Declares that the House of Representatives: (1) affirms the rich spiritual and diverse religious history of our nation's founding and subsequent history, including up to today; (2) recognizes that the religious foundations of faith on which America was built are critical underpinnings of our nation's most valuable institutions; (3) rejects any effort to remove, obscure, or omit such history from public buildings and educational resources; and (4) expresses support for designation of an "America's Spiritual Heritage Week" every year.

Iran Refined Petroleum Sanctions Act of 2009 - Expresses the sense of Congress that: (1) diplomatic efforts to address Iran's illicit nuclear efforts, unconventional and ballistic missile development programs, and support for international terrorism are more likely to be effective if the President is empowered with explicit authority to impose additional sanctions on the government of Iran; (2) U.S. concerns regarding Iran are strictly the result of that government’s actions; and (3) the people of the United States have feelings of friendship for the people of Iran and regret that developments in recent decades have created impediments to that friendship. States that it should be U.S. policy to: (1) support international diplomatic efforts to end Iran's uranium enrichment program and its nuclear weapons program; (2) encourage foreign governments to direct state-owned and private entities to cease all investment in, and support of, Iran's energy sector and all exports of refined petroleum products to Iran; (3) impose sanctions on the Central Bank of Iran and any other Iranian financial institution engaged in proliferation activities or support of terrorist groups; and (4) work with allies to protect the international financial system from deceptive and illicit practices by Iranian financial institutions involved in proliferation activities or support of terrorist groups. Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more current sanctions under such Act if a person has, with actual knowledge, made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources. (Under current law the sanction thresholds are $40 million, $10 million, and $40 million, respectively.) Directs the President to impose: (1) sanctions established under this Act (in addition to any current sanctions imposed under the Iran Sanctions Act of 1996) if a person has, with actual knowledge, sold, leased, or provided to Iran any goods, services, technology, information, or support that would allow Iran to maintain or expand its domestic production of refined petroleum resources, including any assistance in refinery construction, modernization, or repair; and (2) sanctions established under this Act if a person has, with actual knowledge, provided Iran with refined petroleum resources or engaged in any activity that could contribute to Iran's ability to import refined petroleum resources, including providing shipping, insurance, or financing services for such activity. Establishes additional sanctions prohibiting specified foreign exchange, banking, and property transactions. Includes references to refined petroleum resources in a presidential report to Congress requesting waiver of sanctions for purposes of national interest. Requires that the President immediately investigate a person upon receipt of credible information that such person is engaged in prohibited investment or other activity. Defines "credible information" as public or classified information or reporting supported by other substantiating evidence. Includes among the exceptions to the imposition of sanctions a situation in which the President determines in writing that the person to which the sanctions would otherwise be applied is: (1) a citizen or resident of a country that is a participant in the Proliferation Security Initiative; or (2) a foreign person organized under the laws of such country and is a subsidiary of a U.S. person. Directs the President to report to the appropriate congressional committees every six months regarding any person who has: (1) provided Iran with refined petroleum resources; (2) sold, leased, or provided to Iran any goods, services, or technology that would allow Iran to maintain or expand its domestic production of refined petroleum resources; or (3) engaged in any activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. States that the term "petroleum resources" includes petroleum, petroleum by-products, oil or liquefied natural gas, oil or liquefied natural gas tankers, and products used to construct or maintain pipelines used to transport oil or compressed or liquefied natural gas. (Under current law the definition of the term "petroleum resources" is limited to petroleum and natural gas resources.) Defines "petroleum by-products" as gasoline, kerosene, distillates, propane or butane gas, diesel fuel, residual fuel oil, and other goods classified in headings 2709 and 2710 of the Harmonized Tariff Schedule of the United States.

