Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

Mapping Accuracy Promotes Services Act or the MAPS Act This bill makes it unlawful to willfully, knowingly, or recklessly submit inaccurate broadband coverage information or data (mapping data) to the Federal Communications Commission.

Excellence in Maternal Health Act of 2019 This bill requires the Department of Health and Human Services (HHS) to establish specified grant programs to support positive maternal health care outcomes for pregnant and postpartum women and their infants. Specifically, grants must be used to (1) develop best practices to reduce preventable maternal mortality; (2) train health care professionals about reducing and preventing discrimination when providing maternal health services; (3) support the collaboration of professionals across health settings with respect to maternal health; and may be used to (4) establish evidence-informed, integrated health care services to pregnant and postpartum women and their infants. HHS also must contract with an independent research organization to study and make recommendations about best practices for reducing and preventing discrimination in the provision of maternal health services. HHS also must meet certain reporting requirements for specified maternal and child health care grant programs.

National Suicide Hotline Designation Act of 2019 This bill requires the Federal Communications Commission to designate 9–8–8 as the universal telephone number for a national suicide prevention and mental-health crisis hotline.

Guardianship Accountability Act of 2019 This bill requires the Elder Justice Coordinating Council to create a National Online Resource Center on Guardianship for the publication of resources and data relating to court-determined adult guardianships. Further, the bill requires the Department of Health and Human Services to award at least 5% of certain grant funds for state programs related to overseeing the administration of court-appointed guardian arrangements.

Restoring Resilient Reefs Act of 2019 This bill addresses the conservation and sustainability of coral reef ecosystems. Among other things, the bill reauthorizes through FY2024 and revises the Coral Reef Conservation Program; directs the National Oceanic and Atmospheric Administration (NOAA) to provide block grants to states to support state coral reef management and restoration; requires NOAA to establish standards for the formation of partnerships among government and community members for the stewardship of coral reefs; provides statutory authority for the U.S. Coral Reef Task Force to lead, coordinate, and strengthen federal government actions to preserve, conserve, and restore coral reef ecosystems; requires the Department of the Interior to provide grants upon the declaration of a coral reef emergency to implement emergency plans; and authorizes Interior to provide scientific expertise, technical assistance, and financial assistance for the conservation and restoration of coral reefs.

Ending the Diagnostic Odyssey Act of 2019 This bill allows state Medicaid programs to cover whole genome sequencing services for certain individuals. Specifically, states may cover such services for individuals under the age of 21 (or a lower age, if the state chooses) and for former foster youth under the age of 26 who (1) have been referred or admitted to an intensive care unit or seen by a medical specialist for a suspected genetic or undiagnosed disease, or (2) are suspected by a medical specialist to have a neonatal- or pediatric-onset genetic disease. The Centers for Medicare & Medicaid Services may award grants to assist states in developing plans to cover such services.

Jennifer Kepner Healthcare for Open air burn Pit Exposure Act or the Jennifer Kepner HOPE Act This bill extends eligibility for hospital, nursing home, and medical services from the Department of Veterans Affairs to veterans who were exposed to burn pits (areas used for burning solid waste in open air without equipment).

Medicare Demonstration of Coverage for Low Vision Devices Act of 2019 This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a demonstration project to evaluate the fiscal impact of covering low-vision devices under Medicare in the same manner as Medicare coverage is provided for durable medical equipment. The bill defines low-vision device to mean a physician-prescribed device that magnifies, enhances, or otherwise augments or interprets visual images; the term does not include ordinary eyeglasses or contact lenses. The bill appropriates $2.5 million for FY2020 and each of the next four fiscal years for the CMS to carry out the project.

Map Improvement Act of 2019 This bill requires the Federal Communications Commission (FCC) to establish a standardized methodology for collecting and mapping accurate fixed and mobile broadband internet service coverage data. The FCC must form an Office of Broadband Data Collection and Mapping to serve as the central point for data collection, aggregation, and validation. In addition, the National Telecommunications and Information Administration must establish a technical assistance program for providing grants to assist with mapping and development and to assess both broadband adoption rates and advertised pricing.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

Safe from the Start Act of 2019 This bill directs the Department of State to direct U.S. foreign assistance to address humanitarian crises in a manner that aims to prevent and respond to gender-based violence at the onset of an emergency. Specifically, the State Department shall focus on (1) preventing gender-based violence, (2) protecting survivors of humanitarian crises from the onset of the emergency, (3) promoting standards and activities to prevent and respond to gender-based violence, and (4) advancing and empowering survivors and at-risk individuals. Activities shall include improving access to post-sexual-assault medical and mental health services and ensuring such services are available to hard-to-reach populations. The State Department may provide support to local and international organizations to achieve its goals.

