Promoting and Enhancing Cybersecurity and Information Sharing Effectiveness Act of 2011 or the PRECISE Act of 2011 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security (DHS) to take specified actions to protect federal information systems and critical infrastructure information systems and to prepare the nation to respond to, recover from, and mitigate against acts of terrorism and other incidents involving such systems, including: (1) conducting risk assessments of such systems, (2) fostering the development of essential information security technologies and capabilities for protecting such systems, (3) facilitating the adoption of new cybersecurity technologies and practices, (4) maintaining the capability to serve as a focal point with the federal government for cybersecurity, (5) assisting in national efforts to mitigate communications and information technology supply chain vulnerabilities, (6) leading a nationwide cybersecurity awareness and outreach effort, (6) establishing guidelines for making critical infrastructure information systems more secure, and (7) developing a national cybersecurity incident response plan. Directs the Secretary to: (1) coordinate the activates undertaken by agencies to protect such systems; (2) designate a lead cybersecurity official; (3) maintain a strategy to assure the readiness, reliability, continuity, integrity, and resilience of such systems and to protect privacy rights and civil liberties; (4) identify and evaluate cybersecurity risks to critical infrastructure on a continuous and sector-by-sector basis; and (5) review existing internationally recognized consensus-developed risk-based performance standards for inclusion in a common collection and develop market-based incentives to encourage use of such collection. Makes the Secretary responsible for making all cyber threat information available to appropriate owners and operators of critical infrastructure on a timely basis. Requires the Under Secretary for Science and Technology to support research, development, testing, evaluation, and transition of cybersecurity technology, with an emphasis on research and development relevant to attacks that would cause a debilitating impact on national security, economic security, or public health and safety. Authorizes the Secretary, to the extent necessary to carry out cybersecurity functions, to: (1) convert competitive service positions to excepted service, or establish new excepted service positions, within the Office of Cybersecurity and Communications; (2) provide additional forms of compensation for such positions; and (3) pay bonuses to retain essential personnel. Establishes the National Information Sharing Organization as a not-for-profit organization for sharing cyber threat information, exchanging technical assistance, advice, and support, and developing and disseminating necessary information security technology among private sector systems, educational institutions, state, local, and tribal governments, and the federal government. Directs the Secretary, in conjunction with the Director of National Intelligence, to facilitate the sharing of classified and declassified federal agency information related to threats to information networks with cleared members of the Organization. Authorizes: (1) a cybersecurity provider, with the express consent of a protected entity, to use cybersecurity systems to identify and obtain cyber threat information to protect such entity's rights and property; and (2) such entity to share such information with the Organization. Exempts the exchange of information between private sector members of the Organization in furtherance of Organization activities from antitrust prohibitions. Authorizes the Secretary to provide advisories, alerts, and warnings to relevant companies, targeted sectors, other government entities, or the general public regarding potential threats to information networks.

Pro-Growth Budgeting Act of 2011 - Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to prepare for each major bill or resolution reported by any congressional committee (except the congressional appropriations committees), as a supplement to CBO cost estimates, a macroeconomic impact analysis of the costs of such legislation for: (1) the period for which the cost estimate is prepared, and (2) the 10-fiscal year period beginning with the first fiscal year after the last fiscal year for which such estimate was prepared and each of the 2 next 10-fiscal year periods. Defines "major bill or resolution" as any bill or resolution whose budgetary effects, for any fiscal year in the period for which a CBO cost estimate is prepared, is estimated to be greater than .25% of the current projected U.S. gross domestic product (GDP) for that fiscal year. Requires the analysis to describe: (1) the potential economic impact of the bill or resolution on major economic variables, including real GDP, business investment, the capital stock, employment, and labor supply; and (2) the potential fiscal effects of the measure, including any estimates of revenue increases or decreases resulting from changes in GDP.

