Federal Disaster Housing Stability Act of 2021 This bill imposes limits on foreclosures and evictions in areas affected by a declared disaster or emergency. A servicer of certain federally backed residential mortgages for a property in such an area may not initiate the foreclosure process or take other foreclosure-related actions relating to that property unless the property is vacant or abandoned. These restrictions shall be in place for six months after the disaster or emergency is declared. Similarly, the landlord of a dwelling in such an area may not (1) initiate eviction proceedings against a tenant in that dwelling for nonpayment of rent or fees; (2) charge that tenant a penalty for nonpayment of rent; (3) increase the rent; (4) prevent a tenant who has temporarily relocated from returning; or (5) otherwise require the tenant to vacate the dwelling. Landlords must also provide notice to tenants regarding available federal assistance. These restrictions shall be in place for 90 days beginning (1) when the disaster or emergency is declared; or (2) in the case of a dwelling eligible for assistance, when such assistance is received or when eligibility for such assistance has expired.

John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the history of official voting discrimination in the state or political subdivision.

Language Access for Medicare Beneficiaries Act of 2021 This bill requires the Centers for Medicare & Medicaid Services (CMS) to translate the annual explanation of Medicare benefits for enrollees into multiple languages, besides English and Spanish. The CMS must prioritize languages into which Social Security documents are translated or that are most frequently requested for purposes of Social Security benefits applications.

Get Toxic Substances Out of Schools Act of 2021 This bill addresses the provision of Environmental Protection Agency (EPA) grants to prevent and eliminate toxic substances, particularly in certain school environments. The EPA is authorized make grants to Indian tribes (in addition to the current authority to provide grants to states) to establish and operate programs to prevent or eliminate unreasonable risks associated with a chemical substance or mixture of which the EPA is unlikely to address during the 24-month period after the grant is made. The bill also authorizes the EPA to partner with the Department of Labor (with respect to enforcement of labor standards) to provide grants to states and Indian tribes to identify, prevent, or eliminate risks associated with the presence of a chemical substance or mixture in eligible facilities (i.e., public school facilities operated by a local educational agency, facilities operated by an early childhood education program, and center-based child care facilities operated by an eligible child care provider). The EPA has permanent authority to provide grants to Indian tribes (in addition to the current authority to provide such grants to states) to (1) provide technical assistance to local educational agencies, early childhood education programs, and eligible child care providers to address environmental concerns in eligible facilities; and (2) develop and implement state and tribal programs to support the remediation of toxic substances in eligible facilities. Under the bill, the EPA must also provide specified outreach and guidelines related to environmental hazards in eligible facilities.

Canyon's Law This bill prohibits the preparing, placing, installing, setting, deploying, or otherwise using an M-44 device on public land. An M-44 device is defined as a device designed to propel sodium cyanide when triggered by an animal, including any device that may be commonly known as an M-44 ejector device or an M-44 predator control device. No later than 30 days after the enactment of this bill, any federal, state, or county agency that has prepared, placed, installed, set, or deployed an M-44 device on public land shall remove each such device from such land.

9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.

Real Emergency Access for Aging and Disability Inclusion for Disasters Act or the REAADI for Disasters Act This bill establishes programs and requirements to assist individuals with disabilities and older adults (age 50 or older) with disaster preparedness. Among other provisions, the bill requires the establishment of an advisory committee that includes disabled individuals and older adults to oversee the use of funds made available by this bill; allows states to contract with Centers for Independent Living to provide services and support to disabled individuals in preparing for hazards; requires the Department of Health and Human Services to award grants to carry out projects of national significance that, among other things, create opportunities for disabled individuals and older adults to directly contribute to disaster preparedness, recovery, and mitigation; modifies and expands the membership of the National Advisory Committee on Individuals with Disabilities and Disasters to ensure that it represents the diversity of the disabled and older adult communities; and establishes the Disability and Disaster Preparedness Advisory Commission to review settlement agreements involving potential violations of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. The Government Accountability Office must study the compliance of federal agencies with such enactments in expending funds to support disabled individuals and older adults in responding to, recovering from, and mitigating disasters.

