Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2009, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on January 1, 2009, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Brewers Excise and Economic Relief Act of 2009 - Amends the Internal Revenue Code to: (1) reduce from $18 to $9 ( the pre-1991 level) the per-barrel tax on beer; and (2) allow a further reduction in such tax for brewers who produce not more than 2 million barrels annually.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Home Front to Heroes Postal Benefits Act - Directs the Secretary of Defense to provide for a program under which postal benefit vouchers are provided during FY2010 for members of the Armed Forces who are serving in overseas operations or who are hospitalized due to a disease or injury incurred as a result of such service. Permits the vouchers to be transferred to another person to allow that person to mail correspondence and small parcels to the member. Limits vouchers to one per month. Allows a voucher earned during FY2010 to be used after the end of that fiscal year. Directs the Secretary to transfer to the Postal Service an amount representing the amount of the vouchers used.

Amends the Foreign Assistance Act of 1961 to prohibit the availability of appropriated funds for population activities to any private, nongovernmental, or multilateral organization until it certifies that it will not during the period for which funds are made available: (1) directly or through a subcontractor or subgrantee perform abortions in any foreign country except if the life of the mother would be endangered if the fetus were carried to term or in cases of forcible rape or incest; or (2) violate the laws of a foreign country regarding the circumstances under which abortion is permitted, regulated, or prohibited, or engage in lobbying activities in an effort to alter its laws with respect to abortion (except lobbying in opposition to coercive abortion or involuntary sterilization).

Military Valor Roll of Honor Act - Directs the Secretary of Defense to establish the Military Valor Roll of Honor registry which shall: (1) contain the names and citations of all members of the Armed Forces, members of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service), and civilians affiliated with the Armed Forces who have been awarded the medal of honor or any other medal authorized by Congress for the Armed Forces, the U.S. merchant marine, or affiliated civilians; and (2) be a publicly available database.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Positive Alternatives Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to allow the use of TANF funds for alternative-to-abortion services, including: (1) information or counseling that promotes childbirth instead of abortion; and (2) other services designed to assist a woman to carry her unborn child to term.

Enemy Combatant Detention Review Act of 2009 - Amends the federal judicial code to grant the U.S. District Court for the District of Columbia exclusive jurisdiction of, and make it the exclusive venue for consideration of, all habeas corpus applications by or on behalf of any enemy combatant held at Guantanamo Bay, Cuba, who is neither a U.S. citizen nor a lawful permanent resident (covered individual) that are pending on or filed on or after the enactment of this Act. Prescribes related procedures, including restrictions on oral testimony. Stays any such application until all Military Commission proceedings regarding the covered individual have been resolved. Requires release of a covered individual, for whom the District Court grants a writ of habeas corpus and orders release, into the custody of the Secretary of Homeland Security for transfer to the individual's country of citizenship or another country.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Antifreeze Bittering Act of 2009 - Requires engine coolant or antifreeze that is manufactured six months after the enactment of this Act, and that contains more than 10% ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million and a maximum of 50 parts per million as a bittering agent so as to render the coolant or antifreeze unpalatable. Requires a coolant or antifreeze manufacturer to maintain records of compliance with this Act. Limits the liability of manufacturers, distributors, recyclers, or sellers of engine coolant or antifreeze who are in compliance with the requirements of this Act for personal and property loss or damage to the environment that results from the inclusion of denatonium benzoate in any coolant or antifreeze. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

Amends the Internal Revenue Code to modify the tax credit for producing electricity from closed or open-loop biomass facilities equipped with a metering device to determine electricity consumption or sale to allow a tax credit after 2008 for electricity produced and consumed at such facilities and to extend the credit period for such production.

Civil War Battlefield Preservation Act of 2009 - Directs the Secretary of the Interior, acting through the American Battlefield Protection Program, to assist and work in partnership with citizens, federal, state, local, and tribal governments, other public entities, educational institutions, and private nonprofits in the identification, research, evaluation, interpretation, and protection of historic battlefields and associated sites. Establishes a battlefield acquisition grant program under which the Secretary may provide grants to eligible entities to pay the federal share of the cost to acquire interests in eligible sites for the preservation and protection of those sites.