Ensuring Quality in the Unemployment Insurance Program (EQUIP) Act - Amends title III (Grants to States for Unemployment Compensation Administration) of the Social Security Act (SSA) to require state unemployment compensation (UC) laws to require, as a condition of UC eligibility for a benefit year, an applicant, before receiving any UC, to: (1) complete a substance abuse risk assessment; and (2) test negative for controlled substances within one week after the results of such assessment if the state determines that the applicant is a high-risk. Prescribes retesting requirements and UC payment suspensions for applicants who test positive. Amends SSA title XVIII (Medicare) and the Patient Protection and Affordable Care Act to provide funding for such substance abuse testing out of current funds appropriated for the Independent Payment Advisory Board (IPAB) and, after application of those funds, for the Consumer Operated and Oriented Plan (CO-OP) program.

Good Samaritan Health Professionals Act of 2011 - Amends the Public Health Service Act to provide that a health care professional shall not be liable under federal or state law for harm caused by any act or omission if: (1) the professional is serving as a volunteer for purposes of responding to a disaster; and (2) the act or omission occurs during the period of the disaster, in the professional's capacity as such a volunteer, and in a good faith belief that the individual being treated is in need of health care services. Makes exceptions where: (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of intoxicating alcohol or an intoxicating drug.

Integrated Public Alert Warning System Modernization Act of 2011 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to modernize and implement the national integrated public alert and warning system, including by: (1) establishing or adapting common alerting and warning protocols, standards, terminology, and operating procedures; (2) including the capability to adapt the dissemination of information and the content of communications on the basis of geographic location, risks, or personal user preferences and the capability to alert, warn, and provide the equivalent amount of information to individuals with disabilities and access and functional needs; (3) ensuring the conduct of training, tests, and exercise for the system that are incorporated into other training and exercise programs of the Department of Homeland Security (DHS); (4) ensuring that the system uses the National Terrorism Advisory System; (5) conducting periodic nationwide tests of the system; and (6) consulting, coordinating, and cooperating with other federal agencies and with state, local, and tribal governments, the private sector, and other key stakeholders to leverage existing alert and warning capabilities. Requires the Secretary to ensure that the system: (1) incorporates redundant and diverse modes to disseminate warning messages to reach the greatest number of individuals; (2) can be adapted to incorporate future technologies; (3) is resilient, secure, and can withstand acts of terrorism and other external attacks; (4) promotes state, local, tribal, and regional partnerships to enhance coordination; (5) is designed to provide alerts that are accessible to the largest portion of the affected population feasible; (6) improves the ability of remote areas to receive alerts; and (7) includes mechanisms to ensure the protection of individual privacy. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to permit the use of homeland security grant funds to improve public alert and warning capabilities.

Expresses the sense of the House of Representatives that: (1) the Patient Protection and Affordable Care Act (PPACA) is unconstitutional in its entirety, and (2) the Anti-Injunction Act applies to neither the individual mandate nor to the penalty provision that enforces it and thus does not preclude the federal courts from finding PPACA unconstitutional in its entirety.

American Growth, Recovery, Empowerment, and Entrepreneurship Act or the AGREE Act - Amends the Internal Revenue Code to extend certain tax expenditure provisions for business taxpayers, including: (1) bonus depreciation and expensing of business and investment assets, (2) the 100% exclusion from gross income of gain from the sale or exchange of qualified small business stock, and (3) the tax credit for increasing research expenses. Increases to 20% the rate of the alternative simplified research tax credit and makes such credit permanent. Increases the research tax credit for the research expenses of manufacturers whose domestic production gross receipts exceed 50% of their total production gross receipts. Allows a business-related tax credit of up to $100,000 for 25% of the franchise fees paid or incurred by a veteran for the purchase of a franchise. Amends the Sarbanes-Oxley Act of 2002 to exempt certain small issuers of securities from the internal control reporting and assessment requirements of such Act. Amends the Immigration and Nationality Act to: (1) eliminate the per country numerical limitation for employment-based immigrants, and (2) increase the per country numerical limitation for family based immigrants from 7% to 15% of the total number of family-sponsored visas. Amends the Chinese Student Protection Act of 1992 to eliminate the provision requiring the reduction of annual People's Republic of China immigrant visas to offset status adjustments under such Act. Sets forth a transition period for employment-based immigrant visas and per country distribution rules for reserved and unreserved visas. Authorizes the Secretary of Homeland Security (DHS) to share information and provide: (1) unredacted samples of the products, packaging, and labels, or related photos with trademark right holders if United States Customs and Border Protection suspects an import or export violation under specified provisions of the Lanham Act relating to copied or simulated marks or names; and (2) samples to affected parties upon the seizure of material imported in violation of specified federal copyright laws prohibiting the circumvention of technological measures that control access to or protect a copyrighted work.