Protection for Veterans' Burn Pit Exposure Act of 2019 This bill requires the Department of Veterans Affairs (VA) to make a determination, after receipt of a study by the National Academies of Sciences, Engineering, and Medicine (NASEM) titled Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations, on whether a positive association exists between (1) the exposure of humans to toxic airborne chemicals and fumes caused by open air burn pits (areas used for burning solid waste in open air without equipment) and other airborne hazards, and (2) the occurrence of a diagnosed illness in humans. Upon determination of a positive association, the VA must prescribe regulations providing that (1) a presumption of service-connection is warranted for certain illnesses manifesting in certain time frames, and (2) covered veterans shall be presumed to have been exposed to toxic airborne chemicals caused by open burn pits unless conclusive evidence proves otherwise. Covered veterans are veterans who were deployed on or after September 11, 2001, in support of a contingency operation and based at a location where an open burn pit was used. If the VA determines a presumption of service-connection is not warranted, a notice must be published and include an explanation of the basis for the determination. The bill also requires the VA to remove previous presumptions if evidence indicates such presumption is not warranted. The Department of Defense must provide NASEM with access to information it requests for the study on Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations .

Student Veteran Empowerment Act of 2019 This bill amends provisions related to Department of Veterans Affairs educational assistance benefits, including by updating how entitlement to such assistance is treated when an individual transfers fewer than 12 credits from a course or program of education that is discontinued.

Operation Stonegarden Authorization Act This bill provides statutory authorization for the Operation Stonegarden grant program within the Department of Homeland Security. Through the program, the Federal Emergency Management Agency shall provide grants for enhancing border security to law enforcement agencies that are (1) in a state with an international land or maritime border, and (2) involved in an active U.S. Customs and Border Protection operation coordinated through the Border Patrol.

Medicare Audiologist Access and Services Act of 2019 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.

Stop Online Booking Scams Act of 2019 This bill prohibits third-party hotel-booking websites from marketing, or selling reservations for, a hotel room if the booking site states or implies that it is affiliated with the hotel owner or operator when it is not.

Veterans 2nd Amendment Protection Act This bill prohibits the Department of Veterans Affairs (VA) from transmitting certain information to the National Instant Criminal Background Check System (NICS) utilized by licensed importers or dealers of firearms. Specifically, the bill prohibits the VA from transmitting personally identifying information of a veteran or a beneficiary to the NICS solely on the basis that such veteran or beneficiary has an appointed fiduciary to manage their benefits, unless there is an order or finding of a judicial authority that such veteran or beneficiary is a danger to themselves or others.

Launching Energy Advancement and Development through Innovations for Natural Gas Act of 2019 This bill directs the Department of Energy (DOE) to establish a program to award competitive grants to certain entities for the capture of carbon dioxide produced during the generation of natural gas-generated power. Specifically, DOE must accelerate the development of commercially viable carbon capture technologies to reduce carbon dioxide emissions, including to improve the thermodynamics, kinetics, scalability, durability, and flexibility of carbon capture technologies used during the generation of electricity from natural gas power systems; enter into cooperative agreements with certain entities to construct and operate no more than five facilities to capture carbon dioxide from natural gas generating power facilities; and identify any barriers to the commercial development of carbon capture technologies.

Effective Drug Control Strategy Act This bill requires the Office of National Drug Control Policy to (1) evaluate the effectiveness of all federally funded activities aimed at reducing the demand for illegal drugs, and (2) publish annually a complete list of all drug control grant programs.

VA Child Care Protection Act of 2019 This bill prohibits the Department of Veterans Affairs (VA) from making payments to any child care center, child care agency, or child care provider that employs an individual who has been charged with a sex crime, a crime involving a child victim, a violent crime, or a drug felony. The bill allows the VA to make payments if such an individual has been suspended from contact with children until the case is resolved.

Territories Health Care Improvement Act This bill makes a series of changes relating to Medicaid funding for U.S. territories, including by (1) establishing a specific funding cap through FY2023 for Puerto Rico and through FY2025 for the other U.S. territories, (2) establishing program integrity measures and reporting requirements relating to the use of funds, and (3) increasing the applicable Federal Medical Assistance Percentage (i.e., the federal matching rate).

State Accountability, Flexibility, and Equity for Hospitals Act of 2019 or the SAFE Hospitals Act of 2019 This bill alters Medicaid requirements relating to payment for inpatient hospital services that are provided by disproportionate share hospitals (DSHs). (DSHs are hospitals that receive additional payment under Medicaid for treating a large share of low-income patients.) Among other changes, the bill requires state Medicaid programs to adopt a payment methodology that meets certain criteria, including by prioritizing payments based on the DSH tier for which the hospital qualifies; tiers are determined based on factors such as the hospital's Medicaid inpatient utilization rate. The bill also incorporates state poverty ratios (i.e., the number of qualifying low-income individuals in a state compared to all states) into the formula for determining state DSH allotments under Medicaid. The bill phases in application of the revised formula over the course of 10 to 15 years.

