This resolution expresses the sense of the House of Representatives that paraprofessionals and education support staff should receive a living wage, have access to affordable health care and health care benefits, and have access to other specified employment benefits and working conditions. Additionally, in recognition of the importance of collective bargaining in maintaining good working conditions, employers of paraprofessionals and education support staff should engage in good faith negotiations.

Housing Supply and Affordability Act This bill allows the Department of Housing and Urban Development to award grants to states, local governments, Indian tribes, and Native Hawaiian organizations for the development and implementation of housing policy plans. These plans must increase the housing supply while avoiding resident displacement, increase housing affordability, and reduce barriers to housing development. The bill also provides funding for the grants. The amounts provided by the bill are designated as an emergency requirement for the purposes of the Statutory Pay-As-You-Go (PAYGO) Act of 2010, the Senate PAYGO rule, and other budget enforcement procedures. (This excludes the budget effects from being counted for the purposes of the PAYGO rules and other budget enforcement procedures.)

Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.

Tax Excessive CEO Pay Act of 2024 This bill increases the corporate income tax rate based on the ratio of compensation of principal executive officers or other highest compensated employees to median worker compensation. The current corporate income tax rate is 21%. Specifically, the bill increases the corporate income tax rate by 0.5 percentage points for a corporation with a pay ratio disparity that is more than 50 to 1. The tax rate increases by 1 percentage point for a pay ratio disparity that is more than 100 to 1, but not greater than 200 to 1. The pay ratio disparity extends to 500 to 1, in which case the increase is 5 percentage points. The bill exempts from such an increase certain corporations based upon their average annual gross receipts.

Stronger Communities through Better Transit Act This bill requires the Department of Transportation (DOT) to establish a grant program to support operating projects for public transportation and related service improvements, particularly in underserved communities and areas of persistent poverty. Specifically, the bill requires DOT to allocate funding under the program for urbanized areas, states, and Indian tribes that are recipients of funds under either the Federal Transit Administration's (FTA's) Urbanized Area Formula Funding program or Formula Grants for Rural Areas program. Eligible recipients may use funding for operating costs associated with projects that improve public transportation service for transit-dependent populations and support increased transit ridership (e.g., service expansion, information technology enhancements, and workforce development). The bill requires DOT to apportion the funding so that recipients receive funds that are proportional to their share of operating costs. The bill also provides for an increased federal cost share for operating assistance for projects or programs carried out in areas of persistent poverty or underserved communities. DOT must set up a multimodal access measurement interface for public agencies to aid transit agencies in determining and reporting on access to jobs and essential services. A grant recipient must also (1) report specific information to the FTA for inclusion in the National Transit Database, and (2) survey transit riders and non-riding residents regarding transit service improvements. Further, the bill expands the purposes of the public transportation programs to include supporting public transportation's role in combating climate change through growing/retaining transit ridership.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2024 or the Nutrition CARE Act of 2024 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.

Eviction Prevention Act of 2023 This bill authorizes the Department of Justice to provide grants to state and local governments to make legal counsel available to eligible tenants undergoing eviction proceedings. An eligible tenant is an individual whose income is less than 125% of the federal poverty level. The bill also requires the Department of Housing and Urban Development to establish a national database of evictions. The Government Accountability Office must report on the national status of legal representation of tenants in eviction proceedings, including the effects of access to representation on case outcomes.

Full-Service Community School Expansion Act of 2023 This bill reauthorizes through FY2028 and expands the Full-Service Community Schools program. The program provides support for full-service community schools that serve children and their families, particularly for children who attend high-poverty elementary and secondary schools. Specifically, the bill directs the Department of Education (ED) to award grants to eligible entities to plan, implement, expand, and support full-service community schools. An eligible entity is a consortium of (1) one or more local educational agencies; and (2) one or more community-based organizations, nonprofit organizations, Indian tribes, tribal organizations, Native Hawaiian organizations, or other entities. A full-service community school is a public elementary or secondary school that incorporates the pillars of community schools. Among other practices, these pillars are defined by the bill as (1) integrated student supports that address out-of-school barriers to learning (e.g., medical care and assistance with housing, transportation, or nutrition); (2) expanded and enriched learning time and opportunities (e.g., before- and after-school programs); (3) student, family, and community engagement (e.g., adult education); and (4) collaborative leadership and practices, which must include a school-based leadership team, a community school coordinator, and a community-wide leadership team. The bill directs ED to award grants to states to plan, implement, and expand full-service community schools. A state educational agency that receives a grant must meet certain requirements, such as providing subgrants to local educational agencies, establishing a state-level steering committee, and establishing goals for the implementation and expansion of full-service community schools throughout the state.

