Clean Cities Program Authorization Act - Directs the Secretary of Energy (DOE) to carry out a Clean Cities program, as a partnership between government and industry, to encourage and accelerate the use of non-petroleum based fuels, alternative fuel vehicles, and other advanced vehicle technologies and practices that achieve significant reduction in the overall use of petroleum in the transportation sector. Requires the program to: (1) promote the establishment of vehicle and infrastructure projects that incorporate petroleum reduction technologies, including educational efforts on the benefits and advantages of using alternative fuels and advanced technology vehicles; (2) provide training, technical assistance, and tools to end-users that adopt petroleum reduction technologies; (3) collaborate with and train fire officials, emergency first responders, and safety code officials; (4) undertake coordinating efforts between federal, local, and state agencies and the alternative fuel and advanced technology vehicle industry; (5) facilitate the development of necessary refueling and service support infrastructure for petroleum reduction technologies; and (6) develop Internet-based tools and resources for the education and training of consumers and program stakeholders. Authorizes the Secretary to provide grants to local and state government agencies, nonprofit organizations, and alternative fuel and advanced technology vehicle stakeholders who are working with Clean Cities coalitions to support the deployment and use of alternative fuels and petroleum reduction technologies in on-road vehicles. Directs the Secretary to encourage and support the voluntary formation of local Clean Cities organizations around the country.

Amends the Clean Air Act to include algae-based biofuel in the renewable fuel program. Defines "algae-based biofuel," for purposes of such Act, as liquid fuel derived from the biomass of single- or multi-cellular organisms which are inherently aquatic and classified as non-vascular plants and that have lifecycle greenhouse gas emissions that are at least 60% less than the baseline for such emissions. Amends the Internal Revenue Code to: (1) expand the definition of cellulosic biofuel to include algae-based biofuel for purposes of the cellulosic biofuel producer tax credit; and (2) allow accelerated depreciation of property used to produce algae-based biofuel. Defines "algae-based biofuel" as any liquid fuel which is produced from the biomass of an algal organism (i.e., an organism that is primarily aquatic and classified as a non-vascular plant).

Amends the Nuclear Waste Policy Act of 1982 to authorize the Secretary of Energy to use amounts in the Nuclear Waste Fund to make competitive grants to or enter into long-term contracts with private sector entities for the recycling of spent nuclear fuel. Directs the Nuclear Regulatory Commission to complete a rulemaking establishing a process for licensing by the Nuclear Regulatory Commission (NRC), under the Atomic Energy Act of 1954, of facilities for the recycling of spent nuclear fuel. Amends the Nuclear Waste Policy Act of 1982 to provide that the receipt and disbursements of the Nuclear Waste Fund shall not be counted as new budget authority, outlays, receipts, or deficits or surplus for purposes of the executive budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) (thereby moving the Fund off-budget).

Ronald Reagan Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration Ronald Wilson Reagan, the 40th President of the United States. Authorizes the issuance of such coins beginning on January 1, 2013, except that sales of such coins may be initiated, without issuance, before such date. Prohibits the minting of such coins after December 31, 2013. Requires all sales of coins minted under this Act to include a surcharge of: (1) $35 per coin for the $5 coin; and (2) $10 per coin for the $1 coin. Requires the proceeds from the surcharges received from the sale of such coins to be paid promptly to the Army Emergency Fund to be used to provide financial assistance to certain soldiers and their dependents and the surviving spouses or dependent children of deceased soldiers.

Czar Accountability and Reform (CZAR) Act of 2009 - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; and (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent.

Affordable Food and Fuel for America Act - Amends the Internal Revenue Code to phaseout the income and excise tax credits for alcohol-based fuels and eliminate such credits in 2014. Amends the Harmonized Tariff Schedule of the United States to phaseout the tariff on ethanol and provide duty free treatment of ethanol in 2014. Expresses the sense of Congress that the savings achieved by this Act should be used to combat hunger in the United States and to develop domestic supplies of cellulosic and advanced biofuels.

Reduction of Irresponsible MRA Growth Act or the TRIM Growth Act - Amends the House of Representatives Administrative Reform Technical Corrections Act to prohibit the Members' Representational Allowance for a fiscal year from exceeding the Allowance established for the previous fiscal year, unless: (1) the Bureau of Labor Statistics (BLS) publishes a national unemployment rate of 6% or lower for each of the six most recent months for which it published a national unemployment rate which occurred before the beginning of the fiscal year; or (2) the Secretary of the Treasury certifies to the congressional appropriations committees that the public debt does not exceed $5.5 trillion as of the first day of the last month of the previous fiscal year.