Maintaining Access to Essential Services Act of 2021 This bill establishes several loan programs to assist households with paying utility bills for drinking water, wastewater, stormwater management, energy (e.g., electricity, natural gas, or propane), and internet services during the COVID-19 public health emergency. Under the programs, the utilities may apply for loans that are equal to the amount of the payment shortfall from their customers during the emergency.

Healthier and Greener Schools Act of 2021 This bill establishes a program under which the Department of Energy must award grants for energy improvements (e.g., renovations to install energy efficiency or renewable energy technologies, repairs to improve indoor air quality, or purchases of zero-emission vehicles) at public school facilities.

Sending Unconditional Payments to People Overcoming Resistances to Triumph Act of 2021 or the SUPPORT Act of 2021 This bill establishes a guaranteed income pilot program and tax credit and provides for bank accounts supported by Federal Reserve banks. The bill establishes the Office of Guaranteed Income Programs to carry out a five-year guaranteed income pilot program. The pilot program must provide grants through local governments and community development financial institutions for periodic cash payments to eligible individuals. An eligible program must provide cash payments that are not less than $50 per individual and are made on a biweekly, monthly, or quarterly basis. Additionally, the bill establishes the Guaranteed Income Tax Credit, a refundable income tax credit for individual taxpayers equal to $14,400 plus $600 for each dependent. The amount is reduced for individuals whose adjusted gross income exceeds specified levels. A taxpayer may elect to receive this credit in advance in equal amounts throughout the year. The bill also requires Federal Reserve member banks to provide bank accounts ( FedAccounts ) to residents and to businesses domiciled in the United States for purposes of holding digital dollar balances. These accounts must provide specified banking services, including debit cards, online banking, automatic bill pay, and automatic teller machines at U.S. postal facilities. These accounts may not charge fees or have balance requirements and must provide a specified interest rate.

Genuine Progress Indicator Act of 2021 or the GPI Act of 2021 This bill requires the Department of Commerce to establish the genuine progress indicator as a metric to measure the economic well-being of households. The indicator shall be calculated through adjustments to gross domestic product that account for positive and negative economic, environmental, and social factors that contribute to economic activity. It shall also include the total annual economic value and cost of such factors. The head of each federal agency, the President, the Federal Reserve, and Congress must use both the indicator and gross domestic product for budgetary reporting and economic forecasting that measures the net benefits of economic activity.

Restoring Justice for Workers Act This bill prohibits predispute arbitration agreements that require arbitration of an employment dispute. It allows a postdispute arbitration agreement if the employee enters into it voluntarily without coercion and is informed in writing of rights and protections under such agreement. An employer may not retaliate against an employee for refusing to enter into an agreement for arbitrating an employment dispute.

Medicare Negotiation and Competitive Licensing Act of 2021 This bill establishes several requirements relating to the prices of prescription drugs. Specifically, the bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under Medicare. (Current law prohibits the CMS from doing so.) If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under health insurance programs, notwithstanding existing government-granted exclusivities. The negotiated prices also apply to other federal health care programs, private health insurance, and the uninsured; pharmacies that charge more than the negotiated price for uninsured individuals are subject to civil penalties. Manufacturers must also comply with specified reporting requirements relating to prices and licensing, subject to civil penalties. The bill also institutes an excise tax on drugs for which the price spikes beyond a certain limit, subject to specified exemptions, as well as on drugs for which the price exceeds the negotiated price.

