Broadband Deployment Streamlining Act This bill directs the Department of the Interior, for public lands, and the Department of Agriculture, for National Forest System lands, to issue regulations to: (1) streamline the process for the consideration of applications to locate or modify communications facilities on such lands; and (2) require that such applications be considered and granted on a neutral and non-discriminatory basis. The bill amends the Middle Class Tax Relief and Job Creation Act of 2012 to require executive agencies to grant or deny within 270 days applications for an easement or right-of-way on federal property to install, construct, and maintain wireless service antenna structures and equipment and backhaul transmission equipment. The Government Accountability Office shall report on: how the Federal Communications Commission (FCC) ensures that the broadband data collected for the National Broadband Map is accurate, complete, and reliable; the extent to which federal agencies or other entities authorized to distribute federal grants or loans for broadband projects rely on such data; FCC actions to address the limitations on using such data for policy or funding decisions; the extent to which interested parties have challenged the accuracy of information on the map; and whether the FCC should collect such data from additional or alternative commercial sources.

Pay Our Protectors Not Our Politicians Act of 2018 This bill provides FY2018 appropriations for military pay during any period in which interim or full-year appropriations for FY2018 are not in effect. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2019. The bill provides continuing appropriations for pay and allowances of: members of the Armed Forces, including reserve components, who perform active service; members of the reserve components of the Armed Forces who perform inactive-duty training; civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security [DHS] in the case of the Coast Guard) who are providing support to members of the Armed Forces; and DHS employees who are performing national security activities. It also provides continuing appropriations for payments related to: death gratuities, funeral and burial expenses, authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. The bill also prohibits Members of Congress from being paid when a government shutdown is in effect during the 116th and succeeding Congresses. During the 115th Congress, congressional pay must be withheld during a government shutdown and released at the end of the Congress.

This bill directs the Department of Veterans Affairs (VA) to ensure that if it creates a presumption of service connection between the occurrence of a disease and exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at a military base in Thailand, such presumption shall also apply to exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at any military base in Thailand without regard to where on the base the veteran was located or what military job specialty the veteran performed. The VA may provide to any spina bifida-affected child of a veteran who served on active duty in Thailand beginning on January 9, 1962, and ending on May 7, 1975, and who was exposed to a herbicide agent during such service, the same health care, vocational training and rehabilitation, and monetary allowance required to be paid to a similarly affected child of a Vietnam veteran.

Congressional Accountability Act of 1995 Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for initiating, investigating, and resolving claims by legislative branch employees alleging that their employing offices have violated CAA rights and protections, including protections against sexual harassment and discrimination.

Securing Our Schools Act of 2018 This bill establishes a pilot program under which the Department of Justice may award one-year grants to local education agencies for the purpose of purchasing and installing devices that allow for the immediate notification of appropriate officials in case of emergency.

Uniting and Securing America Act of 2018 or the USA Act of 2018 This bill provides conditional permanent resident status for an alien meeting specified requirements, including having entered the United States when younger than 18 years old and residing in the United States since December 31, 2013. An individual may apply to have such conditional basis removed after meeting specified eligibility requirements. The Department of Homeland Security (DHS) shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an individual who was granted Deferred Action for Childhood Arrivals (DACA) status, unless such individual has engaged in disqualifying conduct. The bill repeals provisions that deny an unlawful alien eligibility for higher education benefits on the basis of residence within a state unless a U.S. citizen or national is eligible for such benefits without regard to whether such citizen or national is such a resident. DHS shall: (1) deploy the most practical and effective technology available in order to achieve situational awareness and operational control along the U.S. border; (2) submit to Congress a comprehensive southern border strategy to achieve border control; and (3) begin eradicating the carrizo cane plant and salt cedar along the Rio Grande River. DHS may construct new ports of entry along the northern and southern borders. The bill establishes Operation Stonegarden in DHS to provide border security grants to law enforcement agencies in border or maritime border states that are involved in U.S. Customs and Border Protection operations DHS shall establish a two-year grant program to improve emergency communications in the southern border region for individuals who are at risk of violence and lack cellular and LTE network service. The number of immigration judges is increased. The President shall designate a senior official to coordinate federal and international efforts to strengthen citizen security, the rule of law, and economic prosperity in Central America.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.

