Amends the Civilian Health and Medical Program of the Uniformed Services to include chiropractic care among the services offered members, former members, and dependents of the uniformed services. Authorizes the appointment of chiropractors as commissioned officers in the Medical Services Corps of the Army, the Navy, and the Air Force. Entitles such officers to the same pay as dental officers.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland, if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland, if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance. Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress. Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.

Federal Law Enforcement Officers' and Firefighters' Retirement Protection Act of 1982 - Amends the Omnibus Budget Reconciliation Act of 1982 to provide that Federal law enforcement officers and fire fighters who are separated from service under mandatory retirement provisions shall not be considered to be early retirees required to receive reduced cost of living adjustments in retirement pay in FY 1983 through 1985.

Emergency Mathematics and Science Education Act - Amends the National Defense Education Act of 1958 to add a new program for emergency mathematics and science education at elementary, secondary, and postsecondary levels. Authorizes appropriations to the Department of Education to provide elementary and secondary education assistance under such program for the first two fiscal years beginning after the date of enactment of this Act. Conditions such authorization upon increased appropriations under specified provisions of the Education Consolidation and Improvement Act of 1981. Sets forth provisions for allocation of such program funds among the States. Permits States to reserve five percent of such allocation for State administration and planning activities. Requires States to distribute the remainder among local educational agencies, with 75 percent allocated on the basis of school-age population and 25 percent on the basis of number of children from low income families. Sets forth permitted uses of program funds by local educational agencies. Sets forth requirements for State educational agency use of program funds. Requires that sums available for postsecondary assistance be used to award congressional scholarships to 300 individuals in the first fiscal year beginning after enactment of this Act and to 600 individuals in the second such year. Sets forth requirements for eligibility nomination, and selection of congressional scholars. Provides that such scholars shall be selected by a committee composed of the Librarian of Congress the Secretary of Education, the Director of the Office of Science of Science and Technology Policy, and two individuals appointed by the Speaker of the House and Senate Majority Leader respectively. Obligates such congressional scholars to teach elementary or secondary school mathematics, science, or other appropriate subjects for at least five years or to repay the total amount of the scholarship, plus interest at a rate prescribed by the Secretary of Education. Directs the Secretary to make available funds appropriated for FY 1984 or 1985 for postsecondary assistance under the program for grants for mathematics and science improvement and employment-based education programs in new and emerging technologies in the following amounts: (1) ten percent to institutions of higher education; and (2) 25 percent to community and junior colleges. Directs the Secretary of Education, from funds available for such purpose for FY 1984 or 1985, to make grants to institutions of higher education for summer institutes and workshops for teachers and supervisors of mathematics and science programs. Permits such institutes to be conducted in other areas of national need, as determined by the Secretary. Directs the Director of the National Institute of Education, in consultation with appropriate Federal agencies, to investigate effective methods of mathematics and science instruction. Authorizes appropriations for such purpose for FY 1984 and 1985. Directs the Secretary to make challenge grants available to provide up to one-third of the cost of: (1) purchase of modern scientific equipment for use in teaching and research; (2) training of faculty in the use of new laboratory and research equipment; and (3) sharing scientific and engineering equipment among academic and business laboratories and research centers. Limits the amount which may be made available for such challenge grants for FY 1985. Directs the Secretary, in consultation with other appropriate Federal agencies, to assess, before September 30, 1984, the current need for improvements in and purchases of laboratory equipment and facilities. Limits the total amount which may be appropriated pursuant to this Act for FY 1984. Limits the amount of such appropriation which may be available for elementary and secondary assistance and for postsecondary assistance. Amends the General Education Provisions Act to extend through FY 1985 the authorization of appropriations for: (1) the Pre-College Science Teacher Training program; and (2) the Minority Institutions Science Improvement program.

Prohibits any such action which would impair the contractual rights of any person, as against the United States, to payments under provisions for Federal, State, and private programs of low-interest insured loans to students in institutions of higher education.

