Raoul Wallenberg Centennial Celebration Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation on behalf of Congress of a gold medal of appropriate design to the next of kin or personal representative of Raoul Wallenberg in recognition of his achievements and heroic actions during the Holocaust.

Patients First Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, including pluripotent stem cells that have the flexibility of embryonic stem cells (whether or not such pluripotent stem cells have an embryonic source), provided that such techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this Act. Requires the Secretary to issue guidelines implementing this Act to ensure that any research (including any clinical trial) supported under this Act: (1) is clearly consistent with the standards established in this Act, if conducted using human cells; and (2) is prioritized in terms of potential for near-term clinical benefit in human patients. Requires the Secretary to report on peer reviewed stem cell research proposals that were not funded.

Roofing Efficiency Jobs Act of 2011 - Amends the Internal Revenue Code to classify any qualified energy-efficient cool roof replacement property as 20-year property for depreciation purposes. Defines "qualified energy-efficient cool roof replacement property" as any roof system that: (1) is placed in service above conditioned or semiheated space on an eligible commercial building, (2) replaces an existing roof system, (3) is a low-slope roof, and (4) includes insulation meeting specified standards and a primary roof covering that has a cool roof surface.

Medicare Common Access Card Act of 2011 - Establishes a pilot program under title XVIII (Medicare) of the Social Security Act in order to utilize smart card technology for Medicare beneficiary and provider identification cards.

Child and Family Services Improvement and Innovation Act - Amends title IV part B (Child and Family Services) of the Social Security Act (SSA) to extend through FY2016 the authorization of appropriations for the Stephanie Tubbs Jones Child Welfare Services Program. Revises requirements for child visitations by caseworkers. Extends through FY2016: (1) the Safe and Stable Families Program, and (2) specified reservations of funds for monthly caseworker visits and regional partnership grants. Revises requirements for grants to assist children affected by methamphetamine or other substance abuse to: (1) remove the specification of methamphetamine, and (2) apply the grant program generally to children affected by substance abuse. Authorizes the Secretary of Health and Human Services (HHS) to renew a five-year grant for up to an additional two years. Revises requirements for the court improvement program to require grants to the highest state courts to serve the purpose of increasing and improving engagement of the entire family in court processes relating to child welfare, family preservation, family reunification, and adoption. Requires such a court to submit one application, rather than separate applications, for more than one grant. Specifies mandatory allocations of funds for such grants. Directs the Secretary, in order to improve data matching, to designate nonproprietary and interoperable standard data elements for any category of information required to be reported. Requires state case review systems to assure that each child in foster care under state responsibility who has attained age 16 receives gratis: (1) a copy of any consumer report pertaining to the child each year until the child is discharged from care, and (2) assistance in interpreting and resolving any inaccuracies in the report. Renews through FY2014 the authority of the Secretary to authorize states to conduct child welfare program demonstration projects likely to promote the objectives of part B or SSA title IV part E (Foster Care and Adoption Assistance). Repeals the requirement for state project applications to consider certain types of proposals. Replaces such requirement with specified conditions for state eligibility to conduct a new demonstration project. Authorizes a state to elect to establish a program to: (1) permit part E foster care maintenance payments to a long-term therapeutic family treatment center on behalf of a child residing in the center, or (2) identify and address domestic violence that endangers children and results in the placement of children in foster care. Defines a long-term therapeutic family treatment center as a state-licensed or -certified program that: (1) enables parents and their children to live together in a safe environment for at least six months; and (2) provides substance abuse treatment services, children's early intervention services, family counseling, medical care, and related services. Sets forth child welfare improvement policies.