Joint Ventures for Bird Habitat Conservation Act of 2009 - Directs the Secretary of the Interior to conduct, through the U.S. Fish and Wildlife Service, a Joint Ventures Program to develop a framework for the approval and establishment of Joint Ventures that: (1) provide financial and technical assistance to support regional migratory bird conservation partnerships; (2) implement plans for the protection and enhancement of migratory bird populations; (3) complement and support activities by the Secretary and the Director of the U.S. Fish and Wildlife Service to fulfill obligations under specified migratory bird and conservation Acts; and (4) support the goals and objectives of the North American Waterfowl Management Plan and other specified Conservation Plans, treaties, conventions, and agreements that promote the conservation of migratory bird populations and their habitats. Defines a "Joint Venture" as a self-directed, voluntary partnership. Authorizes the Director to enter into agreements with eligible partners to establish Joint Ventures to: (1) promote, primarily, sustainable migratory bird populations, and secondarily, the fish and wildlife species associated with their habitats; (2) encourage stakeholder and government partnerships; and (3) establish, implement, and improve science-based migratory bird conservation plans and promote broader landscape-level conservation of fish and wildlife habitat. Specifies that eligible partners include: (1) federal and state agencies; (2) affected regional, local, and tribal governments, private landowners, land managers, and other private stakeholders; (3) certain nongovernmental organizations; and (4) other relevant stakeholders. Authorizes the Director to award grants of financial assistance for the implementation of Joint Ventures.

Expresses support for the goals and ideals of National Hurricane Preparedness Week. Encourages the staff of the National Oceanic and Atmospheric Administration (NOAA), especially the National Weather Service and the National Hurricane Center, and other appropriate federal agencies to continue their outstanding work of educating people about hurricane preparedness. Urges the people of the United States to recognize such week as an opportunity to learn more about the Center's work in forecasting hurricanes and educating citizens about the potential risks of the storms.

Jason's Law - Directs the Secretary of Transportation to: (1) implement a pilot program to allocate funds to states, metropolitan planning organizations, and local governments that submit an application approved by the Secretary for eligible projects to establish long-term parking facilities for commercial motor vehicles (trucks) on the National Highway System; and (2) give priority to applicants that demonstrate a severe shortage of truck parking capacity and whose proposed projects are likely to have positive effects on highway safety, traffic congestion, or air quality.

Amends the Internal Revenue Code to require the forfeiture of any amount covered into the treasury of either the Commonwealth of Puerto Rico or the U.S. Virgin Islands with respect to an article containing distilled spirits if the Secretary of the Treasury determines that either jurisdiction provided an unreasonable subsidy with respect to the production of such distilled spirits.

Star-Spangled Banner Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner. Limits the period for coin issuance to calendar year 2012. Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

School Choice for Foster Kids Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize states to use funds provided under the John H. Chafee Foster Care Independence program to provide vouchers to foster children of all ages to cover their elementary and secondary private school tuition and public school transportation costs.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Expresses the sense of Congress that the Smithsonian Institution shall make the medal available for display elsewhere, particularly at other locations associated with the WASP.

Fairness in Firearm Testing Act - Amends the Homeland Security Act of 2002 to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to make a video recording of the entire process of its examination and testing of an item for the purpose of determining whether the item is a firearm (and if so, the type of firearm) or ammunition. Bars ATF from editing or erasing any such recording. Directs ATF to make available a digital video disc that contains a copy of the recording: (1) at the request of a person who claims an ownership interest in such item; and (2) to a defendant in a criminal proceeding involving such item. Provides that an item which ATF has determined is a firearm or ammunition shall not be admissible as evidence unless: (1) ATF has complied with the requirements of this Act to make its digital video disc available; or (2) such compliance has been waived in writing by the person against whom the item is offered as evidence.

Birthright Citizenship Act of 2009 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national; (2) a lawful permanent resident alien whose residence is in the United States; or (3) an alien performing active service in the U.S. Armed Forces.

Allows certain air carriers that hold or operate air carrier slots at Ronald Reagan Washington National Airport, which are used for scheduled air service between that airport and a large hub airport, to use such slots also to provide nonstop air transportation service between Reagan National Airport and another airport more than 1,250 statute miles away (perimeter rule limit).