Domestic Workers Bill of Rights Act This bill provides rights and protections for domestic workers (e.g., housekeepers, nannies, caretakers, personal assistants, and chauffeurs), including pay and leave rights, and health and safety protections. Specifically, the bill repeals the exemption of domestic live-in employees from certain minimum wage and maximum hour requirements. Employers must provide written notice of termination and provide at least 30 days of lodging and two weeks of severance pay to terminated live-in employees. Live-in employees also must be provided with reasonable access to telephone and internet service during their employment. The bill requires employers to provide domestic workers with a written agreement covering wages, sick leave, benefits, and other matters. Further, domestic workers may request and be granted changes to work schedules due to personal events. The bill also provides domestic workers with certain privacy rights, extends to domestic workers protections against discrimination in employment, and increases the federal medical assistance percentage (FMAP) for certain Medicaid-funded medical services provided by domestic workers. The Department of Labor must (1) award grants for a domestic worker national hotline for reporting emergencies, training on hazards facing domestic workers, and workforce investment activities for domestic workers; and (2) establish a Domestic Worker Wage and Standards Board to investigate standards in the domestic workers industry. Labor must publish online a document that describes the rights and protections for domestic workers under this bill.

Affordable EVs for Working Families Act This bill allows an income-based tax credit for the purchase of a previously-owned qualified plug-in electric drive motor vehicle. The credit is limited to 30% of the sales price of such a vehicle. The bill defines previously-owned qualified plug-in electric drive motor vehicle to mean a motor vehicle the model year of which is at least two years earlier than the calendar year in which the vehicle is acquired and that meets certain requirements under the Clean Air Act.

Improving Access for Afghan Refugees Act This bill requires the Department of State to provide priority refugee status to eligible habitual residents of Afghanistan. To be eligible for such priority status, a habitual resident of Afghanistan must also be a national of Afghanistan or stateless. Such an individual shall receive priority refugee status if the individual (1) has suffered persecution or has a well-founded fear of persecution and worked in a specified field that makes the individual a target of persecution on account of race, religion, or other characteristics; (2) was employed for at least one year in Afghanistan by U.S.-based media or nongovernmental entities or an entity that received a contract or grant from the U.S. government; or (3) is the beneficiary of a visa petition sponsored by a relative who is a U.S. citizen or permanent resident. The State Department may also provide priority status to other groups of individuals who are nationals and residents of Afghanistan. Certain annual numerical limits on refugee admissions shall not apply to individuals who receive priority status under this bill. For refugee applications under this bill, the State Department and the Department of Homeland Security shall ensure that all steps in the approval process in the U.S. government's control are completed within six months of an application's submission, with exceptions for cases that need more time to address national security concerns.

This resolution urges the United States to protect the human rights of unhoused individuals, to establish regulations and enforcement tools to protect unhoused individuals from violations of civil and human rights, and to establish blanket legal protections for third parties providing goods or services to unhoused individuals. The resolution also urges the United States to establish a process to award appropriate damages, attorney's fees, and costs to a prevailing plaintiff in an action alleging a violation of the human and civil rights of unhoused individuals. Relatedly, the resolution urges the United States to allow the court in such an action to consider housing status and apply leniency in compiling records, receipts, and documentation from those plaintiffs. The resolution also expresses the intention of the House of Representatives to address the unhoused crisis in the United States by providing funding and imposing requirements on the Department of Housing and Urban Development and the Department of Health and Human Services.

Thirty-Two Hour Workweek Act This bill shortens the standard workweek under federal law from 40 hours to 32 hours over a three-year phase in period. It also requires specified overtime pay for workdays longer than eight hours.

New York-New Jersey Watershed Protection Act This bill requires the U.S. Fish and Wildlife Service to establish the New York-New Jersey Watershed Restoration Program, a nonregulatory program, to coordinate restoration and protection activities among government entities and conservation partners throughout the watershed. The bill also establishes the New York-New Jersey Watershed Restoration Grant Program, a voluntary grant and technical assistance program, to provide competitive matching grants to certain entities to implement restoration and protection activities for the watershed.

Close the Medigap Act of 2021 This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)

Securing Universal Communications Connectivity to Ensure Students Succeed Act or the SUCCESS Act This bill provides additional funding for the Emergency Connectivity Fund, which supports remote learning during the COVID-19 emergency period by covering reasonable costs of laptop and tablet computers, Wi-Fi hotspots, modems, routers, and broadband connectivity purchases for off-campus use by students, school staff, and library patrons.