Financial Institutions Examination Fairness and Reform Act - Amends the Federal Financial Institutions Examination Council Act of 1978 to require a federal financial institutions regulatory agency to make a final examination report to a financial institution within 60 days of the later of: (1) the exit interview for an examination of the institution, or (2) the provision of additional information by the institution relating to the examination. Sets a deadline for the exit interview if a financial institution is not subject to a resident examiner program. Sets forth examination standards for financial institutions. Prohibits federal financial institutions regulatory agencies from requiring a well capitalized financial institution to raise additional capital in lieu of an action prohibited by the examination standards. Establishes in the Federal Financial Institutions Examination Council an Office of Examination Ombudsman. Grants a financial institution the right to appeal a material supervisory determination contained in a final report of examination. Requires the Ombudsman to determine the merits of the appeal on the record, after an opportunity for a hearing before an independent administrative law judge. Declares the decision by the Ombudsman on an appeal to: (1) be the final agency action, and (2) bind the agency whose supervisory determination was the subject of the appeal and the financial institution making the appeal. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to require: (1) the Consumer Financial Protection Bureau (CFPB) to establish an independent intra-agency appellate process in connection with the regulatory appeals process; and (2) appropriate safeguards to protect an insured depository institution or insured credit union from retaliation by the CFPB, the National Credit Union Administration (NCUA) Board, or any other federal banking agency for exercising its rights.

Achieving a Better Life Experience Act of 2011 or the ABLE Act of 2011 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

Fallen Heroes of 9/11 Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of congressional gold medals in honor of the men and women who perished as a result of the September 11, 2001, terrorist attacks on the United States to the Flight 93 National Memorial in Pennsylvania, the National September 11 Memorial and Museum in New York, and the Pentagon Memorial at the Pentagon. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the United States Mint Public Enterprise Fund.

Enhanced Border Security Act - Directs the Secretary of State to submit to Congress a counterinsurgency strategy that: (1) outlines the transnational criminal organizations in Mexico; (2) assesses Mexico's capabilities to counter such organizations; (3) describes such organizations' operations in the United States and at the U.S. and international borders, and presents a plan to combat their operations and financial networks; and (4) utilizes all such information to combat the terrorist insurgency in Mexico. Requires the Secretary and the Office of Foreign Assets Control of the Department of the Treasury to update such strategy reports quarterly.

Foreign Oil Spill Liability Act of 2011 - Amends the Oil Pollution Act of 1990 to make the owner or operator of a facility liable for removal costs and specified damages that result from a discharge, or substantial threat of discharge, of oil from a foreign offshore unit that reaches or threatens to reach the navigable waters or adjoining shorelines of the exclusive economic zone. Treats such owners or operators as a responsible party with respect to the incident for the purposes of such Act in the same manner as a responsible party for an offshore facility. Requires the current liability limit to be multiplied by three when applied to a foreign offshore unit that is involved in such incident and is located in the territorial sea or on the continental shelf of a foreign country that is a state sponsor of terrorism. Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to: (1) prohibit the discharge of oil from a foreign offshore unit that reaches the navigable waters of the United States, adjoining shorelines, or waters of the contiguous zone; and (2) subject the owner or operator of the unit to penalties under such Act; and (3) require maximum penalties under such Act to be multiplied by three when applied with respect to such unit located in the territorial sea or on the continental shelf of a foreign country that is a state sponsor of terrorism.

National Parks Freedom Pass Act - Directs the Secretary of the Interior and the Secretary of Agriculture (USDA) to make the National Parks and Federal Recreational Lands Pass available to members of the Armed Forces or members of the National Guard or Reserves at a reduced rate equal to 50% of the cost of the Pass that is sold to the public. Makes such a Pass valid for one year after its date of issuance. Requires Passes to be made available, at a cost of $10, to veterans who were separated from military service under conditions other than dishonorable. Makes such a Pass valid for the lifetime of a passholder.