Establishes the Sunday after the first Monday in November in 1984, 1986, 1988, and 1990 as election day for Representatives and Senators to the Congress. Requires electors of the President and Vice President for 1984 and 1988 to be appointed on the Sunday after the first Monday in November. Specifies the hours during which polling places shall be opened for such presidential elections. Requires the Federal Election Commission to report to Congress and the President on the amendments made by this Act.

Amends the Internal Revenue Code to allow an income tax credit to individuals who maintain a household in which a dependent aged 65 or over resides. Sets the amount of such credit at $500 for each aged dependent for the taxable year.

States that the Strategic Arms Reduction Talks (START) between the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; (4) pursue reductions through numerical ceilings and other means; (5) preserve present limitations on nuclear weapons; and (6) incorporate ongoing negotiations in Geneva on land-based intermediate-range nuclear missiles into the START negotiations. Requires that every effort be made to reach common positions with the NATO allies.

Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to require information concerning an AFDC applicant or recipient which is in the possession of the State agency administering the AFDC program to be made available to any Federal, State, or local law enforcement agency, if such information is needed for a felony investigation or prosecution.

Establishes the Commission on the Bicentennial of the United States Constitution. Requires the Commission to: (1) plan and develop appropriate activities to commemorate the bicentennial of the Constitution; (2) encourage private organizations, and State and local governments to organize and participate in bicentennial activities; (3) coordinate activities throughout all the States; and (4) serve as a clearinghouse for the collection and dissemination of bicentennial information. Directs the Commission to seek assistance from private and governmental agencies and organizations. Requires the Commission to submit a report of its recommendations to the President, Congress and the Judicial Conference within two years of enactment of this Act and annually until its termination. Terminates the Commission on December 31, 1989. Authorizes appropriations for FY 1983 and such sums as necessary through FY 1989.

Amends the Older Americans Act of 1965 to provide that the Commissioner of the Administration on Aging shall administer title V of such Act (relating to community service employment for older Americans). Amends the Domestic Volunteer Service Act of 1973 to provide that the Commissioner shall administer title II of such Act (relating to national older American volunteer programs).

Declares it to be the policy of the Government that: (1) Federal procurement should be accomplished on a competitive basis wherever possible through the General Services Administration (GSA); (2) the use of multiple award schedules should be restricted to cases where competitive single awards are not feasible, sales volume justifies centralized procurement, and a valid need exists for functionally similar items with different prices and features; and (3) where the volume of products purchased is too low to provide a price advantage and commercial "off-the-shelf" products can be substituted for products designed to Government specifications, individual agencies should purchase items locally subject to review by the GSA. Directs the Administrator of the GSA to implement: such policy; the recommendations on procurement contained in the Comptroller General's report of May 2, 1979; and the policy statement prepared by the Office of Acquisition Policy in response to such report. Directs the Administrator, within 60 days after enactment, to issue transitional regulations governing purchases from any multiple award schedule. Requires that such regulations: (1) include the requirement that whenever any agency procurement officer or employee determines that an item in such a schedule is available from a commercial source in the area at a lower cost and under conditions which are no less favorable to the Government than is the case under the schedule, the item shall be purchased from that source; and (2) establish procedures for the audit and review of any such purchase and the enforcement of such regulations by the GSA. Repeals such regulations on the effective date of the regulations which are issued to implement the procurement policy declared by this Act and which apply to any item on a multiple award schedule. Requires the Administrator to submit to Congress periodic reports on actions taken and legislation needed to carry out this Act.

Declares that it should be U.S. policy to: (1) support the people of Afghanistan in their struggle to be free from foreign domination; (2) provide the Afghans, upon request, with material assistance; and (3) pursue a negotiated settlement of the war in Afghanistan based on the total withdrawal of Soviet troops and the recognition of the right of the Afghans to choose their own destiny.

