Provides under title XVIII (Medicare) of the Social Security Act that supplementary medical insurance covers durable medical equipment used in the patient's home which is furnished on a lease-purchase basis. Directs the Secretary of Health, Education, and Welfare to encourage suppliers of durable medical equipment to make such equipment available on a lease- purchase basis.

National Nutrition Education Act - Declares that it is the purpose of this Act to encourage the provisions of nutrition education programs in the classroom and lunchrooms of elementary and secondary schools by establishing a system of grants for teacher training, pilot and demonstration projects, and the development of comprehensive nutrition education programs. Directs the Commissioner of Education to make grants to State education agencies and institutions of higher education for teacher training with respect to the provision of nutrition education programs in schools. Authorizes specified appropriations for such grants for fiscal years 1976, 1977, and 1978. Authorizes the Commissioner to make grants to State and local education agencies, institutions of higher education, and other public or private nonprofit education or research agencies, institutions, or organizations to pay the cost of pilot demonstration projects in elementary and secondary schools with respect to nutrition education and nutrition-related problems. Authorizes special appropriations for such grants for fiscal years 1976, 1977, and 1978. Authorizes the Commissioner to make grants to State education agencies to pay the Federal share of the cost of developing and carrying out nutrition education programs in elementary and secondary schools within each State. Authorizes specified appropriations for such grants for fiscal years 1976, 1977 and 1978. Sets forth application requirements for the grants authorized to be made by this Act. Establishes within the Office of Education of the Department of Health, Education, and Welfare a National Nutrition Education Resource Center. Makes it the function of the Center to provide training and information relating to nutrition education. Authorizes to be appropriated such sums as may be necessary for the center not to exceed $2,000,000 in any fiscal year.

Industrial Energy Conservation Act - States that the energy needs of United States industry are increasing consistently, although energy resources are limited, and that the conservation of energy is therefore necessary. Declares that rapid development and cost-effectiveness demonstrations, and widespread application by industry, of energy-efficient technologies can be facilitated by Federal financial assistance in the form of research, development, and demonstration projects and through incentives to companies that invest in such technologies. States that it is the purpose of this Act to stimulate the development of energy-efficient technologies in American industry. Defines terms used in this Act. Directs the Administrator of the Energy Research and Development Administration to establish and maintain a program for research, development and demonstration of energy conserving industrial technologies, including: (1) basic and applied research under the control of the Administrator; (2) the development by the Administrator or private persons of prototypes or demonstration models of energy conserving technologies; and (3) the making of grants to private organizations to facilitate the incorporation of such technologies into commercial operating industrial plants, such projects to be used as demonstrations for other industrial facilities. Sets forth priorities to be observed by the Administrator in determining the recipients of grants under this Act. Authorizes the Administrator to make loans and loan guarantees for the purchase, construction, operation or maintenance of energy-efficient equipment or facilities. Enumerates priorities to be observed in making or guaranteeing such loans, including: (1) the extent to which a loan recipient is located within a depressed industrial area, and will contribute to the economic recovery of such area; (2) the extent to which such loan or guarantee will foster the widespread adoption of energy conservant technology; (3) the extent to which modernization, rather than replacement, of existing equipment will contribute to the purposes of this Act; and (4) the extent to which small businesses will be able to participate in the benefits resulting from this Act. Sets forth regulations governing the administration of loans and guarantees made pursuant to this Act. Requires that at least 60 percent of the funds available for loans and guarantees be allocated to recipients in depressed industrial areas. Sets forth additional regulations pertaining only to loan guarantees made pursuant to this Act. Limits the outstanding indebtedness guaranteed under this Act to $500,000,000 at any one time. States that no guarantee shall be made under this Act after September 30, 1977. Authorizes appropriations to carry out the purposes of this Act.

World War I Pension Act - Directs the Administrator of the Veterans Administration to pay to each veteran of World War I, who meets the service requirements of this Act, or his widow, a pension at the monthly rate of $150. Defines the terms "veteran" and "World War I". States that the pension under this Act shall be paid to a veteran or his widow without regard to his or her annual income, if solely derived from the payments of social security benefits, railroad retirement benefits, or pensions. Sets forth specified minimum service requirements for a veteran to be eligible for a pension under this Act. Stipulates that a widow must have been married to the veteran for not less than ten years at the time of his death.