Music Modernization Act of 2017 This bill amends the copyright law to create a statutory blanket license for making and distributing nondramatic musical sound recordings, including through digital delivery. The blanket license allows digital music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

No Assistance for Assad Act This bill prohibits FY2018-FY2022 reconstruction or stabilization assistance from being provided for any area of Syria controlled by the Syrian government or associated forces unless the President certifies that the Syrian government has stopped attacking civilians and is making progress in areas such as human rights, complying with international obligations, ending missile development and deployment, and refugee repatriation. The President shall recertify whether such conditions are being met every 90 days. Such prohibition shall not apply to assistance for locally administered projects and humanitarian needs. The Department of State and the U.S. Agency for International Development shall report to Congress regarding the delivery of U.S. humanitarian assistance to Syria.

Recovering America's Wildlife Act This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2018, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The bill revises the requirements governing how the funds from the subaccount may be used, including by requiring funds to be used to develop, revise, and implement state wildlife conservation strategies. The bill expands the allowable uses of the subaccount, including by allowing funds to be used for managing invasive and nuisance species and for law enforcement activities that are directly related to the conservation of species of the greatest conservation need. Funds apportioned from the subaccount may not be conditioned upon the provision of public access to private lands, waters, or holdings. The bill specifies what types of funds and donations states may use to meet matching fund requirements. The bill revises the formula used to determine how funds are distributed to states.

PURPA Modernization Act of 2017 This bill amends the Public Utility Regulatory Policies Act of 1978 to address the Federal Energy Regulatory Commission's (FERC) one-mile rule and the mandatory purchase obligation for electric utility companies to purchase energy from certain facilities. The bill directs FERC to publish a final rule that allows any person or entity to provide a rebuttable presumption to the one-mile rule. Under the one-mile rule, facilities are considered to be located at the same site as the facility for which qualification is sought if they are located within one mile of such facility. Specified factors must be taken into consideration by FERC when it determines whether two facilities are located at the same site. The bill authorizes an electric utility company to waive the mandatory purchase obligation if additional power is not required to meet customers' electricity needs.

NICS Denial Notification Act of 2017 This bill amends the federal criminal code to require the Department of Justice (DOJ) to report certain information to state and local law enforcement authorities following a determination, by the National Instant Criminal Background Check System, that a prospective firearm purchaser is a prohibited person (i.e., a person who is barred from receiving or possessing a firearm). DOJ must report annually on: (1) certain details regarding denied firearm purchases in each category of prohibited persons, and (2) the number of background check notices reported to states.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

This bill amends the Uniform Code of Military Justice to deny back pay and allowances to any person who is guilty of desertion. The Department of Defense shall use payments and allowances denied to a deserter under this bill to provide compensation to any members of the Armed Forces who were wounded while searching for the deserter or to representatives of any members who were killed while searching for the deserter.

Moving Americans Privacy Protection Act This bill amends the Tariff Act of 1930 to revise requirements regarding the public disclosure of personally identifiable information contained in the manifest of vessels or aircraft entering any U.S. port or place to direct the U.S. Customs and Border Protection (CBP) to ensure that any such information, including social security numbers, passport numbers, and residential addresses, are removed from any manifest signed and transmitted to the CBP before it is disclosed to the public.

Miscellaneous Tariff Bill Act of 2017 This bill amends the Harmonized Tariff Schedule of the United States (HTS) to: (1) repeal expired reductions in rates of duty for specified chemicals and other items; and (2) provide for duty suspensions and reductions through December 31, 2020, for specified chemicals and other items.

