Amends the the Foreign Assistance Act of 1961 to require that U.S. foreign assistance to a nongovernmental organization or contributions to an international organization may be provided only if the organization and each subrecipient submits to the U.S. government a certification that the assistance or contributions will not be used to: (1) intentionally traffic in goods or services that contain counterfeit marks; and (2) provide goods or services that are unauthorized by the owner or holder of the intellectual property rights (including trademarks, copyrights, and trade secrets) in such goods or services. Directs the President to suspend or terminate assistance or contributions for violations of such prohibitions.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor of a prescription drug plan to display on the prescription drug card the name, brand, or trademark (co-branding) of any pharmacy. Requires each PDP sponsor to charge not less than the minimum dispensing fee, $14, adjusted annually for inflation, for generic covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Revises requirements for a covered medication therapy management service, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Tax Return Choice Act of 2006 - Prohibits the Internal Revenue Service from providing individual taxpayers with free electronic tax preparation and filing services except through the Free File program and the Internal Revenue Service's Taxpayer Assistance Centers, Tax Counseling for the Elderly, and volunteer income tax assistance programs. Repeals the provision of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary of the Treasury to develop a return-free tax system.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Staff Sergeant Carlos Farler Citizen Soldier Equality Act of 2006 - Requires that, in the case of a reserve member of the Armed Forces who is retired due to disability incurred as a result of being wounded in action, or whose name is placed on the temporary disability retired list because of a disability incurred for which the member is awarded the Purple Heart, such member shall be credited with the same number of years of service that would be credited to a member of the regular (non-reserve) Armed Forces for such service.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Authorizes the President, upon making specified determinations, to exempt a certain proposed cooperation agreement with India from requirements of the Atomic Energy Act of 1954 (AEC) regarding: (1) mandatory maintenance of International Atomic Energy Agency safeguards for nuclear materials in peaceful nuclear activities; (2) certain additional export criteria and procedures; and (3) conduct resulting in termination of nuclear exports. Renders any such determinations without effect if the President finds that India has detonated a nuclear explosive device after enactment of this Act.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.

Military Retirees' Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after December 31, 2005, in: (1) a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) after December 31, 2005, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Amends the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006 to authorize the Secretary of Agriculture to waive or reduce the emergency watershed protection program non-federal cost share requirement if the Secretary determines that immediate action is or was required for environmental or safety concerns and the local partner cannot or could not financially participate.

Puerto Rico Democracy Act of 2006 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 110th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Internet Consumer Protection Act of 2005 [sic] - Amends the Internet Tax Freedom Act to make permanent the ban on state taxation of Internet access and on multiple or discriminatory taxes on electronic commerce. Repeals provisions permitting states with Internet tax laws enacted prior to the ban on Internet taxes to continue enforcing such laws.

Internet Gambling Prohibition Act - Amends the federal criminal code to revise the prohibitions against interstate gambling. Modifies the definition of "wire communication facility" to include all communications, including transmissions by satellite or microwave using fixed or mobile connections (e.g., the Internet or other wireless communications). Expands the definition of "bets and wagers" to include all forms of gambling activity. Modifies existing prohibitions against interstate gambling to prohibit anyone engaged in a gambling business from using a communication facility to transmit: (1) bets or wagers; (2) a communication which entitles the recipient to receive money or credit as a result of bets or wagers; or (3) information assisting in the placing of bets or wagers. Imposes a five-year prison term for violations. Prohibits anyone engaged in a gambling business from accepting in connection with the transmission of bets or wagers or information assisting in the placing of bets or wagers: (1) credit, or the proceeds of credit; (2) electronic funds transfers; (3) checks, drafts, or similar instruments; or (4) the proceeds of any other form of financial transaction as prescribed by Treasury regulations. Exempts certain instrastate gambling activities. Requires any common carrier who is notified in writing that a user of one of its communication facilities is violating prohibitions against interstate gambling to discontinue service to such user. Authorizes federal, state, tribal, or local law enforcement agencies to obtain injunctive or declaratory relief to restrain persons from violating prohibitions against interstate gambling.