Provides under title XVI of the Social Security Act (Supplemental Security Income Benefits) that support and maintenance furnished in cash or kind to an eligible individual by members of his or her immediate family shall be disregarded (and shall not serve to reduce his or her supplemental security income benefits) to the extent that it does not exceed $250 a month.

Franchising Practices Reform Act - Requires a franchisor to notify a franchisee at least ninety days in advance of the franchisor's intention to terminate the franchise, and the franchisor's reasons for terminating. Prohibits a franchisor from cancelling a franchise unless the franchisor has acted in bad faith, or has violated a material requirement of the franchise, or the franchisor is effecting a market area withdrawal. Prohibits a franchisor from failing to renew a franchise except for the reasons stated above, or the franchisor has a legitmate business reason for failing to renew. Makes any franchisor that has violated the requirements of this Act civilly liable to the aggrieved franchisee.

Emergency Housing Act - Title I: Stimulation of Housing Construction - Emergency Home Purchase Assistance Amendments - States that mortgages purchased by the Government National Mortgage Association under the Emergency Home Purchase Assistance Act may not have an interest rate in excess of 7 1/2 percent. Increases the total amount of mortgage purchases and commitments which may be made by the Secretary of Housing and Urban Development under such Act to $10,000,000,000. Requires that at least 80 percent of such funds be used to purchase mortgages having original principal obligations not exceeding $36,000. Authorizes the Secretary to purchase specified mortgages of multifamily residences not purchasable under present law. Title II: Emergency Mortgage Relief - Emergency Homeowners' Relief Act - States it to be the purpose of this Act to prevent widespread mortgage foreclosure and distress sale of homes resulting from temporary loss of employment and income through a program of emergency loans and advances and mortgage relief payments to homeowners. Sets forth as conditions for the extension of assistance under this Act: (1) that the holder of the mortgage has indicated his intention to foreclose to the mortgagor; (2) that mortgage payments have been delinquent for at last three months; (3) that adverse economic conditions have caused the mortgagor to become involuntarily unemployed or underemployed and to have incurred a substantial reduction in income as a result; (4) that there is a reasonable prospect that the mortgagor will be able to make the adjustments necessary for a full resumption of mortgage payments; and (5) that the mortgaged property is the principal residence of the mortgagor. States that assistance provided under this Act will be in the form of either: (1) emergency mortgage relief loans or advances of credit; or (2) emergency mortgage relief payments. Sets the limits of such payments at $250 per month for up to 12 months with one 12-month extension available. Provides that payments be repaid on such terms as the Secretary prescribes. Authorizes the Secretary to insure financial institutions against losses which they might sustain as a result of emergency loans or advances of credit made pursuant to this Act. States that the aggregate amount of loans and advances insured shall not exceed $1,500,000 at any one time. Authorizes the Secretary to make emergency mortgage relief payments to certain mortgagees on behalf of distressed homeowners. Establishes the Emergency Homeowners' Relief Fund on the books of the United States Treasury for making mortgage relief loans and payments pursuant to this Act. Authorizes to be appropriated such sums as may be necessary for the purposes of this Act. Directs the Secretary and the Federal supervisory agencies with respect to financial institutions to take steps to encourage forebearance in residential mortgage loan foreclosures, and to request all mortgagees to give such agencies at least 30 days notice prior to instituting foreclosure proceedings. Directs the Secretary to report to Congress within 60 days after enactment and at 60-day intervals thereafter on the actions taken under this Act. Authorizes the Federal Deposit Insurance Corporation to make such advances to any insured bank as the Corporation determines to be necessary to facilitate participation in the program authorized by this title.