Energizing Technology Transfer Act This bill provides support for the development of clean energy and related technology. For example, the bill requires the Office of Technology Transitions within the Department of Energy (DOE) to establish a grant program for clean energy incubators that accelerate the commercial application of clean energy technologies. In addition, DOE must establish a Clean Energy Technology University Prize, under which students compete to develop business models for furthering the commercial application of innovative clean energy technologies.

National Institute of Standards and Technology for the Future Act of 2021 This bill reauthorizes the National Institute of Standards and Technology (NIST) through FY2026 and establishes programs and activities. The bill sets forth requirements for supporting basic measurement science, technology research for engineering biology, biomanufacturing, and biometrology; a program to inform the development of standards for the measurement of greenhouse gas emissions; establishing research programs and otherwise carrying out research on identity management, cybersecurity, biometric identification, and communications measurement; assessing and assigning severity metrics to identified vulnerabilities with open source software; carrying out research and testing to improve the effectiveness of artificial intelligence-enabled cybersecurity; a digital identity technical roadmap and digital identity management guidance; a biometrics vendor test program; performance standards and guidelines for high-risk biometric identification systems, including facial recognition systems; making publicly available resources to help qualifying institutions manage and reduce their cybersecurity risk related to conducting research; carrying out advanced communications measurement research; operation of the National Advanced Spectrum and Communications Test Network; development of a strategic plan for the future of the Center for Neutron Research; information exchange and coordination among federal agencies and communication from federal agencies to the private sector to ensure federal engagement in the development and use of international technical standards; and establishing a five-year pilot program to award grants to support increased participation by small business and academic interests in international standards organizations.

Regional Innovation Act of 2021 This bill establishes a Regional Technology and Innovation Hub Program and a Regional Clean Energy Innovation Program. The bill directs the Department of Commerce to establish the Regional Technology and Innovation Hub Program to encourage collaboration among local, state, and federal government entities, institutions of higher education, the private sector, nonprofit organizations, and others to promote inclusive regional innovation initiatives; designate eligible consortia as hubs and facilitate activities by such consortia in implementing their regional innovation strategies; and develop best practices for regional development and competitiveness in technology and innovation. Additionally, the Department of Energy shall establish the Regional Clean Energy Innovation Program to enhance the economic, environmental, and energy security of the United States; accelerate the pace of innovation of clean energy technologies through regional clean energy innovation partnerships; improve the competitiveness of U.S. clean energy technology research, development, demonstration, and commercial application; and support the development of tools and technologies best suited for use in diverse regions of the United States, including in rural, tribal, and low-income communities.

Support Through Loss Act This bill provides employees with 24 hours of paid leave time each year for an absence resulting from a pregnancy loss or other specified circumstance related to pregnancy, fertility, or an unsuccessful assisted reproductive procedure or adoption match. Employers must notify each employee about the availability of this paid leave and may not discriminate or discharge an employee for exercising or attempting to exercise the right to such paid leave. The bill provides for enforcement of this requirement by the Department of Labor and through civil action brought by an employee or individual. Further, the bill requires specified federal agencies to conduct research and publish information about pregnancy loss and related evidence-based treatment options.

Energy Efficient Public Buildings Act of 2021 This bill requires the Department of Energy to provide grants to states, local governments, or nonprofit organizations for making energy improvements in (1) public libraries, (2) public hospitals, (3) community centers, or (4) state or local government buildings.