New Alternative Transportation to Give Americans Solutions Act of 2009 - Amends the Internal Revenue Code to: (1) allow an excise tax credit through 2027 for alternative fuels and fuel mixtures involving compressed or liquefied natural gas; (2) allow an income tax credit through 2027 for alternative fuel motor vehicles powered by compressed or liquefied natural gas; (3) modify the tax credit percentage for alternative fuel vehicles fueled by natural gas or liquefied natural gas; (4) allow a new tax credit for the production of vehicles fueled by natural gas or liquefied natural gas; and (5) extend through 2027 the tax credit for alternative fuel vehicle refueling property expenditures for refueling property relating to compressed or liquefied natural gas and allow an increased credit for such property. Requires 50% of all new vehicles purchased or placed in service by the U.S. government by December 31, 2014, to be capable of operating on compressed or liquefied natural gas. Authorizes the Secretary of Energy to make grants to manufacturers of light and heavy duty natural gas vehicles for the development of engines that reduce emissions, improve performance and efficiency, and lower cost.

Medicare Patient Access to Physical Therapists Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Constitutional Amendment - States that the liberty of parents to direct the upbringing and education of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served. Provides that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Agricultural Export Facilitation Act of 2009 - Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to require the Secretary of the Treasury to authorize under a specific or general license certain travel-related transactions for travel to, from, or within Cuba in connection with: (1) commercial export sales and transportation of agricultural commodities, medicine, and medical devices; and (2) sales and marketing activities of such articles. Authorizes a consular official to issue a temporary tourist/business visa to a Cuban national (who is not otherwise inadmissible) whose itinerary documents an intent to conduct activities, including phytosanitary inspections, related to purchasing U.S. agricultural goods under the provisions of the Act. Amends the Act to define "payment in cash in advance" as the payment by the purchaser of an agricultural commodity or product and the receipt of payment by the seller prior to the transfer of title and release of control of the commodity or product to the purchaser. Prohibits the President from restricting direct transfers from a Cuban financial institution to a U.S. financial institution executed in payment for a product authorized for sale under the Act.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Applauds the work of the Tower of Hope in providing such dogs to such veterans. Expresses gratitude and support to volunteers and donors who offer time and funds to such program. Encourages the public to support wounded veterans by volunteering or donating to help train assistance dogs. Calls for the vigorous promotion of the benefits of assistance animals. Supports creation of a Tower of Hope Day in honor of wounded veterans and their service dogs, the work of the Tower of Hope, and the many generous donors.

Preservation of the Second Amendment in National Parks and National Wildlife Refuges Act - Allows, except as provided under federal criminal law relating to the possession of firearms and other dangerous weapons in federal facilities, a person to possess, carry, and transport concealed, loaded, and operable firearms within a national park area or national wildlife refuge area in accordance with the laws of the state in which such area is located.

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other equal employment opportunity provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Flexibility in Rebuilding American Fisheries Act of 2009 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to require fishery management plans, amendments, or regulations for overfished fisheries to specify a time period for ending overfishing and rebuilding the fishery that is as short as practicable (currently, as short as possible). Modifies the exceptions to the requirement that such period not exceed ten years. Requires consideration, in evaluating progress to end overfishing and rebuild overfished stocks, of factors other than commercial and recreational fishing. Requires, when the Secretary of Commerce extends the period under specified provisions, that the maximum rebuilding time not exceed the sum of the initial ten-year period, the expected time to rebuild the stock absent any fishing mortality and under prevailing environmental conditions, and the mean generation time of the stock.

Congenital Heart Futures Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC) in collaboration with appropriate congenital heart disease patient organizations and professional organizations, to conduct, support, and promote a comprehensive public education campaign to increase awareness regarding congenital heart disease, including the need for lifelong treatment. Authorizes the Secretary to: (1) award a grant to one entity to enhance and expand infrastructure to track the epidemiology of congenital heart disease and to organize such information into a comprehensive National Congenital Heart Disease Registry with the purpose of facilitating research into the types of health services patients use and identifying possible areas for educational outreach and prevention; and (2) establish an Advisory Committee on Congenital Heart Disease. Authorizes the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate research and related activities of the Institute regarding congenital heart disease.

Directs the Secretary of the Treasury to transmit to the House of Representatives copies of all Department of the Treasury documents, records, and communications referring or relating to: (1) any negotiation concerning the controlled break-up of the American International Group, Inc. (AIG) into at least three government-controlled divisions; (2) any negotiation concerning any additional assistance under title I of the Emergency Economic Stabilization Act of 2008, or other program administered by the Secretary to such corporation; or (3) any government communication or authorization for payment of any pre-existing bonus contract with any AIG executive.

