Accessible Instructional Materials in Higher Education Act or the AIM HIGH Act This bill directs the Speaker of the House of Representatives, the President pro tempore of the Senate, and the Secretary of Education to establish an independent commission to develop and issue voluntary accessibility guidelines for postsecondary electronic instructional materials and an annotated list of information technology standards. The Department of Education must review and, as appropriate, update the voluntary guidelines and information technology standards every five years. An institution of higher education (IHE) that uses electronic instructional materials or related technologies that conform to the voluntary guidelines is deemed to be in compliance with its obligations under the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. An IHE that uses electronic instructional materials or related technologies that do not fully conform to the voluntary guidelines qualifies for a limited safe harbor from monetary liability under the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 if the IHE complies with specified requirements.

Veterans Early Treatment for Chronic Ailment Resurgence through Examinations Act of 2017 or the VET CARE Act of 2017 This bill directs the Department of Veterans Affairs (VA) to: (1) carry out a four-year pilot program in five Veterans Health Administration facilities to provide outpatient dental services and treatment, and related dental appliances, to eligible veterans at no cost; and (2) determine whether there is a correlation between veterans receiving such services and their suffering fewer complications of chronic ailments, thereby yielding a lower cost of care. "Eligible veterans" means veterans who are: enrolled in, but not eligible for dental care under, the VA's health care program; between 40 and 70 years of age; and diagnosed with type 2 diabetes. Applicants shall receive an initial periodontal evaluation. Those diagnosed with periodontal disease that requires surgery shall be disqualified. The VA shall enroll at least 1,500 eligible veterans, one-third of whom shall have been diagnosed with no or mild periodontitis and two-thirds of whom shall have been diagnosed with moderate to severe periodontitis.

Walter Patterson and Werner Foerster Justice and Extradition Act This bill directs the President to report annually to Congress regarding: (1) the number of fugitives and others residing in other countries for whom the United States is seeking extradition or rendition, together with a list of those countries; (2) U.S. diplomatic and other efforts to secure such fugitives' return; (3) the average length of time these cases have been outstanding; (4) the number of satisfactorily resolved cases; (5) factors that have been barriers to case resolution; and (6) information on the number of U.S. citizens whose extradition has been sought by other countries during the past five years, a list of those countries seeking extradition, and the outcomes of those requests.

Access Technology Affordability Act of 2017 This bill amends the Internal Revenue Code to allow a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or any dependent of the taxpayer. "Qualified access technology" is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats useable by blind individuals. The credit is limited to: (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,500 per blind individual in any period comprising three consecutive taxable years. The credit is also subject to limits based on modified adjusted gross income and adjustments for inflation.

Let It Go Act This bill amends the Federal Election Campaign Act of 1971 to require individuals to use contributions or donations not later than six years following the most recent federal election in which the individual was a candidate and before the individual becomes a registered lobbyist. This bill requires remaining contributions or donations to be disposed of within 30 days, first by paying debts or obligations owed in connection with the campaign for that office. Additional remaining funds must be disposed of by: (1) returning those contributions or donations to the individuals, entities, or both, who made them; (2) making contributions to a charitable organization; or (3) making transfers to a national, state, or local committee of a political party.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Medical Product Communications Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to state that the intended use of a drug, biological product, or device shall be determined by the objective intent of the manufacturer and sponsor of such drug, biological product, or device, as demonstrated by statements contained in labeling, advertising, or analogous oral statements. The intended use of these medical products shall not be determined by actual or constructive knowledge of the manufacturer or sponsor that these products will be used in a manner that varies from the use approved for marketing. Additionally, the scientific exchange of information about these products shall not constitute labeling, advertising, or evidence of a new intended use. The bill sets forth the requirements for a scientific exchange.

