Voting Improvement Act - Directs the Administrator of General Services to establish a program under which the Administrator shall make a one-time payment to each eligible State or local government which used a punch card voting system to administer the regularly scheduled Federal general election in November 2000. Requires the recipient State or local government to replace its punch card voting system with a voting system which does not use punch cards in time for the Federal general election in November 2002. Establishes as an independent entity in the executive branch the Election Administration Commission (Commission) to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections. Establishes the Election Administration Commission Advisory Group. Establishes within the Commission: (1) the Election Administration Office to develop, adopt, and update voluntary engineering and procedural performance standards for Federal election voting systems; and (2) the Grant Administration Office to make grants to eligible States, local governments, and eligible manufacturers of voting equipment. Directs the Commission to develop a model election code, and authorizes it to appoint a Model Election Code Task Force to prepare such code and submit it to the Commission for approval. Amends Federal civil service law to entitle an employee to leave without loss of or reduction in pay, leave to which otherwise entitled, credit for time or service, or performance or efficiency rating, in order to serve as an uncompensated poll worker on the day of any Federal general election. Transfers to the Commission: (1) all functions which the Office of the Election Administration, established within the Federal Election Commission (FEC), exercised before enactment of this Act; (2) all functions which the Presidential designee under the Uniformed and Overseas Citizens Absentee Voting Act exercised before such date; and (3) all functions which the FEC exercised under the National Voter Registration Act of 1993 before such date.

Global Democracy Promotion Act of 2001 - Declares that, in eligibility determinations for certain assistance under the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be: (1) ineligible for such assistance solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. Government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. Federal law if provided in the United States; and (2) subject to requirements relating to the use of non-U.S. Government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Equity in Access to Education for Veterans Act of 2001 - Amends the Higher Education Act of 1965 (HEA) to provide, in making determinations for student financial assistance under HEA, that the amount of a student's veterans' educational benefits to be taken into consideration shall be reduced by the amount contributed from that individual's basic pay for such benefit eligibility.

Conservation and Reinvestment Act - Establishes the Conservation and Reinvestment Act Fund (CRAF). Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Truthfulness, Responsibility, and Accountability in Contracting Act - Prohibits any Federal agency from making a decision to privatize, outsource, contract out, or contract for the performance of a function currently performed by the agency or to conduct a study to convert a function from Federal to contractor performance. Allows an agency to contract out a function not then performed by Federal employees if such function would be performed under contract by the blind or handicapped. Authorizes any agency to apply to the Director of the Office of Management and Budget for a waiver of such prohibition on specified grounds. Requires each agency to establish a centralized system for reporting on its contracting efforts during the preceding and current fiscal years. Requires any agency decision to privatize, outsource, or contract out for the performance of a function, after expiration of the prohibition enacted by this Act, to be based on the results of a public-private competition process meeting specified requirements. Requires an agency either to conduct a new public-private competition or to convert a function to performance by Federal employees if a report indicates that: (1) contracting out costs exceed costs of performance by Federal employees; or (2) contracting out fails to meet quality control standards. Directs the Secretary of Labor to survey and report to specified congressional committees on the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract.

McKinney-Vento Homeless Education Act of 2001 - Amends the McKinney-Vento Homeless Assistance Act to revise and reauthorize title VI subtitle B, Education for Homeless Children and Youth. Prohibits States receiving funds under such Act from segregating homeless children and youth solely on the basis of their homeless status. Directs the Coordinator of Education of Homeless Children and Youth in each State to identify schools or programs that so segregate, and provide technical assistance and support to them in removing barriers and promptly integrating. Requires schools to: (1) enroll immediately any homeless child or youth seeking enrollment, even if the records normally required for enrollment cannot be produced; (2) immediately contact the school such child or youth last attended to obtain academic and other records; and (3) promptly refer any such child or youth who needs immunizations or immunization or health records to the liaison for assistance in obtaining them. Requires local education agencies (LEAs) to coordinate their services (including expedited assistance) with agencies responsible for sheltering homeless families and youth. Requires local liaisons to ensure that: (1) homeless children and youth are identified by school personnel and through coordination with other agencies; and (2) enrollment disputes are mediated in a prescribed way. Makes the school of origin the default interpretation of the best interest of the child regarding school placement, unless this is contrary to the wishes of the child's parents or guardians, or contrary to an unaccompanied youth's wishes. Requires LEAs that seek to receive such funds to conduct an assessment of the educational and related needs of homeless children and youth. Directs the Secretary of Education to create and disseminate a public notice of the educational rights of homeless children and youth.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Energy Emergency Response Act of 2001 - Amends the following Acts to provide increased funding through FY 2005 for energy programs: (1) the Low-Income Home Energy Assistance Act of 1981(for home energy grants); (2) the Energy Conservation and Production Act (for weatherization assistance); and (3) the Energy Policy and Conservation Act (for State energy conservation grants). Amends the National Energy Conservation Policy Act (NECPA) to: (1) mandate that each Federal agency undertake a comprehensive review of practicable measures for increasing energy and water conservation, and for using renewable energy sources; (2) allow as an approved benefit ancillary to an energy savings or performance contract those savings resulting from reduced operation and maintenance costs at replacement facilities; and (3) repeal the termination dates governing the authority to enter into energy savings performance contracts (thus extending such authority indefinitely).

Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2002; and (3) $6.65 an hour beginning January 1, 2003. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Amends the Individuals with Disabilities Education Act (IDEA) to authorize funding to reach the Federal Government's goal of providing 40 percent of the national average per pupil expenditure to assist States and local educational agencies with the excess costs of educating children with disabilities. Authorizes appropriations for IDEA part B programs of assistance for education of all children with disabilities, in specified amounts for FY 2002 through 2005, and as necessary thereafter.

Education for Democracy Act - Amends the Elementary and Secondary Education Act of 1965 to revise and reauthorize provisions for Civic Education. Authorizes the Secretary of Education to make grants to or contracts with: (1) the Center for Civic Education (CCE) to carry out civic education activities under the We the People... The Citizen and the Constitution program and The Project Citizen program, and under Cooperative Educational Exchange programs; and (2) the National Council on Economic Education (NCEE) to carry out economic education activities under Cooperative Educational Exchange programs. Revises requirements for CCE implementation of the We the People... The Citizen and the Constitution program and The Project Citizen program. Sets forth requirements for the Cooperative Educational Exchange programs of civic education by CCE and economic education by NCEE. Makes eligible for such programs Central European countries, an Eastern European country, Lithuania, Latvia, Estonia, and the independent states of the former Soviet Union. Allows such program eligibility also for the Republic of Ireland, the province of Northern Ireland in the United Kingdom, and any developing country as defined under the Education for the Deaf Act. Amends the Goals 2000: Educate America Act to repeal provisions for an International Education Program.

Federal School Construction Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to revise and reauthorize provisions for school infrastructure improvement. Directs the Secretary of Education to award grants for the construction, repair, renovation, and modernization of public school facilities to eligible local educational agencies in specified categories based on numbers of students enrolled, and to set maximum award amounts for each such category. Requires reservation of one percent of program funds to provide assistance to schools operated predominantly for Native American or Alaska Native students. Amends the Internal Revenue Code to establish a limited tax credit for holders of qualified public school modernization bonds. Repeals a restriction on zone academy bond holders. Amends the General Education Provisions Act to apply certain labor standards on construction projects financed under such public school modernization bond program and specified zone academy bond provisions. Amends the Workforce Investment Act of 1998 to establish provisions concerning local employment and training activities related to the construction or reconstruction of public school facilities.

Clean Air and Water Preservation Act of 2001 - Amends the Clean Air Act to prohibit the use of methyl tertiary butyl ether (MTBE) as a fuel additive. Makes such prohibition effective three years after this Act's enactment date. Amends the Safe Drinking Water Act to require the Administrator to amend certain guidelines to require State source water assessment programs to be revised to prioritize groundwater areas and aquifers that have been contaminated, or are most vulnerable to contamination, by MTBE. Revises the oxygen content requirement for reformulated gasoline under the Clean Air Act to require the oxygen content to equal or exceed an average of two percent by weight (currently, equal or exceed two percent by weight). Invalidates Federal regulations that establish a per-gallon minimum oxygen content (percent, by weight). Limits the hydrocarbon content of reformulated gasoline to the average content of such gasoline sold in covered nonattainment areas during the year 2000. Expresses the sense of Congress that the United States should promote renewable ethanol to replace MTBE and encourage oil refiners to make the transition from MTBE-blended fuel to ethanol-blended fuel as soon as possible.

Persian Gulf War Illness Compensation Act of 2001 - Amends a veterans' benefits program of compensation for disabilities occurring in veterans of the Persian Gulf War to: (1) require such disabilities, to be compensable, to occur before December 31, 2011, or such later date as prescribed by the Secretary of Veterans Affairs; (2) define an "undiagnosed illness" in such veterans as one manifested by specified symptoms or signs the cause, etiology, or origin of which cannot be specifically and definitely identified; and (3) include an undiagnosed illness having such a symptom or sign within the presumption of being service-connected and therefore treatable as a service-connected disability.

