Veterans' Compensation Cost-of-Living Adjustment Act of 2008 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2008, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Roth TSP Act of 2008 - Requires the Executive Director of the Federal Retirement Thrift Investment Board to provide for the inclusion in the Thrift Savings Plan of a qualified Roth contribution program (a program under which an employee may elect to make designated Roth contributions in lieu of elective deferrals under the retirement plan).

Expresses support for: (1) designation of a National Autism Awareness Month; and (2) devoting new resources to researching the root causes of autism, identifying the best methods of early intervention and treatment, expanding programs for individuals with autism, and promoting understanding of their special needs. Commends parents and relatives for providing for the special needs of children with autism. Stresses the need to begin early intervention services. Recognizes: (1) the shortage of appropriately trained teachers to teach, assist, and respond to special needs students; and (2) the importance of worker training programs tailored to the needs of developmentally disabled persons.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Spina Bifida Health Care Program Expansion Act - Requires the Secretary of Veterans Affairs to provide comprehensive health care coverage through the Department of Veterans Affairs (VA) for a child of a Vietnam veteran who is suffering from spina bifida. (Current law requires the Secretary to provide such child such health care as the Secretary determines is needed by the child for the spina bifida or any disability that is associated with such condition.) Includes domiciliary care as part of such comprehensive coverage.

Encourages each person over the age of 18 to prepare an advance directive to assist his or her loved ones, health care providers, and others as they honor his or her wishes. Splash and Dash Correction Act of 2008 - Amends the Internal Revenue Code to disallow income and excise tax credits for alcohol and biodiesel used as fuel and other alternative fuels or mixtures unless such fuels are produced in or imported into the United States for consumption.

Veterans Education Improvement Act of 2008 - Amends the Montgomery GI Bill educational assistance program for veterans to: (1) increase the rates of basic educational assistance and the time limit for entitlement to and use of such assistance; (2) provide a stipend for individuals using such assistance to pursue a program of education at an institution of higher learning; (3) extend the period for the collection of a fee for the use of such assistance; (4) authorize the use of such assistance for business courses and seminars, courses taken to prepare for licensing or certification tests, and the repayment of federal student loans; (5) allow for withdrawal of the election not to enroll in the program; (6) state that such assistance shall not reduce eligibility for other financial aid; (7) extend the increase in benefits for certain individuals pursuing apprenticeships or on-job training; (8) modify the amount for reimbursement of state and local agencies administering veterans' education benefits; (9) provide educational assistance for veterans discharged under a general discharge; (10) increase the reporting fee payable to educational institutions that enroll veterans receiving assistance; (11) provide additional areas of work-study for veterans; (12) require a five-year pilot program for on-campus work-study positions; (13) increase the number of employees in the Education Service of the Department of Veterans Affairs (VA); (14) require an action plan for upgrading VA information technology used in the administration of educational benefits; and (15) modify the advance payment of initial educational assistance or subsistence allowance.

Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting any federal agency from entering into a contract for procurement of an alternative or synthetic fuel for any mobility-related use, other than for research or testing, unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel must be less than or equal to such emissions from the equivalent conventional fuel.

Protecting the Second Amendment and Hunting Rights on Federal Lands Act of 2008 - Prohibits any federal regulation from restricting any individual from possessing or carrying a firearm or ammunition, if such restriction is based, in whole or in part, upon the fact that the individual is in a unit of the National Park System or the Wildlife Refuge System. Sets forth provisions with regard to allowing hunting activities on federal lands. Requires an agency with jurisdiction over any federal land, when developing or considering approval of a management plan, to ensure that hunting activities are allowed as a use of such land to the extent that such use is not clearly incompatible with the purposes for which the federal land is managed.

Pathway for Biosimilars Act - Amends the Public Health Service Act to allow a person to submit an application for licensure of a biological product based on its similarity to a licensed biological product (the reference product). Requires the Secretary of Health and Human Services to approve the application if: (1) the biological product is biosimilar to the reference product with respect to each condition of use for which the reference product is approved; and (2) the applicant consents to the inspection of the facility that is the subject of the application. Sets forth requirements for a determination by the Secretary that a biological product is interchangeable with a reference product. Prohibits a biological product from being evaluated against more than one reference product. Prohibits licensure under this Act of a biological product containing specified agents or toxins. Prohibits the Secretary from making approval of an application under this Act effective until 12 yeas after the date on which the reference product was first licensed. Provides for confidentiality of information received pursuant to this Act. Sets forth provisions governing patent infringement actions related to this Act. Deems as patent infringement the submission of a statement under this Act by the applicant setting forth reasons why the making, use, or sale of the biosimilar product would not infringe the patent, or why the patent is invalid or unenforceable, if the purpose of such submission is to obtain approval to engage in the commercial manufacture, use, or sale before the expiration of such patent.