National Health Education and Disease Prevention Act - Title I: Health Information, Education, and Promotion - National Health Information, Education, and Promotion Act - Directs the Secretary of Health, Education, and Welfare to formulate under the Public Health Service Act national goals, and a strategy to achieve such goals, with respect to health information, education, and promotion, preventive health services, and education in the appropriate use of medical care. Directs the Secretary to undertake research and demonstration projects, and training programs, to achieve such goals. Authorizes the Secretary to make recommendations to the Congress and to reorganize and coordinate health information, education, and promotion, preventive health services, and education in the appropriate use of medical care. Provides that no payment may be made under the Medicaid program of the Social Security Act unless the recipients provide health education in a form and a manner which meets the standards developed under this Act. Directs the Secretary to report annually to the Congress on the status of health information, education, and preventive health services. Establishes in the Department of Health, Education, and Welfare the National Institute for Health Information, Education, and Promotion to be headed by a Director. Authorizes to be appropriated a total of $150,000,000 for fiscal years 1976, 1977, and 1978 to the Institute for research programs, community programs, and information programs designed to carry out the purposes of this Act. Establishes the National Council on Health Information, Education, and Promotion and specifies the membership of the Council. Directs the Council to provide advice and recommendations for the consideration of the Secretary on matters of general policy with respect to the functions of the Institute. Title II: Disease Prevention and Control - Disease Prevention and Control Amendments. Authorizes to be appropriated $120,000,000 in total for fiscal years 1976, 1977, and 1978 for grants to States and public and nonprofit private entities to assist them in meeting the costs of disease prevention and control programs (including administrative costs and the costs of demonstrations and evaluations of such programs). Directs the Secretary to develop a program under which personnel, equipment, medical supplies, and other resources of the Public Health Service may be used to effectively control epidemics of any disease. Title III: Miscellaneous Amendment - Makes technical and conforming amendments to the Public Health Service Act.

Veterans' Administration Physicians and Dentists Comparability Pay Act - Provides increases in pay for physicians and dentists employed full time by the Department of Medicine and Surgery of the Veterans' Administration. Establishes special pay for such physicians and dentists to maximum annual amounts of $5,000 and $2,500, respectively. Establishes a schedule of incentive pay in amounts up to $8,500 for physicians, and $4,250 for dentists, annually. Directs the Comptroller General of the United States to report to Congress by August 31, 1976, on investigations and evaluations: (1) of the problems facing Federal departments and agencies, including the uniformed services, in recruiting and retaining qualified physicians and dentists; (2) of the extent to which a uniform system of pay, allowances, and benefits would alleviate or solve such problems; and (3) of other appropriate solutions. Directs the Comptroller General to develop alternative courses of action to solve such recruitment and retention problems. (Amends 38 U.S.C. 4107; 4114 (a) (2))

Provides that no veteran may be denied care or treatment at non-Veteran's Administration Hospitals under the CHAMPUS program for any service-connected disability solely because care or treatment for such disability is available at Veterans' Administration medical facilities. Expresses the sense of Congress that the Secretary of Defense, in administering Public Law 94-11 which appropriates foreign assistance for fiscal year 1975, include in the $300,000,000 foreign military credit sales appropriated to assist the State of Israel, F-15 fighter planes, electronic countermeasures, and other sophisticated weapons necessary to insure the continued viability of Israel.

Revises the statement of purpose of the Drug Abuse Office and Treatment Act to include the reduction of the social and personal costs of drug abuse, and the assurance of the implementation of a program to combat drug abuse as objectives of that Act. Extends the existence of the Special Action Office for Drug Abuse Prevention for one year, until June 30, 1976. Renames the "Special Action Office for Drug Abuse Prevention" the "Office of Drug Abuse Policy. Reduces the number of employees of the Office. Authorizes the appropriation of funds to carry out specified provisions of the Drug Abuse Office and Treatment Act. Revises the provisions regulating the Special Fund administered by the Office. Authorizes the Director to make grants to private entities (other than Federal departments and agencies). Authorizes appropriations for fiscal years 1976, 1977, and 1978 for the purpose of making grants for the development of nonaddictive, synthetic replacements of opium drugs for medical use and in the treatment of heroin addiction. Requires the Director of the Office to provide for a central clearinghouse for drug abuse information and assistance requested from the Federal Government. Authorizes the Director, in providing clearinghouse services, to provide technical assistance, to convene conferences, and to draft and make available to State and local governments, model legislation with respect to drug abuse prevention. Revises the membership of the National Advisory Council for Drug Abuse Prevention. Includes on that council members from the fields of medicine, education, science, and social sciences and two former drug addicts or drug abusers. Adds to the functions of the Council as stated in the Act the requirement to advise the Secretary of Health, Education, and Welfare concerning matters relating to the activities and functions of the Secretary in the field of drug abuse. Directs the Administrator of Veterans' Affairs, through the Chief Medical Director, to prevent discrimination in admission or treatment of any veteran suffering from drug abuse or dependence because of such abuse or dependence. Authorizes the appropriation of funds for fiscal years 1975 through 1978 for the purpose of making grants to States pursuant to such Act. Authorizes the inclusion of provisions relating to alcoholism or mental health in State plans for more effective drug abuse prevention which are submitted to the Secretary pursuant to an application for a grant under such Act. Authorizes the appropriation of funds for fiscal years 1975 through 1978 for the purpose of making grants to public and private nonprofit organizations pursuant to such Act. Provides for the transfer of the functions, powers, and duties of the Director of the Office of Drug Abuse Policy to the National Institute on Drug Abuse on July 1, 1976.