Behavioral Intervention Guidelines Act of 2019 This bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) to develop best practices for schools to establish behavioral intervention teams (i.e., experts who are responsible for identifying individuals of concern and addressing associated behavioral health issues so as to prevent harm to the individual or others). SAMHSA must also develop a list of providers with threat-assessment training to help school personnel implement the best practices.

Bolstering Economies, Anglers, Coastal Habitats, Ecosystems and Security in Florida Act or the BEACHES in Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf off the coast of Florida. Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

Laboratory Access for Beneficiaries Act or the LAB Act This bill revises the periods during which laboratories must report clinical diagnostic test information to the Centers for Medicare & Medicaid Services (CMS) for purposes of determining Medicare payment rates. The CMS must also contract with the National Academies of Sciences, Engineering, and Medicine to evaluate the methodology used to determine a specified laboratory fee schedule.

Increasing and Mobilizing Partnerships to Achieve Commercialization of Technologies for Energy Act or the IMPACT for Energy Act This bill requires the Department of Energy to establish a nonprofit corporation named the IMPACT for Energy Foundation to channel private sector investment into commercial innovative technologies in energy. The foundation may establish one or more for-profit subsidiaries, including an impact investment fund to (1) stimulate economic development activities, and (2) attract for-profit investment partners for technology translation and commercialization activities.

Fishing Equipment Tax Relief Act of 201 9 This bill reduces from 10% to 3% the excise tax rate that applies to the sale of portable, electronically-aerated bait containers by the manufacturer, producer, or importer.

Ryan Kules Specially Adaptive Housing Improvement Act of 2019 This bill revises the Department of Veterans Affairs (VA) Specially Adapted Housing Program, which provides grants to veterans and service members with certain service-connected disabilities to assist with constructing, purchasing, or remodeling homes to fit their needs. The program is comprised of two grants: the Specially Adapted Housing grant (for acquisition of housing with special features), and the Special Housing Adaptation grant (for adaptations to a veteran's residence). Specifically, the bill establishes grant priority for seriously ill veterans and directs the VA to define such term. The bill raises the cap on grants that may be issued per veteran from three to six and raises the number of applications that may be approved for the Specially Adapted Housing grant from 30 to 120. The bill increases the maximum amount of assistance available under the Special Housing Adaptation grant and also increases the aggregate amount of assistance available under both grant programs. The bill also authorizes certain veterans to apply for additional assistance under both grants, subject to specified limitations.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Stem Cell Therapeutic and Research Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2024 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. It also reauthorizes through FY2024 the Stem Cell Therapeutic and Research Act of 2005, which provides for the collection and maintenance of new units of high-quality cord blood. The bill requires the Advisory Council on Blood Stem Cell Transplantation to convene at least twice per calendar year.

Community-Based Independence for Seniors Act of 2019 This bill establishes a Community-Based Institutional Special Needs Plan demonstration program through which up to five eligible Medicare Advantage (MA) organizations shall provide home and community-based care to eligible Medicare beneficiaries. For purposes of the demonstration program, an eligible Medicare beneficiary must be ineligible for Medicaid and unable to perform two or more activities of daily living. The Centers for Medicare & Medicaid Services (CMS) shall establish payment rates for eligible MA plans under the demonstration program. Such payment rates are capped but shall be in addition to payments otherwise made to MA organizations with respect to such plans. The CMS shall also (1) help to educate eligible Medicare beneficiaries on the availability of the program, and (2) provide for program evaluation by an independent third party.

Integration of Baseball Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the 75th anniversary of the integration of the game of baseball. All sales of such coins shall include specified surcharges. All surcharges received by Treasury shall be distributed to the National Baseball Hall of Fame, with the understanding that the Hall of Fame shall work with the Jackie Robinson Foundation to develop and operate education programs about the integration of the game of baseball and to preserve artifacts related to the integration of the game.

SHELTER Act This bill allows a tax credit to individuals and businesses for disaster mitigation expenditures. The allowable amount of such credit is 25% of the mitigation expenditures, up to $5,000 in any taxable year.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

VA Emergency Transportation Act This bill requires the Department of Veterans Affairs (VA) to reimburse a veteran for the reasonable value of emergency transportation by a non-VA provider (1) to a facility for emergency treatment, or (2) from a non-VA facility where the veteran was treated to a VA or other federal facility for additional care.

Nuclear Energy Leadership Act This bill addresses nuclear energy innovation. Among other things, the bill directs the Department of Energy (DOE) to (1) establish a long-term nuclear power purchase agreement pilot program; (2) advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3) develop a 10-year strategic plan for its Office of Nuclear Energy; (4) provide for a versatile, reactor-based fast neutron source; (5) establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6) provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.