Cell Tax Fairness Act of 2009 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Multinational Species Conservation Funds Semipostal Stamp Act of 2009 - Requires the United States Postal Service to issue and sell, at a premium, a Multinational Species Conservation Funds Semipostal Stamp. Requires proceeds from the sale of such stamp to be: (1) transferred to the United States Fish and Wildlife Service (USFWS) to help fund the operations supported by the Multinational Species Conservation Funds; and (2) divided equally among the African Elephant Conservation Fund, the Asian Elephant Conservation Fund, the Great Ape Conservation Fund, the Marine Turtle Conservation Fund, and the Rhinoceros and Tiger Conservation Fund. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the USFWS or such Funds. Requires the stamp to: (1) be made available to the public for at least five years; and (2) depict images of flagship multinational species.

No Cost Stimulus Act of 2009 - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 issued by the Secretary of the Interior approved as a final oil and gas leasing program under the Outer Continental Shelf Lands Act (OCSLA). Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases. Authorizes the Secretary to conduct commercial lease sales of federally-owned resources to: (1) produce renewable energy; or (2) cultivate marine organisms in their natural habitat. Amends OCSLA to direct the Secretary to develop: (1) a plan to address streamlining the process of making payments to states; and (2) a procedure to provide expedited funding to projects. Amends the Submerged Lands Act to extend from three geographical miles to 12 nautical miles a coastal state's allowable seaward boundary. Authorizes the leasing of land within the 1002 Coastal Plain Area of Alaska to any person qualified to obtain a lease for deposits of oil and gas under the Mineral Leasing Act. Prescribes procedures for lease sales and grants of leases. Directs the Secretary to administer the leasing program, with respect to Coastal Plain environmental protection, according to the No Significant Adverse Effect Standard. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to finance local government impact aid and community service assistance. Establishes an Arctic National Wildlife Refuge (ANWR) Alternative Energy Trust Fund. Amends the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005 to require the Secretary to conduct related lease sales in any state during any period for which there is sufficient support and interest in the state in the development of tar sands and oil shale resources. Amends the Atomic Energy Act of 1954 to repeal the requirement of 30 days' public notice before a hearing on each application for a construction permit for a new new nuclear power plant. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to hear all causes and claims arising from any covered project of federal land leasing for exploitation of oil, natural gas, or any other source or form of energy. Amends NEPA to require completion and review of environmental impact statements within 270 days after their commencement or the action concerned shall be considered a final agency action with no significant environmental impact. Amends the Clean Air Act to declare that carbon dioxide, methane from agriculture or livestock, or water vapor are not air pollutants. Amends the Endangered Species Act of 1973 (ESA) to require the Secretary concerned, upon the declaration of an emergency by a state governor, for the duration of the emergency, to exempt from the prohibition against taking, and against adverse modification of critical habitat, any action reasonably necessary to avoid or ameliorate the impact of the emergency, including the operation of any water supply or flood control project by a federal agency. Prohibits consideration of the impact of greenhouse gas on any species of fish or wildlife or plant for any purpose in the implementation of the ESA.

Calls on Turkey to: (1) eliminate all forms of discrimination, particularly those based on race or religion, and grant the Ecumenical Patriarch appropriate international recognition and ecclesiastic succession; (2) safeguard religious and human rights; (3) continue the advancement of processes and programs to modernize and democratize its own society; (4) respect international law, European Union laws, and the basic tenets of human rights; and (5) prove that it is ready to meet the criteria set forth by the Copenhagen European Council prior to its accession into the European Union.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order in the House to consider any legislation containing appropriations within the jurisdiction of the Subcommittee on Military Construction, Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee (other than any measure making supplemental appropriations or continuing appropriations for a maximum 60-day period).

Observes the memory of the fallen heroes of the Battle of Crete. Honors the men and women of Crete who, during World War II, fought an oppressive invader to preserve the ideals of freedom, democracy, and the pursuit of happiness.