Caesar Syria Civilian Protection Act of 2017 This bill declares that it is U.S. policy to use all diplomatic and economic means to compel the government of Bashar al-Assad to halt the slaughter of the Syrian people and work toward a democratic government. The President shall prohibit, or impose conditions on, the opening or maintaining in the United States of a correspondent account or payable-through account by any domestic financial institution or domestic financial agency for or on behalf of the Central Bank of Syria that is of primary money laundering concern. The bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly: (1) provided significant financial or material support to Syria, the Central Bank of Syria, or to a foreign person subject to specified sanctions; (2) supported Syria's domestic production of natural gas or petroleum; (3) sold or provided civilian aircraft or spare parts or other significant goods or services to a foreign person operating in Syria's shipping, transportation, or telecommunications sectors; or (4) financed money laundering activities. The President shall impose specified entry and U.S.-based property sanctions against a foreign person that has knowingly provided support to Syria to acquire or develop ballistic missiles, chemical, biological or nuclear weapons, or advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for: (1) committing serious human rights abuses against Syrian citizens or their family members, or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The President shall submit and update a list of, and impose entry and U.S.-based property sanctions against, persons responsible for hindering access to humanitarian relief activities in Syria. The President shall report with respect to whether each of specified Syrian persons, including Bashar al Assad, meets the requirements for inclusion on the list of persons who are responsible for certain human rights abuses against Syrian citizens. The President may: (1) provide assistance to advance a comprehensive relief and recovery strategy in Syria, and (2) suspend sanctions against Syria under specified conditions.

Affirms that the U.S.-Israel economic partnership has benefitted both countries and is a foundational component of the strong alliance. Recognizes that science and technology innovation present promising new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the President to regularize and expand forums of economic dialogue with Israel and foster public and private sector participation. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

National Nurse Act of 2017 This bill amends the Public Health Service Act to require the Department of Health and Human Services to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health. The duties of this position include: (1) providing leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conducting outreach and education, and (3) providing guidance and leadership for activities that will increase public safety and emergency preparedness. The National Nurse for Public Health must: (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Calls on the U.S. government to assist the government of Argentina so that the perpetrators of the attacks on the Israeli embassy in Buenos Aires in 1992 and the Argentine-Israeli Mutual Association in Buenos Aires in 1994 may be brought to justice. Determines that such attacks constitute an affront to humanity and the values of civilized society and remind us that the international community must work together to defeat international terrorism and its state sponsors, such as Iran. Urges the government of Iran to take steps toward fully complying with investigations by the government of Argentina, including immediately providing all available information from the Iranian government regarding such attacks.

Early Hearing Detection and Intervention Act of 2017 This bill amends the Public Health Service Act to revise programs for deaf and hard-of-hearing newborns and infants, including to expand the programs to include young children. The programs are reauthorized through FY2022. Health Resources and Services Administration support for the education and training of personnel and health care providers for such programs is expanded to include education and training of family members.

Recognizes that Robert Levinson is the longest held U.S. civilian in U.S. history. Notes that repeated pledges by Iranian officials to provide their government's assistance have not led to any meaningful progress in locating or returning him. Urges the government of Iran to take meaningful steps towards fulfilling its promises to assist in locating and returning Levinson, including immediately providing all information from all entities of such government regarding his disappearance. Urges the President and U.S. allies to continue to press the Iranian government to locate and return Levinson, notwithstanding disagreements with Iran on a broad array of issues, including Iran's ballistic missile program, sponsorship of international terrorism, and human rights abuses. Notes that further delay in locating and returning Levinson remains a significant obstacle to improving U.S.-Iran relations. Expresses sympathy to Levinson's family and expresses hope that their ordeal can be brought to an end in the near future.

Condemns the government of Iran for the 1988 massacre of political prisoners and for denying the evidence of crimes against humanity. Urges: (1) the Administration and U.S. allies to condemn the massacre and pressure the Iranian government to provide detailed information to the victims' families about their loved ones and their final resting places; and (2) the United Nations (U.N.) Special Rapporteur on the human rights situation in Iran and the U.N. Human Rights Council to create a Commission of Inquiry to investigate the massacre, gather evidence, identify the perpetrators, and bring them to justice.

