Provides that, where the death of a qualified veteran occurs in a State home, the Administrator of Veterans' Affairs shall pay the actual cost (not to exceed $250) of the burial and funeral, and shall transport the body to the place of burial in the same or any other State.

Veterans' Housing Improvements Act - Increases from $25,000 to $30,000 the maximum amount of assistance available for specially adapted housing for certain disabled veterans. Makes Vietnam era veterans eligible for home, condominium, and mobile home loans, and for automatic 60 percent guaranteed home loans. Increases the amount of a home loan which may be guaranteed by the Veterans' Administration from $17,000 to $25,000. Revises veterans' mobile home and mobile home lot loans provisions with regard to guarantees and removes the restriction against multiple loan entitlements and the requirement that the Veterans' Administration periodically inspect manufacturers and make onsite inspections to ensure compliance with mobile home standards established by the Administration. Provides a formula for determining the maximum amount available for direct veterans' loans for mobile homes and mobile home lots.

Emergency Interim Consumer Product Safety Rule Act - Amends the Consumer Product Safety Act to provide an interim mandatory safety standard for flame resistance and corrosiveness for cellulose insulation. Requires the Consumer Product Safety Commission to enforce such rule in the same manner as any other consumer product safety rule. Requires the Commission to promulgate a final rule if the Commission determines that the interim rule does not adequately protect the public.

Second Careers Act - Title I: Findings and Purposes - Expresses the findings of Congress and states the purposes of this Act, including to establish a second careers program to in part redress the pattern of discrimination against workers over 40 and afford them a suitable employment program. Title II: Second Careers Programs - Directs the Secretary of Labor to administer this Act. Requires any program carried out under this Act to include the following: (1) analysis of the local labor force by comparative age factors; (2) activities to familiarize employers in the area with the availability of the workers in the program, and to obtain commitments from on-job-training and work experience sponsors and other employers in the area, to hire second career participants; (3) the formulation of a second career strategy plan by the Secretary of Labor which will include the steps planners intend to take to solve the problems of workers over 40 in the area; (4) the assessment of the skills and experience of a participant in order to formulate realistic career objectives which will enable a participant to compete successfully in the job market; (5) second career counseling; (6) the establishment of second career objectives for program participants; (7) format training agreements between the participant and program manager; (8) the payment by the Secretary of reasonable training costs including training stipends, tuition payments, and payments to on-the-job training sponsors; (9) part-time or flexible-time working hours; and (10) review of work attendance and progress. Requires that program participants be over 40, underemployed, unemployed, or disadvantaged. Lists groups which may qualify as program sponsors. Authorizes appropriations for fiscal years 1979 and 1980 to carry out this Act. Title III: Institute on Age and Employment - Establishes an Institute on Age and Employment in the Department of Labor to help to utilize middle-age and older workers most effectively in the economy.

Tuition Tax Credit Act - Amends the Internal Revenue Code to allow a credit against an individual's income tax in an amount equal to 50 percent of the sum of the amounts paid by him to educational institutions as tuition (though no more than $500 for any single individual) for the attendance of the taxpayer, the taxpayer's spouse, or any of his dependents with respect to whom he is entitled to a personal exemption.

Directs the Secretary of Defense to place a memorial plaque in the Trophy Hall of the Memorial Amphitheater at Arlington National Cemetery to pay tribute to those members of the armed force who served in Southeast Asia during the Vietnam era. Directs the Secretary, to honor those members who lost their lives in Southeast Asia, to display near such plaque the medals, ribbons, and decorations associated with service in Southeast Asia during the Vietnam era.

Bretton Woods Agreements Review Act - Amends the Bretton Woods Agreements Act to terminate all authority granted under such Act (including participation in the International Monetary Fund and the International Bank for Reconstruction and Development) after September 30, 1981, unless reauthorized by Act of Congress.

Targeted Tax Relief Act - Amends the Internal Revenue Code to allow manufacturers planning property eligible for the investment tax credit in designated "labor surplus" areas to take double investment tax credits and depreciation deduction for the property. Doubles the allowable deduction for real property taxes on realty used in connection with this property.