Abstinence Education Reallocation Act of 2011 - Authorizes the Administrator of the Health Resources and Services Administration (HRSA) to award grants for qualified sexual risk avoidance education to youth and their parents. Requires such education to meet certain criteria, including: (1) being age-appropriate, medically accurate, and evidence-based; (2) having as its sole purpose the teaching of the skills and benefits of sexual abstinence as the optimal sexual health behavior for youth; and (3) teaching the benefits of refraining from nonmarital sexual activity, the advantage of reserving sexual activity for marriage, and the foundational components of a healthy relationship. Gives priority to programs that serve youth ages 12 to 19 and that will promote the protective benefits of parent-child communication regarding healthy sexual decisionmaking.

Employer Free Choice Act - Repeals the final rule on "Notification of Employee Rights under the National Labor Relations Act" published by the National Labor Relation Board (NLRB) in the Federal Register on August 30, 2011. Prohibits the NLRB from promulgating or enforcing any rule that requires employers to post notices informing employees of their rights to bargain collectively under the National Labor Relations Act (NLRA) on or after enactment of this Act. Declares that nothing in this Act shall be construed to prohibit an employer from voluntarily posting such notices.

Amends the Internal Revenue Code to make permanent the tax rule exempting dividends, interest, rents, and royalties received or accrued from certain controlled foreign corporations by a related entity from treatment as foreign holding company income (thus permitting tax deferral of such income).

New Markets Tax Credit Extension Act of 2011 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2016, (2) provide for an inflation adjustment to the limitation amount for such credit after 2012, and (3) allow an offset against the alternative minimum tax (AMT) for such credit (determined with respect to qualified equity investments made before January 1, 2017).

Cut, Cap, and Balance Act of 2011 - Amends the Congressional Budget Act of 1974 (CBA) to make it out of order in both chambers to consider any bill, joint resolution, amendment, or conference report that would cause the discretionary spending limits established in this Act to be exceeded. Establishes the discretionary spending limits for FY2012 as $1,019,402,000,000 in new budget authority and $1,224,568,000,000 in outlays. Authorizes the Chairman of the Senate Committee on the Budget to adjust such limits, budgetary aggregates in the most recently adopted concurrent budget resolution, and CBA committee allocations if a bill or joint resolution is reported making appropriations for FY2012 that provides funding for the global war on terrorism. Makes it out of order in both chambers to consider any legislation that includes any provision that would cause total direct spending to exceed the spending limit specified in this Act. Exempts from such spending limits: (1) Social Security, function 650; (2) Medicare, function 570; (3) Veterans Benefits and Services, function 700; and (4) Net Interest, function 900. Makes $680.73 billion the limit on total combined outlays for all non-exempt direct spending for FY2012. Amends the CBA to prescribe requirements for implementing sequestration orders under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to enforce the discretionary and direct spending caps in this Act. Exempts from any sequestration orders: (1) payments for military personnel accounts (within subfunctional category 051), (2) TRICARE for Life, (3) Medicare (functional category 570), (4) military retirement, (5) Social Security (functional category 650), (6) veterans (functional category 700), (7) net interest (functional category 900), and (8) discretionary appropriations. Makes it out of order in both chambers to consider legislation which waives, modifies, or in any way alters a sequestration order unless the chair of the House or Senate Committee on the Budget certifies that the measure achieves the same levels of reductions in new budget authority and outlays for the applicable year in such order. Amends the CBA to prescribe requirements for enforcing GDP outlay limits. Requires: (1) the Office of Management and Budget (OMB) to establish in the President's budget the GDP outlay limit for the budget year, and (2) total federal outlays to include all on-budget and off-budget outlays. Amends the CBA to make it out of order in both chambers to consider any legislation that would cause the most recently reported current GDP outlay limits set forth in this Act to be exceeded. Prohibits the Secretary of the Treasury from exercising additional borrowing authority until the date that the Archivist of the United States transmits to the states for their ratification H.J. Res. 1 (as reported on June 23, 2011), S.J. Res. 10 (as introduced on March 31, 2011), or H.J. Res. 56 (as introduced on April 7, 2011), a balanced budget amendment to the Constitution, or a similar amendment if it requires that total outlays not exceed total receipts, contains a spending limitation as a percentage of GDP, and requires that tax increases be approved by a two-thirds vote in both chambers. Increases the public debt from $14.294 trillion to $16.7 trillion on the date such legislation is transmitted to the states.

