to make grants to and contracts with institutions of postsecondary education in order to improve postsecondary educational opportunities by taking specified actions. Establishes a National Board of the Fund for the Improvement of Postsecondary Education to act in an advisory capacity in the determination of postsecondary education grant recipients. Authorizes appropriations for FY 1987 through 1991 for the purpose of making such grants. Directs the Secretary to make grants to institutions of higher education that are designed to effect long-range improvement in science and engineering education at predominantly minority institutions and to increase the participation of underrepresented ethnic minorities in scientific and technological careers. Authorizes the Secretary to make grants for the establishment of programs in: (1) minority support in science and engineering; and (2) special service projects. Outlines eligibility and application requirements. Establishes an Advisory Board for the Minority Science and Engineering Improvement Programs to act as an advisory group to such programs. Authorizes appropriations for FY 1987 through 1991. Title XI: Amendment to Title XI of the Act - Amends title XI (Urban Grant University Program) of HEA to replace it with new title XI (Community Partnerships and Economic Development) to direct the Secretary to make grants to urban universities to pay the Federal share of the cost of programs designed to address urban issues. Outlines grant application requirements and grant limitations. Authorizes Federal assistance in the areas of higher education and economic development through the use of planning and research, resource exchange, and certain authorized special projects. Outlines eligibility and application requirements. Authorizes appropriations for FY 1987 through 1991 for carrying out the purposes of this title. Provides assistance to the City University of New York to establish an institute devoted to the study of urban public policy, to be known as the Robert F. Wagner, Sr. Institute of Urban Public Policy. Authorizes appropriations for such purpose. Title XII: Amendments to Title XII of the Act - Revises provisions concerning the treatment of U.S. territories and student assistance to such territories. Extends from 1986 to 1992 the National Advisory Committee on Accreditation and Institutional Eligibility. Revises provisions concerning the disclosure by educational institutions of any foreign gifts or grants received. Requires educational institutions to take steps to guarantee the future payment of tuition and fees to such institution by students who are foreign nationals (and not admitted to permanent residence in the United States).

Amends the Outer Continental Shelf Lands Act to deem all vessels operating on the Outer Continental Shelf in support of resources exploration or development as within the jurisdiction and laws of the United States. Provides that any artificial islands, installations, vessels, or other devices on the Outer Continental Shelf may receive supplies or cargo only from U.S. ports. Excepts four named vessels from the provisions of this Act until after December 31, 1986.