Medicare Home Infusion Therapy Coverage Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of home infusion therapy and home infusion drugs. Directs the Secretary of Health and Human Services to implement the Medicare home infusion therapy benefit in a manner that ensures that: (1) Medicare beneficiaries have timely and appropriate access to infusion therapy in their homes; and (2) there is rapid and seamless coordination between drug coverage under Medicare part D (Voluntary Prescription Drug Benefit Program) and home infusion therapy services coverage under Medicare part B (Supplemental Security Income).

Safe Prisons Communications Act of 2009 - Amends the Communications Act of 1934 to authorize the director of the Federal Bureau of Prisons or the chief executive officer of a state to petition the Federal Communications Commission (FCC) to permit the installation of devices to prevent, jam, or interfere with wireless communications within the geographic boundaries of a specific prison, penitentiary, or correctional facility under his or her jurisdiction. Requires that the device be operated on a directional basis, using all other interference-limiting capabilities available to the device, or otherwise so that the device does not interfere with wireless communications that originate and terminate outside the area of the prison, penitentiary, or correctional facility. Requires the FCC to adopt a final rule establishing criteria for certification for the manufacture, sale, importation, and interstate shipment of such devices.

Prevention of Equine Cruelty Act of 2009 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

More Children, More Choices Act of 2009 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to require a state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payment for children with family income above 250% of the applicable poverty line. Sets forth special rules for SCHIP payment for children with family income above 200% of the applicable poverty line. Provides for standardization of income determinations. Applies citizenship documentation requirements to SCHIP beneficiaries, and increases the federal matching rate for citizenship documentation enforcement under SSA title XIX (Medicaid) and SCHIP. Places limitations on SCHIP eligibility based on substantial net assets. Requires state SCHIP plans to describe how they will provide for targeted low-income children covered under a group health plan. Revises federal financial participation requirements for employer-sponsored insurance. Requires the offering of alternative coverage options under SCHIP. Changes the allotment distribution formula for allotments to the states and the District of Columbia, particularly for targeted low-income children and pregnant women. Prohibits redistribution of unused allotments. Reauthorizes the SCHIP program through FY2014 at increased levels. Directs the Secretary of Health and Human Services to make grants to eligible entities to improve outreach to and enrollment of eligible children. Amends the Internal Revenue Code to allow: (1) a limited tax credit for qualified health insurance for any dependent child; and (2) advance payment to insurance providers of health insurance credit for purchasers of such insurance. Directs the Secretary to establish a State Health Coverage Innovation Commission to make grants to states for innovative health reform projects. Directs the Secretary to implement administrative reforms with respect to the Medicare and Medicaid programs sufficient to result in projected reductions in the Medicare and Medicaid federal budget baselines for FY2010-2015 that exceed the projected revenue loss for the same period attributable to the tax credit provided for, and the increase in the federal budget baseline for SCHIP resulting from, this Act.

Economic Recovery and Middle-Class Tax Relief Act of 2009 - Makes permanent the reductions in the dividend and capital gain tax enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2003. Amends the Internal Revenue Code to: (1) reduce individual and corporate income tax rates; (2) repeal the alternative minimum tax for individual taxpayers; (3) allow inflation adjustments to the basis of capital assets in determining gain or loss; (4) reduce the capital gains tax rate for corporations; (5) repeal limitations on the expensing allowance for depreciable business assets; (6) make permanent the tax credit for increasing research activities; (7) extend the carryback period for net operating losses to seven years; (8) increase the child tax credit; (9) exclude from gross income in 2009 distributions from an individual retirement plan (IRA) and exempt IRAs from mandatory distribution requirements after 2009; and (10) increase the tax deductions for tuition and related expenses and for the interest on qualified education loans. Makes 1% across-the-board rescissions in non-defense discretionary spending for FY2009.

Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Great Cats and Rare Canids Act of 2009 - Directs the Secretary of the Interior to provide assistance for projects for the conservation of rare felids and rare canids. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of felids and canids. Restricts the use of grants for captive breeding or display purposes. Establishes in the Multinational Species Conservation Fund as a separate account the Great Cats and Rare Canids Conservation Fund. Defines "rare canid" to: (1) mean any of the canid species dhole, gray wolf, Ethiopian wolf, bush dog, African wild dog, maned wolf, and Darwin's fox, including any subspecies or population of such a species; and (2) exclude any subspecies or population that is native to the area comprised of the United States and Canada or the European Union. Defines "rare felid" to: (1) mean any of the felid species lion, leopard, jaguar, snow leopard, clouded leopard, cheetah, Iberian lynx, and Borneo bay cat, including any subspecies or population of such a species; and (2) exclude any species, subspecies, or population that is native to the United States and any tiger. Authorizes the Secretary to convene an advisory group, to assist in carrying out this Act, consisting of individuals representing public and private organizations actively involved in felid and canid conservation. Requires the Secretary to initiate a study of felid and canid species listed under the IUCN Red List (the Red List of Threatened Species Maintained by the World Conservation Union) that are not rare canids and rare felids to determine: (1) the conservation status of the species in the wild, including identification of those that are critically endangered or endangered; and (2) any such species that should be made eligible for project assistance. .

Lance Corporal Jeremy Burris Act - Amends the federal criminal code to modify the prohibition against destruction of veterans' memorials to include knowingly destroying the grave, headstone, or marker of any person in the Armed Forces and to extend such prohibition to memorials, graves, headstones, or markers on private as well as public property.

Veterans' Heritage Firearms Act of 2009 - Provides a 90-day amnesty period during which veterans and their family members can register in the National Firearms Registration and Transfer Record any firearm acquired before October 31, 1968, by a veteran while a member of the Armed Forces stationed outside the continental United States. Grants such an individual limited immunity under the federal criminal code and the Internal Revenue Code with respect to the acquisition, possession, transportation, or alteration of such firearm before or concurrent with such registration. Extends such immunity to a veteran who attempts to register a qualifying firearm outside of the amnesty period if the veteran surrenders the firearm within 30 days after being notified of potential criminal liability for continued possession. Requires the Attorney General to: (1) transfer each firearm qualifying as a curio or relic which has been forfeited to the United States to the first qualified museum that requests it; and (2) publish information identifying each such firearm which is available to be transferred to a museum. Prohibits the Attorney General from destroying any such firearm which has been forfeited until five years after the forfeiture. Requires that any firearm transferred to a qualified museum be registered to the transferee. Makes a prohibition against transfer or possession of a machine-gun inapplicable to a transfer to or by, or possession by, a museum which is open to the public and incorporated as a not-for-profit corporation under applicable state law.

Ocean and Coastal Mapping Integration Act - Directs the President to establish a a program to develop a coordinated and comprehensive federal ocean and coastal mapping program for the Great Lakes and coastal state waters, the territorial sea, the exclusive economic zone, and the U.S. continental shelf that enhances ecosystem approaches in decision-making for conservation and management of marine resources and habitats, establishes research and mapping priorities, supports the siting of research and other platforms, and advances ocean and coastal science. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to convene or use an existing interagency committee on ocean and coastal mapping to implement such program and to coordinate federal ocean and coastal mapping and surveying activities with other federal efforts (including the Digital Coast, Geospatial One-Stop, and the Federal Geographic Data Committee), international mapping activities, coastal states, user groups, and nongovernmental entities. Authorizes the Administrator to convene an ocean and coastal mapping advisory panel consisting of representatives from nongovernmental entities to provide input regarding activities of the committee. Directs the Administrator to develop a plan for an integrated ocean and coastal mapping initiative within NOAA that: (1) identifies all ocean and coastal mapping programs within NOAA, establishing priorities; (2) encourages the development of innovative ocean and coastal mapping technologies and applications; and (3) documents available and developing technologies, best practices in data processing and distribution, and leveraging opportunities with other federal agencies, coastal states, and nongovernmental entities. Authorizes the Administrator to establish joint ocean and coastal mapping centers of excellence (including a joint hydrographic center) in institutions of higher education to conduct specified activities, including: (1) research and development of innovative ocean and coastal mapping technologies, equipment, and data products; and (2) mapping of the U.S. outer continental shelf. Requires the Administrator to continue developing a strategy for expanding contracting with nongovernmental entities.

