Eliminate DEI in Colleges Act This bill prohibits an institution of higher education (IHE) from receiving federal funds or participating in federal student aid programs if the IHE carries out diversity, equity, and inclusion (DEI) initiatives. Specifically, the bill requires an IHE to certify to the Department of Education (ED) that the IHE (1) does not and will not carry out any program, project, initiative, or other activity that advocates, promotes, or otherwise supports DEI; and (2) does not and will not maintain any office or other entity within the IHE that advocates, promotes, or otherwise supports DEI. Each IHE that provides the certification must, upon request, make available to ED any information necessary to verify the accuracy of the certification.  ED must publish regulations to implement and enforce the bill's provisions.  The bill establishes a process through which an IHE may appeal ED's decision to terminate the IHE's financial assistance for failure to comply with the bill's provisions.

Among other elements, the rule establishes certain definitions related to sex-based harassment and establishes additional requirements for grievance procedures.

Israel Security Assistance Support Act

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.

Wounded Warrior Research Enhancement Act This bill requires the Department of Defense, in coordination with the Department of Veterans Affairs, to award grants to advance orthotic and prosthetic care for members of the Armed Forces, veterans, and civilians who have undergone amputation, traumatic brain injury, and other serious injuries resulting from combat or military experience. The grants must fund research on (1) outcomes for such patients, (2) materials used in orthotics and prosthetics, and (3) improving existing orthotic and prosthetic technology and the development of new technology.