Diagnostic Imaging Services Access Protection Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services furnished: (1) in 2012; or (2) in 2013 or a subsequent year unless the reduction is based on the data, analysis, and conclusions of a study completed by an expert panel of physician members from a national medical speciality society expert in the field of diagnostic imaging services.

Identify [ sic ] Theft and Tax Fraud Prevention Act - Amends the Internal Revenue Code to: (1) impose a fine and/or prison term on any person who knowingly or willfully misappropriates another person's tax identification number in connection with any list, return, account, statement, or other document submitted to the Internal Revenue Service (IRS); (2) increase the civil and criminal penalties for improper disclosure or use of taxpayer information by tax return preparers; (3) require the Commissioner of Internal Revenue to submit to the Senate Committee on Finance and the House Committee on Ways and Means an annual report on the number of reported cases of tax fraud and suspected tax fraud and the actions taken in response to such reports; and (4) require the head of the Federal Bureau of Prisons to submit to Congress a detailed plan on how it will use tax information provided by the IRS to reduce prison tax fraud. Directs the Secretary of the Treasury to: (1) implement an identity theft tax fraud prevention program; and (2) review whether current federal tax law prevents the effective enforcement of local, state, and federal identity theft statutes. Authorizes the Commissioner to transfer appropriated funds to be used solely to prevent and resolve potential tax fraud cases. Directs the Commissioner to establish in the Criminal Investigation Division of the IRS the position of Local Law Enforcement Liaison to coordinate the investigation of tax fraud with state and local law enforcement agencies and communicate the status of tax fraud cases involving identity theft. Directs the Comptroller General to study and report on the role of prepaid debit cards and commercial tax preparation software in facilitating fraudulent tax returns through identity theft. Prohibits the Secretary of Commerce from disclosing information contained on the Death Master File relating to a deceased individual to persons who are not certified to access such information.

Foreign Aid Transparency and Accountability Act of 2012 - Directs the President to establish: (1) goals, performance, and evaluation guidelines for U.S. foreign assistance programs, country assistance plans, and international and multilateral assistance programs; and (2) a website to make publicly available information on U.S. foreign assistance programs.

Expresses the sense of the House of Representatives that there exists significant cause for concern and further investigation of counterterrorism threats from Iran's growing influence in the Western Hemisphere. Urges the the Administration to: (1) include the Western Hemisphere in the Administration's 2012 National Strategy for Counterterrorism's "Area of Focus" with specific attention to Iran's presence and activities in the Western Hemisphere; (2) utilize an existing counterterrorism task force to be led by the Department of Homeland Security (DHS) to examine such presence and activities, including within the United States; and (3) provide Congress with a comprehensive counterterrorism and counter-radicalization strategy to defend U.S. geostrategic interests and defeat Iranian interests in the Western Hemisphere.