Comprehensive Victim and Witness Protection and Assistance Act of 1982 - Amends rule 32 of the Federal Rules of Criminal Procedure to require that presentence reports contain: (1) information concerning any harm or loss suffered by the victim; (2) information that may aid the court in sentencing; (3) a statement of the circumstances of the commission of the offense; and (4) any prior criminal record of the defendant. Amends the Federal criminal code to establish as offenses "tampering with a witness or an informant" and "retaliating against a witness or an informant." Authorizes the Attorney General to initiate civil proceedings to restrain any harassment of a victim or witness. Authorizes a sentencing court to order the defendant to make restitution. Requires the court to state for the record the reasons for not ordering restitution. Prescribes a procedure for the issuance of restitution orders. Directs the Attorney General to develop Federal guidelines for the fair treatment of crime victims and witnesses. Requires the Attorney General to consider certain objectives in preparing the guidelines, including: (1) ensuring that victims receive prompt social and medical services; (2) giving victims and witnesses notice of important criminal justice proceedings and scheduling changes; (3) arranging for the prosecution to obtain the nonbinding views of victims of serious crimes during such stages as plea bargaining and pretrial release; (4) encouraging employers to continue to pay victims and witnesses for work absences to assist investigations and prosecutions; (5) training law enforcement personnel in victim assistance; and (6) informing victims or witnesses on legal steps for protection from intimidation. Directs the Attorney General to recommend to Congress any laws that are necessary to ensure that no Federal felon derives any profit from the sale of his or her story until any victim of the offense receives restitution. Amends the Bail Reform Act of 1966 to require as a condition of pretrial release that the defendant not commit certain offenses.

Military Widows and Surviving Children Benefits Restoration Act - Directs the head of a designated agency to make monthly payments to the surviving spouse of a veteran in the amount such spouse would have received under the Social Security Act were she caring for a child under 16 (when such child is actually between 16 and 18 years of age). Directs the head of a designated agency to make monthly payments equivalent to the child's insurance benefit under the Social Security Act before the Omnibus Budget Reconciliation Act of 1981 to certain children between the ages of 18 and 22 attending institutions of higher learning. Limits eligibility for such payments to children of veterans who died on active duty before August 13, 1981, or from a service-connected disability. Directs the Secretary of Health and Human Services to provide the designated agency head with information necessary to carry out this Act. Sets forth provisions determining time and percentage of increases in benefits, including a requirement that all payments be rounded down to the next lower multiple of $1. Directs the Secretary of Defense during FY 1983 to transfer funds from the Retired Pay, Defense account to whomever is chosen to administer this program. Requires such head to establish an account in his or her agency to receive such payments. Permits such head and the Secretary of Health and Human Services to combine specified payments into a single monthly payment.

Amends Federal law to recodify and consolidate specified shipping and related marine provisions. Reorganizes existing law with respect to: (1) the operation, inspection, and regulation of passenger, cargo, animal transport, and recreational vessels; (2) marine casualties and accidents; (3) licenses, certificates and merchant mariners' documents; (4) the maning of vessels; and (5) merchant seamen, their protection and relief. Repeals specified laws.

Amends the Higher Education Act of 1965 to limit the maximum Pell Grant a student may receive for academic year 1983-1984 to $1,800 or 50 percent of the cost of attendance (as defined for academic year 1982-1983). Directs the Secretary of Education to approve separate (from the Pell Grant family contribution schedule) systems of need analysis for academic years 1983-1984 and 1984-1985 for the campus-based programs of supplemental education opportunity grants, work-study, and direct loans. Carries over for academic years 1983-1984 and 1984-1985 the Pell Grant cost of attendance criteria in effect for academic year 1982-1983. Carries over the academic year 1982-1983 Pell Grant family contribution schedule into academic year 1983-1984, with specified modifications to be published within 15 days of enactment of this Act. Provides that the academic year 1984-1985 Pell Grant family contribution schedule shall be the same as for academic year 1983-1984, with specified modifications, unless the Secretary of Education publishes in the Federal Register and submits to the Congress a proposed schedule by April 1, 1983, and a final schedule by May 15, 1983. Provides that such final schedule shall take effect unless either House of the Congress adopts a resolution of disapproval by a specified date. Provides for a new proposed schedule to take effect unless another resolution of disapproval is adopted. Directs the Secretary to publish in the Federal Register: (1) changes in amounts allowed as an offset for family size as a consequence of specified modifications of the Pell Grant family contribution schedule for academic year 1984-1985, immediately after publication of the Consumer Price Index for September, 1983; and (2) the modified family contribution schedule for academic year 1984-1985, by July 15,1983, under specified conditions. Replaces the ratable reduction formula effective for academic year 1983-1984 and succeeding academic years, under which when there are insufficient appropriations, awards for those with lesser need would be cut by a larger percentage than awards for those with greater need.