This resolution encourages people around the world to work to achieve the goal of zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths, in order to end the HIV epidemic in the United States and around the world by 2030. The resolution supports continued funding for prevention, care and treatment services, and research programs for communities impacted by HIV and people living with HIV in the United States and globally. The resolution supports continued leadership by the United States in domestic, bilateral, multilateral, and private sector efforts to fight HIV. Finally, the resolution urges other members of the international community to sustain and scale up their support for and financial contributions to efforts around the world to combat HIV.

State-Based Universal Health Care Act of 20 23 This bill establishes the option for states, or groups of states, to apply to waive certain federal health insurance requirements and provide residents with health insurance benefits plans through a state-administered program. Such programs must cover 95% of the residents in the state within five years and plan benefits must be at least as comprehensive and affordable as the coverage under the equivalent federal program. State programs are supported with funds from the federal programs the state programs replace, which may include Medicare, Medicaid, the Children's Health Insurance Program, the Federal Employee Health Benefits program, certain federal tax credits, and premium-assistance funds, among others. The bill requires the Department of Health and Human Services to appoint an Independent Assessment Panel for Comprehensive Care to review and recommend whether to approve state applications. Each approved state program must be independently reviewed every five years to evaluate changes in health benefits access, quality, and coverage, including whether the state has met the 95% coverage requirement. The federal government must pay all health insurance costs for American Indians and Alaska Natives who enroll in a plan through a state insurance program.

Curtailing Executive Overcompensation (CEO) Act This bill imposes an excise tax on employers (i.e., business entities) that have at least a 50 to 1 disparity between the wages (including bonuses, stock awards and options) of chief executive officers and the wages paid to their workers. The bill applies to employers that have not less than $100 million in annual gross receipts and $10 million in payroll over a 3 year period. The bill limits such tax to 1% of an employer's gross receipts.

Counseling Not Criminalization in Schools Act This bill prohibits the use of federal funds for law enforcement officers in schools. It also establishes a grant program to replace law enforcement officers in schools with personnel and services that support mental health and trauma-informed services. Specifically, the bill prohibits the use of federal funds to hire, maintain, or train law enforcement officers in elementary or secondary schools. Further, it prohibits the use of Community Oriented Policing Services (COPS) grants for law enforcement officers in schools. Additionally, the bill directs the Department of Education to award grants to local educational agencies to (1) replace law enforcement officers in elementary and secondary schools with personnel and services that support mental health and trauma-informed services, and (2) reform school safety and disciplinary policies to reflect evidence-based practices that do not rely on the criminal justice system. A recipient must use grants funds to hire, maintain, or train specified staff. The bill prohibits the use of grant funds for (1) establishing or enforcing punitive school discipline policies, (2) purchasing or installing surveillance equipment (e.g., metal detectors), or (3) arming teachers or other school personnel.

This resolution strongly condemns any instances of antisemitism occurring at colleges and universities in the United States. The resolution also encourages higher education leaders (e.g., presidents, deans, and administrators) to publicly condemn speech that incites or celebrates violence against any people based on religious beliefs, national origin, or ancestry; and encourages institutions of higher education to engage with Jewish student organizations and ensure that Jewish students, faculty, and staff can pursue their academic and personal aspirations without fear.

Grace Hopper Code for Us Act This bill establishes a program through which the Department of Education must award grants to institutions of higher education (IHEs) to develop and implement courses of instruction related to critical legacy computer languages (e.g., COBOL, Assembly, and PL/I). In addition, the Government Accountability Office must report on the critical legacy computer languages that (1) are used by the federal government, and (2) are not commonly taught in a course at an IHE.

Safe Schools Improvement Act This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex (including sexual orientation and gender identity), sex characteristics (including intersex traits), disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

This resolution calls on Hamas to immediately release hostages taken during its October 2023 attack on Israel. The resolution (1) condemns Hamas for attacking Israel, taking hostages, and for threats made against hostages; (2) demands that Hamas immediately release hostages; (3) recognizes that hostage-taking is a violation of international humanitarian law; and (4) expresses sympathy to the hostages, wounded, deceased, and their families.
