International Safe Container Act - Requires that all containers used in international transport meet minimum safety standards and other requirements as prescribed by the International Convention for Safe Containers. Directs the Secretary of Transportation to prescribe regulations regarding (1) procedures to revoke approval and to invalidate safety approval plates on containers which no longer meet the requirements of the Convention or this Act; (2) fees to be charged for services associated with the approval and examination of containers; (3) initial approval of containers or container designs to meet the safety standards of the Convention; (4) the authorizing and attaching of safety approval plates; and (5) periodic examinations of approved containers to assure continued compliance with Convention safety standards. Authorizes the Secretary to issue detention orders for containers not having valid safety approval plates. Establishes civil penalties for moving containers in violation of a detention order. Prohibits discrimination against employees who have reported the existence of an unsafe container or who have reported violations of this Act. Authorizes the Secretary of State, in conjunction with the Secretary of Transportation, to propose amendments to the Convention or to request a conference to amend the Convention. Authorizes the Secretary of Defense, in consultation with the Secretary of Transportation, to modify the application of this Act with respect to cargoes of military significance moving in response to an emergency situation in containers aboard transportation assets owned by, controlled by, or under contract to the United States Government. Authorizes appropriations in such amounts as may be necessary to carry out the provisions of this Act.

Victims of Crime Act

Victims of Crime Act - Directs the Attorney General to make grants to qualified State programs for the compensation of victims of crime. Specified requirements for program certification, including that the program (1) offer compensation for personal injuries suffered as a result of certain State and Federal crimes, (2) offer compensation to surviving dependents of persons whose deaths resulted from being victim to such a crime, (3) require cooperation with law enforcement agencies as a condition for recovery, (4) grant claimants the right to a hearing, and (5) subrogate the State to any claim the victim or dependent has against the perpetrator to the extent of the amount compensated by the State. States that grants made under this Act shall total 50 percent of the allowable compensation paid to victims and dependent survivors of victims of State crimes designated by the State as appropriate for compensation under this program and 100 percent of the allowable compensation paid to victims and dependent survivors of victims of crimes which would constitute designated States crimes except for the fact that the crime is subject to exclusive Federal jurisdiction. Limits compensation with respect to any single claim to (1) loss resulting from medical and related treatment, physical and occupational therapy and rehabilitation, and past anticipated future earnings up to $200 per week and (2) a total of $50,000. Establishes an Advisory Committee on Victims of Crime to advise the Attorney General with respect to the administration of this Act and the compensation of victims of crime.

Comprehensive Oil Pollution Liability and Compensation Act

Comprehensive Oil Pollution Liability and Compensation Act - Title I: Domestic Oil Pollution Liability, Compensation, and Fund - Establishes in the Treasury of the United States a fund for the purpose of paying for otherwise uncompensated losses resulting from oil pollution. Enumerates the sources of moneys to be deposited in such fund, including a fee, not to exceed three cents per barrel of oil, imposed upon owners of facilities receiving oil. Authorizes the Secretary of Transportation to issue obligations to the Secretary of the Treasury at times when fund assets are insufficient to meet fund liabilities. Lists the types of injuries which may be compensated under this Act and the potential claimants who have standing to assert claims involving each such type of damage. Imposes joint, several, and strict liability on the owners and operators of each pollution source. Specifies liability limits, except in cases of gross negligence or willful misconduct, for ships and other vessels. Directs the Secretary of Transportation to establish limits on the liability of classes of facilities used for transporting, producing, processing, storing, or transferring oil. Requires the owner or operator: (1) of any such facility; or (2) any ship which uses such facility or navigable waters of the United States, to establish and maintain evidence of financial responsibility in an amount sufficient to satisfy applicable liability limits. Directs the person in charge of a vessel or facility to immediately notify the Secretary of Transportation of any pollution incident in which the vessel or facility is involved. Specifies procedures whereby the Secretary may, in the absence of such an admission, designate and advertise pollution sources. Directs the Secretary, in instances in which: (1) the owner and operator of a vessel or facility designated by the Secretary deny such vessel's or facility's involvement; (2) the source of the discharge is a public vessel; or (3) the Secretary is unable to designate the pollution source, to advertise procedures for presenting claims directly to the fund. Requires all other claims with limited exceptions, to be initially presented to the owner or operator, or to such person's guarantor. Permits claimants to either present a claim to the fund or to bring an action in an appropriate United States liability or fail to settle the claim within a specified period. Sets forth procedures for the disposition and appeal of claims submitted to the fund. Requires both the plaintiff and the defendant in a court action brought against an owner, operator, or guarantor to forward copies of all pleadings to the fund. Permits the fund to intervene in such actions. Subrogates any person or government entity, including the fund, paying compensation to all the claimant's claims and rights under this Act. Specifies procedures for and the measure of recovery in actions brought by the fund against owners, operators, or guarantors of alleged pollution sources. Declares that the rights and remedies under this Act shall be exclusive with respect to economic loss caused by oil pollution. Sets penalties for persons failing to comply with specified provisions in this Act Title II: Effective Dates; Conforming Amendments; Severability - Specifies the effective date of this Act. Amends specified laws, including the Deepwater Port Act of 1974 and the Federal Water Pollution Control Act, to conform with the provisions of this Act.