Older Americans Vocational Education Act - Directs the Secretary of Education to establish a model grant program for centers for older persons' vocational needs and employment opportunities. Sets forth application requirements for grant eligibility and for such centers. Requires such centers to: (1) provide certain services; and (2) in providing services, to give priority treatment to certain older persons. Limits any such grant to $400,000 for any fiscal year. Directs the Secretary to operate a national clearinghouse for information on such centers. Permits any business or labor organization, public agency, or nonprofit or profitmaking organization, as well as a State, State or local educational agency, educational institution, postsecondary educational institution, or private vocational training institution, to be an eligible recipient of such a grant. Defines "older person" as an individual 55 years of age or older. Authorizes appropriations for such model grant program for FY 1984 through 1986. Amends the Vocational Education Act of 1965 to add to the purposes of such Act: (1) the overcoming of age discrimination and age stereotyping in vocational education programs; (2) the furnishing of equal educational opportunity in such programs to persons of all ages; and (3) the provision of part-time employment to older persons who need the earnings to continue full-time vocational training. Requires State vocational education programs to assign personnel to review such programs for: (1) assurance that grant distribution addresses older persons' needs; (2) age bias in such programs; (3) age discrimination in program hiring, firing, or promotion; (4) recommendations for overcoming age stereotyping and bias in such programs; and (5) assisting interested parties in improving vocational educational opportunities for older persons. Requires that State advisory councils on vocational education include older persons with employment and training program experience, including older persons who are minority group members. Requires that the State five-year plans for vocational education set forth: (1) the uses which the State intends to make of Federal vocational education assistance to meet the special needs of older persons; and (2) policies and procedures to assure equal access to vocational education programs by older persons.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit the termination of an individual's disability benefits on the grounds that the individual's disability has ceased or did not exist, unless the Secretary of Health and Human Services finds that: (1) there has been a medical improvement in the individual's impairment such that the individual is no longer disabled under the disability standards in effect at the time of the original disability determination; or (2) the original disability determination was clearly erroneous under the disability standards in effect at the time it was made. Makes such requirement inapplicable in the case of an individual who has demonstrated an ability to engage in substantial gainful activity. Provides that subsequent reviews of a disability determination following an initial review for purposes of determining the continuing eligibility of beneficiaries who become entitled in October 1982 and thereafter shall be at the discretion of the State agency or the Secretary, as appropriate. Requires that such individuals be notified when subsequent reviews of disability determinations are scheduled. Limits the number of reviews of disability determinations for purposes of continuing eligibility which the Secretary may conduct for individuals who become entitled to disability benefits before October 1982, but authorizes the Secretary to review, at his or her discretion, selected cases to the extent that such review will be cost-effective and that adequate personnel and time are available for such review. Permits a disability insurance beneficiary who has been found to be no longer entitled to disability benefits to elect to have such benefits continued until the disability determination has been affirmed or overturned on appeal or until the time for such an appeal has expired. Provides that benefits paid pursuant to such an election shall be considered overpayments if the decision after a hearing affirms the determination that the individual involved is no longer entitled to benefits.

Prohibits the Secretary of Agriculture from placing into effect any rule which would not maintain or enhance the nutritional integrity of supplemental foods made available under the special supplemental food program for women, infants, and children of the Child Nutrition Act of 1966. Directs the Secretary to make a finding that any rule changes governing the program subsequent to enactment of this resolution shall be beneficial to the nutritional status of program participants. Requires the Secretary to submit such finding to the appropriate congressional committees prior to its publication in the Federal Register. Requires the Secretary to implement a specified rule concerning the program no later than December 31, 1982.

National Nursing Home Standards Act of 1982 - Directs the Secretary of Health and Human Services to establish a National Commission on the Regulation of Nursing Homes. Provides for a moratorium on deregulation of skilled nursing and intermediate care facilities until September 30, 1984.