Department of Homeland Security Authorization Act for Fiscal Year 2012 - Amends the Homeland Security Act of 2002 (HSA) to establish in the Department of Homeland Security (DHS) an Under Secretary for Policy who shall conduct long-range, risk-based, strategic planning for DHS. Directs the Secretary of DHS to designate a DHS official to coordinate efforts to counter homegrown violent Islamist extremism in the United States. Provides for the Office of International Affairs within DHS to be headed by an Assistant Secretary for International Affairs (currently, by a Director) who shall establish minimum requirements for training and supporting staff who are deployed abroad. Repeals the provisions establishing the Office of Domestic Preparedness. Directs the Secretary to conduct the quadrennial homeland security review in calendar year 2013. Revises the contents of such review. Requires the Secretary to establish: (1) an Acquisition Review Board, (2) a Capabilities and Requirements Council, and (3) an Acquisition Professional Career Program. Directs the Chief Procurement Officer and the Chief Human Capital Officer to submit a five-year strategic plan for DHS's acquisition workforce. Directs the Under Secretary for Management to establish a process to provide for the independent evaluation of the integrity and quality of major acquisitions. Modifies HSA provisions regarding fusion centers to provide for a DHS National Network of Fusion Centers Initiative to establish partnerships with state and major urban area fusion centers. Directs the Secretary to: (1) assign personnel with expertise in security of mass transit systems to participating state and major urban area fusion centers located in high-risk jurisdictions, and (2) develop a comprehensive strategy for the coordinated development and deployment of information sharing computer networks of DHS. Authorizes the Secretary to convert competitive service positions to excepted service positions as necessary to carry out DHS intelligence functions. 9/11 Review Commission Act - Establishes in the legislative branch a National Commission to Review the National Response Since the Terrorist Attacks of September 11, 2001. Amends HSA to direct: (1) the Secretary to issue a biodefense strategy that establishes detailed strategic biodefense objectives for DHS's mission areas; (2) DHS's Office of Intelligence and Analysis to support homeland security-focused intelligence analysis of terrorist plans to conduct attacks against the nation involving chemical, biological, radiological, and nuclear materials; (3) the Under Secretary for Science and Technology to produce a terrorism risk assessment of such threats; (4) the Administrator of the Federal Emergency Management Agency (FEMA) to assist state, local, and tribal authorities in promoting individual and community preparedness and collective response to such attacks; (5) the Secretary to carry out a program to detect a biological attack or event that poses a high risk to homeland security; (6) the Secretary to require the Under Secretary for Science and Technology to assess whether the development of technological screening capabilities for biological agents, pandemic influenza, and other infectious diseases should be undertaken by the Science and Technology Directorate to supportscreening at ports of entry and for other homeland security purposes; (7) the FEMA Administrator to develop a communications plan to provide information to the public related to such attacks; (8) the Secretary to develop response guidelines concerning weapons of mass destruction; (9) the Secretary to use the best available integrated plume models to enable rapid response activities following a chemical, biological, nuclear, or radiological attack or event; (10) the Under Secretary for Science and Technology to conduct tailored risk assessments to inform prioritization of national recovery activities; (11) the Secretary to issue guidance for cleanup and restoration of areas exposed to chemical, biological, radiological, and nuclear materials; and (12) the Secretary to develop exercises that address analysis, indoor environmental cleanup methods, and decontamination standards. Amends HSA to direct: (1) the Assistant Administrator of the Grants Programs Directorate to serve as the Authorization Liaison Officer within FEMA; (2) the FEMA Administrator, the Assistant Secretary for Health Affairs, and the National Metropolitan Medical Response System Working Group to conduct a review of the Metropolitan Medical Response System Program; and (3) the Under Secretary for Science and Technology to conduct research to assist state, local, and tribal leaders and the private sector in developing the tools and methods to enhance rural preparation for and response to terrorist attacks and other incidents. Directs the Secretary to: (1) submit a comprehensive strategy for gaining operational control of the international borders between U.S. ports of entry in five years, and (2) maintain a force of not fewer than 21,300 Border Patrol agents and not fewer than 2,200 agents assigned to the northern border. Establishes in United States Immigration and Customs Enforcement (ICE) a Border Enforcement Security Task Force program. Provides for a six-month pilot program to test the use of autonomous unmanned vehicles to patrol the maritime environment along the northern border and the land environment along the southern border. Directs the Secretary to issue Asia-Pacific Economic Cooperation Business Travel Cards. Establishes a Director of Operational Test and Evaluation. Authorizes a bioforensics analysis center in DHS to provide support for specified law enforcement and intelligence-related investigations and actions. Directs the Under Secretary for Science and Technology to establish a Homeland Security Science and Technology Fellows Program to facilitate the temporary placement of scientists in components of DHS with a need for scientific and technological expertise. Establishes within the Directorate of Science and Technology a Science and Technology Advisory Committee. Amends HSA to require the Director for the Domestic Nuclear Detection Office to: (1) have specified authorities and responsibilities for all radiological and nuclear research, development, testing, and evaluation programs of DHS; and (2) provide support to assist state, local, and tribal entities in implementing preventive radiological and nuclear detection capabilities. Requires the DHS Secretary to develop a five-year plan of investments necessary to implement DHS's responsibilities under the domestic component of the global nuclear detection architecture. See Something, Say Something Act of 2011 - Amends HSA to provide civil immunity to any person who, in good faith based on objectively reasonable suspicion, makes a voluntary report to an authorized official of suspicious activity indicating that an individual may be engaging in an act of terrorism.