Free File Program Act of 2011 - Authorizes and directs the Secretary of the Treasury to continue to implement and operate the Internal Revenue Service (IRS) Free File program (free online individual income tax preparation and electronic filing services provided by the private sector technology industry to lower income taxpayers).

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

Taxpayer Freedom to File Protection Act of 2011 - Prohibits the Secretary of the Treasury from developing or implementing a return-free tax system. Repeals provisions of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary to develop a return-free tax system.

Health Care Professionals Protection Act of 2011 - Amends the Health Care Quality Improvement Act of 1986 to prohibit a health care entity from submitting a report to the National Practitioner Data Bank on a professional review action that would adversely affect a physician's clinical privileges while the physician is under investigation before adequate notice of and hearing procedures for such action and investigation or such other procedures as are fair are afforded to the physician. Applies such prohibition to permissive reporting to the Board of Medical Examiners for a licensed health care practitioner who is not a physician. Requires a health care entity to provide a physician with copies of all evidence expected to be offered against the physician in any hearing on a professional review action.

Medicare Home Health Flexibility Act of 2011 - Permits a home health agency to determine the most appropriate skilled professional to conduct the initial assessment visit and to complete the comprehensive assessment for an individual who: (1) is eligible for home health services under title XVIII (Medicare) of the Social Security Act; but (2) does not require skilled nursing care as long as that skilled service is initially ordered by the physician and, in the case of a referral order that includes occupational therapy, the order also includes physical therapy or speech language pathology.

Creating American Prosperity through Preservation Act of 2011 - Amends the Internal Revenue Code, with respect to tax credits for building rehabilitation expenditures, to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures, (2) provide for an additional 2% credit amount for a building that is a qualified energy efficient rehabilitated building (increased energy efficiency of 30% or more), (3) change the placed-in-service requirement for non-historic rehabilitated buildings from before 1936 to 50 years prior to the year in which qualified rehabilitation expenditures are taken into account, and (4) exempt from tax the proceeds of a state historic tax credit.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Authorizes the award of a single Congressional Gold Medal to collectively honor the Montford Point Marines, U.S. Marine Corps, in recognition of their dedicated service during World War II. (Camp Montford Point, North Carolina, was the site for the training of the first African-American Marines.) Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Makes final, and not subject to judicial review, federal agency decisions to: (1) issue a permit, license, or approval for a highway or public transportation capital project; and (2) prepare supplemental environmental impact statements for projects in cases where the Secretary of Transportation (DOT) considers new information received after the close the comment period.

Hallowed Grounds Act - Prohibits the remains of persons convicted of certain sex offenses (tier III sex offenders for purposes of the Sex Offender Registration and Notification Act) from being interred or memorialized in Department of Veterans Affairs (VA) national cemeteries or in the Arlington National Cemetery. Applies such restrictions to interments and memorializations occurring on or after enactment of this Act.

Authorizes the American Legion under its federal charter to provide guidance and leadership to the individual Departments and Posts. Prohibits it from controlling or otherwise influencing the specific activities and conduct of independent, autonomous Departments and Posts.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to save the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Fishery Science Improvement Act of 2011 - Amends the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 to postpone from fishing year 2011 to 2014 the effective date upon which a mechanism for specifying annual catch limits and accountability measures for fisheries other than those determined by the Secretary of Commerce to be subject to overfishing must be established in fishery management plans prepared by any Regional Fishery Management Council or the Secretary, implementing regulations, or annual specifications. Makes the catch limit mechanism, for all fisheries, inapplicable to a fishery for any stock of fish: (1) for which a peer reviewed stock survey and stock assessment have not been performed during the five-year period before enactment of this Act and for which the Secretary determines overfishing is not occurring, and (2) that is an ecosystem stock. Defines "ecosystem stock" as a stock of fish determined by the Secretary to be a nontarget stock that is not overfished or likely to become overfished. Requires the Secretary, within 270 days after determining that a fishery is overfished, to perform a stock survey and stock assessment of each of the overfished stocks in the fishery and transmit the assessment to the appropriate Council.