Title I: Revision of National Heart and Lung Institute Programs - Authorizes research and training in the use of blood products and the management of blood resources under the National Heart and Lung Institute programs. Authorizes the use of funds under such programs for the prevention and control of blood diseases. Title II: National Research Service Awards - Makes such awards available under Federal programs and extends the authorization for them through fiscal year 1977. Title III: Disclosure of Research Information - Provides that, subject to specified exceptions, the Secretary of Health, Education, and Welfare may not disclose any information contained in a research proposal, research hypothesis, or research design obtained by him in connection with an application or proposal for a grant, fellowship, or contract under the Public Health Service Act. Title IV: Genetic Diseases - Establishes a national program of project grants and contracts to provide for basic and applied research, research training, testing, counseling, information, and education programs with respect to genetic diseases, including sickle cell anemia, Cooley's anemia, and Tay-Sachs disease. Title V: Miscellaneous - Makes technical and conforming amendments to the Public Health Service Act.

Declares it to be the policy of the United States and the purposes of this Act to make State and local government budget-related actions more consistent with Federal government efforts to stimulate national economic recovery; to enhance the stimulative effect of a Federal government income tax reduction; and to enhance the job-creation impact of Federal govenment public service employment programs. Directs the Secretary of the Treasury to make emergency support grants to States and to local governments to coordinate budget-related actions by such governments with Federal government efforts to stimulate economic recovery. Authorizes to be appropriated for the purpose of making such grants $500,000,000, plus such additional sums as are warranted according to the formula set forth in this Act for the twelve calendar quarters following any calender quarter during which the seasonally adjusted national unemployment exceeds six percent. States that no appropriations are authorized for grants for any calender quarter if the national unemployment rate did not exceed six percent during the most recent calendar quarter which ended three months before the beginning of such calendar quarter. Provides that the Secretary of the Treasury shall reserve one-third of the authorized funds for distribution to State governments and two-thirds of such funds to local governments. Directs the allocation of assistance to State governments. States that State allocations would be made two-thirds on the basis of unemployment and one-third on the basis of its adjusted taxes. States that in each case, the particular State's unemployment (in numbers) and its taxes raised would be compared to national totals with the unemployment percentage weighted double. Provides for allocations to local governments which would be made according to the same formula as for State governments: two parts unemployment and one part adjusted taxes raised. States that the Secretary shall allocate funds for the purpose of making emergency support grants to each identifiable local government. Specifies that grants under this program should be used for the maintenance of basic services ordinarily provided by the State and local governments and that State and local governments shall not use funds received under this Act for the acquisition of supplies and materials or for construction unless essential to maintian basic services. Establishes an application procedure for State governments and identifiable local governments eligible to receive assistance. Requires that each application shall: (1) include the applying government's program for maintenance, to the extent practicable, of levels of employment and basic services that it customarily provides; (2) in the case of a State government, provide assurance that it will not reduce the total amount of financial assistance, in dollars, which it provides to local governments within its boundaries; (3) provide that necessary fiscal control and fund accounting procedures will be established to assure proper disbursal, and accounting for Federal funds paid to State and local governments under this Act; (4) provide that reasonable reports will be furnished as the Secretary of Treasury may require and that the Secretary of Treasury has access to the records he needs to verify those reports; (5) provide that the nondiscrimination requirements of this legislation will be complied with; (6) provide that the labor standards and wage requirements of this Act will be compiled with; (7) provide that requirements that governments receiving assistance under this Act report tax changes and changes in levels of services provided to the Secretary of the Treasury be complied with; and (8) provide that all funds recived under this Act be expended by the recipient State or local government within 12 months of the time it is received. Provides that applications for payment