Safe Bridge Act - Directs the Secretary of Transportation to: (1) inventory all bridges which are not located on any of the Federal-aid systems; (2) classify them according to serviceability, safety, and essentiality for public use; and (3) assign each bridge a priority for replacement or rehabilitation based on such classification. Authorizes Federal participation in State projects to repair or replace such bridges. Authorizes appropriations out of the Highway Trust Fund for bridge replacement or rehabilitation programs through fiscal year 1982. Amends the Highway Revenue Act of 1956 to extend the transfers of specified taxes collected in the general Treasury to the Highway Trust Fund through 1984. Amends the Land and Water Conservation Fund Act of 1965 to extend the transfers of specified nonhighway gasoline taxes from such fund to the Treasury through 1984. Postpones specified transportation related excise tax reductions under the Internal Revenue Code of 1954.

Small Business Development Center Act - Authorizes the Small Business Administration to make grants to universities to assist them in developing centers to provide small businesses with a broad range of advice, information, and assistance. Limits the amount of such grant to no more than 75 percent of the cost of eligible activities in the operation or development of the center, except for grants to regional centers assisting State centers in research or other high cost activities. Establishes a Small Business Management and Technical Assistance Division within the Small Business Development Center program through a Deputy Associate Administrator. Establishes a Small Business Development Center Advisory Board composed of 14 members to advise and confer with the Deputy Associate Administrator for Management and Technical Assistance. Authorizes the Administration to make grants to universities, organizations, and business concerns to support research to solve problems which affect small business concerns.

Expresses the condemnation of the House of Representatives of the kidnapping of Aldo Moro. Declares it the sense of the House of Representatives that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

Older Americans Long-Term Care Act - Title I: Long-Term Care for the Elderly and the Disabled - Establishes a program of long-term comprehensive services for the elderly financed by the Federal Government and the States. Establishes within the Department of the Treasury a Federal Long-Term Care Trust Fund for such program. Requires a State to establish a State Long-Term Care Agency in order to receive funds under this Act. Requires such State agency to create within the State a system of Community Long-Term Care Centers. Title II: Miscellaneous Provisions - Sets forth the relationship between the program established by this Act and certain programs under the Social Security Act.

Tuition Tax Relief Act - Amends the Internal Revenue Code to allow individuals alternative, limited tax credits or deductions for the tuition paid for the primary, secondary or higher education of the taxpayer, his spouse, or his dependents.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Amtrak Improvement Act - Amends the Rail Passenger Service Act to authorize appropriations for the National Railroad Passenger Corporation for fiscal year 1979. Directs the Secretary of Transportation, in cooperation with the Corporation, to develop a preliminary recommendation for a route system for the Corporation which will provide an optional intercity railroad passenger system based on current and future market and population requirements. Specifies considerations which the Secretary is to consider in formulating such recommendations and specifies provisions to be included in such report. Directs the Rail Services Planning Office to conduct public hearings on the Secretary's recommendations and to submit its findings to the Secretary. Requires the Secretary to thoroughly consider such material in developing a final recommended route system for the Corporation. Directs the Secretary to submit final recommendations for such basic route system to both Houses of Congress and specified congressional committees. Stipulates that such final recommendations shall be deemed approved only by the adoption by both Houses of a resolution approving such recommendations. Directs the Corporation after such approval to complete the implementation of the basic route system as soon as possible. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to establish maximum travel times between points in the Northeast Corridor. Directs the National Railroad Passenger Corporation to develop economical and reliable rolling stock and related equipment designed to be compatible with the track, and operating and marketing characteristics of the Northeast Corridor. Amends the Animal Welfare Act to authorize the Secretary of Agriculture to exempt from the requirements of such Act, the transportation of cats and dogs in passenger rail service if the transportation substantially complies with such Act and will result in an increase in reliable and humane transport service for such animals. Directs the Postal Service to utilize the services of the Corporation in the surface transportation of mail so long as it would not result in a deterioration of mail services or increase in cost to the Federal Government. Authorizes the Corporation, notwithstanding the pendency of the route reexamination pursuant to this Act, to contract with a railroad filing a notice of discontinuance to continue such train operations. Stipulates that the Corporation shall not be subject to any State or local law with respect to the construction, maintenance, or repair of structures carrying public roads. Directs the Interstate Commerce Commission in determining the compensation to be paid by the Corporation to other railroads or public transportation agencies for track or facility usage to limit such compensation to the avoidable costs of permitting the Corporation to use the railroad's or agency's tracks or facilities.