Domestic Energy Production through Offshore Exploration and Equitable Treatment of State Holdings Act of 2006 - Amends the Outer Continental Shelf Lands Act (OCSLA) to revise the determination of adjacent zones and planning areas in the subsoil and seabed of the outer Continental Shelf (OCS). Prescribes guidelines for: (1) lease administration; (2) lease grants; (3) lease receipts ; and (4) allocations to states and coastal municipal political subdivisions. Modifies review guidelines for OCS exploration plans and drilling permits. Directs the Secretary of the Interior to include in each five-year program lease sales that offer at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas leasing. Revises requirements for review of OCS development and production plans. Establishes the Federal Energy Natural Resources Enhancement Fund. Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds for OCS oil and natural gas leasing and preleasing. Prohibits a federal agency from permitting certain activities on federal OCS or in state waters that are incompatible with either oil or natural gas leasing, or with exploration and production of tracts that are geologically prospective for oil or natural gas. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2005 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for mariculture, artificial reef, and scientific research. Amends the Energy Policy Act of 2005 to repeal the requirement for: (1) a comprehensive inventory of OCS oil and natural gas resources; and (2) payments for oil shale and tar sands leases. Establishes the Federal Energy And Mineral Resources Professional Development Fund. National Geologic Data and Mapping Fund Act of 2006 - Establishes the National Geologic Data and Mapping Fund. Prescribes implementation guidelines for leasing areas located within 100 miles of California or Florida. Amends the OCSLA to repeal the coastal impact assistance program.

Federal Aviation Administration Fair Labor Management Dispute Resolution Act of 2006 - Amends federal transportation law to revise certain federal aviation administration personnel management system requirements to prohibit the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees unless a bill is enacted into law by Congress that authorizes the change during the 60-day period beginning from the time Congress received the proposed change. (Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian governing authority that denounces and combats terrorism, upholds human rights for all people, and has agreed to recognize Israel as an independent Jewish state. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined: (1) that no PA ministry, agency, or instrumentality is controlled by a foreign terrorist organization and no member of a foreign terrorist organization serves in a PA ministry, agency, or instrumentality; (2) that the PA has publicly acknowledged Israel's right to exist as a Jewish state, and is adhering to all previous agreements and understandings with the government of the United States, the government of Israel, and the international community; and (3) that the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Prohibits during a period in which a certification is is not in effect with respect to the PA.: (1) assistance to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human health needs from such limitation.); (2) U.S. contributions to the United Nations intended for U.N. agencies providing assistance directly to the PA; (3) visa issuance to any PA official or affiliated person (with a case-by-case exemption for U.S. security needs); (4) travel outside of a 25-mile radius of the U.N. headquarters building for officials and representatives of the PA and of the Palestine Liberation Organization (PLO) who are stationed at the United Nations in New York City; and (5) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA or the PLO. Requires the President to direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA during any such period. Directs the Secretary of State to audit and report respecting duplicative entities and functions of: (1) the United Nations Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization and the Palestinian Authority; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories; and (6) any other entity the Secretary determines results in duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues. Withholds specified U.S. contributions to the United Nations for such entities until the report's recommendations are implemented. Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. Prohibits funds to be used by any U.S. officer or employee to negotiate, attend official meetings, or have official contacts with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization, until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

National Levee Safety Program Act of 2005 - Directs the Secretary of the Army, acting through the Chief of Engineers, to: (1) inspect each levee in the United States constructed or maintained by the Secretary or identified by a state governor, excluding levees the failure of which would not pose a significant threat to human life or property; (2) notify the governor of the state in which a levee is located of inspection results, hazardous conditions found, and necessary remedial measures; (3) submit, annually, a priority list of flood damage reduction studies and projects; and (4) periodically publish an inventory of U.S. levees, including inspection results. Establishes the Interagency Committee on Levee Safety to support federal levee safety programs through coordination and information exchange among federal agencies concerning the implementation of levee safety guidelines. Directs the Secretary to: (1) establish the National Levee Safety Review Board to monitor levee safety and state implementation of this Act and to advise the Secretary on national levee safety policy; (2) establish a national levee safety program, including federal levee safety guidelines; (3) provide assistance for and periodically review state levee safety programs; (4) carry out a program of technical and archival research regarding levee construction, rehabilitation, inspection, safety, security, and management; and (5) establish a program to train state safety agency staff and inspectors.