of funds to other local governments shall be filed by the States. Directs the Secretary of the Treasury to approve any application which meets the requirements of this Act within 30 days and not finally disapprove, in whole or in part, any application for an emergency support grant under this Act without first affording the State or local government reasonable notice and an opportunity for a hearing. Requires that no person shall, on the grounds of race, color, national origin, or sex be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program of activity funded in whole or in part with employment made available under this Act. Provides that in any case where the Secretary of the Treasury makes a finding of discrimination by a State or local government and is unable to to achieve compliance within 30 days, he is specifically authorized to defer payment to the discriminating jurisdiction unless compliance is achieved. Requires that laborers and mechanics employed by contractors on all substantial repair renovation construction programs funded under this Act be paid wages at rates not less than those prevailing on similar projects in the locality as determined by the Secretary of Labor under the Davis-Bacon Act. Directs that each State or local government which receives a grant under this Act shall report to the Secretary, within 30 days, any increase or decrease in any tax which it imposes and substantial reductions in employment levels or in services which that jurisdiction provides. Gives the Secretary of the Treasury the authority to make payments from the funds autnorized under this Act. Allows payments to be made in installments in advance or by way of reimbursement, with necessary adjustments on account of overpayments and underpayments. Provides that no funds be paid to any State or local government under this Act for any calendar quarter if the unemployment rate within that juriddiction during the previous calendar quarter was less than six percent. Requires the Secretary of Treasury to withhold funds from any jurisdiction which fails to comply substantially with any of the provisions set forth in the application it submitted for funds under this Act. States that funds will continue to be withheld until the Secretary of Treasury is satisfied that compliance has been achieved. Requires the Secretary of the Treasury to report as soon as practical after the end of each calendar quarter on the implementation of the program. Authorizes the Secretary of the Treasury, after consultation with the Secretary of Labor, to prescribe such rules as may be necessary to carry out this Act. Provides the Secretary of the Treasury with the authority to use services and facilities of any agency of the Federal Government and of any other public agency or institution in accordance with appropriate agreements and to pay for such services either in advance or by way of reimbursement as may be agreed upon.

Veterans Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases the rates of disability compensation for disabled veterans, depending on the severity of the disability. Provides additional allowances to spouses, children, and dependent parents in all cases where the veteran is rated 50 percent or more disabled. Title II: Survivors Dependency and Indemnity Compensation - Increases the monthly benefits payable to widows and children under the Survivors Dependency and Indemnity Compensation program by 10 percent. Title III: Conversion Under Servicemen's Group Life Insurance - Provides that a member eligible for automatic conversion of Servicemen's Group Life Insurance may elect to convert to an individual commercial policy, or elect to be insured under the Veterans' Group Life Insurance program. Title IV: Effective Dates - Provides that titles I and II shall take effect on the first day of the second calendar month which begins after the date of enactment of this Act. Provides that title III shall take effect on the date of enactment of this Act.

Requires under the Social Security Act the continued application of the 8 1/2 percent nursing salary cost differential which is presently allowed in determining the reasonable cost of inpatient nursing care for purposes of reimbursement to providers under the medicare program.

Foreign Investment Act - Requires notification under the Securities Exchange Act of 1934 by foreign investors of proposed acquisitions of more than 5 percent of the equity securities of United States companies and, if the assets of such company exceed $1,000,000, requires that such notification be given at least 30 days before acquisition. Authorizes the President to prohibit any such acquisition as appropriate for the national security, to further the foreign policy, or to protect the domestic economy of the United States. Requires issuers of registered securities to maintain and file with the Securities and Exchange Commission a list of the names and nationalities of the beneficial owners of their equity securities. Confers on Federal district courts the jurisdiction to enjoin foreign investors, or to enforce compliance by such investors, with respect to the notification provisions of this Act.

