Chitimacha Claims Settlement Act - Declares constitutional and legal any transfer of land or natural resources in Louisiana by the Chitimacha Tribe before the enactment of this Act. Declares extinguished as of the date of transfer: (1) aboriginal titles held by the tribe to land or natural resources the transfer of which is approved by this Act; and (2) tribal claims for damages or possession against the State, any political subdivision of the State, or any person based on an approved transfer of land or natural resources or an aboriginal title extinguished by this Act. Sets forth procedures for actions challenging the constitutionality of this Act. Establishes within the Treasury the Chitimacha Claims Settlement Fund as compensation to the tribe for the extinguishment of any claim under this Act. Requires the Secretary of the Interior to make semiannual payments to the tribe from income derived from the fund. Frees the use of such payments from regulation by the Secretary. Sets forth requirements for the acquisition of land for the tribe with the fund. Authorizes appropriations to the fund. Authorizes the tribe to establish a tribal court system and a tribal police force. Gives any tribal court system established under this Act exclusive jurisdiction over certain criminal offenses occurring and civil actions arising on the Chitimacha Reservation. Permits the tribe to assume exclusive jurisdiction over Indian child custody proceedings in accordance with the Indian Child Welfare Act. Prohibits the consideration of payments to the tribe under this Act in the determination of the eligibility of the State, any political subdivision of the State, or the tribe for Federal financial assistance.

Fair Practices in Automotive Products Act - Title I: Domestic Content Requirements for Motor Vehicles - Sets forth for all motor vehicle manufacturers which produce over 100,000 motor vehicles for ultimate retail sale in the United States "minimum domestic content ratios" (the domestic value, including labor and parts, of the manufacturer's production costs of all automotive products sold in the United States). Requires all vehicle manufacturers producing more than 50,000 motor vehicles for sale in the United States to provide information to the Secretary of Transportation for the purpose of administering this requirement. Authorizes the imposition of import restrictions on manufacturers violating such standards. Title II: Unfair and Deceptive Practices by Vehicle Manufacturers - Defines as an unfair method of competition and deceptive act or practice under the Federal Trade Commission Act the refusal of any vehicle manufacturer to determine whether parts produced in the United States by a parts manufacturer satisfy reasonable replacement part standards established by the vehicle manufacturer. Grants the Federal Trade Commission rulemaking authority to administer this title.

Port Development and Navigation Improvement Act of 1981 - Title I: Priority Maintenance and Navigation Improvement Projects - Directs the Secretary of the Army, through the Chief of Engineers, to submit to Congress within two years after enactment of this Act a deep-draft commercial port channel maintenance program. Specifies that such program shall include alternate disposal sites for dredged or fill material. Directs the Secretary, in cooperation with the Administrator of the Environmental Protection Agency, to submit to Congress a programmatic environmental impact statement, including an analysis of the adequacy of deep-draft commercial ports to accommodate increasing import and export trade. Provides for veto of such maintenance programs and navigational improvement projects by concurrent resolution of Congress within 60 days. Directs the Secretary to submit to Congress modifications of approved maintenance and navigational improvement projects. Requires the Secretary to undertake navigation improvements in deep-draft commercial ports on a priority basis under specified circumstances. Sets forth procedures by which the Secretary shall submit feasibility studies, survey reports, and environmental impact statements to Congress. Prohibits a State port authority from dredging or performing other maintenance with regard to a navigation improvement project constructed by or with assistance from the Secretary except under specified circumstances. Requires the Secretary to enter into memorandums of agreement with: (1) the Administrator in regard to the disposal of dredged and fill material into navigable waters; and (2) the Secretaries of the Interior and Commerce concerning the environmental aspects of the maintenance and improvement of federally authorized channels in deep-draft commercial ports. Sets forth procedures for congressional approval of new navigational improvement projects. Title II: Financing of Navigation Improvement Projects - Grants the consent of Congress to the levying by States of tonnage duties. Lists the purposes of such duties, including reimbursement of Federal and State entities in regard to navigation improvement projects. Directs the Comptroller General to audit periodically the operations of State port authorities dealing with such duties of tonnage. Title III: Miscellaneous Provisions - Authorizes appropriations. Allows the Secretary, upon congressional approval, to transfer funds from existing Department of the Army civil appropriations pending appropriation of such authorized sums.

Maritime Dry Bulk Trade Act - Directs the Secretary in the Department in which the Maritime Administration is operating to negotiate a Governing International Maritime Agreement with each nation with which the United States traded a specified amount of dry bulk cargo in 1980. Directs the Secretary to also negotiate such an agreement with nations whose U.S. trade was less than the specified amount if such a nation asks to negotiate an agreement. Lists the essential provisions of a Governing International Maritime Agreement. Directs the Secretary to enter into such an agreement with any group of nations which desires to execute the agreement on a regional basis. Prohibits such an agreement from becoming effective until 60 days after it is transmitted to Congress. Sets forth the procedures for a Congressional veto of such an agreement. Prohibits a non-national-flag ship from transporting dry bulk cargo with a trading partner except as authorized by the Governing International Maritime Agreement. Provides that five years after enactment of this Act: (1) non-national-flag ships not documented under the laws of a trading partner are prohibited from transporting dry bulk cargo; and (2) such ships documented under the laws of a trading partner are authorized to transport dry bulk cargo between the United States and any nation not a party to such an agreement. Directs the Secretary and the Secretary of the Treasury to implement procedures to insure that non-national-flag ships do not transport bulk cargo in excess of the authorized amount. Directs the Secretary to establish an advisory committee to assist in implementing this Act. Requires it to report annually to Congress on its activities. Directs the Secretary to report to Congress annually on actions taken pursuant to this Act.