EPA Regulatory Relief Act of 2011 - Provides that the following rules shall have no force or effect and shall be treated as though they had never taken effect: (1) the National Emission Standards for Hazardous Air Pollutants for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters; (2) the National Emission Standards for Hazardous Air Pollutants for Area Sources: Industrial, Commercial, and Institutional Boilers; (3) the Standards of Performance for New Stationary Sources and Emission Guidelines for Existing Sources: Commercial and Industrial Solid Waste Incineration Units; and (4) Identification of Non-Hazardous Secondary Materials That are Solid Waste. Requires the Administrator of the Environmental Protection Agency (EPA), in place of such rules, to promulgate within 15 months, or on such later date as may be determined by the Administrator, regulations for industrial, commercial, and institutional boilers and process heaters and commercial and industrial solid waste incinerator units subject to such rules, that: (1) establish maximum achievable control technology standards, performance standards, and other requirements for hazardous air pollutants or solid waste combustion under the Clean Air Act; and (2) identify non-hazardous secondary materials that, when used as fuels or ingredients in combustion units of such boilers, heaters, or incinerator units, are solid waste under the Solid Waste Disposal Act for purposes of determining the extent to which such combustion units are required to meet emission standards for such pollutants under such Act. Requires the Administrator to establish compliance dates for such standards and requirements after considering compliance costs, non-air quality health and environmental impacts and energy requirements, the feasibility of implementation, the availability of equipment, suppliers, and labor, and potential net employment impacts. Sets forth guidelines for such rules and regulations, including requiring the Administrator to: (1) ensure that emissions standards for existing and new sources can be met under actual operating conditions consistently and concurrently with emission standards for all other air pollutants regulated by the rule for the source category; and (2) impose the least burdensome regulatory alternative for each regulation promulgated.

Citizens' Self-Defense Act of 2011 - Declares that a person not prohibited under the Brady Handgun Violence Prevention Act from receiving a firearm shall have the right to obtain firearms for security and to use firearms in defense of: (1) self or family against a reasonably perceived threat of imminent and unlawful infliction of serious bodily injury, (2) self or family in the course of the commission by another person of a violent felony against the person or a member of the person's family, and (3) the person's home in the course of the commission of a felony by another person. Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any state, or any person for damages, injunctive relief, and such other relief as the court deems appropriate.

Hezbollah Anti-Terrorism Act of 2011 - Amends the Foreign Assistance Act of 1961 to prohibit assistance from being provided to or for the benefit of a Hezbollah-dependent government of Lebanon unless the President certifies to Congress that: (1) Hezbollah has ceased its support for terrorism, renounced violence, and disarmed; or (2) the government of Lebanon has made progress toward dismantling Hezbollah terrorist and military infrastructure within Lebanon, arresting and bringing wanted Hezbollah terrorists to justice, ending Hezbollah imports of military and terrorism-related equipment, destroying unauthorized Hezbollah arms factories, stopping terrorist attacks, and fully cooperating with United Nations Interim Force in Lebanon (UNIFIL) peacekeepers. Requires recertifications to be made every six months. Exempts from such prohibition assistance for: (1) basic human needs, (2) promotion of democracy, (3) disarmament, (4) the U.S. government's International Military Education and Training (IMET) program, and (5) educational institutions. Prohibits, in the case of a government of Lebanon in which Hezbollah is a minority element in a governing coalition, assistance from being provided to, or for the benefit of, any ministry, agency, or instrumentality in which the chief official or other senior-level officials are members of Hezbollah or which is otherwise controlled by Hezbollah unless a certification or a recertification is in effect. Provides that assistance may be provided to nongovernmental organizations working in Lebanon only during a period for which a certification or a recertification is in effect. Exempts from such limitation assistance for: (1) basic human needs, (2) promotion of democracy, (3) disarmament, (4) non-salary assistance to Lebanese government members who are not members of Hezbollah or any other foreign terrorist organization, and (5) other assistance that is in U.S. national security interests. Provides, with respect to assistance for such nongovernmental organizations, that: (1) the Secretary of State shall ensure that such assistance is not provided to or through any individual or entity that has engaged in terrorist activity, and (2) no funds shall be used to honor individuals who have committed acts of terrorism. Urges the President to direct the U.S. Executive Directors at international financial institutions to use U.S. influence to prohibit assistance to a Hezbollah-dependent government of Lebanon during any period for which a certification or a recertification is not in effect. Exempts from such prohibition assistance for basic human needs or to promote democracy.