WISEWOMAN Expansion Act of 2001- Amends the Public Health Service Act (PHSA) to permit the Secretary of Health and Human Services, through a competitive review process, to award grants to States to provide additional specified preventive health services, screenings, education, and referrals under PHSA provisions concerning preventive health measures with respect to breast and cervical cancers. Authorizes appropriations.

Firearms Safety and Consumer Protection Act of 2001 - Directs the Secretary of the Treasury to prescribe regulations governing the design, manufacture, and performance of, and commerce in, firearm products as reasonably necessary to reduce or prevent unreasonable risk of injury. Allows individuals to petition the Secretary to take certain actions with respect to such products. Grants the Secretary authority to issue orders, require recalls, and conduct inspections. Prohibits failure by: (1) a manufacturer to test and certify firearm products or to provide notice to the Secretary of new types of firearm products; (2) a manufacturer or dealer to label firearm products; and (3) an importer, manufacturer, or dealer to maintain, or permit inspection of, records. Prohibits: (1) the importation and exportation of uncertified firearm products; (2) the manufacture, offer for sale, distribution in commerce, importation, or exportation of a firearm product in violation of this Act; and (3) the manufacture, purchase, or import of a firearm product at a rate that is significantly greater than during a base period (prescribed by the Secretary) before the applicable regulation is prescribed under this Act. Sets forth civil and criminal enforcement provisions. Directs the Secretary, in coordination with the Secretary of Health and Human Services, to: (1) collect, investigate, analyze, and share with other appropriate government agencies circumstances of death and injury associated with firearms; and (2) conduct continuing studies and investigations of firearm-related deaths and injuries and the resulting economic costs and losses.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Amends the Mineral Leasing Act to repeal the authorization for the export of Alaskan North Slope crude oil. Amends the Export Administration Act of 1979 to reimpose a prohibition against the export of such oil.

Wartime Parity and Justice Act of 2001 - Allows certain individuals of Japanese ancestry who were brought forcibly to the United States from countries in Latin America and interned in the United States during World War II to be provided restitution under the Civil Liberties Act of 1988. Urges the President to transmit a letter of apology to each such individual. Makes the Attorney General responsible for identifying and locating individuals eligible for restitution. Authorizes judicial review of a denial of compensation. Permits an individual covered by this Act who has accepted payment on a related claim before this Act's enactment to receive an appropriately reduced payment. Directs: (1) individuals covered by this Act to not be considered to have been present in the United States unlawfully during the evacuation, relocation, or internment period; (2) each U.S. agency to correct any records indicating otherwise; (3) agencies to disclose all information relating to the removal and internment of such individuals; and (4) the President to share such information with other countries and encourage those countries to make that information available. Reestablishes in the Treasury the Civil Liberties Public Education Fund and establishes a board of directors for the Fund.

Middle Income Home Heating Assistance Act of 2001 - Amends the Internal Revenue Code to allow a refundable income-based credit of up to $500 per year for specified natural gas costs incurred for residential heating. Requires persons supplying natural gas at the retail level to provide consumers, upon request, with sufficient information to determine eligibility for, and the amount of, such credit.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Pell Grant Full Funding Act - Amends the Higher Education Act of 1965 to provide for the full funding of the Pell Grant student aid program. Revises program requirements for adjustments for insufficient appropriations. Requires, for FY 2002 and 2003, if appropriations are insufficient to satisfy fully all Pell Grant entitlements, the amount paid with respect to each entitlement to be: (1) the full amount for any student whose expected family contribution is $400 or less; or (2) a percentage of that entitlement, as determined in accordance with a schedule of reductions established by the Secretary of Education, for any student whose expected family contribution is more than $400. Requires any such schedule to: (1) contain a single linear reduction formula in which the percentage reduction increases uniformly as the entitlement decreases; and (2) provide no payment if an entitlement is reduced to less than $200. Requires each institution of higher education which has a specified type of agreement with the Secretary, for FY 2004 or any succeeding fiscal year, to: (1) make Pell Grant awards to its eligible students in the full amount to which such student is entitled; (2) credit the amounts of such awards toward the tuition, fees, room and board, and other expenses incurred by the eligible student, with specified exceptions for students who do not reside in institutionally owned or operated housing; and (3) submit vouchers to the Secretary for reimbursement of such awards.

