Consistent Public Land Laws Enforcement Act of 2002 - Amends the Federal Land Policy and Management Act of 1976, the National Park Service Organic Act, and other Federal law to classify as a Class B misdemeanor a violation of any regulation concerning the management, use, and protection of National Park System lands, National Forest lands, and other public lands. Makes a person guilty of a Class A misdemeanor (subject to a higher fine and/or imprisonment) for the knowing and willful violation of any such regulation. Provides authority to adjudge persons who commit such a violation to pay all costs of the proceedings. Allows fines so collected to be used to: (1) cover the costs of improvement, protection, or rehabilitation of the public lands rendered necessary by such violation; and (2) increase public awareness of such regulations and other requirements concerning public land use.

Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit Federal education funding (from programs for which the Secretary or Department of Education has administrative responsibility) to any State or local educational agency that provides to an unemancipated minor, at an elementary or secondary school, postcoital emergency contraception (e.g. the "morning-after pill") or a prescription for such contraception.

Museum and Library Services Act of 2002 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA) to extend authorizations of appropriations and revise programs under such Acts. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Declares that it is the sense of the House of Representatives that: (1) the scheduled tax relief provided for by the Economic Growth and Tax Relief Reconciliation Act of 2001, passed by a bipartisan majority in Congress, should not be suspended or repealed; (2) suspending, repealing, or delaying provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 is a tax increase; (3) increasing taxes in the midst of a recession would not be helpful to the Nation's economy or American workers; and (4) instead of increasing taxes, Congress should be working with the President to promote long-term economic growth through a fair tax code that puts the least possible burden on taxpayers.

Expresses the sense of Congress that: (1) the members of American Gold Star Mothers, Inc., and Blue Star Mothers of America, Inc. should be recognized for their sacrifices and for their dedicated and patriotic support of the United States; (2) during the period in which the armed forces are engaged in the war on terrorism, members of the immediate family of individuals serving in the armed forces should be encouraged to display a service flag approved by the Secretary of Defense in the window of their place of residence and to wear a service lapel button approved by the Secretary; and (3) the President should issue a proclamation calling on such members to take such actions.

Pipeline Infrastructure Protection to Enhance Security and Safety Act - Amends Federal transportation law "one-call notification system" provisions concerning notification to underground facility operators of excavations to: (1) require participation by government operators; and (2) encourage the adoption of the "Common Ground" report. Revises pipeline safety provisions to require the Secretary of Transportation: (1) when assessing the security and safety of pipeline facilities, to assess the vulnerabilities of such facilities to terrorist attacks; (2) when prescribing minimum safety standards for pipeline transportation and for pipeline facilities, to include in such standards a requirement that pipeline facility operators participate in a public safety program; and (3) to establish pipeline public education and safety standards. Directs the Secretary of Transportation, in coordination with the Secretary of Energy, to develop and implement a cooperative program of research, development, and demonstration to ensure the integrity of pipeline facilities. Requires the establishment of a Pipeline Integrity Technical Advisory Committee to develop a cooperative pipeline facility integrity program. Establishes a pipeline controller certification qualification program. Requires a pipeline facility operator to provide: (1) geospatial data appropriate for use in the National Pipeline Mapping System; (2) identification of the person with primary operational control; (3) develop and implement terrorism security programs; and (4) with a condition deemed potentially unsafe condition to take necessary corrective actions. Authorizes to pipelines: (1) technical assistance; and (2) security recommendations. Requires a coordinated environmental review process for pipeline repair and rehabilitation projects. Permits withholding from the public certain pipeline information that could reveal the systemic vulnerability of a pipeline to attack.

Expedited Remedy for Persistent Dumping Act of 2001 - Revises federal tariff law provisions concerning monitoring cases of suspected persistent dumping to: (1) provide for an expedited antidumping investigation of merchandise from an additional supplier country if the Commerce Department discerns imports of merchandise from the additional supplier country have increased by 15 percent or more during a period of 90 days or longer; and (2) establish Department Commerce and International Trade Commission procedures and deadlines for making determinations as to whether or not dumping and injury have occurred. Adds specific conditions for reducing the price used to establish export price or "constructed export price," meaning the amount at which the merchandise is first sold or agreed to be sold in the United States by or for the producer or exporter.