Lions Clubs International Century of Service Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue as legal tender $1 coins in commemoration of the centennial of the founding of the Lions Clubs International. Requires the design of the coins to be emblematic of the centennial. Permits the Secretary to issue such coins only during calendar 2017. Requires sales of the coins to include a surcharge of $10 per coin, to be paid by the Secretary to the Lions Clubs International Foundation.

Ambulatory Surgical Center Quality and Access Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to require alignment of updates for ambulatory surgical center (ASC) services under a revised prospective payment system (PPS) with updates for hospital outpatient department (OPD) services. Revises requirements for the reporting of quality measure data by ASCs and hospital OPDs. Directs the Secretary of Health and Human Services (HHS) to establish an ASC value-based purchasing program under which each ASC that the Secretary determines meets (or exceeds) performance standards established, with respect to selected quality measures, for the performance period for a calendar year is eligible for shared savings in the form of a payment increase determined according to a specified formula. Revises requirements for the composition of the expert outside advisory panel the Secretary of HHS is required to consult during the annual review of the clinical integrity of the groups and payment weights in the PPS for hospital OPD services. Requires the panel to include suppliers subject to the PPS as well as at least one ASC representative. States that the conditions for coverage of ASC services specified by the Secretary shall not prohibit ASCs from providing individuals with any notice of rights or other required notice on the date of a procedure if more advanced notice is not feasible under the circumstances, including when a procedure is scheduled and performed on the same day.

Protect HUBZones Act of 2011 - Amends the Small Business Act to revise the definition of "redesignated area" for HUBZone designation purposes to extend the time period during which a census tract or nonmetropolitan county that loses its HUBZone status due to the 2010 census may be so designated.

Calls for the Secretary of Health and Human Services (HHS) to: (1) enhance quality of care and patient safety by advancing the development of process and outcome measures for the management of atrial fibrillation by national developers, supporting pilots and demonstration projects to reduce avoidable hospital admissions and readmissions for patients with atrial fibrillation, and facilitating the adoption of evidence-based guidelines by the medical community to improve patient outcomes; (2) advance atrial fibrillation research and education by encouraging basic science research to determine the causes and optimal treatments, exploring development of a screening tool and protocols to determine the risk for the development of atrial fibrillation, and enhancing current surveillance and tracking systems to include atrial fibrillation; and (3) improve access to appropriate medical care for patients suffering from atrial fibrillation by encouraging education programs that promote collaboration among federal health agencies and that increase public and clinician awareness of atrial fibrillation.

Work Opportunity Credit Improvements Act - Amends the Internal Revenue Code to: (1) extend through 2014 the work opportunity tax credit, (2) allow employers to certify certain employees as members of a targeted group for purposes of such credit in lieu of obtaining certification from a state employment security agency, (3) expand the definition of "qualified veteran" for purposes of such credit to include any recently discharged veteran and any veteran receiving specified benefits, and (4) allow such credit for the hiring of high-risk youth who begin work during the period of 2009 through 2014. Directs the Department of Defense (DOD) or the National Guard, as applicable, to provide individuals discharged or released from the Armed Forces or the National Guard with information and documentation necessary for qualifying for the work opportunity tax credit as a recently discharged veteran.