Military and Veteran Caregiver Services Improvement Act of 2017 This bill expands eligibility for the family caregiver program of the Department of Veterans Affairs (VA) to include members of the Armed Forces or veterans who are seriously injured or who became ill on active duty prior to September 11, 2001 (currently, limited to service after September 11, 2001). Services to caregivers of veterans under such program are expanded to include child care services, financial planning services, and legal services. The bill terminates the support program for caregivers of covered veterans on October 1, 2022, except that any caregiver activities carried out on September 30, 2022, shall be continued on and after October 1, 2022. The bill authorizes the transfer of entitlement to post 9/11 education assistance to family members by veterans who are retired for a physical disability or who are seriously injured veterans in need of family caregiver services, without regard to length-of-service requirements. The VA is authorized to pay monthly special compensation to seriously injured or ill veterans in need of personal care services and to their caregivers. Flexible work schedules or telework are authorized for federal employees who are caregivers of veterans. The Public Health Service Act is amended to designate a veteran participating in the program of comprehensive assistance for family caregivers as an adult with a special need for purposes of the lifespan respite care program. An interagency working group is established in the executive branch to review and report on policies relating to the caregivers of veterans and members of the Armed Forces. The VA shall provide for studies on members of the Armed Forces who commenced service after September 11, 2001, and veterans who have incurred a serious injury or illness, including a mental health injury, and their caregivers.

No Stolen Trademarks Honored in America Act This bill amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to prohibit U.S. courts from recognizing, enforcing, or otherwise validating any assertion of rights by an individual (under current law, by a designated Cuban national) of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government unless the original owner of such mark or name, or such owner's bona fide successor, has expressly consented. The bill applies such prohibition only if the individual asserting the rights knew or had reason to know at the time of acquiring the rights asserted that the mark or name was the same or substantially similar to the mark or name used in connection with the business or assets that were confiscated.

Flood Insurance Market Parity and Modernization Act This bill amends the Flood Disaster Protection Act of 1973 to revise requirements for federal and private flood insurance. This bill revises the financial requirements that apply to flood insurance for home loans or loan guarantees by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac). Private flood insurance must meet any financial strength requirements set forth by Fannie Mae and Freddie Mac. Private flood insurance may include nonadmitted insurers (including surplus lines insurance) as long as the insurer is eligible to provide insurance in the home state of the insured and complies with the laws and regulations of that state. The National Flood Insurance Act of 1968 is amended to direct the Federal Emergency Management Agency (FEMA) to consider any period during which a property was continuously covered by private flood insurance to be a period of continuous insurance coverage, including for the purposes of National Flood Insurance Program subsidies.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Protecting the Privacy of Customers of Broadband and Other Telecommunications Services." The rule published on December 2, 2016: (1) applies the customer privacy requirements of the Communications Act of 1934 to broadband Internet access service and other telecommunications services, (2) requires telecommunications carriers to inform customers about rights to opt in or opt out of the use or the sharing of their confidential information, (3) adopts data security and breach notification requirements, (4) prohibits broadband service offerings that are contingent on surrendering privacy rights, and (5) requires disclosures and affirmative consent when a broadband provider offers customers financial incentives in exchange for the provider's right to use a customer's confidential information.