Health Care Freedom of Choice Act - Amends the Internal Revenue Code to allow the tax deduction for medical expenses without the gross income percentage limitation.

The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Congressional Integrity and Pension Forfeiture Act of 2005 - Requires the Office of Personnel and Management (OPM) to prescribe regulations that prohibit eligibility in the governmental retirement system for a Member convicted of certain offenses that are: (1) committed by the individual while a Member, (2) related to the individual's service as a Member, and (3) after enactment of this Act. Refunds annuity contributions and deposits, excluding interest earned, to a convicted individual. Authorizes the Executive Director of the Federal Retirement Thrift Investment Management System to prescribe necessary regulations with respect to the Thrift Saving Plan and which include provisions requiring the return of all vested amounts attributable to periods of service rendered by the individual as a Member. Defines "Member" as "the Vice President, a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico."

Coast Guard Hurricane Relief Act of 2005 - Commends and thanks the Coast Guard (CG) for its outstanding efforts in response to Hurricane Katrina. Expresses the sense of Congress that the CG should play a major role in any future national emergency or disaster caused by a natural event in a U.S. coastal or offshore area. Authorizes the Secretary of the department in which the Coast Guard is operating (Secretary) to temporarily extend the duration of merchant mariners' licenses or documents or vessel certificates of registry issued to an individual until not later than February 28, 2006, if such individual is a resident of: (1) Alabama, Mississippi, or Louisiana; or (2) any other state, and the individual's records are located in a CG facility in New Orleans that was damaged by Hurricane Katrina, or were damaged or lost as a result of it. Authorizes the Secretary to extend the duration or the validity of a certificate of inspection or a certificate of compliance issued for up to three months for a vessel inspected by a CG Marine Safety Office located in Alabama, Mississippi, or Louisiana. Authorizes CG members assigned to duty in support of units in the Eighth CG District area to mitigate the consequences of, or assist in the recovery from, Hurricane Katrina during the period from August 28, 2005, to January 1, 2006, and who would lose accumulated leave in excess of 60 days as a result of such assignment, to retain an accumulated total of up to 90 days of leave.

Gulf Coast Recovery Act of 2005 - Authorizes the President to provide assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) to reimburse an eligible state or local government 75% of the eligible expenses incurred between January 1 and June 30, 2006, for base pay and overtime expenses of employees who provide essential government services for response and recovery operations with respect Hurricanes Katrina and Rita on or after August 29, 2005. Amends the Community Disaster Loan Act of 2005 to limit a disaster loan to 50% of a local government's operating budget for the fiscal year in which the disaster occurs. Sets at 100% the federal share of assistance for debris removal under the Stafford Act with respect to such hurricanes. Requires the President to contribute at least 75% of the cost of hazard mitigation measures approved under the Stafford Act in the one-year period following enactment of this Act with respect to such hurricanes. Amends the Stafford Act to double from 7.5% to 15% of the estimated aggregate amount of federal disaster relief grants to be made with respect to a major disaster the limit on the total amount of contributions the President may make for cost-effective hazard mitigation measures in the disaster area. Extends unemployment assistance in the case of an eligible individual affected by the hurricane disasters. Amends the Stafford Act to require the Director of the Federal Emergency Management Agency (FEMA) to make grants to state and local governments to: (1) purchase or improve commercially available interoperable communications equipment; (2) purchase mobile equipment to generate emergency power; and (3) train first responders and emergency personnel on how to best use such equipment effectively.

Authorizes the President to make contributions under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to the owner or operator of a power transmission facility for the costs of repair, restoration, reconstruction, or replacement of those portions of the facility damaged or destroyed by Hurricane Katrina or Hurricane Rita, including associated incurred expenses. Sets forth eligibility and limitations criteria. Defines such facility as a privately-owned electric transmission or distribution facility (including a leased facility) obligated under state law to provide electricity service to retail customers and a privately-owned natural gas transmission or distribution facility.