Amends the Communications Act of 1934 to invalidate agreements preventing the broadcast of a professional sports game, by means of television, at the same time and in the same area in which the game is to be played if all tickets to such game have been sold 72 hours before gametime. Repeals this amendment effective February 1, 1981.

Title I: Amendments to Small Business Administration Disaster Loan Authority - Amends the Small Business Act to authorize the Small Business Administration to make physical disaster loans to cover losses during the period beginning July 1, 1976, and ending October 1, 1982, at a five percent rate of interest. Authorizes the Administrator of the Small Business Administration to make and issue notes to the Secretary of the Treasury for the purpose of obtaining funds necessary for discharging obligations under the disaster loan revolving fund created by the Small Business Act. Title II: Authorizations and Limitations - Authorizes funds for the small business development center program through fiscal year 1982. Title III: Management and Technical Assistance - Authorizes the Administration to make a grant to any State or local government, development credit corporation, land-grant college, or specified school for small business oriented employment or natural resources development programs including research, counseling, and technical assistance provided that an additional amount equal to the amount of such grant is from a source other than the Federal Government. Title IV: White House Conference on Small Business - Directs the President to call a White House Conference on Small business to be conducted by the National Conference Planning Council on Small Business established by this Act. Title V: Miscellaneous Admendments - Amends the Small Business Investment Act of 1958 to permit the investment of pollution control revolving fund moneys which are not needed for the payment of claims or current operating expenses. Amends the Small Business Act to direct the Small Business Administration to send to Congress any budget estimate or request, any legislative recommendations or testimony, or comment on legislation which it submits to the President or the Office of Management and Budget.

Amends the Older Americans Act of 1965 to establish a program of Community long-term care initiatives for assistance to chronically ill or disabled older persons. Directs the Commissioner on Aging to establish a special grant program to enable States to establish community long-term care initiatives designed to assess the needs of chronically ill or disabled persons for services and to assist in the efficient operation of a comprehensive and coordinated system for the delivery of services to such older persons. Requires the grant program to insure that: (1) the needs of older persons for services are identified; (2) older persons are referred to appropriate community based services; and (3) followup and evaluation procedures are established to insure that services are responsive to the needs of older persons. States that applications shall be made to the Commissioner after consultation with the State agencies responsible for the direct delivery of services to older persons. Requires such applications to: (1) assess the capacity for the establishment and operation of a community long-term care program; (2) show that the State can carry out a comprehensive system for delivery of services to chronically ill or disabled older persons; and (3) include a plan which will facilitate access by older persons to services available in the area to be served. Authorizes the Commissioner to permit any agency of a State, other than those State agencies designated in this Act, to submit an application to deliver such services if the State involved demonstrates that it can meet the requirements of this Act in an alternative manner. Stipulates that grants made by the Secretary shall be for no more than 90 percent of the cost of the State program established under this Act. Allows an agency receiving a grant to contract with public or private nonprofit agencies to carry out the program. Requires that an agency receiving a grant shall: (1) employ a balance of personnel between individuals trained in health care services and social services; (2) involve individual older persons in the development of their appropriate service plans; (3) assess the needs of individual older persons; (4) identify older persons in need of services; and (5) encourage older persons to participate in programs for which they are eligible. Directs agencies to seek to use existing facilities which are easily accessible by older or disabled persons.

Directs that orders of a State court or a court of the District of Columbia relative to the custody of children of divorced or separated parents be given full faith and credit by every other State and the District of Columbia until such issuing court no longer has under the law of the State in which it is located, or declines to exercise, jurisdiction over modifications of such orders. Permits a court to refuse to recognize a custody order obtained by a parent or other person who removed the child from a State in order to conceal the child from the other parent or from a person acting as a parent.