1981 White House Conference on Aging Act - Declares it the policy of the Congress that the Federal Government should work with the States and citizens to develop recommendations and plans to meet the needs of older persons. Requires programs developed under this resolution to place emphasis upon the right of older persons to free choice and self-help in planning their futures. Authorizes the President of the United States to call a White House Conference on Aging in 1981 to develop recommendations for research and action in the field of aging. Requires the Conference to include representatives of Federal, State, and local governments, professional and lay people working in the field of aging including older persons themselves. Directs that a final report of the White House Conference, containing a comprehensive statement of a coherent national policy on aging and the recommendations of such Conference, be submitted to the President and Congress within a specified time. Sets forth the responsibilities and duties of the Secretary of Health, Education, and Welfare in administering this resolution. Directs the Secretary to establish an advisory committee to the Conference and such other technical committees as may be necessary to carry out such Conference.

Makes certain technical and conforming amendments to the Higher Education Act of 1965. Specifies that fiscal year 1975 is to be used in determining minimum State allotments under community service and continuing education programs under Title I of the Higher Education Act. Sets forth the procedure to control the determination of making a Basic Grant when full appropriations are not available. Delays until October 1, 1978 the requirement that States make nonprofit higher education institutions eligible to participate in State incentive grant programs. Maintains a State's eligibility for a bonus allotment under student incentive grant programs where the loan insurance program is carried on by a nonprofit private institution or organization. Changes the basis upon which the amounts of advances for reserve funds to State agencies are determined. Sets forth the procedure for the ratable reduction of advances for reserve funds in the case of insufficient funds. Encourages States to reactivate student loan insurance programs that have lapsed by permitting a new advance payment to be made to a State for such a program. Sets forth the criteria under which the Commissioner of Education may issue certificates of Federal insurance in a State with adequate non-Federal programs. Applies limitations placed on loans for first-year students to such students' first academic year of postsecondary education. Specifies that all loans made within any 90-day period be considered as a single loan in determining whether such loan must be multiply disbursed. Utilizes the academic year as the reference point by which to apply the maximum and minimum limitations placed on amounts a State may insure. Eliminates the requirement placed on a State-insured student loan program that a borrower contract the holder of the note after ceasing to be at least a half-time student. Applies the definition, under the Higher Education Act, of the Commissioner's equitable share with respect to Federal reinsurance of student loans to supplemental agreements between the Commissioner and a State or private nonprofit student loan insurance program. Modifies requirements applicable to payment of administrative costs to State and nonprofit private student loan insurance programs activated after the date of enactment of the Education Amendments of 1976. Authorizes the Commissioner to determine the period of Federal interest in an academic facility which has been reconstructed or renovated with Federal grants or loans. Permits funds available for academic facility reconstruction or renovation to be used on graduate and undergraduate facilities without regard to whether such funds increase or create enrollment capacity, health care capacity, or continuing education programs. Defers applicability of effective dates of various changes implemented by the Education Amendments of 1976. Stipulates that the definition of institution of higher education, as revised by the Education Amendments of 1976, shall not be interpreted so as to terminate the eligibility of any institution of higher education. Extends authorizations of appropriations for foreign studies and language development programs through fiscal year 1979. Extends the time within which the Commissioner must submit a report on advisory council activities.

States that a person will not be deemed to have violated this Act who: (1) has obtained from the individual to be referred or employed a signed form stating that such individual is a citizen or authorized alien; and (2) has signed a form stating that he has read such individual's validation papers. Establishes a criminal penalty for the violation of this Act. Directs the Immigration and Naturalization Service to increase its personnel by 2,500. Directs that such increase occur only in the United States Border Patrol and in the Investigations Branch of the Service. Directs the Attorney General to prescribe the forms required by this Act.

Drug Enforcement Act - Directs the Attorney General to establish Special Drug Forces in the Department of Justice composed of law enforcement personnel and special United States attorneys. Declares the duty of the drug forces to be to assist States and local governments in which there is an unusually large amount of drug trafficking and whose law enforcement and criminal justice system is unable to effectively prosecute violators of the Controlled Substances Act.

Title I: Survey and Certification, Rate-Setting and Audit, and General Regulation of Long Term Care Facilities Under Medicaid Programs - Directs that State plans under Title XIX (Medicaid) of the Social Security Act must provide that no skilled nursing facility may receive payments under such plan unless and until it is approved to receive payments under Title XVIII (Medicare) of the Social Security Act. Requires the State plan to give the State agency the power to terminate reimbursement to a skilled nursing or intermediate care facility which such agency has found has violated its provider agreement. States that payment of the skilled nursing facility and intermediate care facility services shall be based upon a prospective cost based method of computation in which the audited costs of rendering service in such facilities in a prior year is updated through the use of economic indices to the year in which payment is made. Requires that any skilled nursing facility or intermediate care facility receiving payments under such plan be required to maintain with the State agency a bond in such amount, under such terms, and in such form as the State agency may direct. Title II: Medical, Psychological, and Social Assessment of Patients In Need of Long Term Care under Medicare and Medicaid Programs - Directs that payments for services furnished an individual may be made only to eligible providers of services and only if a physician certifies that such services are necessary, based on such patient assessment criteria as the Secretary may require.

Amends Title XIX (Medicaid) of the Social Security Act to prohibit any expenditure to an individual to the extent to which an entity (other than a member of the individual's family) would be liable for payment for such care and services but for a provision of a contract or a State law which has the effect of limiting or excluding such liability because the individual is eligible or entitled to receive care or services under the plan. Provides that a lien may be imposed by the State against the estate of a deceased individual after the death of his surviving spouse, on account of medical assistance paid or to be paid on his behalf under Title XIX.
