Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.

Solar Uniting Neighborhoods Act of 2010 or the SUN Act - Amends the Internal Revenue Code, with respect to the tax credit for residential energy efficient property, to permit solar electric property otherwise eligible for such credit to be located on a site apart from the dwelling unit for which the electricity generated from such property is used. Limits the annual amount of such credit with respect to off-site solar electric property to $50,000.

Protecting Against Indebting our Descendants through Fully Offset Relief (PAID FOR) Temporary Extension Act of 2010 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the final date for entering a federal-state agreement under the Emergency Unemployment Compensation (EUC) program through July 7, 2010. Postpones the termination of the program until December 11, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until July 7, 2010: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and December 11, 2010, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through June 30, 2010, premium assistance for COBRA (health insurance continuation benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985) benefits. Amends title XVIII (Medicare) of the Social Security Act to extend through June 30, 2010, the 0% update to the conversion factor in the Medicare physican payment computation. Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through June 30, 2010. Prohibits the Secretary of Health and Human Services (HHS) from publishing updated poverty guidelines for 2010 until after such date. Amends the Continuing Appropriations Resolution, 2010 to extend through June 30, 2010, the national flood insurance program. Amends the ARRA to extend through June 30, 2010, the small business loan guarantee program. Makes appropriations for the program as well as for the cost of certain loan guarantee fee reductions and eliminations. Rescinds pro rata the unobligated balance of each amount appropriated or made available under ARRA (except under title X: Military Construction and Veterans Affairs of division A), so that the aggregate amount of such rescissions equals $13 billion to offset the net increase in spending resulting from this Act.

Gestational Diabetes Act of 2009 [ sic ] or the GEDI Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to convene a Research Advisory Committee. Requires the Director, in consultation with the Research Advisory Committee, to develop a multisite, gestational diabetes research project within the CDC's diabetes program to expand and enhance surveillance data and public health research on gestational diabetes. Requires the Secretary, acting through the Director, to award grants to nonprofit organizations or state or local health agencies for demonstration projects that build capacity with key stakeholders, build new surveillance systems, and implement and evaluate evidence-based interventions to reduce the incidence of gestational diabetes and its recurrence and to prevent type 2 diabetes after pregnancy. Requires the Director to conduct and support public health research regarding gestational diabetes, which research shall include: (1) developing and testing novel approaches for improving postpartum diabetes testing or screening and for preventing type 2 diabetes in women with a history of gestational diabetes; and (2) conducting research to further understanding of the epidemiologic, socioenvironmental, behavioral, translation, and biomedical factors and health systems that influence risk of gestational diabetes and progression to type 2 diabetes. Requires the Director to encourage postpartum screenings after gestational diabetes within the state-based diabetes prevention and control programs to reduce the incidence of gestational diabetes and its recurrence, progression to type 2 diabetes, and its related complications.

American Self-Defense Protection Act of 2010 - Expresses the sense of Congress that: (1) the United States should not ratify, nor should the President submit for ratification, the Rome Statute of the International Criminal Court (ICC); (2) the President and the Secretary of State should not undertake actions that could legitimize the ICC; (3) the President and the Secretary should lead a diplomatic effort to encourage additional countries to enter into agreements with the United States preventing the ICC from proceeding against U.S. personnel present in such countries; (4) the President and the Secretary should lead a diplomatic effort to defend the right to self-defense of the United States and other democracies, including Israel, against efforts such as the Goldstone Report that seek to deny democracies that very right via entities like the ICC; and (5) the President and the Secretary should explore alternative forums to combat impunity for war crimes and other atrocities while respecting the sovereignty and right to self-defense of democracies. Prohibits funds made available to any U.S. government, state, or local department, agency, or entity, including any court, from being used for U.S. participation in the ICC or its attendant activities, including any review conference or meeting of the Assembly of States Parties.

Internet Investment, Innovation, and Competition Preservation Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from regulating the rates, terms, conditions, provisioning, or use of an information service or an Internet access service unless: (1) there is a market failure in the provision of such service; (2) there is substantial evidence such failure is preventing a substantial number of consumers nationwide from accessing a substantial amount of lawful Internet content, applications, and services of their choice on a continuing basis; (3) regulations are necessary to ameliorate such consumer harm; and (4) the FCC has performed a cost-benefit analysis determining that the benefit of such regulation exceeds its costs. Requires any FCC regulation to: (1) be the least restrictive necessary to address market failure and consumer harm; and (2) not prohibit network management from addressing quality of service or measures to prevent unauthorized or illegal activity, including copyright infringement. Requires the FCC to enforce any such regulation on a nondiscriminatory basis between and among broadband network providers, service providers, application providers, and content providers.

Healthy Communities through Helping to Offer Incentives and Choices to Everyone in Society Act of 2010 - Revises federal health law to address obesity, including through: (1) routine collection of data needed to calculate body mass index (BMI); (2) expansion of coverage for obesity under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP); (3) programs to promote healthy eating behaviors and physical activity; and (4) training of health care professionals on how to treat and prevent obesity and aid individuals who are obese or overweight. Amends the Richard B. Russell National School Lunch Act to expand the nutritional requirements of food offered through child and adult food programs. Includes a physical activity component for children's food programs. Sets forth provisions to expand physical activity through: (1) programs to connect children and families with the outdoors; (2) guidelines for physical education in elementary and secondary schools; (3) inclusion of physical education as a core academic subject in schools; (4) tax incentives for employer provided membership to athletic or fitness facilities; and (5) enrichment programs, such as summer camps, for children on Indian reservations and tribal lands. Sets forth provisions to improve knowledge of and access to healthy foods through: (1) educating consumers about physical activity and lifestyles; (2) infrastructure improvements to food programs; (3) expansion of retail food stores offering affordable, nutritious foods in underserved communities; and (4) expansion of urban community gardens. Authorizes the Secretary of Transportation (DOT) to make grants to assist local planning decisions and policies that increase the access of individuals to physical activity. Expands the program to provide safe routes to schools to include high school students. Authorizes the Secretary of Health and Human Services (HHS), acting through the National Center for Health Statistics, to provide for the: (1) collection of data for determining the fitness levels and energy expenditures of children and youth; and (2) analysis of data collected as part of the National Health and Nutrition Examination Survey and other data sources.