Veteran Treatment Court Coordination Act of 2017 This bill expresses the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with non-violent crimes receive the help and the benefits to which they are entitled. The Department of Justice (DOJ) shall establish a Veteran Treatment Court Program to provide assistance to state circuit court systems that have adopted or filed a notice of intent to establish such a program. The DOJ program shall include veterans treatment court grant programs carried out pursuant to laws establishing other incarceration alternatives programs.

Sugar Policy Modernization Act of 2017 This bill amends the Federal Agriculture Improvement and Reform Act of 1996 and other agricultural laws to modify the Department of Agriculture (USDA) sugar program. The bill modifies the sugar program to: reduce the rates for price support loans to processors of domestically grown sugarcane and sugar beets; require USDA to recover the net cost of the program from domestic sugar processors; extend through 2019 and then terminate the Feedstock Flexibility Program under which USDA purchases surplus sugar from domestic processors for resale to ethanol producers; extend through 2020 and then repeal the flexible marketing allotments which limit the amount of sugar that domestic processing companies may sell for domestic human use; require USDA to administer the program to provide adequate supplies of sugar at reasonable prices; require USDA to adjust sugar tariff-rate quota imports to achieve specified ratios of sugar stocks to total sugar use; and allow the transfer of quotas between countries.

Preparing Homeless Youth for Education and Employment Act This bill amends the McKinney-Vento Homeless Assistance Act to allow grants awarded through the Education for Homeless Children and Youth Program to be used for providing in-person dropout prevention services and college and career counseling services.

Small and Seasonal Business Relief Act This bill amends the Immigration and Nationality Act to exempt returning workers from the nonimmigrant H-2B visa (temporary nonagricultural services) annual numerical limitations: (1) through FY2018 for those individuals already counted toward such limitation in FY2016 or FY2017, and (2) during the next fiscal year for those individuals already counted toward such limitation in FY2018 or FY2019. Such amendment shall take effect as if enacted on October 1, 2017.

Veterans Crisis Line Study Act of 2017 This bill directs the Department of Veterans Affairs (VA) to conduct a study on the outcomes and the efficacy of the Veterans Crisis Line during the five-year period beginning January 1, 2014, based on an analysis of national suicide data and data collected from the line. Such study shall address: (1) the efficacy of the line in leading veterans to sustained mental health regimens and suicide prevention; (2) the line's visibility; (3) the role of the line as part of the VA's mental health care services; and (4) whether receiving sustained mental health care affects suicidality, including among veterans who are at high risk for suicide.

Student Loan Disclosure Modernization Act This bill amends the Higher Education Act of 1965 to require the student loan disclosure forms under the Federal Family Education Loan Program to include the annual percentage rate applicable to the loan. In addition, the bill requires the student loan disclosure forms under the William D. Form Federal Direct Loan Program to be written in plain language to enable borrowers to understand loan terms, total costs of loans, and estimated monthly repayments. Direct loans may not be issued to borrowers unless they acknowledge in writing that they have read the form.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

NIE on Iranian Proxy Forces Act This bill requires the Office of the Director of National Intelligence to produce a National Intelligence Estimate on Iranian support of proxy forces in Syria and Lebanon and the threat such support poses to Israel, other U.S. regional allies, and specified U.S. interests. Not later than 60 days after the National Intelligence Estimate is completed, the President shall provide to Congress a strategy to prevent Iran from expanding its power in Syria and Lebanon.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

This bill amends the federal criminal code to prohibit certain conduct with respect to any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machine gun. Specifically, it makes it a crime to manufacture, possess, or transfer such device: (1) in or affecting interstate or foreign commerce, or (2) that has been shipped or transported in interstate or foreign commerce. An individual who knowingly violates the prohibition is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the U.S. Sentencing Commission must review and amend the sentencing guidelines and policy statements to provide an enhanced penalty if the device has been: (1) used, carried, or possessed during or in relation to a crime of violence or drug trafficking crime; or (2) unlawfully smuggled into or from the United States.