Acknowledges the commitment and cooperation of some African governments and regional organizations to deny the use of their territory to radical Islamist terrorist organizations. Calls on the U.S. government to work with governments in Africa to pursue an antiterrorism campaign.

Veteran-Owned Small Business Promotion Act of 2009 - Reinstates (under current law, terminated as of the end of FY1986) the veteran-owned small business loan program, under which the Secretary of Veterans Affairs may provide loans to veteran-owned small businesses for: (1) financing plant construction, conversion, or expansion; (2) financing the acquisition of equipment, facilities, machinery, supplies, or materials; or (3) supplying working capital. Makes eligible for such loans small business owners who are veterans and have a disability rated at 10% (under current law, 30%) or more, and includes all veterans (under current law, limited to Vietnam era veterans and veterans discharged or released due to a disability incurred or aggravated in the line of duty). Repeals the authority to make direct loans under the program (thereby allowing only loan guaranties). Increases from $200,000 to $500,000 the maximum loan guaranty amount. Authorizes the Secretary to subsidize a loan lender in order to reduce by up to 1/2% the interest rate paid by the veteran-owned small business. Includes under a loan preference members of the National Guard and reserves activated in support of the Global War on Terrorism. Limits performance bond requirements of veteran-owned small businesses with respect to the construction, alteration, or repair of any Department of Veterans Affairs (VA) public building or public work. Treats a small business owned and controlled by veterans as a socially and economically disadvantaged small business for purposes of contracts awarded to the latter businesses under provisions of the Small Business Act.

Veteran Vocational Rehabilitation and Employment Subsistence Allowance Improvement Act of 2009 - Increases the amount of monthly subsistence allowance payable to veterans participating in the veterans' vocational rehabilitation program (a program of training and rehabilitation for veterans with service-connected disabilities). Directs the Secretary of Veterans Affairs, in the case of a veteran who has reached a point of employability and is participating only in a program of employment services, to pay such veteran a subsistence allowance for three months while the veteran is satisfactorily pursuing such program.

Armed Forces Disability Retirement Enhancement Act - Adds new federal provisions concerning the retirement for disability of members of the Armed Forces (members) retiring one year or more after the enactment of this Act. Allows members who retire on or after October 7, 2001, but before the one-year period after the enactment of this Act, as well as members on the temporary retired list up to such date, to elect to retire under the new provisions in lieu of the current provisions. Makes such elections irrevocable. Authorizes the Secretary of the military department concerned, under the new provisions, to retire a member if: (1) the disability is of a permanent nature, or of uncertain permanency such that a temporary disability retirement is appropriate; (2) the injury, illness, or disease rendering the member unfit was incurred or aggravated in the line of duty; and (3) such injury, illness, or disease was not the result of intentional misconduct or willful neglect, or incurred during an unauthorized absence. Outlines provisions concerning: (1) qualifications for placement on the temporary disability retired list; and (2) determinations of unfitness for duty for disability retirement purposes. Authorizes the Secretary of Defense to continue after discharge or separation from active duty respite care and aid and other extended care benefits for members who incur a serious injury or illness while serving on such duty. Provides for expanded availability and use by separating members (and their dependents) of Department of Labor transition assistance programs.

Economic Growth Through Tax Stimulus Act of 2009 - Makes permanent: (1) the tax provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001; (2) the reduction in dividend and capital gain tax rates in the Jobs and Growth Tax Relief Reconciliation Act of 2003; (3) the tax deduction for state and local sales taxes; (4) the tax deduction for tuition and related expenses; and (5) the increased expensing allowance for depreciable business assets. Amends the Internal Revenue Code to reduce individual and corporate income tax rates in taxable years between 2008 and 2014.

Homeless Women Veterans and Homeless Veterans with Children Reintegration Grant Act of 2009 - Directs the Secretary of Labor, subject to the availability of appropriations, to make grants to programs and facilities that provide dedicated services for homeless women veterans and homeless veterans with children. Requires grants to be used to provide job training, counseling, placement services, and child care services to expedite the reintegration of such veterans into the labor force. Requires the Secretary to: (1) monitor the expenditure of funds under the grant program; and (2) carry out the program through the Assistant Secretary of Labor for Veterans' Employment and Training.