Foreign Investors Limitation Act - Restricts persons, under the Securities Exchange Act of 1934, who are not citizens of the United States from acquiring more than 35 percent of the nonvoting securities or more than 5 percent of the voting securities of any issuer whose securities are registered under such Act.

Provides that concerted activities on the part of labor organizations or laborers employed in the construction business shall be unfair labor practices within the meaning of the National Labor Relations Act when directed at any of several employers on a construction site only if such acts would otherwise be unfair labor practices within the meaning of the Act. Requires ten days' notice to be given to the Federal Mediation and Conciliation Service of intent to strike a military installation engaged in specified activities.

Extends the life of the Special Action Office for Drug Abuse Prevention and the National Advisory Council for Drug Abuse Prevention indefinitely. Redesignates such Office as the "Office of Drug Abuse Policy". Reduces the number of assistant Directors of such office from six to two. Authorizes specified appropriations for fiscal years 1976, 1977, and 1978 for purposes of carrying out the provisions of the Drug Abuse Office and Treatment Act of 1972. Provides that at least two former drug addicts or drug abusers shall be members of the National Advisory Council on Drug Abuse Prevention. Prohibits hospitals receiving Federal support from refusing admittance to drug abusers suffering from any medical conditions.

Right to Financial Privacy Act - States that the purposes of this Act are to protect and preserve the confidential relationship between financial institutions and their customers and the constitutional rights of those customers, and promote commerce by prescribing policies and procedures to insure that customers have the same right to protection against unwarranted disclosure of customer records as if the records were in their possession. Prohibits any Federal agency or employee, or any State or local government from obtaining copies of, access to, or the information contained in, the financial records of any customer from a financial institution unless the financial records are described with particularity and: (1) such customer has authorized such disclosure in accordance with this Act; (2) such financial records are disclosed in response to an administrative subpena or summons; (3) such financial records are disclosed in response to a court order; or (4) such financial records are disclosed in response to a judicial subpena. States that no financial institution may provide a Federal agency or employee, or any State or local government, copies of or the information contained in the financial records of any customer except in accordance with the requirements of this Act. Sets forth provisions governing customer authorization, administrative subpenas and summons and judicial subpenas. Provides that the Secretary of the Treasury may not require an institution to maintain any financial records or to transmit any reports relating to customers unless: (1) such records are required for use by a supervisory agency in the supervision of that institution; or (2) such records are required to be maintained by the Internal Revenue Code. Prescribes civil and criminal penalties for violation of the provisions of this Act.

Mortgage Disclosure Act - Requires each financial institution which makes federally related mortgage loans to compile and make available to the public for inspection and copying at each office of that institution specified information concerning real estate loans, and savings accounts. Directs the Federal Reserve Board to prescribe such regulations as may be necessary to carry out the purposes of this Act. Requires the Federal Trade Commission to enforce the requirements imposed under this Act unless such enforcement is specifically charged to some other Government agengy.

Utility Services Stamp Act - Directs the Secretary of Health, Education, and Welfare to establish and administer a utility services stamp program under which, at the request of any State, any eligible household within such State shall be provided with an opportunity to offset a portion of its utility services charges through the issuance to such household of coupons in accordance with its coupon allotment. Sets forth a schedule of benefits relating the number of persons in the household and its taxable income to the allotment of coupons it is eligible to receive. Provides that the State agency designated by the Secretary to administer this program shall certify, under rules prescribed by the Secretary, the eligibility of households for benefits provided by this Act. Provides that any State requesting aid under this Act shall submit a plan to the Secretary for his approval indicating specified procedures and programs to be carried out under such a plan. Directs the Secretary to reimburse each participating State for the costs the State incurs in administering the utility services stamp program. Stipulates that the value of the utility stamp provided to a qualified household under this Act shall not be considered to be income or resources for any purposes under any Federal or State law. States that any landlord who accepts any part of his rental charges in utility service stamps shall be deemed to have agreed to stated conditions regarding increases in rent. Provides criminal penalties for uses of utility stamps not authorized by this Act. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Authorizes the President to call a White House Conference on Long-Term Care in 1976. Directs the Conference to consider methods to : (1) make long-term health care available to those who need it; (2) provide alternatives to nursing home placement; (3) improve the quality of care offered in long-term care facilities; (4) provide for appropriate training of personel; and (5) finance the necessary benefits structure to make long-term care a right of all Americans. Requires that the Conference submit a final report to the President not later than one hundred and twenty days following the date on which the Conference is called. Authorizes the Secretary of Health Education, and Welfare to establish an Advisory Committee to the Conference composed of not more than twenty-eight professionals and public members. Authorizes the appropriation of $500,000 to carry out the provisions of this joint resolution.