MLR Repeal Act of 2011 - Amends the Public Health Service Act to repeal provisions requiring a health plan (including a grandfathered health plan) to: (1) submit to the Secretary of Health and Human Services (HHS) a report concerning the ratio of the incurred loss (or incurred claims) plus the loss adjustment expense (or change in contract reserves) to earned premiums; and (2) provide an annual rebate to each enrollee if the ratio of the amount of premium revenue expended by the issuer on reimbursement for clinical services provided to enrollees and activities that improve health care quality to the total amount of premium revenue for the plan year is less than a 85% for large group markets or 80% for small group or individual markets. Repeals a requirement that each U.S. hospital establish and make public a list of its standard charges for items and services.

Wetlands Conservation Investment Act of 2011 - Amends the Internal Revenue Code to treat gain or loss from the sale or exchange of a mitigation bank credit by the sponsor of the mitigation bank (i.e., the wetland, stream, or other aquatic resource area that has been restored, established, enhanced, or preserved for the purpose of providing compensation for unavoidable impacts to aquatic resources) who earned such credit as the sale or exchange of a capital asset held for more than one year (thus allowing preferential tax treatment of such gain or loss). Exempts from tax withholding requirements any gain from sales of mitigation bank credits.

Asia-Pacific Economic Cooperation Business Travel Cards Act of 2011 - Directs the Secretary of Homeland Security (DHS), by November 11, 2011, to establish the APEC Business Travel Program to issue Asia-Pacific Economic Cooperation Business Travel Cards (ABTCs) to eligible U.S. citizen business leaders and senior U.S. government officials actively engaged in Asia-Pacific Economic Cooperation (APEC) business. Requires the Secretary to: (1) integrate application procedures for and issuance of ABTCs with other international registered traveler programs of DHS, such as Global Entry, NEXUS, and SENTRI; and (2) work in conjunction with private sector entities to ensure that applicants satisfy ABTC requirements. Authorizes the Secretary to: (1) utilize such entities to enroll and issue ABTCs, and (2) impose and modify an ABTC issuance fee.

Prohibits any entity that receives funds from the federal government from using such funds to file a class action lawsuit involving the residents of an intermediate care facility for the mentally retarded (ICF/MR) unless the resident (or the resident's legal representative), after receiving notice of the proposed class action lawsuit, has the opportunity to elect not to have the action apply to the resident. Directs the Department of Justice (DOJ) to consult with ICF/MR residents among all other interested parties before taking actions (including investigations and actions under the Americans with Disabilities Act and Civil Rights for Institutionalized Persons Act) involving such residents. Permits a resident to intervene in any such DOJ action. Prohibits this Act from requiring a state to include ICFs/MR services as an option under its Medicaid plan under title XIX (Medicaid) of the Social Security Act.

Family and Retirement Health Investment Act of 2011 - Amends the Internal Revenue Code, with respect to health savings accounts (HSAs), to allow: (1) both spouses to make increased catch-up contributions to the same HSA; (2) Medicare Part A beneficiaries to establish and contribute to an HSA; (3) veterans eligible for service-connected disability benefits and individuals eligible for Indian health service assistance to establish an HSA; (4) individuals eligible to receive benefits under certain TRICARE plans to establish an HSA; (5) a carryforward of unused benefits, up to $500, in a flexible spending arrangement; (6) payments from an HSA for prescription and over-the-counter medicine or drugs; (7) the use of HSAs to purchase certain health insurance coverage and long-term care insurance; and (8) payment of certain medical expenses incurred before the establishment of an HSA. Amends the bankruptcy code to treat HSAs as tax-exempt individual retirement accounts (IRAs) for purposes of exempting them from creditor claims. Reauthorizes the use of Medicaid health opportunity accounts. Treats as medical care for purposes of the tax deduction for medical expenses certain exercise equipment and physical fitness programs, nutritional and dietary supplements, and periodic fees paid to a primary physician, physician assistant, or nurse practitioner. Repeals provisions of the Patient Protection and Affordable Care Act that impose annual limitations on deductibles for health plans offered in the small group market.