National Hurricane Research Initiative Act of 2009 - Requires the Under Secretary for Oceans and Atmosphere of the Department of Commerce and the Director of the National Science Foundation (NSF) to establish a National Hurricane Research Initiative and to cooperate with other specified federal agencies to carry it out. Requires such Initiative to set research objectives (based on a National Science Board report on the need for such Initiative) to: (1) make recommendations to the Board and to the National Oceanic and Atmospheric Administration (NOAA) Science Advisory Board; (2) assemble the science and engineering expertise of state or local government agencies and nongovernmental entities through a multi-agency effort focused on improving severe tropical storm forecasting capabilities, on durable and resilient infrastructure, and on mitigating impacts on coastal populations, the coastal built environment, and the natural coastal environment; and (3) make grants for hurricane research, including regarding storm internal dynamics, predicting high winds, tornadoes, and storm surge, and improving measurements of hurricanes and tropical storms through specified technologies. Directs the White House Office of Science and Technology Policy, through the National Science and Technology Council, to coordinate U.S. activities related to the Initiative as a formal program with a well-defined organizational structure and execution plan. Directs the Under Secretary and the Director to: (1) issue a request for proposals to undertake the basic and applied research with a sufficient annual budget to accomplish the desired research results during a 10-year term; (2) establish a National Infrastructure Database; and (3) develop a National Hurricane Research Model.

Department of Veterans Affairs Energy Sustainability Act of 2009 - Directs the Secretary of Veterans Affairs to: (1) implement in the Department of Veterans Affairs (VA) an energy sustainability program to minimize energy consumption and encourage the use of alternative energy sources; (2) establish and maintain a database to track and report on VA energy and water expenditures; (3) complete an audit of VA energy usage during FY2010; (4) ensure VA compliance with an Executive Order and VA Directive concerning energy efficiency goals and objectives; (5) report to Congress on the use of funds for the installation of alternative fueling stations at 35 VA medical facility campuses; (6) submit to Congress a plan for increasing the use of energy-efficient and renewable energy technologies in VA facilities and operations; (7) provide for the installation of individual electric sub-metering equipment at VA facilities; (8) ensure that energy-efficient products meeting VA requirements are purchased whenever the VA purchases items that consume electricity; and (9) conduct a study on water and fuel consumption by the National Cemetery Administration and ways to reduce such consumption. Establishes in the VA: (1) an Office of Energy Management; and (2) the Advisory Committee on Energy Management and Sustainability. Authorizes an increase in the dollar limit of VA grants for: (1) adaptive housing to encourage the use of high-efficiency systems and products or other energy-use reduction items; and (2) adaptive vehicles to encourage the purchase of alternative fuel vehicles. Directs the Secretary and the Secretary of Energy to enter into a memorandum of understanding to improve and facilitate the use of expertise of the national laboratories to evaluate energy- and water-efficient technologies for use by the VA. Authorizes the Secretary to carry out a pilot program to sell economic incentives that reduce the emission of air pollutants attributable to a VA facility. Directs the Secretary or any other VA official required by law to submit a report to Congress to submit a copy of the report in an electronic format.

Expresses commitment to the welfare and survival of Israel as a Jewish and democratic state with secure borders and recognizes its right to act in self-defense. Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel's right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and dismantle its terrorist infrastructure. Encourages the Administration to work to support a sustainable cease-fire in Gaza that prevents Hamas from retaining or rebuilding its terrorist infrastructure. States that the lives of innocent civilians must be protected to the maximum extent possible. Calls on all nations to: (1) condemn Hamas for embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields while simultaneously targeting Israeli civilians; and (2) lay blame for the breaking of the calm and for subsequent civilian casualties on Hamas. Supports efforts to diminish the influence of extremists in the Palestinian territories. Calls: (1) on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt; and (2) for the release of the kidnaped Israeli soldier Gilad Shalit. Reiterates support for a two-state resolution of the Israeli-Palestinian conflict through negotiations between Israel and the Palestinian Authority.