Ending Homelessness Act of 2021 This bill expands the housing choice voucher program and provides assistance to homeless individuals and families. Specifically, the bill provides FY2022-2025 funding for the expansion of the housing choice voucher program for certain extremely low income families. Furthermore, beginning in FY2026, the bill creates and funds an entitlement to housing choice vouchers for certain extremely low income families. Eligibility for the entitlement expands annually, extending to low-income families by FY2030. The bill also reduces the geographic area used to calculate an area's fair market rent for purposes of voucher payment standards and prohibits the use of criminal history in determining eligibility for certain housing assistance. Additionally, the bill prohibits housing discrimination on the basis of a renter's source of income or a renter's veteran status. The bill also provides additional FY2022-FY2026 funding for the Department of Housing and Urban Development (HUD) to assist the homeless, including to award emergency relief grants in jurisdictions with the highest need and award grants to provide outreach and coordinate services. Furthermore, the bill provides additional FY2022-FY2026 funding for the Housing Trust Fund, which provides affordable housing for extremely low-income and very low-income families. While this additional funding is available, HUD must ensure that priority for occupancy in assisted units is given to individuals and families who are homeless. Finally, the bill permanently reauthorizes certain homeless assistance grants and makes permanent the U.S. Interagency Council on Homelessness.

Housing is Infrastructure Act of 2021 This bill generally addresses housing affordability and infrastructure. The bill authorizes the Department of Housing and Urban Development (HUD) to provide grants, programs, and other support related to public housing, affordable housing preservation and construction, and mortgage access. The bill also establishes and funds the National Investment Authority (NIA) which must design, finance, and implement a strategy of long-term national economic growth and development. The NIA must select projects that coordinate investment of public and private capital in equitable, inclusive, and sustainable growth of the economy. Furthermore, the bill establishes the National Infrastructure Bank (NIB) to implement the strategy by engaging in credit market activities that support public and private investment in critical public infrastructure projects. The bill gives the NIA bond issuing authority and authorizes the Board of Governors of the Federal Reserve System to purchase these bonds. The Federal Reserve must lend funds on a short-term basis upon the request of the NIB and other subsidiaries. Additionally, the Department of the Treasury must provide for a line of credit not to exceed 100% of the NIA's total assets. Finally, the bill (1) authorizes HUD to provide support for fair housing organizations, and (2) requires consultation with a fair housing enforcement organization as part of an application for certain housing grants or funds.

Reconciliation in Place Names Act This bill directs the Department of the Interior to establish the Advisory Committee on Reconciliation in Place Names to advise the Board on Geographic Names with regard to renaming geographic features with offensive place names. The board shall rename a geographic feature with an offensive name in accordance with a recommendation of the committee unless the board determines that (1) there is a compelling reason and substantial public interest in rejecting the recommendation, or (2) approving the recommendation would violate federal law. The board shall accept or reject a recommendation within three years of receiving the recommendation.

Green New Deal for Public Schools Act of 2021 This bill provides environmental and educational resources to public elementary and secondary schools and Bureau of Indian Education (BIE) schools. Specifically, the bill requires the Department of Energy's (DOE's) Office of Energy Efficiency and Renewable Energy to provide climate capital facilities grants to eligible entities (e.g., public schools and BIE schools). Grant recipients must use these funds to construct new, or convert existing facilities into, healthy zero-carbon schools. Healthy zero-carbon school refers to a school with highly energy-efficient facilities that produce or procure sufficient carbon-free and pollution-free renewable energy to meet the school's needs. Next, the bill directs the Department of Education (ED) to award resource block grants to qualified local educational agencies (LEAs) to hire and retain educators and support staff in high-need schools. ED must award grants to eligible consortia of LEAs for educational equity planning and implementation. In addition, ED must establish the Climate Change Resiliency Program to increase the resiliency of public and BIE schools during climate change-related events, natural disasters, and public health crises. Further, ED must establish a related grant program for state educational agencies. Grant recipients must use these funds for certain activities (e.g., green infrastructure projects). The bill establishes the Office of Sustainable Schools within ED to (1) administer the resource block grant and educational equity grant programs, and (2) coordinate with DOE and the White House Office of Domestic Climate Policy on climate capital facilities grants and the Climate Change Resiliency Program.

Downpayment Toward Equity Act of 2021 This bill establishes a grant program through the Department of Housing and Urban Development for states and other entities to provide qualifying assistance to certain first-time, first-generation home buyers in purchasing their first homes. Qualifying assistance includes assistance for mortgage down payments, mortgage closing costs, reduction of mortgage interest rates, subsidies for shared equity homes, or for certain preoccupancy modifications to a home to accommodate persons with disabilities. The bill also establishes grant requirements regarding home buyer income, types of housing, homeowner occupancy, types of mortgages, and home buyer counseling.

