Opportunity To Address College Hunger Act This bill requires institutions of higher education (IHEs) that receive grants to operate work-study programs to notify a student receiving work-study assistance that the student may be eligible for participation in the Supplemental Nutrition Assistance Program (SNAP). The Department of Education must provide guidance to states and IHEs on how to identify and communicate with students who are potentially eligible for SNAP.

Retired Pay Restoration Act This bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. Under current law, only individuals with service-connected disabilities rated at 50% or more receive both without offset. Individuals who were retired or separated after at least 20 years of military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Banning Oil Exports to Foreign Adversaries Act This bill requires the Department of Energy (DOE) to prohibit the export or sale of petroleum products (e.g., crude oil) from the Strategic Petroleum Reserve to (1) China, North Korea, Russia, and Iran; (2) any other country the government of which is subject to sanctions imposed by the United States; and (3) any entity owned, controlled, or influenced by such countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if the export or sale of petroleum products is in the national security interests of the United States.

This resolution condemns all acts of political violence, as well as attacks on health care facilities, health care personnel, and patients. The resolution also states that all people have the freedom to access reproductive health care services and medical advice without fear of violence, intimidation, or harassment. Finally, the resolution calls on the Biden Administration to use all appropriate authorities to uphold public safety, protect health care facilities, and safeguard health care personnel and patients.

Gerald's Law Act This bill requires the Department of Veterans Affairs (VA) to provide a burial and funeral allowance for a veteran who dies in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care).

Social Security Fairness Act of 2023 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2023.

Expediting Temporary Ratings for Veterans Act This bill requires the Department of Veterans Affairs (VA) to modify its information technology systems to provide for the automatic processing of claims for temporary disability ratings for specified veterans (i.e., those who have a service-connected disability that requires hospital treatment or observation for a period in excess of 21 days). In providing for the automatic processing of claims, the VA must ensure that (1) medical evidence is obtained from its corporate data warehouse, (2) VA employees continue to determine eligibility for a temporary disability rating for the specified veterans, and (3) claims may be processed manually if the evidence of record is not sufficient to decide the claim or if the medical evidence is provided in an incompatible format.

VA Same-Day Scheduling Act of 2023 This bill requires the Department of Veterans Affairs (VA) to ensure that when a veteran enrolled in the VA health care system contacts the VA by telephone to schedule an appointment for care or services at a VA facility, the scheduling for the appointment occurs during that telephone call.

Washington, D.C. Admission Act This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States. The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress. Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election. The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities. Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections). The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.