Expresses the sense of Congress that the United States should take diplomatic steps to express gratitude to Greece for upholding the rule of law in preventing hostile forces from violating a legal naval blockade of Gaza by Israel and thereby advancing the security of its ally Israel. Directs the Secretary of State to report to Congress on whether any support organization that participated in the planning or execution of the recent Gaza flotilla attempt should be designated as a foreign terrorist organization.

Heartbeat Informed Consent Act - Amends the Public Health Service Act to require abortion providers to perform an obstetric ultrasound on the pregnant woman, display the ultrasound images so that the she may view them, and provide a medical description of the ultrasound images of the unborn child's cardiac activity, if present and viewable. Requires the ultrasound to be performed before the woman gives informed consent for an abortion. Requires an abortion provider to make the embryonic or fetal heartbeat audible for the pregnant woman to hear prior to the woman giving informed consent to an abortion if the pregnancy is at least eight weeks after fertilization. Exempts an abortion provider if the abortion is necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused by or arising from the pregnancy itself. Requires a certification in such cases. Subjects an abortion provider who knowingly or recklessly fails to comply with this Act to civil penalties and notification of the appropriate state medical licensing authority. Gives standing to file a civil action for violations of this Act to the Attorney General or a woman upon whom an abortion has been performed in violation of this Act or the parent or legal guardian of such a woman if she is an unemancipated minor.

Condemns China's imprisonment, torture, and execution of its prisoners of conscience. Calls upon China to: (1) cease harassment and discrimination against all unregistered religious organizations and individual practitioners, (2) release its prisoners of conscience, (3) release information about the number of detained prisoners of conscience and the extent of organ harvesting among such prisoners, and (4) allow the United States Commission on International Religious Freedom or international humanitarian organizations access to current and former prisoners of conscience. Expresses sympathy to the families of prisoners of conscience who have been imprisoned, tortured, and murdered by the Chinese government. Urges the Administration to raise the issue of the prisoners of conscience in diplomatic meetings with China. Supports the Tuidang movement.

Human Trafficking Reporting Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include severe forms of trafficking in persons among "part 1 violent crimes" required to be reported by states for the Uniform Crime Reports of the Federal Bureau of Investigation for purposes of Bureau of Justice Assistance Grants and Edward Byrne Memorial Justice Assistance Grants.

Ethical Shipping Inspections Act of 2011 - Amends federal shipping inspection laws to prohibit the Secretary of the department in which the Coast Guard is operating from delegating (and to require revocation of an existing delegation of) certain inspection, certification, and related services to a foreign classification society if the Secretary of State determines that such society provides comparable services: (1) in Iran, North Korea, North Sudan, or Syria; or (2) for the government of such countries.

National Diabetes Clinical Care Commission Act - Establishes within the Department of Health and Human Services (HHS) the National Diabetes Clinical Care Commission to evaluate and make recommendations regarding better coordination and leveraging of federal programs that relate in any way to supporting appropriate clinical care for people with pre-diabetes and diabetes. Sets forth the duties of the Commission, which shall include: (1) evaluating HHS programs; (2) identifying current activities and critical gaps in federal efforts to support clinicians in providing care to people with pre-diabetes and diabetes; (3) using outcomes-based registry data to evaluate various care models and methods; (4) evaluating and expanding education and awareness to health care professionals regarding clinical practices for the prevention of diabetes and the precursor conditions of diabetes; and (5) developing and testing appropriate methods for outreach and dissemination of educational resources related to diabetes prevention and treatments. Requires the Commission to submit to the Secretary and Congress an operating plan for carrying out the activities of the Commission that includes specific activities the Commission plans to conduct and a budget for such activities.