Farm System Reform Act of 2021 This bill places a moratorium on large concentrated animal feeding operations; requires country-of-origin labeling for beef, pork, and dairy products; and otherwise revises provisions related to the marketing of livestock, poultry, and meat.

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Women and Minorities in STEM Booster Act of 2021 This bill requires the National Science Foundation to award competitive grants to enable eligible entities to carry out the activities specified below in order to increase the participation of women and underrepresented minorities in the fields of science, technology, engineering, and mathematics (STEM). An eligible entity that receives a grant shall use grant funds to carry out one or more of the following activities designed to increase the participation of women or minorities underrepresented in science and engineering, or both: online workshops, mentoring programs that partner STEM professionals with students, internships for undergraduate and graduate students in STEM fields, outreach programs providing elementary and secondary school students with opportunities to increase their exposure to STEM fields, and programs to increase the recruitment and retention of underrepresented faculty.

Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.

Guaranteed Income Pilot Program Act of 2021 This bill directs the Department of Health and Human Services (HHS) to establish and implement a three-year pilot program to provide a guaranteed monthly income to individual taxpayers between the ages of 18-65. HHS must consult with the Internal Revenue Service and certain nonpartisan and nonprofit agencies or academic institutions with expertise in social science experimentation to develop and award income subsidies to eligible taxpayers and to conduct a study on the outcomes of the program.

The People's Response Act This bill establishes multiple grant programs and requirements to promote qualified approaches to community safety. These are programs or services that are disconnected from carceral institutions (e.g., law enforcement, child welfare services, and immigration enforcement). Specifically, the bill establishes the Division of Community Safety within the Department of Health and Human Services (HHS) to administer the grants and carry out related activities. These include grants for community-based organizations to support qualified approaches to community safety, such as unarmed first responder agencies and 9-1-1 diversion programs; neighborhood-level interventions, including safe passage to school and violence interruption programs; behavioral health treatment, nutrition support, and other public health programs; housing security programs; and programs for youth and families, survivors of violence, and individuals exiting incarceration or criminal supervision. Additionally, the division must administer grants pertaining to qualified approaches for community safety for state and local governments and hiring and training first responders. The bill also establishes an advisory board to oversee the division's activities. Membership on the board must reflect the racial, ethnic, and other demographic diversities of the United States. The board must also include members who have personal experience with the criminal justice system. Furthermore, HHS must set up (1) a federal health response unit to respond to any public health emergency, assist with qualified approaches to community safety, and provide resources for safe and inclusive schools; and (2) an interagency task force to promote qualified approaches to community safety across federal programs.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

Tax-Free Pell Grant Act This bill excludes from gross income, for income tax purposes, any amount received as a federal Pell Grant. It also expands the definition of qualified tuition and related expenses under the American Opportunity and Lifetime Learning tax credit to include computer or peripheral equipment (up to a maximum of $1,000), child and dependent care expenses, and course materials.

American Music Fairness Act This bill establishes that the copyright holder of a sound recording shall have the exclusive right to perform the sound recording through an audio transmission and addresses other related issues. (Currently, the public performance right only covers performances through a digital audio transmission in certain instances, which means that nonsubscription terrestrial radio stations generally do not have to secure a license to publicly perform a copyright-protected sound recording.) Under the bill, a nonsubscription broadcast transmission must have a license to publicly perform such sound recordings. The Copyright Royalty Board must periodically determine the royalty rates for such a license. When determining the rates, the board must base its decision on certain information presented by the parties, including the radio stations' effect on other streams of revenue related to the sound recordings. Terrestrial broadcast stations (and the owners of such stations) that fall below certain revenue thresholds may pay certain flat fees, instead of the board-established rate, for a license to publicly perform copyright-protected sound recordings.