Healthy Communities Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to make five-year grants to community partnerships for programs to combat obesity. Sets forth eligibility requirements. Provides for an executive council and a steering committee. Requires a community obesity prevention program to address all the different components of fighting obesity and to include: (1) physical exercise and a physical activity environment; (2) nutritional counseling and nutritional environment activities; (3) education to provide to the community information about the importance of eating healthily and maintaining a balanced diet and of being physically fit and to provide strategies for addressing varying individual capabilities to attain physical fitness; and (4) an evidence-based curriculum using the National Institutes of Health's (NIH's) Ways to Enhance Children's Activity and Nutrition (We Can) program and curriculum to guide the program. Requires a program to: (1) make use of evidence-based practices, strategies, programs, and policies in designing program guidelines; (2) develop a communications plan that involves the entire community; (3) have both in-school and workplace wellness programs; and (4) identify a Wellness Coordinator. Requires the executive council and the steering committee to: (1) perform an assessment of the obesity problem in each respective community; and (2) work with the Wellness Coordinator to lay out achievable short- and long-term goals for reducing childhood obesity. Directs the Secretary to: (1) prohibit a community partnership from using the grant to pay for administrative expenses, with exceptions; and (2) give preference in selecting grant recipients to communities with high levels of obesity and related chronic diseases.

Radio Spectrum Inventory Act - Amends the National Telecommunications and Information Administration Organization Act to require the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC) to create and maintain an inventory of each radio spectrum band of frequencies used in the United States Table of Frequency Allocations from 225 megahertz to 10 gigahertz and report to the Committee on Commerce, Science, and Transportation of the Senate and to the Committee on Energy and Commerce of the House of Representatives. Sets forth provisions concerning national security.

Turn on the Pumps Act - Prohibits the Bureau of Reclamation or any state agency in California operating a water project in coordination with the Central Valley Project from restricting operations pursuant to any biological opinion issued under the Endangered Species Act, if such restrictions would result in levels of export less than the historical maximum level of export.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.

Travel Promotion Act of 2009 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Expresses the sense of Congress that the Corporation should not engage in lobbying activities. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions regarding U.S. entry policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Amends the Immigration and Nationality Act to require (under current law, authorize) the Secretary of Homeland Security to establish and collect a fee for the use of an electronic data sharing system concerning the admissibility of certain aliens into the United States that will ensure recovery of the full costs of providing and administering such system. Terminates such fee following FY2014. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry. Amends the International Travel Act of 1961 to: (1) revise the membership of the Tourism Policy Council; and (2) require the Council to provide the Corporation with certain information concerning U.S. admission procedures and travel promotion strategies. Directs the Government Accountability Office (GAO) to conduct a study to assess barriers to entry into the United States by foreign travelers.

Prostate Cancer Research and Prevention Act - Amends the Public Health Service Act to authorize appropriations through FY2015 for: (1) the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and local health departments to carry out preventive health measures related to prostate cancer; and (2) the Director of the National Cancer Institute to expand, intensify, and coordinate prostate cancer research activities.

Improving Access to Clinical Trials Act of 2009 - Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to disregard for SSI income eligibility purposes any compensation in the amount of the first $2,000 per year received by an individual for participation in clinical trials for rare diseases or conditions.

Methamphetamine Education, Treatment, and Hope Act of 2009 - Amends the Public Health Service Act to require the Director of the Center for Substance Abuse Treatment to collaborate with professionals in the addiction field and primary health care providers to raise awareness about how to: (1) recognize the signs of a substance abuse disorder; and (2) apply evidence-based practices for screening and treating individuals with, or at-risk for developing, an addiction. Revises provisions governing a grant program for substance abuse residential treatment for pregnant and parenting women (currently, for postpartum women), to: (1) include treatment for addiction to methamphetamine, outpatient treatment services, and referrals for dental services; and (2) require programs to be accessible to pregnant and parenting women in low-income households and in health disparity populations. Requires the Director to give grant priority to a program serving an area that: (1) is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; and (2) has high rates of addiction to methamphetamine or other drugs. Directs the Secretary of Health and Human Services (HHS) to expand, intensify, and coordinate efforts to provide pregnant and parenting women treatment for addiction to methamphetamine or other drugs. Requires the Director of the Office for Substance Abuse Prevention to develop a clearinghouse that provides information and educational materials to employers and employers about drug testing policies and programs. Authorizes amounts made available for methamphetamine or inhalant prevention programs in schools and communities to be used to develop a student-driven methamphetamine awareness project.