Amends the Privacy Act of 1974 to authorize the disclosure to government agencies of Federal Emergency Management Agency (FEMA) records on assistance provided to individuals in connection with a major disaster or emergency for purposes of complying with a federal or state sex offender registry or notification law. Conditions receipt of federal funds by non-governmental organizations under the Robert T. Stafford Disaster Relief and Emergency Assistance Act on the organization providing assurances satisfactory to the President that it will disclose its records for the purpose of permitting a requesting jurisdiction to comply with a federal or state sex offender registry or notification law.

Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 to exclude manure from the definition of "hazardous substance" or "pollutant or contaminant" under that Act. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure from the emergency notification requirements under that Act.

Gulf Opportunity Zone Public Finance Relief Act of 2005 - Amends the Internal Revenue Code to: (1) allow a tax credit for investment in Gulf tax credit bonds issued to assist the states of Louisiana, Mississippi, and Alabama, and their political subdivisions in refinancing certain existing bond obligations; (2) allow an additional advance refunding of outstanding bond obligations for such states; and (3) provide for limited federal guarantees of bonds in such states issued to restore lost revenues due to Hurricane Katrina and to fund local infrastructure.

Outer Continental Shelf Natural Gas Relief Act - States that all provisions of federal law that prohibit the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf are without any force or effect. Revokes all withdrawals from leasing of federal submerged lands of the Outer Continental Shelf, including withdrawals by the President under the Outer Continental Shelf Lands Act. States such withdrawals are no longer in effect with respect to the leasing of areas for natural gas exploration, development, and production. Prohibits granting a gas lease for any area of the Outer Continental Shelf located within 20 miles of a state's coastline unless the Governor grants state approval. Directs the Secretary of Energy, in each five-year oil and gas leasing program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each Outer Continental Shelf planning area. Sets forth a scheme for bonus bids and royalties that affects: (1) new and existing gas leases; and (2) leased tracts lying partially within the seaward boundaries of a state. Permits leases that authorize development and production solely of natural gas and associated condensate, including leases for program years 2002-2007, and for program years 2007-2012.

Amends the Wetland Loan Act to extend funding for conservation of migratory waterfowl and habitat. Amends the Duck Stamp Act (the Act) to increase the price of federal migratory-bird hunting and conservation stamps, and to revise procedures for disposing of unsold stamps. Provides that nothing in the Act shall be construed to require a person to affix a stamp sold under such Act to any other license as a condition of engaging in hunting under the authority of the stamp. Expresses the sense of Congress that the funds provided pursuant to this Act should be used for preserving and increasing waterfowl populations in accordance with the goals and objectives of the North American Waterfowl Management Plan, and to that end, should be used to supplement and not replace current conservation funding, including funding for other federal and state habitat conservation programs. States the sense of Congress that this Act should be implemented in a manner that helps private landowners achieve their long-term land use objectives in ways that enhance the conservation of wetlands and wildlife habitat.

Innocent Supplier Fairness Act - Amends federal bankruptcy law to detail the elements of a special relationship that the trustee in bankruptcy must prove in order to rebut the presumption that the creditor or party in interest against whom recovery or avoidance is sought has carried the burden of proving the nonavoidability of a transfer. Specifies such elements as: (1) the insider character of the creditor or the party in interest; (2) common ownership of the debtor and such creditor or such party; (3) common management of the debtor and creditor or party consisting of overlapping senior management or directors; (4) explicit notice from the debtor to such creditor or party that a petition filling is contemplated or imminent before the date of the transfer; or (5) the use by such creditor or party of judicial process, during the 90 days before the petition filing, against the debtor to collect a debt with respect to which a transfer may have been made. Amends the federal judicial code to require the trustee in bankruptcy to commence a proceeding to avoid preferences only in the district court for the district in which the defendant resides.

Housing Opportunities and Mitigating Emergencies Act of 2005 - Amernds the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency (FEMA) to provide temporary emergency assistance for primary residences damaged or destroyed by Hurricanes Katrina and Rita. Increases from 75% to 90% the amount the President may contribute toward the cost of cost-effective hazard mitigation measures which substantially reduce the risk of future damage, hardship, loss, or suffering in any area affected by a major disaster. Doubles from 7.5% to 15% of the estimated aggregate federal disaster relief grants to an area the limit on the total amount of such presidential contributions.