Advancing Critical Connectivity Expands Service, Small Business Resources, Opportunities, Access, and Data Based on Assessed Need and Demand Act or the ACCESS BROADBAND Act This bill requires the Department of Commerce to establish the Office of Internet Connectivity and Growth within the National Telecommunications and Information Administration. The office shall: connect with communities that need access to high-speed Internet and improved digital inclusion efforts, hold regional workshops to share best practices and effective strategies for promoting broadband access and adoption, develop targeted broadband training and presentations for various demographic communities through media, develop and distribute publications providing guidance to communities for expanding broadband access and adoption, and track construction and use of any broadband infrastructure built using federal support. The office must report annually: (1) a description of the office's work, (2) the number of U.S. residents who received broadband as result of federal broadband programs and the Universal Service Fund program, and (3) an estimate of the economic impact of such broadband deployment efforts on the local economy. The office shall consult with any agency offering a federal broadband support program in order to streamline the application process and create one application that may be submitted to apply for all federal broadband support programs.

Housing for Survivors of Sex Trafficking Act This bill amends the Violence Against Women Act of 1994 to include sex trafficking victims as eligible participants in the transitional housing assistance grant program. The bill permits a grant recipient to condition the receipt of benefits or the provision of housing on a program participant's involvement in certain activities, including confidential counseling and evaluations, as necessary to ensure the accurate placement of the victim in the program.

Accountability for Quality VA Healthcare Act This bill directs the Department of Veterans Affairs (VA) to carry out a two-year pilot program to enhance the physical security of VA medical facilities. The VA shall periodically update its Planning and Activating Community Based Outpatient Clinics handbook to reflect current policies and clarify the responsibilities of VA leasing project personnel. The VA shall: (1) strengthen its medical facility inspection process; and (2) monitor women veterans' access to gender-specific care services under community care contracts, including appointment scheduling and completion times. The VA shall: (1) clarify measures for medical appointment wait times in a manner that reduces the likelihood of misinterpretation, (2) ensure that "patient indicated date" (the earliest date the patient needs to be seen) is clearly defined for purposes of Veterans Health Administration (VHA) scheduling and related training documents, (3) improve recruitment and retention of scheduling staff and require facilities to routinely assess scheduling and resource needs, and (4) improve telephone access at its medical facilities. The VA shall conduct evaluations of the VHA's organizational structure and the Veterans Integrated Service Networks (regional VA health care administrative areas).

Small Entity Regulatory Relief Opportunity Act of 2017 This bill amends the Communications Act of 1934 to require the Federal Communications Commission to streamline procedures for small entities that seek waivers from applicable regulations. A small entity includes: (1) a small business, small organization, or small governmental jurisdiction; and (2) an entity that provides subscription services to 2% or fewer of the consumers receiving that subscription service in the United States if the regulation waiver being sought applies to subscription services.

Supports the deployment and advancement of fifth generation (5G) mobile networks to encourage economic growth and reduce the digital divide between urban and rural areas. Expresses the sense of the House of Representatives that the United States should commit to modernizing infrastructure policies to meet demand for wireless broadband services; increase access, quality, and affordability of broadband services; and continue participation in global efforts to create standards for 5G networks.

Supports the designation of Pulmonary Fibrosis Awareness Month. (Pulmonary fibrosis is scarring of the lungs that causes breathing problems.) Expresses continued support for: (1) more robust and accelerated research to develop more effective treatments for pulmonary fibrosis and to ultimately find a cure for the disease, (2) federal efforts to ease administrative burdens on those suffering from pulmonary fibrosis and their families and caregivers, and (3) swift and efficient federal evaluation and approval of new treatments for pulmonary fibrosis. Recognizes the ongoing courage and contributions of individuals with pulmonary fibrosis who participate in clinical trials. Commends the dedication of those working to improve the quality of life of individuals with pulmonary fibrosis and the families and caregivers of those individuals.