Aged Distilled Spirits Competitiveness Act of 2011 - Amends the Internal Revenue Code to exclude from determination of the production period for distilled spirits any period allocated to the natural aging process for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period.

Children's Access to Reconstructive Evaluation & Surgery (CARES) Act of 2011 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group or individual health plan that covers surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a congenital or developmental deformity, disease, or injury of a minor child (defined as child under the age of 22). Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer, and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, developmental abnormalities, trauma, burns, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated, and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem. Applies the provisions of this Act to grandfathered health plans under the Patient Protection and Affordable Care Act.

Small Business Tax Equalization and Compliance Act of 2011 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Iran Threat Reduction Act of 2011 - Declares that it is U.S. policy to deny Iran the ability to support acts of foreign terrorist organizations and develop unconventional weapons and ballistic missiles. Urges the President to initiate diplomatic efforts to expand the multilateral sanctions regime regarding Iran. Directs the President to initiate an investigation into the imposition of sanctions upon receipt of credible information that a person is engaged in a sanctionable activity under this Act. Directs the President to impose specified sanctions on a person who knowingly: (1) makes specified investments with respect to Iran's ability to develop petroleum resources; (2) sells, leases, or provides to Iran goods, services, technology, information, or support that could facilitate Iran's domestic production of refined petroleum products; (3) sells or provides to Iran refined petroleum products, or provides goods, services, technology, information, or support that could contribute to Iran's ability to import refined petroleum products; or (4) exports or otherwise facilitated transshipment to Iran of any goods, services, technology, or other items that would contribute to Iran's ability to acquire or develop chemical, biological, or nuclear weapons, or acquire or develop destabilizing numbers and types of advanced conventional weapons. Sets forth exceptions to such sanctions for: (1) the procurement of certain defense articles or services; (2) eligible products to designated countries or instrumentalities; (3) products, technology, or services under contracts entered into before the date on which the President publishes in the Federal Register the name of the person on which the sanctions are to be imposed; (4) spare or component parts, or information and technology that are essential to U.S. products or production, and related servicing and maintenance; or (5) medicines, medical supplies, or other humanitarian items. Defines sanctions to include: (1) prohibitions on Export-Import Bank assistance, (2) prohibitions on loans from U.S. financial institutions and other financial services, (3) prohibitions on foreign exchange and other banking transactions, (4) prohibitions on property transactions, and (5) export and procurement sanctions. Authorizes: (1) the Secretary of State to issue, upon request, an advisory opinion with respect to whether a proposed activity would be sanctionable, and (2) a person to rely in good faith on such opinion and proceed without being subject to sanctions. Imposes sanctions under this Act for at least two years. Authorizes the President to terminate sanctions after one year if the sanctioned person is no longer engaging in a sanctionable activity and the President has received reliable assurances that the person will not knowingly engage in such future activity. Authorizes the President to waive imposition of sanctions if in the national security interest of the United States. States that a determination to impose sanctions under this Act shall not be reviewable in any court. Repeals the Iran Sanctions Act of 1996. Authorizes the President to provide financial and political assistance to certain foreign and domestic individuals, organizations, and entities that support democracy in Iran. Imposes visa, property, and financial sanctions on persons identified as officials of the government of Iran, security services, or the Islamic Revolutionary Guard Corps (IRGC) who were complicit in the commission of serious human rights abuses against citizens of Iran or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Directs the Secretary of State to submit an annual report to Congress regarding the promotion of Internet freedom and information access in Iran. Imposes specified sanctions on a person that knowingly assisted in the exportation of petroleum, oil, or natural gas produced by the IRGC or its affiliates. Blocks the U.S. property interests of foreign persons or their affiliates that have committed, or pose a significant risk of committing, acts of violence threatening the peace or economic stability of Iraq or Afghanistan. Directs the President to develop a National Strategy to Counter Iran. Amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to direct the Secretary of the Treasury to require any person owned or controlled by a domestic financial institution to certify that such person is not engaged in corresponding relations or business activity with the IRGC. Requires a report on the Central Bank of Iran's activities to facilitate Iran's efforts to acquire nuclear missile capacities and promote terrorism. Amends the Securities Exchange Act of 1934 to require securities issuers to disclose in their mandatory annual or quarterly reports to the Securities and Exchange Commission (SEC) whether they or their affiliates have: (1) engaged in certain activities relating to Iran, terrorism, and the proliferation of weapons of mass destruction; (2) knowingly engaged in specified activities, or knowingly violated certain regulations prescribed under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010; (3) knowingly conducted any transaction or dealing with a person whose property and interests in property are blocked by certain Executive Orders; or (4) knowingly conducted a transaction or dealing with any person listed in the Iranian Transactions Regulations. Requires the President to: (1) initiate an investigation into the possible imposition of sanctions when the SEC receives a report that an issuer or its affiliate has engaged in the cited activities, and (2) determine whether sanctions should be imposed on the issuer or the affiliate concerned. States that, except to meet U.S. international obligations, the Secretary of State shall deny a visa to, and the Secretary of Homeland Security (DHS) shall exclude from U.S. entry, a person who is an agent, official, or a representative of the government of Iran; and (2) presents a threat to the United States or is affiliated with terrorist organizations. Restricts the movement of such persons in the United States. Terminates the provisions of this Act when Iran: (1) has dismantled its efforts to develop or acquire nuclear, chemical, and biological weapons; (2) no longer provides support for acts of international terrorism; and (3) poses no threat to U.S. national security, interests, or allies.