Mobile Workforce State Income Tax Simplification Act of 201 7 This bill prohibits the wages or other remuneration earned by an employee who performs employment duties in more than one state from being subject to income tax in any state other than: (1) the state of the employee's residence, and (2) the state within which the employee is present and performing employment duties for more than 30 days during the calendar year. The bill exempts employers from state income tax withholding and information reporting requirements for employees not subject to income tax in the state under this bill. For the purposes of determining penalties related to an employer's state income tax withholding or reporting requirements, an employer may rely on an employee's annual determination of the time expected to be spent working in a state in the absence of fraud or collusion by such employee. For the purposes of this bill, the term "employee" excludes: professional athletes; professional entertainers; production employees who perform services in connection with certain film, television, or other commercial video productions; and public figures who are persons of prominence who perform services for wages or other remuneration on a per-event basis.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

Cancer Drug Coverage Act of 2017 This bill amends the Public Health Service Act to require group and individual health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medication approved by the Food and Drug Administration that is prescribed based on a finding by the treating physician that the medication is medically necessary for cancer treatment and is clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, health plans may not, for anticancer medications: (1) change or replace benefits to increase out-of-pocket costs; (2) reclassify benefits to increase costs; or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Increasing State Flexibility in Care Coordination for the Most Vulnerable Act of 2017 This bill amends title XIX (Medicaid) of the Social Security Act to allow a state Medicaid program to require enrollment with a managed care entity as a condition of Medicaid enrollment with respect to individuals who: (1) are younger than 19 years of age and have certain special needs, or (2) are dually eligible for Medicare.

Transitioning to Integrated and Meaningful Employment Act of 2017 This bill amends the Fair Labor Standards Act of 1938 to: (1) prohibit the Department of Labor from issuing new special wage certificates for individuals whose earning or productive capacity is impaired by age, physical or mental deficiency, or injury, and (2) repeal the authority for issuing such certificates six years after the enactment of this bill, at which time any outstanding special wage certificates shall be revoked. Labor shall not renew any special certificate previously provided to an employer unless the employer provides, on an annual basis: (1) individualized assessments of each employee paid subminimum wages under any such special certificate; (2) individualized assessments of each employee that identify how obstacles related to disability prevent each employee paid subminimum wages from transitioning into available job opportunities that pay at or above the minimum wage and the resources provided to each such employee in order to mitigate those disability-related obstacles; and (3) a transition plan for each such employee.

Veterans' Compensation Cost-of-Living Adjustment Act of 2017 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2017, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Each such increase shall be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

RFS Reform Act of 2017 This bill amends the Clean Air Act to revise the renewable fuel standard program. Beginning in 2017, the renewable fuel that is required to be blended into gasoline must be advanced biofuel, which cannot be ethanol derived from corn starch. This bill revises the renewable fuel standards by decreasing the total volume of renewable fuel that must be contained in gasoline sold or introduced into commerce for years 2017 through 2022. The Environmental Protection Agency (EPA) must determine the target amount of cellulosic biofuel to be blended into transportation fuel based on the actual volume of cellulosic biofuel produced in the current year. The EPA must reduce the required volume of renewable fuel in transportation fuel by the same volume of cellulosic biofuel in the fuel. The EPA may not allow gasoline containing greater than 10% ethanol by volume to be introduced into commerce. Waivers that allow gasoline containing a greater percentage of ethanol are nullified.

Helping Veterans Exposed to Burn Pits Act This bill directs the Department of Veterans Affairs (VA) to establish a center of excellence in the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to exposure to burn pits and other environmental exposures in Afghanistan or Iraq. The VA shall, in selecting the center's site, consider entities that: are equipped with the specialized equipment needed to study, diagnose, and treat health conditions relating to such exposure; have a track record of publishing information on post-deployment health exposures among veterans who served in support of Operation Iraqi Freedom and Operation Enduring Freedom; have access to animal models and in vitro models of dust immunology and lung injury consistent with the injuries of members of the Armed Forces who served in support of such operations; and have expertise in allergy, immunology, and pulmonary diseases. The VA shall ensure that the center collaborates with the Department of Defense (DOD), institutions of higher education, and other appropriate public and private entities to: provide for dissemination within the VA of best practices for the treatment of such conditions and the training of health professionals, provide guidance for the VA and DOD health systems in determining the personnel required to provide quality health care for members of the Armed Forces and veterans with such conditions, establish, and oversee a program to train VA and DOD health professionals in the treatment of such conditions, facilitate advancements in the study of the short-term and long-term effects of such exposure, conduct basic science and translational research on such conditions for the purposes of understanding the etiology of such conditions and developing preventive interventions and new treatments, and provide medical treatment to veterans diagnosed with medical conditions specific to exposure to burn pits and other environmental exposures. The center shall have access to and make use of the data accumulated by the burn pits registry.