GPCI Justice Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act, with respect to the geographic practice cost index (GPCI) for adjustments to physician fee schedule areas, to direct the Secretary of Health and Human Services to revise the fee schedule areas for California to use the Metropolitan Statistical Area (MSA) iterative Geographic Adjustment Factor methodology, in accordance with specified requirements.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Indian Health Care Improvement Act Amendments of 2009 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Authorizes grants to urban Indian organizations for health information technology, telemedicine services development, and related infrastructure. Directs the Secretary of Health and Human Services, acting through the Indian Health Service, to provide programs of comprehensive behavioral health, prevention, and treatment. Excludes from gross income: (1) services or benefits provided or purchased by the Service; and (2) services or benefits provided by a tribe or tribal organization, directly or through insurance. Declares that these provisions are not intended as an inference to the tax treatment of governmental benefits provided by tribes to Indians. Reauthorizes the Indian Health Care Improvement Act. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Expands coverage for qualified Indians in the State Children's Health Insurance Program (CHIP, formerly known as SCHIP) under title XXI of the Social Security Act (SSA), as well as under Medicare (SSA title XVIII) and Medicaid (SSA title XIX). Authorizes related payments to Indian Health Programs operating in the state.

Healthy Transition Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to award grants or cooperative agreements to states: (1) to develop plans for the statewide coordination of services to assist adolescents and young adults with a serious mental health disorder in acquiring the skills, knowledge, and resources necessary to ensure their healthy transition to successful adult roles and responsibilities; and (2) for the coordination of such services. Requires the Secretary to designate a federal entity, or establish a Committee of Federal Partners, to coordinate programs providing such services. Directs such entity or committee to: (1) review how federal programs and efforts that address issues related to the transition of adolescents and young adults with serious mental health disorders may be coordinated to ensure the maximum benefit for the individuals being served; and (2) provide technical assistance to the states that are planning or implementing programs under this Act.

Clean Energy Promotion Act - Requires the United States to annually deposit into the BLM Wind Energy and Solar Energy Permit Processing Improvement Fund up to $5 million received as annual wind energy and solar energy right-of-way authorization fees under the Federal Land Policy and Management Act of 1976. Makes the amounts deposited available for salaries and expenses related to the Bureau of Land Management (BLM) offices dedicated to the coordination and processing of wind energy and solar energy permit applications. Authorizes the expenditure or transfer of such amounts as are necessary to: (1) the U.S. Fish and Wildlife Service; (2) the Environmental Protection Agency (EPA); and (3) state agencies involved in the processing of wind and solar permits on federal lands under the jurisdiction of the BLM.

Amends the Solid Waste Disposal Act to: (1) prohibit the export of restricted electronic waste to countries that are not members of the Organization for Economic Cooperation and Development or the European Union, or Liechtenstein; (2) require the Administrator of the Environmental Protection Agency (EPA), annually, to identify countries that permit trade in used electronic equipment and parts; and (3) impose criminal penalties for knowingly exporting restricted electronic waste in violation of this Act. Allows certain exceptions to such export ban. Defines "restricted electronic waste" to include electronic equipment, such as computers, televisions, printers, copiers, video players, and similar used electronic products, that contain circuit boards and other parts containing mercury or polychlorinated biphenyls, antimony, beryllium, cadmium, chromium, or lead and cathode ray tubes and batteries containing lead and other toxic ingredients.

Mental Health in Schools Act of 2009 - Amends the Public Health Service Act to revise a community children and violence program to assist local communities and schools in applying a public health approach to mental health services, including by: (1) revising eligibility requirements for a grant, contract, or cooperative agreement; and (2) providing for comprehensive school mental health programs that are culturally and linguistically appropriate and age appropriate. Makes only a partnership between a local educational agency and at least one community program or agency that is involved in mental health eligible for such funding. Sets forth assurances required for eligibility, including that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each partner; (2) the program will include training of all school personnel, family members of children with mental health disorders, and concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Requires the Architect of the Capitol (AOC) to engrave the Pledge of Allegiance to the Flag and the National Motto of "In God we trust" in the Capitol Visitor Center, in accordance with an engraving plan setting forth the design and location of such engraving which is prepared by the AOC and approved by the House Committee on House Administration and the Senate Committee on Rules and Administration.