Social Security Guarantee Plus Act of 2001 - Amends the Internal Revenue Code (IRC) and title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to establish a Social Security Guarantee Program, to be administered by a Social Security Guarantee Board established within the Social Security Administration. Authorizes any individual age 18 with a Social Security number to elect to enroll as a covered individual and receive in the Social Security guarantee account established for him or her by the Board a calendar year payment of Social Security guarantee refundable credits and interest. Requires designation of a certified account manager by or on behalf of each covered individual to hold the individual's Social Security guarantee account assets for investment, including in common stock portfolios and fixed income securities. Amends the IRC to make the Social Security guarantee accounts benefits taxable as Social Security benefits. Amends SSA title II to: (1) repeal the limitation on the amount of outside income which beneficiaries age 62 or over may earn (earnings test) without incurring a reduction in benefits; (2) increase widow's and widower's insurance benefits; (3) provide for benefits for disabled widows and widowers without regard to age; (4) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (5) waive the two-year waiting period for a divorced spouse's benefits if the other spouse remarries; (6) increase the amount of wages and self-employment income credited to years taken into account for beneficiaries precluded from remunerative work by the needs of child care; and (7) reduce the Government pension offset. Directs the Secretary of the Treasury to issue a certificate, representing a legally enforceable guarantee of full Social Security benefits with accurate annual cost-of-living adjustment, to each individual entitled to monthly insurance benefits under SSA title II.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Port and Maritime Security Act of 2001 - Directs the Secretary of Transportation to establish a Port Security Act Task Force to, among other things: (1) help coordinate programs to enhance the security and safety of U.S. seaports; and (2) help provide long-term solutions for seaport security issues. Requires the establishment of local seaport security committees. Directs the Commandant of the Coast Guard, in consultation with the Defense Threat Reduction Agency, the Center for Civil Force Protection, and other appropriate public and private sector organizations, to develop standards and procedures for conducting seaport security vulnerability assessments. Directs the Commandant and the Administrator of the Maritime Administration to jointly initiate a rulemaking proceeding to prescribe regulations to protect the public from threats of crime or terrorism from or to vessels in maritime transportation. Directs the Commandant to make every effort to seek international agreements with other countries providing for port security in such countries. Requires the establishment of a program for the training and certification of maritime security professionals. Amends the Merchant Marine Act, 1936 to provide for port security infrastructure improvement. Provides the coordination of port related crime data collection. Provides for improved customs reporting procedures. Reauthorizes tonnage duties for four years.

Declares that: (1) the President and the United Nations (UN) should insist on monitoring weapons development in Iraq, and Iraq should allow UN weapons inspectors into Iraq, as required by UN Security Council Resolution 687; (2) Iraq remains in material and unacceptable breach of its international obligations; and (3) Iraq's refusal to admit UN weapons inspectors into any facility covered by such resolution should be considered an act of aggression against the United States and its allies.

Medicare Patient Access to Physical Therapists Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Declaration of Official Language Act of 2001 - Declares English to be the official language of the U.S. Government, and requires the U.S. Government to preserve and enhance the role of English as the official language of the U.S.A. Makes this Act inapplicable to the use of a language other than English for: (1) religious purposes; (2) for training in foreign languages for international communication; (3) terms of art in Government documents; (4) law enforcement; or (5) scientific terminology. Declares that this Act is not intended to affect programs in schools designed to encourage students to learn foreign languages. Directs the Immigration and Naturalization Service to: (1) enforce the established English language proficiency standard for all applicants for U.S. citizenship; and (2) conduct all naturalization ceremonies entirely in English. Prohibits any U.S. Government agency or department from requiring any State or local government, or any person or organization, to communicate or provide materials in any language other than English. Repeals the Bilingual Education Act (title VII of the Elementary and Secondary Education Act of 1965). Terminates the Office of Bilingual Education and Minority Languages Affairs in the Department of Education. Releases States, local governments, and local educational agencies from certain consent decrees that require them to develop, implement, provide, or maintain any form of bilingual education. Amends the Voting Rights Act of 1965 to repeal bilingual voting requirements.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Recognizes and commends the efforts of State and local governments and community, religious, and charitable organizations to support military and civilian personnel engaged in the war on terrorism. Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Disaster Relief Charities Accountability Act - Establishes the Charity Accountability Board which shall: (1) request information from and make recommendations to qualifying charitable organizations regarding the amount of disaster relief funds collected and dispersed by such organizations, administrative costs incurred, and the criteria used in dispersing disaster relief funds; (2) provide information about disaster relief funds to disaster victims and those wishing to contribute to such funds; and (3) report to the President and Congress on the status of such funds.

Military Widows Equity Act - Repeals, as of October 1, 2002, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

Secure Transportation for America Act of 2001 - Amends Federal transportation law to establish in the Department of Transportation (DOT) the Transportation Security Administration, to be headed by an Under Secretary of Transportation for Security responsible for security in all modes of transportation, including: (1) civil aviation security; and (2) security responsibilities over nonaviation modes of transportation that are exercised by Administrations of DOT (other than the Federal Aviation Administration (FAA)). Requires the Under Secretary to assume responsibility for the screening of passengers and property on passenger aircraft in air transportation that originates in the United States or intrastate air transportation. Sets forth provisions requiring: (1) airport operators to establish air transportation security programs that also provide for a military presence at each airport, including at locations where passengers are screened; (2) the application of certain employment standards and training requirements to airport security personnel, including screeners of passengers and property; (3) the deployment of Federal air marshals on selected passenger flights; (4) specified enhanced aviation-related security measures, including allowing pilots to carry firearms in the cockpit of an aircraft; and (5) submission of passenger manifests from air carriers and foreign air carriers in foreign transportation. Establishes the Transportation Security Oversight Board to review and approve regulations issued by the Under Secretary with respect to transportation security matters. Authorizes airport operators to conduct threat assessments with regard to passenger vehicles parked within 300 feet of an airport terminal.