Taiwan Policy Act of 2011 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, (3) sign a comprehensive extradition agreement, (4) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon aircraft, and (5) include Taiwan in the visa waiver program. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

Fallen Heroes of 9/11 Act - Authorizes the President to award a Fallen Heroes of 9/11 Congressional Medal to: (1) the Flight 93 National Memorial in Pennsylvania, (2) the National September 11 Memorial and Museum in New York, and (3) the Pentagon Memorial. Instructs the Secretary of the Treasury to strike three designs of such gold medal to honor, respectively: (1) those who lost their lives in the the attack at the World Trade Center, (2) the passengers and crew aboard United Airlines Flight 93 that was brought down in rural Pennsylvania, and (3) those who lost their lives at the Pentagon. Authorizes the Secretary to strike and sell bronze duplicates of such medals and to distribute any funds from such sales exceeding costs equally between the three memorial sites.

Employer Free Choice Act - Repeals the final rule on "Notification of Employee Rights under the National Labor Relations Act" published by the National Labor Relation Board (NLRB) in the Federal Register on August 30, 2011. Prohibits the NLRB from promulgating or enforcing any rule that requires employers to post notices informing employees of their rights to bargain collectively under the National Labor Relations Act (NLRA) on or after enactment of this Act. Declares that nothing in this Act shall be construed to prohibit an employer from voluntarily posting such notices.

United Nations Transparency, Accountability, and Reform Act of 2011 - Directs the President to use U.S. influence at the United Nations (U.N.) on a wide variety of issues, including to shift the funding mechanism for the regular budget of the U.N. from an assessed to a voluntary basis. Withholds up to 50% of nonvoluntary U.S. contributions to the regular budget of the U.N. unless the Secretary of State certifies to Congress that 80% of the total regular budget of the U.N. is apportioned on a voluntary basis. Requires the annual congressional budget justification to include a detailed itemized request in support of the U.S. contribution of the regular budget of the U.N. Sets forth requirements for the Comptroller General with respect to audits and investigations of U.S. contributions to the U.N. and such contributions' use by U.N. entities. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Comptroller General with a transparency certification and is in compliance with such certification. Prohibits making funds available: (1) to international organizations for any purpose other than an assessed U.S. contribution to a U.N. entity or other international organization; (2) to international organizations and programs for any purpose other than a voluntary U.S. contribution to a U.N. entity or other international organization; and (3) for international peacekeeping activities for any purpose other than a U.S. contribution to U.N. peacekeeping activities, to the International Criminal Tribunal for the former Yugoslavia (ICTY), or to the International Criminal Tribunal for Rwanda (ICTR). Directs the Secretary to withhold from the regular budget of the U.N. an amount equal to the amount of U.S. overpayments to the U.N. States that is U.S. policy to oppose any proposals on expansion of the Security Council that would: (1) diminish U.S. influence on the Security Council, or (2) include veto rights for new Security Council members. Directs the Secretary to withhold U.S. contributions from any U.N. entity that recognizes a Palestinian state or upgrades the status of the Palestinian observer mission at the U.N., the Palestine Liberation Organization (PLO), the Palestinian Authority (PA), or any other Palestinian administrative organization or governing entity prior to the achievement of a final peace agreement with Israel. Provides that until the Secretary makes a specified certification to Congress: (1) the Secretary shall withhold from a U.S. contribution to a regular budget of the U.N. an amount equal to the amount that would be allocated for the United Nations Human Rights Council (UNHRC), (2) the Secretary shall not make a voluntary contribution to UNHRC, and (3) the United States shall not run for a UNHRC seat. Directs the Secretary to withhold from a U.S. contribution to a regular budget of the U.N. an amount equal to the amount that would be allocated for: (1) the U.N. Special Rapporteur on the situation of human rights in Palestinian territories occupied since 1967; and (2) any other U.N. Special Procedures used to display bias against the United States or Israel or to provide support for any member state which is subject to Security Council sanctions, under a Security Council-mandated human rights investigation, has repeatedly supported acts of international terrorism, or is a country of particular concern for religious freedom. States that it is U.S. policy to oppose any legitimization of the Goldstone Report and to lead a diplomatic campaign supporting its revocation. Prohibits funds from being used for U.S. participation in the Durban III meeting or any part of the Durban process. Withholds U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) or to any successor or related entity unless the Secretary makes specified certifications to Congress. Prohibits any U.S. contribution to the International Atomic Energy Agency (IAEA) from being used to support Technical Cooperation program assistance to any country, including North Korea, that: (1) has repeatedly supported acts of international terrorism; or (2) is in breach of, or under investigation for breach of, obligations regarding its safeguards agreement with the IAEA, the Nuclear Non-Proliferation Treaty, or any relevant Security Council resolution. Directs the Secretary to withhold from the U.S. voluntary contribution to the IAEA an amount proportional to that spent by the IAEA in 2007-2008 on Technical Cooperation program assistance to such countries. Sets forth U.S. policy regarding reform of U.N. peacekeeping operations. Directs the President to use U.S. influence at the U.N. to oppose the creation of new, or expansion of existing, U.N. peacekeeping operations until the Secretary certifies to Congress that specified peacekeeping reforms have been adopted by the U.N. Department of Peacekeeping Operations or the General Assembly.