Authorizes interest subsidy payments under the National Housing Act to assist nursing homes in repair and renovation in order to comply with Federal standards if the Secretary of Health, Education, and Welfare certifies that such facilities are otherwise in substantial compliance with such standards.

Campuses for the Elderly Act - Authorizes the Secretary of Health, Education, and Welfare to institute a program under which qualified organizations, public and private, will submit plans for the development of carefully conceived and innovative projects to meet the special health care, housing, and related needs of elderly persons in the campus-type setting. Provides that from the plans submitted the Secretary shall select which he determines are most promising in furtherance of the objectives of this Act. Authorizes the Secretary to make, and contract to make, interest subsidy payments to the holder of any mortgage covering a project designed in accordance with a plan selected under this Act. Provides that as a condition for receiving such a subsidy the owner shall operate the project in accordance with such requirements as the Secretary may prescribe. Authorizes to be appropriated such sums as may be necessary to make such payments. Requires an evaluation of such projects not later than two years after their implementation to determine their effectiveness and suitability in meeting the needs of elderly persons. Provides that such evaluation shall be made by a committee consisting of the following members: (1) three members of the Congress to be appointed jointly by the President of the Senate and the Speaker of the House of Represenatives; and (2) six members to be appointed by the Secretary of which three shall be representative of the medical profession and three shall be persons who have had experience in the administration of health-care facilities, both proprietary and nonproprietary. Provides that the Committee shall submit to the Secretary for transmittal to the Congress a report with respect to its findings and recommendations not later than six months after the date on which the committee is fully organized. Authorizes to be appropriated such sums (not to exceed $70,000) as may be necessary to carry out this evaluation.

Elderly Day Care Center Act - Revises title XVIII (Medicare) of the Social Security Act to include "elderly care center" in the definition of "provider of service."

Requires any nursing home, which provides services under State plans approved under title XIX (Medicaid) of the Social Security Act, fully to disclose to the State licensing agency the identity of each person who has any ownership interest in such home or is the owner (in whole or in part) of any mortgage, deed of trust, note, or other obligation secured (in whole or in part) by such home.

Nursing Home Personnel In-Service Training Act - Authorizes the Secretary of Health, Education, and Welfare to make grants, not to exceed $100,000 per grant, to assist public or nonprofit private schools of nursing to meet the costs of developing short-term in-service training programs for nurses aids and orderlies for nursing homes. Provides that such programs shall emphasize the special problems of geriatric patients. Authorizes to be appropriated $1,000,000 for fiscal year 1975, and $1,000,000 for fiscal year 1976, to carry out the purposes of this Act.

Authorizes an experimental program under the Social Security Act to provide for care for elderly individuals in their own homes. Authorizes appropriations of such sums as may be necessary carry out the purposes of this Act for fiscal year 1975 and for each fiscal year thereafter.