Veteran Claims Backlog Reduction Act of 2008 - Requires that, in order to be recognized as an agent or attorney of a veteran in the preparation, presentation, and prosecution of veterans' benefit claims, an individual must certify to the Secretary of Veterans Affairs that he or she will assist the Secretary with the Secretary's duties to notify claimants of required claim information and evidence and to assist claimants in obtaining evidence. Directs the Secretary to establish a training program to provide training to individuals recognized as veterans' agents, attorneys, or representatives. Requires a claim certified as fully developed and submitted by a veteran and a recognized agent, attorney, or representative who is a training graduate to be considered as fully developed and evaluated on the evidence provided. Directs the Secretary to: (1) at least once every fiscal year, conduct a quality control assessment of 1% of the ratings specialists and veterans service representatives employed by the Veterans Benefits Administration (VBA) of the Department of Veterans Affairs (VA); (2) carry out a pilot program to develop and maintain a system for processing disability compensation claims using rules-based technology; (3) treat a veteran's beneficiary as a veteran claimant for incomplete claims as of the veteran's death; (4) evaluate training and assessment programs for VBA employees; (5) allow for the electronic monitoring of a veteran's claim status; and (6) carry out a pilot program allowing a veteran to submit a claim to any VA regional office. Establishes in the VA an Executive Management Fellowship Program to provide private sector claims processing training and experience for VBA employees.

Veterans Mortgage Stimulus Clarification Act of 2008 - Amends the Economic Stimulus Act of 2008 to provide a temporary increase, during the period beginning February 13, 2008, and ending on December 31, 2008, in the maximum veterans' loan guaranty amount for housing loans guaranteed by the Department of Veterans Affairs (VA).

Federal Land Asset Inventory Reform Act of 2008 - Directs the Secretary of the Interior to develop a multipurpose cadastre of federal real property (an inventory of real property of the federal government) to assist with federal land management, resource conservation, environmental protection, and use of real property. Authorizes the Secretary to enter into cost-sharing agreements with states to include any non-federal lands in a state in such cadastre. Limits the federal share of any such agreement to 50% of the total cost to a state for the development of the cadastre of the non-federal lands in the state. Requires the Secretary to submit a report on: (1) existing real property inventories or any components of any cadastre; (2) consolidation of inventories and components; (3) the use of existing inventories and components of any cadastre; (4) the cost savings that will be achieved; and (4) recommendations for legislation.

Noble Warrior Act - Amends federal armed forces provisions to add new provisions concerning the retirement for disability of members of the Armed Forces (members) following the implementation of an enhanced Department of Veterans Affairs (VA) disability compensation system (implemented under this Act). Authorizes the Secretary of Defense to continue after discharge or separation from active duty respite care and aid and other extended care benefits for members who incur a serious injury or illness while serving on such duty. Directs the Secretary of Veterans Affairs (Secretary) to conduct a study to determine the appropriate: (1) amount of compensation for service-connected disability payable to veterans for each assigned rating of disability; and (2) amounts and duration of transition payments and rehabilitation transition allowances payable to veterans participating in a rehabilitation program. Requires the Secretary to conduct a study on measures to assist and encourage veterans in the completion of their vocational rehabilitation plans. Directs the Secretary to submit to Congress a proposal on the purposes and amounts of veterans' disability compensation and veterans' transition benefits. Provides for congressional consideration (by way of a joint resolution) of such proposal. Makes the effective date of implementation of the enhanced VA disability compensation system the date on which the authority of Congress to disapprove the Secretary's proposal expires, as long as Congress does not disapprove the proposal before such date. Revises the current VA schedule of disability ratings to take into account losses of earning capacity and quality of life as a result of the disability. Provides revised compensation and transition payments in connection with service-connected disabilities. Allows a retired veteran entitled to compensation for a service-connected disability to elect to provide a monthly supplemental survivor benefit to the veteran's surviving spouse and/or children. Authorizes such election by veterans: (1) at the time of award of the disability compensation; (2) not married at the time of award of the compensation who later marry; and (3) married at the time of award of the compensation who later remarry. Allows a veteran to revoke the election of a benefit to a surviving spouse. Provides for the receipt of such benefit on the first day of the first month after the veteran dies. Requires the: (1) reduction of disability compensation due to the election of the supplemental survivor benefit; and (2) offset of the supplemental survivor benefit by the amount of dependency and indemnity compensation received.

Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 or FISA Amendments Act of 2008 - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to authorize the Attorney General (AG) and Director of National Intelligence (DNI) to jointly authorize, for periods up to one year, the targeting (electronic surveillance) of persons located outside the United States in order to acquire foreign intelligence information, under specified limitations and requirements. Authorizes the AG and DNI to direct an electronic communication service provider to: (1) immediately provide the government with all information, facilities, and assistance necessary to accomplish an acquisition of communications; and (2) maintain under security procedures any records concerning such acquisition. Requires the AG and DNI, at least every six months, to: (1) assess compliance with required targeting and minimization procedures; and (2) submit assessment results to the Foreign Intelligence Surveillance Court (Court) and the congressional intelligence committees. States that FISA and the procedures of chapters 119 (Wire and Electronic Communications Interception and Interception of Oral Communications), 121 (Stored Wire and Electronic Communications and Transactional Records Access), and 206 (Pen Registers and Trap and Trace Devices) of the federal criminal code shall be the exclusive means by which electronic surveillance and the interception of domestic wire, oral, or electronic communications may be conducted. Allows the AG to authorize the emergency employment of electronic surveillance if the AG, among other things: (1) determines that an emergency exists; (2) informs a Court judge of such determination; and (3) applies for a Court order authorizing such surveillance. Requires the AG, after authorizing the installation and use of a pen register or trap and trace device on an emergency basis, to apply to the Court for an authorization order within seven days (current law requires 48 hours) after the emergency installation and use. Authorizes the Court to sit en banc when: (1) necessary to secure or maintain uniformity of Court decisions; or (2) the proceeding involves a question of exceptional importance. Authorizes the acquisition of foreign intelligence information in order to prevent the international proliferation of weapons of mass destruction. Prohibits: (1) civil actions against a communication service provider, or individual other than such a provider, furnishing surveillance assistance requested from an element of the intelligence community; and (2) a state from conducting investigations, imposing sanctions, or commencing or maintaining a civil action or other proceeding against a provider furnishing requested assistance.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Extension Act of 2007, with respect to Medicare payments for physicians' services through 2009. Revises the update to the single conversion factor in the formula for determination of such payments to make it: (1) 1% for the period between July 1, 2008, and December 31, 2008; and (2) 1.8% for all of 2009.

Ronald Reagan Centennial Commission Act - Establishes the Ronald Reagan Centennial Commission to: (1) plan and carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; (2) provide assistance to federal, state, and local governmental agencies and civic groups to carry out such activities; and (3) study other federal activities to honor Ronald Reagan, including the issuance of a postal stamp, the issuance of a $1 coin for one year, and the convening of a joint session of Congress.

Transfers the rescinded amounts to the Operation and Maintenance, Marine Corps account of the Department of Defense (DOD) for FY2008, to be used for recruiting.

Condemns the glorification of terrorism and the continuing anti-Israel and anti-Semitic rhetoric at the United Nations. Calls on the Secretary General of the United Nations and the Secretary of State to take actions against such activities and hold responsible officials and member states for such statements. Calls on the President to use U.S. influence to prevent the use of the U.N. budget to support the planned 2009 Durban Review Conference and to withhold a proportional amount of U.S. contributions to the United Nations should the Durban Review Conference proceed as planned.