Social Security Benefits Guarantee Act of 2001 - Directs the Secretary of the Treasury to issue a benefit guarantee certificate, with an accurate annual cost-of-living adjustment, to each individual determined by the Commissioner of Social Security to be entitled to benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Expresses the sense of Congress that: (1) the President and Congress should save Social Security as soon as possible; (2) Social Security surpluses must be vigorously safeguarded and used only for purposes of saving Social Security or reducing the publicly held debt; and (3) the President's Commission to Strengthen Social Security, recognizing the immense financial commitment of every American worker in the Social Security system, should present in its recommendations innovative ways to protect that commitment without benefit cuts or payroll tax increases.

Department of Defense-Department of Veterans Affairs Health Resources Access Improvement Act of 2001 - Urges the Secretaries of Defense and Veterans Affairs to commit their departments to exploring new ways for significantly improving health resources sharing and to building supportive organizational cultures. Directs such Secretaries to: (1) conduct a demonstration project at five qualifying sites to identify advantages of providing integrated management of military treatment facilities and veterans' health care facilities in the same geographic area; and (2) provide for a unified management system for such facilities at each site. Authorizes each Secretary to waive administrative regulations or policies to implement the demonstration project. Terminates the project on September 30, 2006. Directs the Secretaries to: (1) submit to the appropriate congressional committees a prospectus for construction of a new joint medical facility for their departments; (2) enter into a joint contract for an independent, comprehensive review to identify opportunities for joint funding for an integrated graduate medical education program; and (3) develop and implement a common affiliation agreement or contract for graduate medical education purposes at project locations. Requires (current law authorizes) the Secretary of Veterans Affairs to share health care resources with the Secretaries of the military departments. Repeals current Department of Veterans Affairs hospital bed limits.

Customs Business Fairness Act of 2001 - Amends Federal bankruptcy law governing priority of creditors' claims to rank as the tenth priority allowed unsecured claims of customs brokers for duties, taxes, or other charges paid to the Customs Service of the United States on behalf of the debtor arising out of the importation of merchandise entered for consumption within one year before the bankruptcy petition filing date.

Veterans Benefits Act of 2001 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2001, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Includes: (1) diabetes mellitus (type 2) among the diseases presumed to be service-connected, and therefore compensable under veterans' disability compensation, for veterans exposed to certain herbicide agents in the Republic of Vietnam during the Vietnam conflict; and (2) illnesses that cannot be clearly defined within such presumption for disabilities occurring in Persian Gulf War veterans. Preserves the service connection for undiagnosed illnesses occurring in Gulf War veterans to allow their participation in medical research projects. Authorizes the United States Court of Appeals for Veterans Claims to impose registration fees on persons participating in a judicial conference. Authorizes the payment of proceeds to certain alternate beneficiaries under the National Service Life Insurance and United States Government Life Insurance programs. Repeals the Department of Veterans Affairs Health Services Improvement Fund. Extends through December 31, 2005, the Native American veteran housing loan pilot program. Directs the Secretary to conduct a pilot program for expanding the toll-free telephone access to veterans service representatives. Codifies certain recurring provisions in annual Department of Veterans Affairs appropriations Acts.

Commercial Driver's License Devolution Act of 2001 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle and has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including the passing of a written and driving test, who operate intrastate.

Houses of Worship Political Speech Protection Act - Amends the Internal Revenue Code to permit a church to participate or intervene in a political campaign and maintain its tax-exempt status as long as such participation is not a substantial part of its activities.

Class Action Fairness Act of 2001 - Establishes a consumer class action bill of rights, including provision for: (1) judicial review and approval of noncash settlements; (2) protection against loss by class members because of payments to class counsel; (3) a prohibition against court approval of a proposed settlement providing for greater payments to class members because they are located in closer geographic proximity to the court; (4) a prohibition against court approval of a proposed settlement providing for payment of a greater share of the award to a class representative serving on behalf of a class; (5) standardized settlement notification information; and (6) pleading requirements. Grants the district courts original jurisdiction of any civil action in which the matter in controversy exceeds $2 million, exclusive of interest and costs, and is a class action in which any member of a class of plaintiffs is: (1) a citizen of a State different from any defendant; (2) a foreign state or a citizen or subject of a foreign state and any defendant is a citizen of a State; or (3) a citizen of a State and any defendant is a foreign state or a citizen or subject of a foreign state. Lists exceptions, such as where a class action brought by shareholders solely involves a claim concerning a covered security or relating to the internal governance of a corporation. Sets forth procedures for removal of interstate class actions to U.S. district court and for review of orders remanding class actions to State courts. Grants the courts of appeals jurisdiction of appeals from orders of the U.S. district courts granting or denying class certification under rule 23 of the Federal Rules of Civil Procedure, if notice of appeal is filed within ten days after entry of the order.