Teacher Technology Training Act - Authorizes the Secretary of Education to make grants to State educational agencies (SEAs) to award grants to local educational agencies (LEAs) to provide classroom-related technology training to credentialed elementary or secondary school teachers, on the basis of the LEAs' demonstrated need. Requires an SEA to award at least one grant to an LEA that meets criteria established by the Secretary. Directs the Secretary to award one grant to each SEA that applies, if appropriations reach a certain level for a fiscal year. Allows LEA use of grant funds to provide such training by LEA personnel on school premises.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Leonard Kravitz Jewish War Veterans Act of 2001 - Directs the Secretary of each military department to review the service records of each Jewish American veteran (World War II or later) who was awarded the Distinguished Service, Navy, or Air Force Cross, or whose name is submitted for such purpose by the Jewish American War Veterans of the United States of America, in order to determine whether such veteran should be awarded the Medal of Honor. Authorizes such Medal to be awarded upon recommendation of the Secretary concerned.

Prohibits the United States from operating a U.S. consulate in Jerusalem unless it is under the supervision of the U.S. Ambassador to Israel. Requires any official U.S. Government document which lists countries and their capital cities to identify Jerusalem as the capital of Israel. Declares that, for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem, the Secretary of State shall, upon the citizen's (or the citizen's legal guardian's) request, record the place of birth as Israel.

Breast Cancer Patient Protection Act of 2001 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Military Survivor Benefits Improvement Act of 2001 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2004; (3) 45 percent of such pay for months beginning after September 2004 and before October 2011; and (4) 55 percent of such pay for months after September 2011. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Bipartisan Patient Protection Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans, and health insurance issuers providing health insurance coverage, to conduct utilization review activities in connection with the provision of benefits under such plan or coverage only in accordance with an approved utilization review program. Requires health plans and insurers to offer consumers: (1) more care options; and (2) greater access to patient information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Requires health plans and insurers to comply with patient protection requirements of this Act. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Repeals Federal law that prohibits National Guard technicians from receiving compensation for irregular or overtime work. Directs the Secretary of the military department concerned to: (1) grant an equal amount of compensatory time off for such work; or (2) pay the technician for such work at a rate of one and one-half times their basic rate of pay.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Fairness for National Guard Technicians Act - Requires National Guard military technicians (dual status) who are eligible, at the time dual status is lost, to an unreduced retirement annuity and are age 60 or older to be separated no later than 30 days after such status is lost. Requires such technicians who are not eligible to an unreduced annuity or who are not under age 60 at such time to be offered the opportunity to either reapply for a dual status position or apply for a civil service position that is not a technician position. States that a technician shall be considered to lose dual status upon: (1) being separated from the Selected Reserve; or (2) ceasing to hold the military grade specified for the technician position held.

Gifted and Talented Students Education Act of 2001 - Authorizes the Secretary of Education to make grants to State educational agencies to assist local educational agencies to develop or expand gifted and talented education programs through one or more of the following activities: (1) professional development programs; (2) technical assistance; (3) innovative approaches and curricula; and (4) emerging technologies, including distance learning.

Filipino Veterans Equity Act of 2001 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Community Access to Health Care Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for the purpose of assisting the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services. Authorizes appropriations.

Blind Empowerment Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Apples for Teachers Act - Amends the Internal Revenue Code to: (1) make the two percent floor on miscellaneous itemized deductions inapplicable to the qualified professional development expenses incurred by teachers; and (2) allow a credit to elementary and secondary school teachers who provide classroom materials.

MTBE Elimination Act - Expresses the sense of Congress that the Administrator of the Environmental Protection Agency (EPA) should provide technical assistance, information, and matching funds to help local communities test drinking water supplies and remediate drinking water contaminated with methyl tertiary butyl ether (MTBE). Amends the Toxic Substances Control Act to prohibit, three years after the enactment of the MTBE Elimination Act, the use of MTBE as a fuel additive. Establishes an MTBE research grants program within EPA. Directs the Administrator to promulgate rules requiring a .5 pounds per square inch Reid vapor pressure allowance for all reformulated gasoline containing 3.5 percent oxygen by weight to account for the impact of reduced carbon monoxide emissions on ozone air quality. Provides that any additional volatile organic compound emissions resulting from the use of such gasoline should be deemed to be fully offset and not calculated in determining compliance with certain Clean Air Act provisions dealing with reasonable further progress plans or demonstrations.

Directs the Secretary of the Interior to: (1) purchase the Ronald Reagan Boyhood Complex in Dixon, Illinois, and related personal property; (2) designate the Complex as the Ronald Reagan Boyhood Home National Historic Site; (3) enter into a cooperative agreement with the Ronald Reagan Boyhood Home Foundation for the management, operation, and use of the Site; and (4) complete a general management plan for the Site.

Afterschool Education Enhancement Act - Amends the Elementary and Secondary Education Act of 1965 to extend to five years the period for grants which the Secretary of Education may make under the 21st Century Community Learning Centers Program. Sets maximum grant amounts for the fourth and fifth years that are 75 percent and 50 percent, respectively, of the amount received in the first year. Extends the authorization of appropriations for such program.