National Home Health Care Act - Broadens the coverage of home health services under the supplementary medical insurance (Medicare) program of of the Social Security Act and removes the 100-visit limitation presently applicable to the home health service program. Extends the coverage of posthospital home health services to include payment for items and services which the indiviudal could otherwise obtain in a skilled nursing facility. Requires the inclusion of home health services in a State's medicaid program under the Social Security Act and permits the payment of rent under such program for elderly persons who would otherwise require nursing home care. Provides expanded Federal funding for congregate housing for the displaced and the elderly by increasing the amount available for such housing under the low income housing program. Establishes, in the Department of Health, Education, and Welfare, a home health patient ombudsman, who shall be appointed and provided with adequate staff and facilities by the Secretary. Makes it the duty and responsibility of the ombudsman to monitor specified programs under the Social Security and the various medical assistance programs under the State plans approved pursuant to such Act, and to maintain such oversight of those programs and their operation and administration as may be necessary to: (1) assure that home health patients under such programs are receiving the care to which they are entitled, (2) provide safeguards against over-charging for home health services, (3) identify abuses against home health patients, (4) receive, handle, and expedite complaints by home health patients, (5) recommend to the Secretary any changes in the regulations affecting home health services which may appear necessary or desirable, and (6) take appropriate action (including the transmission of findings to the Attorney General) with respect to abuses and violations of law affecting the provision or receipt of home health services under such programs. Makes the children over 18 of parents receiving nursing and home health care assistance under the medicaid program liable for a specified portion of the expenses of such assistance, depending upon the income of such child. Permits the waiver of such obligation in any case where the State agency determines, in accordance with regulations prescribed by the Secretary, that the imposition of such obligation or the making of such collection would impose undue hardship. Provides that any amount collected from or otherwise paid by any person in satisfaction of any obligation imposed by this section shall constitute a medical expense paid or incurred by such person for purposes of deductions under the Internal Revenue Code ot 1954.

Provides, under the Public Health Service Act, that the Secretary of Health, Education, and Welfare may make grants to and enter into contracts with public or nonprofit private entities for the purposes of developing or operating programs for the training of nurse practicioners with special emphasis on nursing homes and the care of the aged. States that on or before March 1, 1975, after consultation with appropriate educational organizations and professional nursing and medical organizations, the Secretary shall prescribe program guidelines for nurse practicioners. Sets forth minimum guidelines, including a program of classroom instruction and supervised clinical practice aimed toward preparing nurses to deliver primary health care. Authorizes to be appropriated for the purposes of making payments under grants and contracts $5,000,000 for fiscal year 1975 and $7,500,000 for fiscal year 1976.

Title I: Survey And Certification, Ratesetting And Audit, And General Regulation Of Long-Term Care Facilities Under Medicaid Programs - Requires that a State plan for medical assistance must provide that no skilled nursing facility may receive payments under such plan unless and until it is approved to receive payments under title XVIII (Medicare) of the Social Security Act. Provides that such State plan require that the State agency have the power to terminate reimbursement to a skilled nursing or intermediate care facility which violates its provider agreement. Requires such State plan to include that the inspection and medical review shall serve as the basis for determining the overpayment to such facility, and the amount such agency must refund. Requires such State plan to provide that any skilled nursing facility receiving payments under the plan be required to maintain with the State agency a bond to anticipate any and all claims for overpayment. Title II: Medical, Psychological, And Social Assessment Of Patients In Need Of Long-Term Care Under Medicare And Medicaid Programs - Requires that for payment of services furnished and individual under the Medicare and Medicaid programs that a physicain's certification be based on such patient assessment criteria as the Secretary of Health, Education, and Welfare may require. Provides that a State plan msut include a regular program of medical review utilizing such criteria as required by the Secretary of meeting their health care needs through alternative institutional or noninstitutional services.

Authorizes the Secretary of Health, Education, and Welfare to make grants to schools of medicine to train veterans, with appropriate experience as paramedical personnel, to serve as medical assistants in long-term health care facilities. Authorizes appropriations of $2,500,000 for fiscal year 1974 and $5,000,000 for each of the next three fiscal years to carry out the provisions of this Act.

Authorizes the Secretary of Health, Education and Welfare to make grants to assist schools of medicine in the establishment and operation, within such schools, of departments of geriatrics. Stipulates that such grants shall not be made to more than six schools of medicine and the amount of such grants to any school of medicine for any year shall not exceed $500,000. Authorizes to be appropriated for each fiscal year such sums as may be necessary to carry out the provisions of this section.

Authorizes appropriations of $10,000,000 annually commencing with fiscal year 1974 to carry out the provisions of this Act.

Requires that accurate records of the handling of accounts, personal expense moneys, and valuables of patients receiving benefits under the Medicare program of the Social Security Act be maintained; that a receipt be given and recorded for such items; and that they be kept separate from similar items owned by the facility caring for such patients.

Authorizes medicare or medicaid patients individually or as a class to bring suit under the Social Security Act for specific performance, without regard to the $10,000 jurisdictional amount, in Federal district court against a long-term care facility which is in violation of its provider agreement.