Veterans' and Survivors' Pension Improvement Act - Title I: Amendments to Pension Program for Non-service-connected Disability or Death - Revises the list of specified catagories of payments excluded from the determination of annual income for benefit payment purposes. Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

World War II Veterans' Bonus Act - Directs the Administrator of Veterans' Affairs to make a lump-sum bonus payment to each qualified World War II veteran, or their survivor, equal to the sum of (1) $5 times the number of days of active duty performed by the veteran outside the continental United States; and (2) $4 times the number of days of active duty performed by the veteran within the continental United States. Requires applications for such payment to be filed within three years of enactment of this Act. Entitles the survivor of a qualified veteran to receive such payment if such veteran dies before receiving it.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to reduce tax rates below the level established by the Social Security Amendments of 1977 on employment income for both employers and employees and on self-employment income. Increases Federal contributions to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund established under Title XVIII (Medicare) of the Social Security Act by 50 percent. Increases the ceiling on the amount of income that is subject to social security taxation to $100,000 in 1979.

Amends the Communications Act of 1934 to require each station licensee, in connection with the broadcast of any public affairs program which permits audience participation by telephone: (1) to retain a transcript or an audio recording of any broadcast for 60 days after such broadcast; (2) to retain the names and addresses of each caller for 60 days after such broadcast; (3) to ascertain the accuracy of factual statements made by any participant in the discussion involved in such broadcast, and broadcast a correction of any inaccurate statement; (4) to maintain a record, for the duration of the license involved, of any complaint received by such station licensee regarding any such broadcast; and (5) to permit certain individuals to make an appropriate response. Directs that these provisions shall also apply to the editorializing and support of political candidates by noncommercial educational broadcasting stations. Empowers the Federal Communications Commission not to renew the license of any station which has committed willful or repeated violations of this Act.

Requires any business enterprise which purchases any imported article for use in manufacturing or construction and had gross sales or gross receipts not less than $300,000,000 in its most recent fiscal year to make quarterly reports to the Secretary of the Treasury with respect to the amount of imports of steel and other articles purchased for use in construction or manufacturing.

Senior Citizen Higher Education Opportunity Act - Amends the Higher Education Act of 1965 to require that higher education institutions receiving Federal aid submit to the Commissioner of Education a senior citizen access plan providing for tuition-free registration of qualified senior citizens in scheduled classes and programs on a space available basis. Directs that such plan be implemented to the satisfaction of the Commission. Enjoins the payment of funds or the approval of supplemental or special grants under specified titles of such Act unless the institution seeking aid has established and fully implemented a senior citizen plan.

Declares it the sense of the House of Representatives that there be no reduction of customs duties on textile or apparel products and that such products be excluded from the current Tokyo Round of Multilateral Trade Negotiations in Geneva.

Stipulates that nothing in agreements entered into between the Secretary of Transportation and a State highway department for the construction of projects on the Interstate System shall require the removal of establishments serving users of interstate highways if such establishment was in existence before January 1, 1960, is owned by a State, and if all access to and exits from such establishments conform to specified standards.

Amends the Tariff Schedules of the United States to revise temporarily the customs duties on the importation of iron or steel products, and to impose a temporary import quota on such products. Directs the Secretary of the Treasury to deposit revenues under this Act into the Adjustment Assistance Trust Fund.

Buy American Act Amendments - Amends the Buy American Act to require Federal agencies to prescribe regulations to require Federal purchases of American goods under the Act if the price of such goods does not exceed the price of like foreign goods by more than 15 to 50 percent. Makes States subject to the Act with respect to any repair or construction of public buildings or public works at least half the cost of which is financed with Federal funds.

Makes it unlawful for any Federal employee or official or for any person engaged in any business or other activity in or affecting interstate commerce to (1) permit, require, request, or attempt to require or request any employee or person applying for employment to take any polygraph test; or (2) discharge, discipline, or deny promotion to any employee or deny employment to any individual for refusing to submit to any requirement or request that such person take a polygraph test. Permits any person aggrieved by a violation of this Act, or any employee organization authorized by such a person, to obtain compensatory and injunctive relief in appropriate United States district courts.