Secret Service Recruitment and Retention Act of 2017 This bill amends the Overtime Pay for Protective Services Act of 2016 to extend through 2018 the exemption of U.S. Secret Service officers, employees, and agents who perform protective services from the limitation on premium pay otherwise applicable to federal employees. The Secret Service must report to Congress by January 30, 2018, and January 30, 2019, on the amounts of premium pay above the limitation paid to Secret Service personnel in the previous year. The Secret Service must conduct and provide to Congress updated threat assessments, including protection costs, on all of the individuals who are protected by the Secret Service. No such assessments will be conducted for the President, the Vice-President, their spouses or children, or former Presidents or Vice-Presidents. The Secret Service must submit to Congress: (1) a report on its recruitment and retention efforts; (2) a notice whenever it, at the direction of the Department of Homeland Security or the President, extends the protection of an individual beyond the length of time such protection would otherwise be provided; and (3) a list of all of the questions asked in 2016 on any polygraph exam it issued to applicants for employment.

This bill allows Medicare Advantage organizations to include additional telehealth services as basic benefits in their annual bids beginning in plan year 2020. The bill also permits payment under Medicare for chronic care management services that use specified telecommunication technologies.

Legal Workforce Act This bill amends the Immigration and Nationality Act to direct the Department of Homeland Security (DHS) to establish an employment eligibility verification system (EEVS), patterned after the E-Verify system. An employer shall attest, during the verification period and under penalty of perjury, that the employer has verified that an individual is not an unauthorized alien. An individual shall attest that he or she is a U.S. citizen or national, a lawful permanent resident, or an alien authorized to work in the United States. The bill establishes a phased-in EEVS participation deadline for different categories of employers, including agricultural employers. The bill requires reverification of certain groups of workers who have not been verified under E-verify. An employer may voluntarily reverify employees. Employment recruitment and referral are included within the scope of EEVS. The bill sets forth provisions regarding: (1) an employer utilizing a good faith defense, (2) preemption of state or local law, (3) employer penalties, and (4) worker remedies for EEVS errors. DHS shall establish programs to: (1) block the use of misused social security numbers, (2) suspend or limit the use of social security account numbers of identity fraud victims, and (3) permit parents or legal guardians to suspend or limit the use of a minor's social security account number or other identifying information. DHS shall establish at least two Identity Authentication Employment Eligibility Verification pilot programs using distinct technologies to provide employers with identity authentication and employment verification of enrolled new employees.

Major General Tim Lowenberg National Guard Cyber Defenders Act This bill allows certain military reserve components, including a reserve assigned or attached to a reserve component cyber civil support team, to perform duties to prepare for or respond to any emergency involving an attack or natural disaster impacting a computer, electronic, or cyber network. By September 30, 2022, each state, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands shall have an operational reserve component cyber civil support team composed of reserve component members of the Armed Forces.

ARPA-E Reauthorization Act of 2017 This bill amends the AMERICA Competes Act to declare that the following categories of information collected by the Advanced Research Projects Agency-Energy (ARPA-E) from recipients of ARPA-E financial assistance awards are considered privileged and confidential and not subject to disclosure under the Freedom of Information Act: plans for the commercialization of technologies that have been developed under the award, investments provided to an awardee from third parties, additional financial support that the awardee plans to invest or has invested into the technology developed under the award or that the awardee is seeking from third parties, and revenue from the licensing or sale of new products or services resulting from the research that was conducted under the award. The bill reauthorizes the ARPA-E through FY2022.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Overdose Prevention and Patient Safety Act This bill aligns federal privacy standards for substance use disorder patient records more closely with standards under the Health Insurance Portability and Accountability Act.