Saving Fishing Jobs Act of 2011 - Amends the Magnuson-Stevens Fishery Conservation and Management Act, with respect to multispecies fishing permits in the Gulf of Mexico, to remove a provision limiting the eligible signers (a group of fishermen constituting more than 50% of the permit holders, or holding more than 50% of the allocation in the fishery) of a petition to the Secretary of Commerce requesting that the relevant Regional Fishery Management Council or Councils be authorized to initiate the development of a limited access privilege program to only those participants who have substantially fished the species proposed to be included in the program. Sets forth procedures for: (1) certifying a fishery management plan (or amendment) requested by a percentage of eligible fisherman to establish a limited access privilege program to harvest in fisheries under the authority of the New England, Mid-Atlantic, South Atlantic, or Gulf of Mexico Fishery Management Council; (2) terminating such a program established after enactment of this Act for a fishery under the authority of such Councils on the first date the number of eligible fishermen in the fishery in a year is at least 15% less than in the year preceding the program's establishment; and (3) collecting fees, including observer costs, pursuant to modified fee-setting requirements for such programs.

Stop Pay for Members Act - Prohibits the liquidation of the obligation to pay basic pay of Members of Congress, if the U.S. public debt reaches the public debt limit, until: (1) all other obligations of the U.S. government then due have been liquidated; or (2) if earlier, the ability of the U.S. Treasury to liquidate the such obligations in timely manner is restored, whether by an increase in the public debt limit or otherwise. Declares that each Member of Congress consents and agrees that payment of basic pay in accordance with this Act shall constitute a full and complete discharge and acquittance of all claims and demands for service as such a Member during the period covered by the payment.

American-Owned Property in Occupied Cyprus Claims Act - Amends the International Claims Settlement Act of 1949 to urge the President to authorize the Secretary of State to begin negotiations with Turkey to allow for certain claims by U.S. nationals respecting real property in the Turkish-held portions of Cyprus. Authorizes the Secretary of the Treasury to establish in the Treasury a Claims Fund for the payment of unsatisfied claims of U.S. nationals against Turkey. Sets forth payment procedures. Grants U.S. district court jurisdiction for civil actions against any private person by a U.S. national who owns property in the Turkish-held portion of Cyprus.

Reaffirms the U.S. arms embargo on China. Calls upon the President, consistent with the Taiwan Relations Act, to clarify his policy towards Taiwan and to reaffirm support for U.S. allies in the region. Expresses concern over China's repression of political dissidents and religious and ethnic minorities. Reasserts that it should be U.S. policy to oppose any diminution of the European Union (EU) arms embargo against China.

Directs the Secretary of State to: (1) withhold 20% of U.S. assessed and voluntary contributions to the Organization of American States (OAS) for every permanent council meeting at which Article 20 of the Inter-American Charter is not invoked with regard to Venezuela's recent constitutional reforms, and (2) resume making such contributions upon the invocation of Article 20 and the discussion of Venezuela's violation of the Inter-American Democratic Charter at a meeting of the Permanent Council of the OAS.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.