Digital Goods and Services Tax Fairness Act of 2011 - Prohibits a state or local jurisdiction from imposing multiple or discriminatory taxes on or with respect to the sale or use of digital goods or services delivered or transferred electronically to a customer. Excludes from the definition of "digital service" telecommunications service, Internet access service, or audio or video programming service. Restricts taxation of digital goods and services to the retail sale of such goods and services and by the jurisdiction encompassing a customer's tax address. Prohibits the use of existing regulations or administrative rulings relating to the taxation of tangible personal property or other services to impose any tax on the sale or use of digital goods or services. Grants jurisdiction to federal district courts to prevent a violation of this Act, without regard to the amount in controversy or the citizenship of the parties. Expresses the sense of Congress that each state shall take reasonable steps to prevent multiple taxation of digital goods and services where a foreign country has imposed a tax on such goods and services.

Citizens Right to Know Act of 2011 - Requires a state or local pretrial services agency that receives federal financial assistance to report to the Attorney General: (1) on a monthly basis, about individuals who are released by such agency into a pretrial release program, and (2) on an annual basis, on the agency's budget for that year. Requires such monthly report to include: (1) the number of individuals and of indigent individuals reviewed for pretrial release, (2) the number and names of individuals assigned to pretrial services, (3) the number and names of indigent individuals accepted into a pretrial release program, (4) a list of each charge filed against, and all prior criminal convictions of, each individual accepted into a pretrial release program, (5) a list of the court appearances required of each individual accepted into a pretrial release program and of each instance on which such an individual failed to appear at a scheduled court appearance, and (6) a list of all warrants issued or arrests made of each individual accepted into a pretrial release program.

Recreational Lands Self-Defense Act of 2011 - Prohibits the Secretary of the Army from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Chief of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located.