Nuclear Power 2021 Act - Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to implement, through cooperative agreements with private sector partners, a program to: (1) develop a standard design for each of two small modular reactors, at least one of which has a rated capacity of not more than 50 electrical megawatts; (2) obtain a design certification from the Nuclear Regulatory Commission (NRC) for each of the designs by January 1, 2018; and (3) demonstrate the licensing of small modular reactors by developing applications for a combined license for each of the designs so certified, and obtaining a combined license from the NRC for each of the certified designs by January 1, 2021. Requires the Secretary to select proposals for such cooperative agreements through the use of competitive procedures and an impartial review of their scientific and technical merit.

Nuclear Energy Research Initiative Improvement Act of 2010 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) conduct research to lower the cost of nuclear reactor systems; and (2) develop and publish on the Department of Energy (DOE) website a schedule outlining a five-year strategy to lower such cost effectively. Includes among research subjects: (1) modular and small-scale reactors; (2) balance-of-plant issues; (3) cost-efficient manufacturing and construction; (4) licensing issues; and (5) enhanced proliferation controls.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Grow a Renewable Energy Economy Now--Jumpstart Other Biofuels Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for investments in qualified cellulosic and algae-based biofuel facilities; (2) extend through 2016 the special depreciation allowance for qualified cellulosic biofuel plant property; (3) include algae-based biofuel within the definition of cellulosic biofuel for purposes of the cellulosic biofuel producer tax credit; (4) exclude from the definition of cellulosic biofuel any processed fuel with an acid number greater than 25; (5) extend through 2016 the cellulosic biofuel producer tax credit; and (6) allow a direct payment of 30% of the basis of cellulosic and algae-based biofuel facility property.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Economic Freedom Act of 2010 - Amends the Internal Revenue Code to: (1) eliminate the tax on the capital gains of individuals and corporations; (2) reduce the maximum corporate income tax rate to 12.5%; (3) allow a permanent and unlimited expensing allowance for depreciable business assets; and (4) reduce payroll tax rates for employers, employees, and self-employed individuals in 2010. Makes permanent the repeal of the estate and generation-skipping transfer taxes. Rescinds unobligated balances available in the American Recovery and Reinvestment Act of 2009. Repeals provisions of such Act relating to the Temporary Assistance to Needy Families program, economic recovery payments, premium assistance for COBRA (health insurance continuation benefits) payments, Medicare and Medicaid health information technology, state fiscal relief, broadband technology, and limits on executive compensation. Amends the Emergency Economic Stabilization Act to repeal the authority for the Troubled Asset Relief Program (TARP). Requires the Secretary of the Treasury to sell all stock and warrants acquired by the Secretary under TARP.

Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Stop Oxy Abuse Act of 2010 - Directs the Commissioner of Food and Drugs (FDA), within 90 days, to take such actions as may be necessary to modify the approval of, and limit any subsequent approval of, any drug containing controlled-release oxycodone hychloride to use for the relief of severe-only pain instead of moderate-to-severe pain. Applies any such modification to drugs introduced into interstate commerce 180 days after enactment of this Act.

Directs the Secretary of Agriculture (USDA) to convey and quitclaim all interest of the United States in and to a parcel of real property, including improvements, located at 4500 Glenwood Drive in Riverside, California, and administered by the Natural Resources Conservation Service, to the Riverside Corona Conservation District. Requires the Conservation District to pay to the Secretary the appraised market value of the land as unimproved land, excluding all improvements other than normal utility connections such as sewer and water taps. Prohibits reservation by the Secretary of any future interest in the property to be conveyed, except that which may be acceptable to the Conservation District. Requires the Secretary, notwithstanding the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) or the Solid Waste Disposal Act, in conveying the property, to only meet the disclosure requirements for hazardous substances, pollutants, or contaminants, without otherwise being required to remediate or abate any such releases, including petroleum and petroleum derivatives.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Detainee Transfer and Release Security Act of 2010 - Prohibits the President from releasing or transferring an individual currently detained at Naval Station, Guantanamo Bay, Cuba, to the custody of the individual's country of origin or to a third country unless the President certifies to Congress that: (1) such country is not a designated state sponsor of terrorism; (2) such country's government can secure and exercise control over all of its territory; (3) no portion of such country's territory serves as a safe haven for terrorists or insurgent groups, particularly al Qaeda; and (4) there is no confirmed case of any individual who had been detained at Guantanamo who reengaged in terrorist activities subsequent to being transferred or released to such country.

Expresses support for: (1) designation of a National Autism Awareness Month; and (2) devoting new resources to researching the root causes of autism, identifying the best methods of early intervention and treatment, expanding programs for individuals with autism, and promoting understanding of their special needs. Expresses the sense of the House of Representatives that: (1) all efforts should be made to find those responsible for the violent drug-related killings of innocent U.S. and Mexican citizens throughout Mexico, including those who killed Mr. Augustin Roberto "Bobby" Salcedo; (2) the extreme violence by the Mexican drug cartels has affected and continues to affect the lives of thousands of innocent people in Mexico, the United States, and around the world; and (3) Congress should continue to support bilateral cooperation between the United States and Mexico to break the power of the Mexican drug cartels, curtail violence, reduce arms trafficking, and diminish the demand for drugs throughout North America.