Border Security for America Act of 2017 This bill directs the Department of Homeland Security (DHS) to: (1) construct and operate infrastructure and technology to deter and detect illegal border activity in high traffic areas, (2) deploy the most practical and effective technology to achieve situational awareness and operational control of the border, (3) deploy additional capabilities to specified border sectors or regions, (4) submit a plan for evaluating and using independent verification and validation resources for border security technology, (5) establish a National Border Security Advisory Committee, (6) submit a southern border threat analysis, (7) implement the Border Security Deployment Program, (8) establish a biometric exit data system, and (9) begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River. The bill provides for: (1) U.S. Border Patrol personnel increases and infrastructure improvements, including forward base upgrades along the southern border; and (2) National Guard and Department of Defense border assistance. The bill: (1) prohibits federal agency restrictions on U.S. Customs and Border Protection activities on federal land within 100 miles of the border, (2) requires increases in immigration and law enforcement personnel and agricultural specialists, (3) authorizes appropriations for specified immigration purposes, and (4) requires electronic passport screening and biometric matching at airports of entry. The Anti-Border Corruption Act of 2010 is amended to provide for hiring flexibility. Operation Stonegarden is established as a DHS program to provide border security grants. This bill authorizes DHS to construct new ports of entry along the northern and southern borders.

Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Improve Access to Care for Our Female Veterans Act This bill instructs the Department of Veterans Affairs (VA) to strengthen the environment and oversight of the care inspections process by: expanding the list of requirements that facility staff inspect for compliance with the women's health handbook of the Veterans Health Administration (VHA), ensuring that all patient care areas of VA medical facilities are inspected as required, clarifying the roles and responsibilities of VA medical facility staff responsible for identifying and addressing compliance, and establishing a process to verify that the noncompliance information reported by such facilities to the VHA central office is accurate and complete. To improve care for women veterans, the VA shall monitor women veterans' access to sex-specific care services (mammography, maternity care, and gynecology) under community care contracts.

Save Local Business Act This bill amends the National Labor Relations Act and the Fair Labor Standards Act of 1938 to provide that a person may be considered a joint employer in relation to an employee only if such person directly, actually, and immediately, and not in a limited and routine manner, exercises significant control over the essential terms and conditions of employment (including hiring employees, discharging employees, determining individual employee rates of pay and benefits, day-to-day supervision of employees, assigning individual work schedules, positions, and tasks, and administering employee discipline).

Recreation Not Red-Tape Act This bill amends the Federal Lands Recreation Enhancement Act to require the Bureau of Land Management (BLM) and the Forest Service to review the process for the issuance and renewal of special recreation permits, including for cross-jurisdictional trips, with respect to outfitters and guides. The Department of the Interior and the Department of Agriculture (USDA) shall: (1) coordinate with states to allow the purchase of federal and state recreation passes at federal and state facilities in the same transaction, and (2) sell National Parks and Federal Recreational Lands Passes, and make payment of entrance and standard amenity recreation fees available, through federal websites. Interior and USDA should work with the Department of Defense and the Department of Veterans Affairs to ensure that service members and veterans have access to outdoor recreation and to outdoor-related volunteer and wellness programs. The Forest Service, BLM, and National Park Service may develop management plans for extending the recreation season or increasing recreation use during the offseason. The Forest Service and BLM shall evaluate land managers based on the achievement of applicable agency recreational and tourism goals. The Army Corps of Engineers, the Bureau of Reclamation, the Federal Energy Regulatory Commission, and the Department of Transportation shall consider how land and water management decisions can enhance recreation opportunities and the recreation economy. The bill amends the Omnibus Parks and Public Lands Management Act of 1996 to establish the Ski Area Fee Retention Account. A specified portion of rental charges for ski area permits on a Forest Service unit shall be deposited in such account, and a specified portion of such amounts shall be available to such unit for ski area administration, improvements, and visitor services. The bill establishes a National Recreation Area System to be comprised of existing National Recreation Areas and new units designated after enactment of this bill. Interior and USDA shall: (1) develop initiatives to enhance private-sector volunteer programs, actively promote private-sector volunteer opportunities, and provide outreach and coordination to the private sector to carry out projects and programs for the stewardship of federal land; and (2) establish an interagency trail management plan under which federal land management agencies shall coordinate so that trails that cross jurisdictional boundaries between those agencies are uniformly managed and maintained.