Investing in America: Rebuilding America's Airport Infrastructure Act This bill reauthorizes through FY2021 and revises the Airport Improvement Program. Specifically, the bill: (1) eliminates the federal cap on passenger facility charges (local user fees) of $4.50 per enplanement; and (2) with respect to large hub airports that increase such charges beyond $4.50 per enplanement, provides for corresponding reductions in program grant funding.

VA Accountability First Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to remove, demote by a reduction in grade and pay, or suspend a VA employee, including a member in a senior executive position, for reasons of performance or misconduct. The bill prescribes VA removal and employee appeals procedures. Whistle-blower protections are revised, including by prohibiting VA from taking any such action against a person who has a pending whistle-blower complaint. This bill provides for the reduction of federal annuities of VA employees and retirees convicted of a felony that influenced their performance while employed in such position. The VA may recoup certain bonuses, awards, and reallocation expenses. The VA may directly appoint qualifying individuals to the positions of Medical Center Director and Director of Veterans Integrated Service Network. The bill revises time periods for adverse action reviews with respect to physicians, dentists, podiatrists, chiropractors, optometrists, registered nurses, physician assistants, and expanded-function dental auxiliaries.

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Congenital Heart Futures Reauthorization Act of 2017 This bill amends the Public Health Service Act to replace the authorization for a National Congenital Heart Disease Surveillance System with a requirement for the Department of Health and Human Services, regarding congenital heart disease, to enhance and expand research and surveillance infrastructure, and plan and implement a public outreach and education campaign. (Congenital heart disease is a condition caused by a heart defect that is present at birth.) The Centers for Disease Control and Prevention must award grants to nonprofit entities to conduct: (1) a study of congenital heart disease, from birth to adulthood, that considers health care utilization, demographic factors, and outcomes; and (2) an awareness, outreach, and education campaign regarding congenital heart disease. Data from the study must be made available to the public. The National Heart, Lung, and Blood Institute must report on its ongoing research efforts regarding congenital heart disease, future plans for such research, and areas of greatest need for such research.

Research to Accelerate Cures and Equity for Children Act or the RACE for Children Act This bill amends the Federal Food, Drug, and Cosmetic Act to expand Food and Drug Administration (FDA) requirements for sponsors of certain drugs and biological products for adult cancer to assess the use of their medications in pediatric populations. (Currently, applications for FDA approval of new medications or new uses of medications must include pediatric assessments of safety and effectiveness for claimed indications, with exceptions.) The pediatric assessment for medications, including orphan drugs, that are used to treat cancer in adults and target a molecule germane to pediatric cancer must assess the safety and effectiveness of the medication for pediatric cancer. The bill limits waivers of pediatric assessments for medications that target a molecule germane to a pediatric cancer for which there is a need for additional treatment options. The FDA may require the sponsor of an approved medication that targets a molecule germane to pediatric cancer to complete a pediatric assessment if: (1) the medication is used for a substantial number of pediatric cancer patients, or (2) there is reason to believe the medication would have a meaningful therapeutic benefit over existing therapies for pediatric cancer patients. The FDA committee that reviews requests for pediatric studies must implement a plan to achieve earlier submission of pediatric studies. (Currently, completion of pediatric clinical studies requested by the FDA extends the patents or marketing exclusivity period for a medication by six months, with exceptions.) The FDA must act within 120 days on proposed pediatric study requests and proposed amendments to requests.