Social Security Alien and Foreign Resident Limitations Act of 1981 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit entitlement to title II benefits in the case of an individual who is not a U.S. citizen or national and whose entitlement is based upon the wages and self-employment income of a resident of a foreign country who is entitled to old-age or disability benefits if such individual does not bear a spousal, filial, parental, divorced, or surviving relationship to such resident as of the date such resident reaches age 57. Prohibits entitlement to title II benefits in the case of an individual who is not a U.S. citizen or national on the basis of such individual's own wages and self-employment income. Entitles a non-U.S. citizen or national to a single lump-sum benefit on the basis of such individual's wages and self-employment income if such individual is lawfully admitted to the United States for permanent residence or employment purposes or such individual's status is changed to permit such individual to work in the United States. Prohibits entitlement to title II benefits in the case of a non-U.S. citizen or national whose entitlement is based upon the wages and self-employment income of a non-U.S. citizen or national who is not a permanent resident of the United States or who has not been admitted to the United States for employment purposes. Prohibits entitlement to title II benefits in the case of a U.S. citizen or national whose entitlement is based upon the wages and self-employment income of a non-U.S. citizen or national.

American Shrimp Industry Development Act - Title I: Shrimp Harvesters Cooperative Associations - Authorizes the Secretary of Commerce to make loans to assist: (1) certain shrimp cooperatives in carrying out marketing activities and in constructing or acquiring physical facilities necessary for their operations; and (2) certain shrimp harvesters who are members of a shrimp cooperative in consolidating debts incurred by purchasing or refitting fishing vessels. Establishes in the Treasury a revolving fund to be available for making such loans. Directs the Secretary to deposit in the fund payments of interest and principal received from such loans. Authorizes appropriations to the fund for each fiscal year after fiscal year 1981. Makes the Act authorizing associations of producers of aquatic products applicable to shrimp cooperatives if shrimp harvesters control a specified percent of the business of the association. Title II: Tariff and Quota Provisions Affecting Shrimp - Amends the Tariff Schedules of the United States to impose a tariff on imported shrimp. Imposes a quota on imported shrimp for calendar years 1982-1986. Sets forth a procedure by which the Secretary may increase the quota of imported shrimp during any such year. Title III: Establishment of Regional Boards for Research on, and Promotion of, the Shrimp Fisheries - Directs the Secretary to identify the resident shrimp harvesters of each shrimp producing region and to conduct a referendum among the harvesters regarding the establishment of a Regional Shrimp Board for their shrimp producing region. Provides for the establishment and consolidation of Regional Shrimp Boards. Sets forth the functions and powers of Regional Shrimp Boards including the duty to implement plans for the promotion, marketing and research of shrimp. Title IV: Reporting and Miscellaneous Provisions - Authorizes the Secretary to require shrimp harvesters, shrimp cooperatives, and other persons involved in the shrimp industry in the United States to report certain statistics. Provides for: (1) prescribing regulations necessary for collecting statistics; (2) maintaining the confidentiality of statistics submitted to the Secretary; and (3) imposing civil penalties for violation of statistics regulations. Directs the Secretary to establish a system for reporting shrimp import statistics. Directs the Secretary to award a fisheries research and development project grant for establishing and operating a project which utilizes an associated fishery or for carrying out a project to improve fuel efficiency in shrimp fishery harvesting if the application is made during fiscal year 1982, 1983, or 1984, and if the applicant and the proposed project meet certain requirements. Authorizes the Secretary to carry out projects which do not meet such requirements through the national fisheries research and development program.

Postal Service Amendments of 1981 - Authorizes the United States Postal Service to issue written demands requiring access to books, records, documents, or other objects believed to relate to any postal offense or civil matter under investigation by the Postal Service. Provides for the enforcement of such a demand by the appropriate district court. Authorizes the Postal Service to issue an order requiring any person to cease and desist from conducting a lottery or scheme for obtaining money or property by false representations through the mail. Declares that the resumption of such an activity through the use of any instrumentality of interstate commerce shall be considered to be a failure to comply with such order. Permits the Postal Service, in investigating whether a person is conducting such an activity, to tender the price of any article or service that such person has offered for sale. Declares that failure by such person to provide such article or service, or failure to comply with a written demand of the Postal Service for access to materials, shall constitute probable cause to believe such person is engaged in such activities, warranting the detention of such person's incoming mail. Establishes a civil penalty to be assessed by the Postal Service, after an opportunity for an agency hearing, against any person who: (1) attempts to evade an order directing the postmaster to return mail addressed to such person; (2) fails to comply with a cease and desist; or (3) assists another person in evading such an order.