National Guardsmen and Reservists Parity for Patriots Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to back-date to September 11, 2001, the period of active duty or performed active service, in support of a contingency operation or in other emergency situations, for which members of Ready Reserve components of the armed forces shall receive credit in determining eligibility for early receipt of non-regular service retired pay.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2007 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) inspections, examinations, or investigations of possible firearms violations. Prohibits ATF from disclosing information on firearms purchasers other than to a court, law enforcement agency, or prosecutor. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Requires any state agency that stores or keeps explosive materials to report to the Attorney General on the location and amount of such materials. Allows the transfer and possession of machineguns for use by federal security contractors. Prohibits taxes or user fees for background checks under the Brady Handgun Violence Prevention Act. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Restricts the disclosure of information in the ATF firearms trace system database. Increases penalties for possession of firearms by felons with prior convictions of a crime of violence or a serious drug offense.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Department of Veterans Affairs Loan Guaranty Cost Reduction Act of 2007 - Increases the maximum guarantee amount regarding home purchase or construction loans to certain veterans. Permits guaranteeing certain refinancing loans for 100% (currently, 90%) of reasonable value Modifies requirements regarding the fees veterans pay for the loan guarantees. Sets the maximum guarantee amount if the dwelling is determined by the Secretary of Veterans Affairs to be affordable housing and the veteran is the first owner-occupant. Allows amounts deposited in the existing Veterans Housing Benefit Program Fund that are not used for loan guarantees to be used to reduce loan closing costs.

United States Olympic Committee Paralympic Program Act of 2007 - Authorizes the Secretary of Veterans Affairs to make a grant to the U.S. Olympic Committee (USOC) to plan, develop, manage, and implement the Paralympic Program for veterans and members of the Armed Forces. Directs the USOC to use a grant to recruit, support, encourage, schedule, facilitate, supervise, and implement paralympic instruction and competition activities, training and technical assistance, and coordination and program development activities for veterans and members of the Armed Forces with physical disabilities. Sets forth outreach, coordination, application, and memorandum of understanding requirements.

Prevention of Unsafe Licensing Act - Amends the REAL ID Act of 2005 to prohibit a state from issuing a driver's license or identification document to a person unless the state has satisfied certain citizenship or lawful immigration status verification requirements.

Requires the Secretary of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highways funds for FY2010 and thereafter if driver licenses or personal identification cards issued by the state do not meet with certain minimum federal standards to be accepted by a federal agency.

Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2008 - Appropriates funds for FY2008 for the Department of Defense (DOD) for: (1) military construction for the Army, Navy and Marine Corps, and Air Force (military departments), DOD, the Army and Air National Guard, and the Army, Navy, and Air Force reserves; (2) the North Atlantic Treaty Organization (NATO) Security Investment Program; (3) family housing construction and related operation and maintenance for the military departments and DOD; (4) the Department of Defense Family Housing Improvement Fund; (5) DOD chemical demilitarization construction; and (6) the Department of Defense Base Closure Accounts of 1990 and 2005. Appropriates funds for the Department of Veterans Affairs (VA) for: (1) the Veterans Benefits Administration; (2) readjustment benefits; (3) veterans insurance and indemnities; (4) the Veterans Housing Benefit Program Fund; (5) the Vocational Rehabilitation Loans Program; (6) the Native American Veteran Housing Loan Program; (7) guaranteed transitional housing loans for homeless veterans; (8) the Veterans Health Administration; (9) the National Cemetery Administration; (10) the Office of Inspector General; (11) construction for major and minor projects; and (12) grants for the construction of extended care facilities and veterans cemeteries. Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill, joint resolution, or conference report, containing appropriations within the jurisdiction of the Subcommittee on Military Quality of Life and Veterans Affairs, and Related Agencies of the Committee on Appropriations if such measure also contains appropriations within the jurisdiction of any other subcommittee of that Committee. (Thus requires that general appropriations for military construction and veterans' affairs be considered as stand-alone measures.) Exempts from such requirement any measure making supplemental appropriations or continuing appropriations for up to 60 days.

Declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over-the-air, or on any business for such public performance of sound recordings.

Veterans Emergency Care Fairness Act of 2007 - Requires (current law authorizes) the Secretary of Veterans Affairs to reimburse certain veterans without a service-connected disability enrolled as active participants of the Department of Veterans Affairs (VA) health care plan for the cost of emergency treatment received in a non-VA facility until such time as such veterans are transferred to a VA facility. Requires (current law authorizes) the Secretary to reimburse certain veterans with a service-connected disability or a non-service-connected disability associated with or aggravating a service-connected disability for the value of emergency treatment for which such veterans have made payment from sources other than the VA.

Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.