Orphan Products Extension Now Accelerating Cures and Treatments Act of 2017 or the OPEN Act This bill amends the Federal Food, Drug, and Cosmetic Act to require the Department of Health and Human Services (HHS) to extend by six months the exclusivity period for a drug or biological product approved by the Food and Drug Administration (FDA) when the product is additionally approved to prevent, diagnose, or treat a new indication that is a rare disease or condition (also known as an orphan disease). HHS may revoke an extension if the application submitted to the FDA for the new indication contained an untrue material statement. HHS must notify the public of products that receive this extension and patents related to those products. Products may receive only one extension under this bill. Extensions under this bill are in addition to other extensions. The bill applies only to products approved after enactment of this bill for a new indication that is a rare disease or condition.

Burial Rights for America's Veterans' Efforts Act of 2017 or the BRAVE Act of 2017 This bill increases the amounts payable through the Department of Veterans Affairs (VA) for: (1) burial and funeral expenses of certain veterans, and (2) such expenses in connection with a veteran's death due to a service-connected disability. The VA shall increase such amounts each fiscal year by the percentage increase in the Consumer Price Index.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

Small Business Health Fairness Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for the establishment and governance of association health plans (AHPs), which are group health plans sponsored by business associations. The bill establishes requirements for AHPs relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, and voluntary termination. AHPs offering benefits that are not health insurance must: (1) establish and maintain sufficient reserves and stop-loss insurance to cover those benefits, and (2) make annual payments to a fund to be used to pay for stop-loss insurance for such AHPs for which there is a reasonable expectation that claims would not be satisfied without such insurance. AHPs that fail to meet these requirements are subject to termination. The Department of Labor must establish a Solvency Standards Working Group. States may tax contributions to AHPs, with certain conditions. The bill preempts state laws that preclude health insurers from: (1) offering health insurance in connection with a certified AHP; or (2) offering health insurance of the same policy type to other employers in the state that are eligible for coverage under AHPs. The bill establishes criminal penalties for willfully making false representations regarding an AHP.

Veterans 2nd Amendment Protection Act This bill prohibits, in any case arising out of the administration of laws and benefits by the Department of Veterans Affairs, any person who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judicial authority of competent jurisdiction that such person is a danger to himself or herself or others.

Student Visa Security Improvement Act This bill amends the Homeland Security Act of 2002 to direct the Department of Homeland Security (DHS) to: require DHS employees to review the applications, conduct in-person interviews where appropriate, and conduct on-site reviews of applications and supporting documentation with respect to student and exchange program visa applicants prior to final visa adjudication, with emphasis on determining whether an applicant is inadmissible for terrorist-related activities; require an institution or exchange visitor program participating in the Student and Exchange Visitor Program to ensure that each covered student or exchange visitor is an active program participant, is observed, and is reported to DHS if he or she transfers institutions or academic majors; provide Student and Exchange Visitor Information System (SEVIS) access to appropriate employees of a SEVIS program sponsor under specified circumstances; and require a SEVIS upgrade to add data fields that include verification that students are meeting minimum academic standards.

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

Patient Access to Higher Quality Health Care Act of 2017 This bill amends the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 to repeal specified limitations, for purposes of Medicare participation, on self-referrals by newly constructed or expanded physician-owned hospitals.

Pre-existing Conditions Protection Act of 2017 This bill sets forth amendments that would take effect in the case of the repeal of the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010 and the restoration of the provisions amended by those provisions. If the amendments take effect, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and Internal Revenue Code are revised to maintain PPACA consumer protections. Specifically, the bill would maintain the: requirement for health insurance to cover preexisting conditions, requirement for health insurers to accept every employer and every individual applying for coverage, prohibition against health insurers discriminating against individuals based on health status factors, prohibition against collecting genetic information in connection with issuing health insurance, and requirements for workplace wellness programs connected to health insurance.

New Markets Tax Credit Extension Act of 201 7 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).
